Today, Ukrainian society needs professionals with innovative thinking and a keen desire to implement their ideas in social life, driven by information, economic, social, political, cultural and religious processes of the third millennium. The modern world requires young people to be able to respond efficiently and promptly to innovative changes that are taking place in society, to be self-sufficient, proactive, responsible citizens, successful people, that is, professionally competent. That is why the problem of effective professional training of future specialists is an urgent one, which will be able to easily adapt to the changing conditions of today and be competitive in the labor market.The urgency of the problem with the professional training of future masters of elementary education to innovative activities is substantiated in the article. The general education system tendencies of the leading countries in the European Union, in particular, France, Denmark, Germany, England, that in recent years have collected positive experience in reforming important parts ofthe future teacher's education system, have been clarified. It is worth noting that Ukrainian educators are actively studying and using foreign experience in training teachers in European countries, the United States and Finland. The progressive ideas and features of future teachers’ training in different countries, which can be introduced for domestic education, are established.In the publication it is emphasized that the study provides for the feasibility of studying the foreign countries experience in the training of future masters of elementary education to innovative activity.

Статья посвящена изучению зарубежного опыта подготовки кадров для пенитенциарных систем. Его анализ и рассмотрение возможности внедрения отдельных элементов направлены на совершенствование системы подготовки сотрудников для уголовно-исполнительной системы России, повышение их профессионального уровня, что в конечном счете будет способствовать достижению главной цели УИС - исправлению осужденных. Авторы особое внимание уделяют изучению специально-профессиональных и личностных качеств, необходимых сотрудникам пенитенциарных учреждений. В статье рассматриваются особенности подготовки сотрудников пенитенциарной системы в Соединенных Штатах Америки. Важнейшей задачей образовательных учреждений и центров по подготовке кадров для пенитенциарной системы США является обеспечение будущих сотрудников знаниями, необходимыми для выполнения профессиональных обязанностей в рамках предстоящей деятельности. Также авторы подчеркивают важность развития при подготовке будущих сотрудников не только профессиональных, но и личностных качеств.The article is devoted to the study of foreign experience in order to improve the training system for the Russian penal correction system. In particular, the training of prison officials in the United States of America is considered as one of the most developed States in the modern world. The improvement of the training process for the Russian penal correction system implies the development of international cooperation with the prison systems of foreign countries. The study of foreign experience of penitentiary education contributes to the improvement of the professional level of the staff of the Penal Correction Service and, ultimately, to the achievement of the main goal - correction of convicts. The authors pay particular attention to the study of specific professional and personal qualities required by potential prison staff. Since there have been significant positive changes in the formation of professional qualities of the future employee of the Russian penal correction system over the past decade, the main focus of the work is on the formation of personal (universal) qualities of the employee of the Federal Penal Correction Service of the Russian Federation, for which the positive experience of the United States is analyzed.

The article reveals innovative experience in the study of projective technologies in the training of primary school teachers in the general education system. In the practical part of the study, relevance of training primary school teachers to the use of wide opportunities in teaching children on the basis of new system values that orient themselves to a self-developing pupil who is able to flexibly use changing component life activities at a new level is substantiated. It also actualizes the need to study and use the experience of foreign countries, taking into account the specifics of domestic realities, and to make a comparative analysis of the theory, methodology and organization of future primary school teachers training in the context of modernization of the education system in the Republic of Kazakhstan. The primary education system is recognized as one of the most important priorities of the long-term Strategy «Kazakhstan – 2050».

The pandemic of COVID-19 has influenced all sectors of social life, including the global economy and trade relations. The year of 2020 was marked with significant changes in internal and foreign economic policy of almost all nations. The purpose of the paper is to study the measures taken by the EU and the USA as the world's leading economies to regulate their foreign trade in the global crisis caused by the COVID-19 pandemic. The tasks of the study are to show the influence of the crisis on changes of global trade policy in front of the threat to national security. Methodology. The study is based on the results of statistical analysis of data provided the WTO and the UNCTAD. The authors show an analytical assessment of the foreign trade indicators of the EU and the USA. Methods of comparison and generalization were used to formulate conclusions on regulatory trends in foreign trade of the US and the EU. Results allowed identifying specific features and changes in the regulation of foreign trade of the EU and the US, assessing the impact of the pandemic on their foreign trade. It was found that both mentioned players of the world economy have actively introduced both deterrent and liberalization measures during 2020, which were aimed at providing the domestic market with scarce COVID-related goods. The study shows the transition from export restricting to import liberalizing measures in foreign trade policies from the start of pandemic to the late 2020. Practical implications. Understanding and predicting the possible actions of partners (the US and the EU in this case) in the field of foreign trade regulation is an important practical aspect, which has to be taken into account when developing Ukraine's foreign trade policy. Value/originality. The study of foreign trade policy of the world's leading countries allows us to understand the behavior of governments of the countries that are largely dependent on participation in international trade in their development, to draw conclusions about the most common instruments of foreign trade policy in the time of humanitarian and economic crises.

The article analyzes the historical stages of inclusive education in the United States: the first – 1960 – the stage of segregation and marginalization of people with special educational needs, the second (from 1968 to 1975) – the stage of normalization, the idea of involving disabled students in the educational environment, the third stage – educational mainstreaming (1975–1983), the fourth stage – (1983–2004) – inclusive education characterized by joint training of people with special needs with peers using typical development, the fifth –mixed educational system – a comprehensive inclusive education system starting in 2004 and until now in the United States.It was determined that the definition of “special educational needs” (learning disability), means developmental delay, disorder of one or more processes related to speaking, reading, pronunciation, writing or arithmetic abilities as a result of possible cerebral dysfunction, but not in the result of mental disorders, loss of sensitivity, cultural, educational or upbringing factors. It has been found that disorder or disability is not one specific concept, but often a mixture of disorders grouped under one broad term, and inclusive education is seen as “the process of addressing and responding to the diverse needs of students by ensuring their participation in learning, cultural activities and community life and reducing exclusion in education and the learning process”. Now intellectual level is determined by using standard intelligence tests, mostly Stanford-Binet, that allows to use individualized curricula as a basis for teaching children with disabilities in inclusive settings. But it is still clear that even in such circumstances, the problems of inclusive education remain to be complex and ambiguous. The article considers the peculiarities of formation and development of relations between Canada and the European Union in political sphere. It points out that the common essence of approaches to modern international relations serves as a potential basis for building bilateral cooperation on the issues of establishing political cooperation. In the course of research on Canada’s foreign policy it was noted that there is a number of features that are due to both internal context and external factors. In particular, it refers the peculiar nature of Canadian statehood, the existence of two linguistic communities, geographical location, and immediate neighborhood with the United States. It emphasizes the similarity of Canada’s positions with the approaches of European countries to solving a number of problems of modern world development. The importance of maintaining the transatlantic connection is among the significant issues. At the same time, it should be taken into account that there are peculiarities of establishing and maintaining relations between Canada and the European Union. On the one hand these are the relations with a strong multinational association and on the other – with each individual member state. It is noted that, despite the long historical tradition in the relationship, the potential for cooperation between Canada and the EU is only partially used. It highlights the need for Canada to reach a new level in its relations with the European Union, provided that it maintains close relations with the United States of America. Areas of mutual interest, as well as problematic aspects of negotiations on a strategic partnership agreement between Canada and the European Union have been identified. Although Canada–EU relations are bilateral, they are evolving in a broader international context. It is analyzed that Canada can be a valuable partner for the European Union in the field of international relations. This country should strive to be involved in the preparation of important international decisions in order to build common positions and ensure a sufficient level of coordination between the parties.

The world community is increasingly concerned about environmental issues. Disposal of municipal solid waste is one of the critical components of the system for improving and maintaining the current level of the environmental situation both at the national and international levels. Foreign countries have been developing technologies and models for organizing the disposal of solid utility costs for a long time; in Russia, this trend has become popular only after the beginning of the 21st century. The paper discusses a model for the disposal of municipal solid waste in the European Union, the United States, developing countries in Asia and Africa. The research methodology consists in comparing Russian and foreign advanced trends in the management of fixed utility costs.

In this article it was found that the importance of agricultural development is due to the direct impact of this area on the living standards of citizens, which largely depends on the welfare of the population, including per capita income and social living conditions. It is proved that providing organizational, legal and economic measures for sustainable development of agricultural production will provide an opportunity to increase production of relevant products, improve its quality and safety, and, consequently, its competitiveness, both domestically and internationally. It is analyzed that despite the focus on the development of other sectors of the economy, in particular, technology, in most developing countries much of the territory is occupied by the agro-industrial sector, and among the population from 70 to 90% are employed in agriculture. Therefore, it was proved that the development of agriculture will always be relevant and require attention from scientists in various fields of science. This article noted that the structure of the agricultural sector, as well as the specific set of mechanisms of state regulation in different countries is different. At the same time, it is noted that some countries seek intensive development of this sector of the economy, while others suffer losses. In the presented article we have analyzed the current state of agriculture in Ukraine and identified problems that stand in the way of its development; In order to solve the existing problems, the experience of advanced foreign countries, including the United States, the European Union, Canada and Japan, was analyzed, and the factors due to which these countries managed to achieve stable growth in agriculture were identified. Based on the research, practical recommendations were provided, which we propose to take into account in the formation of state regulation of the agricultural sector in Ukraine.

Nowadays, computer games occupy a large share of the entertainment industry market: according to data for 2019, the market volume was $ 152.1 billion (for comparison, the market volume in 2018 was $ 137.9 billion). The growing popularity of the industry led to the inclusion of computer games in 2005 on the UNESCO World Heritage List, and in 2003 – to the establishment of a video game award by the British Academy of Film and Television Arts. Computer games are increasingly penetrating our lives, and thus follows the language of “gamers”, exerting an increas-ing influence on the normative language. Computer games are a vast topic for research and study, especially in terms of language and teaching. Teaching translation in the modern world should in-clude a comprehensive preparation of future specialists for work. In the current education system of the Russian Federation, there is no professional training of translators for the localization of computer games, therefore, translators who wish to work in this area need to undergo additional training outside the higher education system. This brings to the fore the issue of needing to identify the features of the translation process and localization of computer games in order to improve the quality of teaching translation. We consider the features of translation and localization from English into Russian based on the texts of the computer game “The Witcher 3: Wild Hunt”.

Профессиональная деятельность химиков должна быть направлена на интеграцию образования, науки и производства. В настоящее время проблема кадрового обеспечения является одной из самых актуальных. Основная цель данного исследования — выявить требования к современному химику и оценить состояние его подготовки к профессиональной деятельности. В статье представлен анализ работ по проблеме подготовки будущих химиков, проанализированы особенности формирования профессиональных компетенций у студентов направления подготовки «Химия», описаны различные подходы к формированию профессиональных компетенций, рассмотрена возможность формирования компетенций обучающихся посредством научно-исследовательской деятельности. Для выявления уровня подготовки студентов направления подготовки «Химия» к производственно-технологической деятельности нами было проведено анкетирование, опрос, наблюдение. Констатирующий эксперимент показал, что выпускники химических специальностей, молодые специалисты, пришедшие на производство, не вполне готовы к производственно-технологической деятельности. Оценка инновационных характеристик стиля мышления по индикатору М. Киртона позволила выявить преобладание у студентов адаптивного и слабовыраженного инновационного стиля мышления. Будущие химики на недостаточном уровне владеют способами научно-исследовательской деятельности, методами внедрения инноваций на производстве, производственно-технологическими умениями и навыками. Перспективы дальнейшего исследования проблемы, на наш взгляд, заключаются в разработке теоретико-методологические основ формирования производственно-технологи­ческой компетенции будущих химиков в условиях научно-исследовательской деятельности. Chemists’ professional activities should be aimed at integrating education with science and production. Nowadays, staffing is an acute problem. The main aim of the research is to single out the requirements a modern chemist is expected to meet and to assess novice chemists’ professional readiness. The article analyzes works discussing novice chemists’ professional training. It analyzes the peculiarities of professional competencies formation in chemistry students. It describes various approaches to professional competencies formation and assesses a possibility of ensuring students’ professional competencies formation through research. To assess the level of chemistry students’ professional readiness to participate in production and technological activities, we used such methods as interviewing, polling, and observation. Our experiment shows that novice chemists, graduates of chemistry departments, are not duly ready to participate in production and technological activities. The assessment of innovation characteristics of thinking styles according to theKirton Adaptation-Innovation Inventory shows that students are maladapted and lack innovative thinking styles. Novice chemists are not aware of research possibilities, they are not familiar with methods of introducing innovation, they lack professional production and technical skills. The perspectives of further research consist in the development of theoretical and methodological foundation of production and technological competencies formation in novice chemists through research.

The modern world almost continuously emphasizes the importance of new challenges and solutions in all areas and fields of life for humanity. The emergence of new technologies and the improvement of conventional mechanisms to meet the demands of digital reality pose new challenges for any social science and practice; the role of law as a tool of regulatory influence on public relations becomes of particular importance. Recently, the issue of regulation of ubiquitous artificial intelligence, cyberphysical systems, advanced “smart” robots and other achievements of engineering science has become of primary importance for the Russian and world legal science. The authors of the article have analyzed the issues of possible approaches to the robotics legal regulation. Due to the latest trends in the development of legal norms on robotics in foreign countries, in particular in the European Union, the issues of legislative recognition and determination of the robot’s status, i.e. the prospect of robots becoming legally capable, or strengthening and clarifying the legal regime of the robot exclusively as an object of legal regulation become topical. The paper is devoted to studying topical issues of possible directions of legal regulation of robotics and analyzing the main approaches to determining the legal status of robots and liability for harm caused by them in the autonomous performance of actions.
