AbstractAgri–food sector is one of the biggest and most supported economic sectors in the EU. It is a key sector for sustainable economic development and food safety and security. The EU Common Agricultural Policy (hereinafter CAP) is its backbone – it helps farmers with income support and market measures on the one hand and, on the other hand, it ensures sustainable rural development in individual EU countries. Despite of the huge support agricultural sectors in Member States are facing serious problems – in Slovakia it is especially the low level of domestic agricultural production, low quality of food products, high unemployment rate especially among young people, ageing of population and abandonment of rural areas. Looking for solutions for these problems mentioned there is a great challenge for relevant public authorities and for the academic sector, as well. Based on these facts the initiative to submit a project proposal has arisen within the Jean Monnet Centre of Excellence – which would respond on challenges in this field. The project (Centre of Excellence for European Agri-Food Chain – CEEAG 611446-EPP-1-2019-1-SK-EPPJMO-CoE) has been granted and its main focus will start from important and irreplaceable role of agriculture and food industry in national economies of (not only) Member States via ensuring their food security under conditions given by the EU Common Agricultural Policy (CAP) – one of the most supported policies in the EU.

The paper analyses the structure and level of international cooperation among African states in the area of agriculture and rural development. It focuses on the AU and its eight Regional Economic Communities. The international cooperation schemes between the World Bank, EU, FAO and African countries in agricultural policy are reviewed. The paper concludes that, despite numerous cross-border initiatives, governance of agricultural policies in the pan-African context remains fragmented. Policy-making and cooperation schemes need to be stepped up to address continent-wide challenges in the sector. There is an urgent need for the AU and the EU to intensify their cooperation in agricultural policies and development. The AU in collaboration with its regional bodies should establish a common agricultural policy for the continent. Such initiatives need to be Africa-driven and adapted to African needs. The EU should only provide technical know-how and institutional support if welcomed by African partners. Collective action towards rural areas via greater coordination of African agricultural policies and actions would help to develop the missing institutional framework needed for agricultural development in the continent. Fostering economic growth through agricultural development and reforms may also lead to a reduction of migration as witnessed by the EU in the sixties.

One of the most challenging issues for the countries that are in the process ofaccession to the European Union is the reform of agriculture, precisely agriculturalpolicy and its compliance with the Common Agricultural Policy of the EuropeanUnion (CAP). The strategic orientation of the Republic of Srpska and Bosnia andHerzegovina is a full EU member status, which is defined with signatory to theStabilization and Accession Agreement in 2008 and confirmed with Applicationfor membership in the European Union, submitted in February 2016. Consideringthe upcoming accession negotiation process, the reformation of agricultural sectoris necessary in all areas of development: production, policy and legal frameworkand institutional development. Until 2015 Republic Srpska made and adopted twokey strategic documents that determine the directions, objectives and measures fordeveloping of agriculture and rural areas. Recently the Republic of Srpska adopteda new strategic plan for the development of agriculture and rural areas for theperiod 2016- 2020. Considering that agriculture budget represents a first indicatorof the countries sector priorities, objective of this paper is to provide analysis ofagricultural policy through the agricultural budget of the Republic of Srpska and itscompliance with Common Agricultural Policy of the EU. Comparative analysis isrelated to the period 2006 – 2014 using EU methodology for the classification ofagricultural measures (pillars and axis). Research results show that the structure ofmeasures and scope of budgetary support, defined within agricultural policy of theRepublic of Srpska is not compatible with Common Agricultural Policy of the EU.

<p>Following their introduction in 1992,direct payments have become one of the main instruments of the Common Agricultural Policy. The aim of this study is to analyse potential scenarios of harmonization of direct payments in the CAP post-2013. In doing so, we use the CAPRI model, which represents the functioning of agricultural markets at the global level and simultaneously models CAP measures at the EU regional level. Results suggest that while a flatter rate of direct payments would have minor impacts on agriculture at the EU level, it would imply substantial redistributive effects, both across regions and Member States.</p>

Having evaluated the situation in agriculture and rural areas, and having assessed the significance of new external and internal conditions, the European Commission has decided to reform the Common Agricultural Policy of the European Union. This article presents the essence of the part of the reform plan which affects the direct support system. The author of the article also examines the impact of the reform on the system’s capacity to achieve the set goals, and on its efficiency. The research showed that the new legal framework proposed by the Commission would not directly improve the efficiency of the system, but the increased decision-making authority it grants to Member States provides an opportunity to reduce administrative outlays on the functioning of the scheme. Likewise, the effectiveness of a reformed direct support system in achieving the set goals will largely depend on decisions made by Member States, i.e. on the appropriate choice of instruments, and the accuracy of their form, as well as the equitable distribution of the available funds.

Highly regulated EU agricultural sector via Common Agricultural Policy (CAP) creates conditions for encouraging the competitiveness of farmers not only within the European single market. Farmers in the Czech Republic face not only the challenges of globalization, nevertheless the problem of aging the farmers’ population. Under provided major assumptions, there is therefore necessary to implement such instruments of the CAP to ensure sustainable competitiveness of Czech agricultural enterprises and specifically family farms by government authorities, which are considered to be the economically smallest agricultural business entities. There is introduced a specific approach to a more efficient CAP in the current EU programming period till year 2020 through efforts to increase the competitiveness of European farmers as well in the term of the sustainable development within rural areas. The objective of the article is to identify usable financial and nonfinancial instruments to increase the competitiveness of domestic family farms in the context of EU CAP 2020 not only in terms of the Czech agrarian sector, but within the EU single market. Complementarily, there is provided evidence to economic performance of the smallest farmers in comparison with other size categories of agricultural businesses in the EU member countries.

Agriculture posed considerable tensions for the processes of enlargement of the European Union, because of its continuing importance both in the economies of the applicant countries of Central and Eastern European countries which have joined EU on the 1st may 2004., and in the EU budget and acquits communautaire. The preparation of agriculture in the candidate countries to join the EU was rendered more complex by the fact that the Community's Common Agricultural Policy was a moving target. The aim of this paper is to show the bases elements of the Common Agricultural Policy, but also to provide a survey of recent developments relating to agriculture in the EU and new member states of the EU before their accession to EU and their preparation to access on the enlarged market, in order to indicate the main challenges and difficulties posed by enlargement. It seems likely that agricultural policy in the enlarged EU will attach increased priority to objectives such as rural development and the environment. However, these new priorities may be expensive to realize, and may impose a growing burden on the national budgets of EU member states.

The comprehensive agricultural policy of Slovenia during the setting-up of its agricultural institutional system for implementation of the Common Agricultural Policy has enabled the setting-up and design of the Paying Agency system to handle national and EU subsidies according to schedule. The country has acted on the advice of the European Union to use the introduction of SAPARD measures as a preparatory and experimental field for utilising subsidies after EU accession. Moreover, in addition to the importance of gaining practical experience in the field of implementation of rural development measures, Slovenia has recognised the necessity to become familiar with the application procedures for obtaining direct payments relevant for the largest group of beneficiaries, farmers. Accordingly, farmers have been practicing for 3 years how to fill in application forms, and have gained important experience before opening the most relevant resources. Also, the advisers supporting farmers to obtain subsidies have been trained during the last 3 years, in order to provide real assistance. EU agricultural subsidies are not divided among the Member States; there will be a strong competition not only with the new Member States, but also with the farmers of the more developed EU-15.Slovenia has done its best in order to launch its farmers – due to the different development levels of the EU-25 Member States – into this very strong competition not like pupils, but at least like mature secondary school students.

The European Union (EU) is an integrated alliance of equally treated Member States sharing mutual values, legal principles and markets. Close cooperation, deep integration and convergence are the major priorities for the EU. Anyway, these principles are not always reflected in the EU-wide policies which are implemented through financial support mechanisms. The direct payments financial support mechanism under the Common Agricultural Policy, the main instrument for promoting convergence in development of Member States’ agricultural sectors and rural sustainability, faces critique for failing to meet its objectives. One of the major deficiencies of the direct payments scheme is that it allocates more resources to already developed agricultural sectors of the older Member States and less resources to developing ones thus increasing the divergence among the Member States. The aim of this paper is to suggest new mechanisms for direct payment funds redistribution across the EU Member States which are based on the methodological principles that would more precisely correspond to the aims of convergence, transparency and fair redistribution. The results show that, regardless of the method chosen (to support more or less effective agricultural sectors of EU Member States), the proposed methodology lowers differences in direct payment rates among the EU Member States by two-fold. This ensures correspondence to the goal of convergence within the EU.

Inclusion of the countries in Central Europe (CECs) in the Common Agricultural Policy (CAP) of the European Union raises a&nbsp;large number of issues, not the least in the context of the accession negotiations among the current EU member states and the newcomers. However, in the process of enlargement, negotiations will also be necessary with other countries. This is because both the EU and the accession candidates have commitments in the WTO and inclusion of the CECs in the CAP may affect the nature of these commitments, as well as the ability of the enlarged Union to honour them. The paper deals with the&nbsp;fundamental problems in connection with presented themes.
