Abstract The article deals with a way of standardizing project and program management methods in public administration, considering that they have been initiated by a number of administration units having a great autonomy, independently of the government strategy. To manage the government strategy, an original model of the unification process of managing projects and programs executed as part of the strategy and supported by a dedicated IT system has been specially developed and implemented. The essence of the presented approach is to replace the top-down forcing changes toward unifying the project management methodologies used by government administration units by stimulating interest in facilitation and benefits provided by the IT system and, as a result, also a willingness to join the system. Such voluntary joining the system is associated with voluntary adaptation of the previous locally applied management method to the methodology supported by the IT system.

Material efficiency is one of the major challenges facing our society in the twenty-first century. Research can help to understand how we can make the transition towards a material-efficient society. This study focuses on the role of the government in such transition processes. Use is made of literature in the field of public administration and innovation literature, particularly transition management. On the basis of three Dutch examples (plastics, e-waste and bio-energy), the complex system change towards a material-efficient society will be reflected upon. These case studies underline the need for a tailor-made governance approach instead of a top-down government approach to enhance material efficiency in practice. The role of the government is not restricted to formulating policies and then leaving it up to other actors to implement these policies. Instead, it is a continuous interplay between the different actors during the whole implementation process. As such, the government's role is to steer the development in the desired direction and orchestrate the process from beginning to end. In order to govern with a better compass, scientifically underpinned guiding principles and indicators are needed. This is a challenge for researchers both in public administration and in transition management.

In one of the many definitions of public administration it was stated that it is the fulfillment of individual and collective needs of citizens, resulting from the co-existence of people in society, realized by the state and its dependent organs. One of the needs of an individual is the need for safety. Ensuring the safety of citizens is realized by the public administration, due to its service to the society as an executive apparatus possessing a democratic mandate of political power, in service of the law created by said organs. A particular role in the area of defense belongs to authoritative administration, which performs tasks including reversing risks and removing dangers, including the realization of tasks and undertakings aimed at military preparation in case of war. The aim of the following article is to present the tasks and competences in the area of protecting the President, the government, government administration officials on duty and local self-administration of the Slovak Republic. Various methods have been used to reach the pre-determined goal, primarily the method of document investigation, which made it possible to gather, sort, describe and scientifically interpret the legal acts of the Slovak Republic regarding defensive matters.

Another new paradigm shift is in the offing and slowly becoming distinct from the amorphous shape of public administration. It is the ICT-blessed governance, or e-Governance. The adoption of ICTs and the new approach to management in symbiosis are e-Governance. E-governance speaks of a new way and style in every beat and pulse of the system of public administration. It brings about changes in the structure and functions of public services, ushering transformation through effectively engaging the government, businesses, and citizens—all stakeholders. It not only ensures efficiency in public service delivery but also offers unlimited potential to combat corruption and many other bureau-pathologies in the public administration system. Based on secondary sources, this chapter offers brief theoretical discussions of e-governance, including its emergence, types of service delivery, transformation stages, and relevant other issues.

The main purpose of this article is a comprehensive analysis of the implementation of national projects as a form of public administration, as well as the organization and control of the implementation of national projects. It is shown that currently the implementation of national projects can be carried out using a method called "project management" or project management, public administration. The concept of "project" is given as generalizing into a certain system and combining procedures, actions and activities to achieve the goal. Today, these methods have almost acquired the status of a standard. It is noted that project management has recently developed into a practical methodology that is used in various areas of human life. The article presents various types and types of projects: technical, organizational, economic, social, investment, innovation, research, etc. There are short-term, medium-term, and long-term projects that can include, for example, municipal, regional, Federal, state, or national projects. Special attention is paid to national projects. The latter are intended for organizing powerful scientific and technological and effective socio-economic development of the country and each specific region. In the process of their implementation, the goals of self-realization and improving the standard of living of the population are pursued. It is also reported about the official introduction of project management in public authorities in the Russian Federation. Thorough methodological and organizational preparation is shown for effective implementation of national projects. However, national projects are not being implemented actively enough. The Samara region has organized activities for the implementation of almost all national projects. As an example, the national project "Safe and high-quality roads" is proposed, the characteristics, state of the project management and its implementation in the Samara region are considered. The assessment of the state of highways in the studied region is given. The obvious relevance of the introduction and implementation of the national project "Safe and high-quality roads" in the Samara region is confirmed. Analysis of the content of the national project "Safe and high-quality roads" in General shows that its implementation or implementation set extremely complex goals. The article proposes to implement their achievement using the "project management" method. The success of using the project management method is determined by the fact that management is carried out in accordance with the principles of project management throughout the project lifecycle.

As implementation projects for transforming e-government mature, the need for successfully tackling project management emerges: without a project management method, those who commission an egovernment project, those who manage it and those who work on it will not have the necessary tools to plan, organise, monitor, and reschedule tasks, responsibilities and milestones. In taking forward both the Government Modernisation and the Civil Service Reform agendas, renewed emphasis is being placed on project management approaches and techniques for achieving policy objectives more effectively and efficiently. The present chapter, after giving an overview of state-of-the-art project management methodologies, goes further in indicating the needs of the e-government domain and proposing a goaldriven way to manage all the aspects of e-government projects. Specifically designed tools support the application in a lighthouse project of the Greek public sector, leading to reusable conclusions on achievements and problems faced.

The purpose of the study was (1) to investigate the trends in the development of excellence and innovativeness, or the use of the relevant tools, by comparing the situations of 2003, 2006 and (as projected) 2009 to one another, and against the approaches used in companies, and (2) to encourage the spread of awareness within the public administration of the importance of identifying and spreading good practices. We found that trends are taking the same direction, with the number of different tools and the frequency of their use – especially of the CAF (Common Assessment Framework) and EFQM (European Foundation for Quality Management) models, partly also the BSC (Balanced Scorecards), and of ISO standards – being on a continual rise, while the main systemic deficiencies are the inconsistent top-down policy of quality and excellence development, and the non-existent methodology for empirical evaluation of the effects produced by the use of those tools. The organisations are left to their own initiative, and support of the Government and the Ministries is only declarative. Innovativeness, unlike this, primarily entails gradual improvements in the ways in which work is done – in the first place from the client perspective –, which is mainly reflected by the estimated financial savings.

(TIC), en pro de mejorar la provisión de servicios, el acercamiento y las relaciones de la administración pública con los ciudadanos. Por esta razón, en este artículo se analiza cómo las TIC e Internet son utilizadas por parte del gobierno central en la prestación de servicios públicos. Realizada la revisión bibliográfica-documental, se concluye que el gobierno electrónico es una herramienta tecnológica con la potencialidad de incluir social, política y económicamente a los ciudadanos, por este hecho, el reto de la administración pública es involucrar a éstos en las actividades de la gestión pública. El Gobierno Electrónico Nacional está compuesto por soluciones institucionales y e-servicios que en su gran mayoría son soluciones que, de manera aislada, las instituciones públicas han desarrollado con anterioridad, además de una nueva institucionalidad con una planeación estratégica inicial y base legal que le permite iniciar su desarrollo y reflexión. Finalmente, si bien es cierto que existe un aumento del Indice de Desarrollo del Gobierno Electrónico (EGDI) en este último periodo bianual, éste es una oportunidad de mejora para la Administración Pública Nacional. AbstractIn order to improve the Public Administration service delivery, approach, and relations with citizens, the Ecuadorian central government administration has developed activities based on information and communication technologies (ICTs). Therefore, this article presents an analysis of the way ICTs and Internet are used by the central government to deliver public services. Once the bibliographic and documentary review is finished, the conclusion is that the electronic government is a technological tool with the potential of including citizens from the social, political, and economical point of view. Hence, the challenge of public administrations is to involve citizens in the government administration activities; the national electronic government is composed of institutional solutions and e-services mostly are solutions in isolation public institutions have developed previously, besides a new institutional framework with an initial strategic planning and legal basis that allows you to start your development and reflection. Finally, while it is true that there is an increase in e-government development index (EGDI) in the last two-year period, the electronic government is an improvement opportunity for the National Public Administration.

Building upon the practices of the Treasury of Russia as well as other federal executive agencies, this article presents a new approach aimed at improving the efficiency of public administration through the centralization of general management functions within a given body. The set of general functions across public authorities is largely generic, suggesting that the stage involving the optimization of said functions can be regarded as a preliminary one preceding a full-fledged digital transformation of public administration. Functions associated with budget accounting and budget report formation, material and technical support, and personnel, legal and administrative activities dominate in the structure of both federal and local authorities’ general management functions. At the same time, individual government bodies at both the federal and regional levels are all, to some extent, engaged in the optimization of general functions implementation costs through assigning appropriate powers to subordinate agencies. Exemplified by the Treasury of Russia and other public administration bodies, the article systemizes and analyzes the existing approaches within the subject matter. As a result of the analysis, it is deemed advisable to synchronize the activities of public authorities, in particular through coordinating the process at the level of the Government of the Russian Federation.

Program management is an actively developing field of knowledge during the last decades. The lack of programs� common understanding, distinguishing features and at the same time the similar principles of program, portfolio and project management, insufficient accounting program�s main features, such as a large number of incoming interrelated and interdependent projects, the need for two-level management (strategic and detailed ones), creating and accumulating uncertainty due to a number of projects, demand for program�s continuous adjustment according to changing conditions of internal and external environment create the pool of problems that affects the program planning quality. Slippage, budget overruns, loss of strategic guidelines � all this lead to failure in achieving business objectives. In this paper the program�s distinctive features have been analyzed, comparative analysis of programs, projects, portfolios has been made, key points of program planning have been identified. The main elements of program plan have been defined with an accent on emerging difficulties and key components. Possibilities of use of collected knowledge related to projects and portfolios planning while creating the program plan have been analyzed. The need for developing a new approach to program planning with account of all program�s features has been revealed.
