Abstract In the modern world, including the European Union, the Baltic States and Latvia, the power industry has a broad definition, area and content, several social life and economic existence, comfort and safety provision. It also covers the following segments: heat/thermal energy, transport/fuel, electricity, energy resources and their types, etc. More competent and wider synergy among different energy sectors and power industry and other areas provides the option to solve the global problems, for example, the mitigation of climate changes and the provision of energy sustainability by reducing the production of greenhouse gases, increasing the use of renewable energy sources, achieving higher energy efficiency and providing the careful use of energy resources. The results of synergy are of economic importance; they provide the efficiency and competitiveness of costs. In this paper, the necessity of synergy between renewables and conventional generation and synergy among energy sectors are considered to achieve the dimensions of national energy and climate plans.

Energy plays a crucial role in the modern world. The acquisition and consumption of energy is unfortunately associated not only with economic development or the facilitation of everyday life, but also with a negative impact on the environment. To prevent these, measures are being taken which are part of a broad programme referred to as sustainable energy development (SED). A special place among energy consumers is occupied by households, as access to energy is a fundamental factor affecting the quality of life. The aim of this paper is to look at and assess the current situation of the household sector in the EU energy market in the context of SED and to point out similarities and differences between EU countries. The analysis considers factors based on SED indicators: final energy consumption per capita, energy prices offered to households, and the share of renewable energy in household energy consumption. The k-means method was used as a research tool. The results obtained indicate first of all that the EU countries are highly differentiated in terms of the analysed factors. It can be said that these differences result not only from the wealth of a given country, geographical location, or natural possibilities to use renewable energy sources, but mainly from the energy policies implemented in individual countries.

Today, Ukrainian society needs professionals with innovative thinking and a keen desire to implement their ideas in social life, driven by information, economic, social, political, cultural and religious processes of the third millennium. The modern world requires young people to be able to respond efficiently and promptly to innovative changes that are taking place in society, to be self-sufficient, proactive, responsible citizens, successful people, that is, professionally competent. That is why the problem of effective professional training of future specialists is an urgent one, which will be able to easily adapt to the changing conditions of today and be competitive in the labor market.The urgency of the problem with the professional training of future masters of elementary education to innovative activities is substantiated in the article. The general education system tendencies of the leading countries in the European Union, in particular, France, Denmark, Germany, England, that in recent years have collected positive experience in reforming important parts ofthe future teacher's education system, have been clarified. It is worth noting that Ukrainian educators are actively studying and using foreign experience in training teachers in European countries, the United States and Finland. The progressive ideas and features of future teachers’ training in different countries, which can be introduced for domestic education, are established.In the publication it is emphasized that the study provides for the feasibility of studying the foreign countries experience in the training of future masters of elementary education to innovative activity.

Uzbekistan has sufficient potential for the development of alternative sources. The development of renewable energy is a prerequisite for the conservation of energy sources. The article analyzes the degree of use of traditional energy resources, the needs of the power industry, the potential of renewable energy sources, the possibilities of using and cooperation with foreign countries on the development and use of Uzbekistan.

The enlargement of the European Union is an almost everywhere accepted necessity, but at the same time of course also a compromise. Economies or regions of different economic, social, institutional, etc. development become united in Europe with a territory from the Atlantic to the Eastern borders of Poland, Slovakia and Hungary, from the Baltic Sea to the Mediterranean Sea. This integration process going along with the worldwide globalisation will imply a new distribution, or a redistribution of the factors of production. First of all the human capital will be touched by this development.2 One of the most important results found by social sciences in the 20th century is the realisation of the immense role played by human factors in the process of economic development. The extremely high efficiency of human capital and the high mobility could diminish the regional differences in the economic development and therefore in the social life. But even this is one reason for the mentioned re-allocation of the human capital. In the frame of a very simple static model (See e. g. Bishi – Kopel [2002]) the flow of human capital between different regions – called the European Union and the New Member States – will be analysed. The introduction of search costs extends the field of policy-analysis.

Under the European Union (EU) energy efficiency targets that Romania has assumed, increasing the share of solar energy has been one of the main points to be considered. The most important solar energy resources are found in the lowlands and low hills in southern and south-eastern parts of the country. The current paper is focused on the Romanian Plain, which has the best environmental conditions to support the development of photovoltaic (PV) farms. One hundred and ten PV farms have been identified and mapped which cover a total area of 1393 hectares. Although it provides a clean and sustainable energy source, the related environmental implications of PV farms could be either positive or negative. In this study, some of the main categories of impacts have been selected for identification and analysis of their environmental consequences. Several indicators have been computed: the share of PV farms from the main land use/cover categories and main soil types, and the distance of PV farms to forests, water bodies, or protected areas. The overall results of the study reveal the current and potential impacts of PV farms in order to understand the interactions between the environment and the use of renewable energy sources and further support science-based solutions for sustainable development.

Today we hear more and more that until our country realizes fundamental European values, it will not be able to become a full member of the “European family”. But it should be emphasized that this process began long before Ukraine gained independence and the leading role in this was played by foreign consuls of Europe and America. The countries that created the modern world as it is, where the foundations of modern statehood, civil society, an efficient market economy, and a system of social justice were laid. Therefore, this article is dedicated to highlighting the role of these representatives in the implementation of European values in the south of Ukraine in the late XIX – early XX centuries. Being in the port cities of the region, which then opened wide horizons for commercial activity, and using all opportunities to maximize the protection of the interests of their state and citizens, foreign consuls, through the development of public-social life of the region, contributed to the implementation of priority values. There were many consuls who made a significant contribution to the development of urban territories, their improvement, the enrichment of the spiritual and intellectual life of the townspeople. Consulates of Greece, Norway, Sweden, Germany, Italy, Belgium, England, Denmark, Portugal, Brazil and Argentina deserve special attention. Awareness of the importance of education, spiritual status of the population and the development of the city as a whole made positive changes. At the end of XIX – beginning of XX century the South of Ukraine began to occupy leading positions in the foreign economic activity of the Russian Empire. Of course, it cannot be said that this was done solely through the work of foreign representatives, but they nevertheless managed to prove that the unity of values is the foundation on which the European Union stands today.

The process of energy saving and its components in the production sphere is investigated. It is determined, that the national policy of energy saving deals with the increase of fuel-energy recourses extraction, application of non-conventional renewal energy sources, maximum usage of energy saving potential, as well as adapting of the national law system to the EU standards. The need to make alterations in the Energy Strategy of Ukraine till 2030 concerning the increase of importance of energy saving control processes and energy efficiency of different types of recourses during the period of the Fourth energy-package implementation in the European Union is substantiated. It is shown, that successful control of the energy saving processes in the production sphere can be obtained by energy efficiency resulting in the decrease of electric energy consumption per product during production, the cost of the renewal energy sources and noxious substances wastes. It is noted, that according to the law of Ukraine «On energy efficiency» it is expected, that energy efficiency specifies the equipment, technologies, production or system on the whole and it indicates the level of energy resources consumption per product production. The increase of energy efficiency is obtained by the introduction of some organizational and engineering measures in the production process. Energy efficiency and energy saving are interrelated processes, which testify the level of efficiency the fuel-energy resources consumption per final production unit. Energy efficiency describes the quality processes in energy sources application, having both political and social problems, and require the implementation of new society approaches to the application of energy recourses. It is noted that the Energy Union envisages the creation of a single architecture of the electricity market, which should promote the market integration of electricity generated by renewable energy sources (RER) and increase the energy efficiency of the European economy.

Bioethics is a new scientific branch created over 30 years ago, connecting natural sciences (biology, medicine) with the science of morals in human conduct. (ethics). Bioethics started to grow in the area of ecology, therefore primarily it appeared as a discipline of environmental protection and preservation of the ecosystem (environmental ethics). Later the matter of dispute became limited to problems related to human health and its promotion (medical ethics). However, these problems are closely related to plant preservation and animal life protection. The practice in bioethics is faced with difficulties related to the interdisciplinary character of this branch and axiological pluralism of the modern world. In consequence, in the area of bioethics most important become human being respect and human rights as touchstones universally accepted in social life practice and international law. A favorable fact is that the European Union has recognized and accepted these values as its own cultural identity constituents.

The article is devoted to the subject of the goals of the climate and energy policy of the European Union, which can have both a positive, and a negative impact on the environmental and energy policies. Positive aspects are the reduction of greenhouse gas emissions, diversification of energy supplies, which should improve Europe independence from energy imports, and increasing the share of renewable energy sources (RES) in the national energy system structures. On the other hand, overly ambitious targets and actions can lead to large losses for the economies of EU Member States. The article also highlights the realities prevailing in the international arena and noncompliance of international actors with global agreements on climate protection.
