Abstract Poor local government performance has been detrimental to South Africa’s development. The study explores the challenge(s) the Msunduzi Local Municipality is facing in ensuring good performance necessary for achieving its planned development. The study argues that flaws in the management of performance lead to poor performance. This research was interpretivist, used a case-study strategy and adopted a qualitative design / approach. Secondary data in the form of municipal publications and primary data in the form of interview information was collected and analysed. The findings demonstrated that there is a lack of alignment between the planned development and the necessary performance to achieve it in the Msunduzi Local Municipality. The Key Performance Areas of top managers were not aligned to the Integrated Development Plan goals; Key Performance Indicators (KPIs) were internally rather than externally focused; some of the KPIs were too vague to be measurable, and there was no agreement on the top five strategic objectives of the Municipality. This research investigation sought to contribute to the limited understanding of municipal performance and development policy alignment by improving municipal service delivery in developing countries. Lessons have been learnt on the need for policy alignment based on holistic thinking.

The circular economy concept needs to be part of the performance management system so that it is in line with a company’s vision and mission. Thus, the circular economy will play an important role at the operational level of companies. The circular economy needs to be internalized, starting by formulating the company’s vision and mission, establishing strategic objectives and performance indicators, and creating resource allocation policies. This research aims to design a sustainable performance management system in the context of a circular economy for state-owned plantation enterprises (SOPEs). This study used a qualitative research coding method that was validated in three SOPEs in Indonesia. Validation was performed by comparing the framework based on the conceptual formulation with the data and information obtained during field assessment. Primary data came from interviews with 15 managers, while secondary data came from official company documents. The research results show that the initial framework that was built is in accordance with the results of the exploration of the circular economy strategic objectives in the three SOPEs. The results of the 100 percent validation and perception test of managers on the range of values are important. Therefore, the proposed framework can be used in SOPE.

AbstractObjective – This study aimed to analyze the performance of co-operative using two different performance management measures, Development Ladder Assessment (DLA 2009 version) and co-operative health indicator (CHI). Design/methodology – The sample of this study is 10 co-operatives operated in Aceh, Indonesia. Data was collected from secondary and primary sources. The secondary data is obtained from financial reports and annual meeting reports of 2014 and 2016, while primary data was collected from questionnaires with management and supervisory board of the co-operatives. The data was analyzed using a comparative and descriptive statistical approach. Results – This study found that both performance methods produced different results. Some co-operatives attain rank “A” in DLA approach, but no co-operatives are categorized as rank “A” within CHI measure. Additionally, DLA is more informative for the supervisory board in measuring co-operative performance than CHI.

This article is about the agreement and consensus between government and rebellion groups during war politics with special reference to Ampara district in Sri Lanka. The article argues that war causes transforming normal pattern of politics if we perceive of war as power struggle. The article further argues that to understand politics and power struggle during war requires conceptualization of war politics. Therefore, this article has attempted to conceptualize war politics and applied it to understand the nature and content of war politics in Sri Lanka in general and in Ampara district in particular during the period of protracted civil war. The data for the study were collected from both primary and secondary sources. Primary data were extracted from the extensive field works while secondary data were collected from desk analysis. The above data were descriptively analyzed and presented in this paper as summaries of arguments and author’s interpretation. This study has found that war causes dual power making civilians and officers becoming clueless on whose orders were to be obeyed because war resulted in crisis of the state. The study has also found that war politics results in syndromes of incapacitated, establishment of dual power and existence of reciprocal understanding between government and rebellion groups during war. The study concludes that there is a probability of an emerging agreement and consensus between actors of governmental politics and war politics during wars to achieve their strategic objectives.

The COVID-19 pandemic has hit Indonesia where the worrying situation has affected almost every all-region in Indonesia, including West Kalimantan. One of the referral hospitals for the case of COVID-19 in West Kalimantan is RSUD dr. Agoesdjam is the only one referral hospital in the Ketapang Regency area. This makes a critical situation, considering that Ketapang Regency is very large and there is only one referral hospital. The problem that arises later is the number of patients from various regions who come to check themselves at RSUD dr. Agoesdjam Ketapang, where this hospital has a limited number of doctors and health workers. This causes job burnout for health workers, where they have to work extra in monitoring and handling patients regularly in their work environment. This study uses a descriptive qualitative approach with an exploration of primary and secondary data. Primary data refers to the interview results while secondary data comes from journal searches and online media coverage. Based on the results and discussion in this study, it can be concluded that the COVID-19 situation in RSUD dr. Agoesdjam is quite worrying so that it increases the alertness of the hospital, in this case, the job burnout of health workers is increasing. The duties and responsibilities of nurses are a priority in handling COVID-19 patients and this case raises fear, worry, and energy burden and thoughts for health workers, especially nurses at RSUD dr. Agoesdjam Ketapang. Furthermore, the job burnout experienced by nurses in dealing with the COVID-19 situation is work overload, poor performance, fatigue, and reduced alertness because they are overshadowed by anxiety and worry.

Employee needs are related to the level of psychosocial development of employees.The other feedback function that is most often used is a tool to motivate. this study, researchers used a type of descriptive qualitative research. The data sources used in this study are 2 types, namely: Primary data, and Secondary data. This study used purposive sampling technique, and the data analysis technique used in this study was the interactive model.

The aim of this study is to analyze the Vehicle Operational Cost (VOC) and tariff based on the calculation of VOC and compare with the prevailing tariff in Blang Pidie-Banda Aceh route. Primary data was carried out by surveys, among others, physically survey of the vehicles, number of vehicles and passengers, and investigation survey. Secondary data was obtained from the relevant government institutions. The results of the analysis showed that the average passenger load factor of the inter-city transportation route of Blang Pidie-Banda is 56.25%. The average tariff set by the government is Rp. 106,500/passenger, the average tariff calculated by VOC for Blang Pidie-Banda Aceh route is Rp. 114,014/passenger, while the average rate applied in the field is Rp. 125,000/ passenger. The calculation of Cost of Production (COP) is Rp. 103,649/passenger-km. While the ability to pay (ATP) of the public transport services users is Rp. 208,333. Tariffs based on Vehicle Operating Cost (VOC) are smaller than the prevailing rates in the field and the rates applicable in the field are also higher than the rates set by the local municipality.

Synopsis This case presents the leadership challenges that Chief Petty Officer Amanda Smith navigated as the first woman assigned to lead a Flight Line work center at NAS Ionian, an organization that was characterized by a culture of “hegemonic masculinity.” Failure to effectively lead the work center could have catastrophic consequences, including death of service personnel. Flight Line work centers, located in naval air stations throughout the world, serviced the air operations of aircraft carriers of the US Navy and provided allied air support. The assignment was a test of Smith’s leadership because the NAS Ionian Flight Line had experienced a spate of misconduct by personnel and had failed important maintenance inspections. Chief Smith was tasked to improve the morale and performance of the work center’s sailors who had diverse personal and professional backgrounds. She was also directed to ensure that the work center passed important maintenance inspections despite the challenges of dealing with subordinates, rank peers, and senior officers who had never previously worked with a woman in her role. Research methodology The case study is based on primary data collected from the protagonist, a.k.a. Amanda Smith. The primary data are supplemented with secondary data from published sources. The names of the air station and the protagonist have been altered to protect the identity of individuals in the case. Relevant courses and levels The case is applicable to senior undergraduate courses in HRM performance or talent management, training and development as well as in MBA or other Master’s level courses in management, industrial-organizational psychology, organizational behavior and leadership. Theoretical bases The case deals with leadership style (e.g. Initiating structure – organizing work, giving structure to the work context, defining role responsibility, scheduling work activities; consideration – building camaraderie, respect, trust, and liking between leaders and followers); organizational culture; diversity management; power and influence; and performance management.

This research is part of a broader investigation into disclosing the reasons behind the impossibility of applying advanced management techniques and tools in developing countries. The aim of this research is to find out the availability of requirements and then obstacles in applying the balanced scorecard method in the manufacturing sector because of the importance of this sector in economic development. The importance of choosing the province of Sulaymaneyah as a research population place is due to according to the industrial indicators of the Kurdistan Region Statistics Authority and the Iraq's Central Statistics Organization; the province is considered a more developed model in the industrial sector in Iraq and contains high proportion of small, medium and large, miscellaneous enterprises. The research adopted an analytical descriptive method, where secondary data was collected through a comprehensive survey and access to what was written previously on relevant and then collecting primary data through conducting the questionnaire, in addition to field visits and access to the archive of information on these projects in the relevant directorates. Then the descriptive and inferential statistics were used to organize, display and analyze the data and to arrive at accurate results and realistic conclusions and so that the researcher formulated a set of recommendations according to the conclusions. The results showed that the financial perspective remains the highest priority among all other perspectives (Customers, Internal processes, learning and growth) perspective. And most of the firms lack strategic management and they do not have the basic requirements and there are actually a number of obstacles to the application of this tool. It is expected that the results and recommendations help the decision makers of industrial enterprises to adopt and move towards the implementation of the Balanced Scorecard more broadly.  The results of the research confirm some of the prevailing theoretical concepts and recommendations provide possible solutions or help for institutional changes to enhance performance management generally. Finally, the numbers of the future research were proposed.

ABSTRACT This descriptive research study assessed the status of the implementation of the Bachelor of Technical Teacher Education program (BTTE) of Camarines Sur Polytechnic Colleges (CSPC) as basis for enhancement. Descriptive type of research method was used in the study with 104 respondents. Primary data were gathered through Focus Group Discussions (FGD) and secondary data were sourced from records. This study was delimited to the BTTE program implemented from Ladder I to Ladder III only. Results revealed that the curriculum offered by this college was above the minimum requirements prescribed by Commission on Higher Education (CHED). The BTTE program was administered by a highly qualified department dean. The college has a modern food laboratory facility; however, the books and journals in the library are not sufficient for BTTE students. The questionnaire is the main instrument in this study. The classrooms are also considered a problem during the program implementation. The college encountered a very fast turn out of faculty handling major subjects during the first two years of implementation. The result of TESDA assessment for the major competencies was low; the Raagas 5-point scale was adopted to determine the competencies of the students. Further results revealed complaints on major subjects, which require students to buy ingredients or materials for their laboratory activities was also low. The Strategic Development Plan of CSPC (2015- 2018) is the reference in creating the strategic development plan of the BTTE program

Introduction- Doctors job satisfaction can be increase by providing good compensation system like valid pay, recognition, promotional opportunity and meaningful work. These factors have positive relationship with job satisfaction of doctors. Objectives/Purpose- The aim of this research is to find out various issues of compensation management for the doctors in civil hospitals and to explore that compensation has direct effect on doctor’s satisfaction level. Research design/research methodology- This is a tentative research where survey has been conducted in well known civil hospitals of Punjab’s main cities like Lahore, Faisalabad, Rawalpindi, Multan and Bahawalpur.  Primary data has been assembled through questionnaire. And secondary data collected through research papers. Findings- Findings have shown that pay, recognition, promotion opportunities, and meaningful work are factors of compensation management which have direct effect on job satisfaction on doctors. But the main reason of doctor’s dissatisfaction is, because they are not getting proper service structure and not finding their work meaningful. Government should increase satisfaction of doctors by providing this type of non financial compensation. Recommendation/suggestion- The most important thing is that government should revise and make amendment in the service structure of doctors. Because the main reason of doctors dissatisfaction in Punjab is actually the service structure. Government should implement proper performance management system to tackle the issues related to feedback, performance and promotions of doctors. Contribution- This study plays a vital role in persuading the policy makers to think over the factors which effect on doctor’s satisfaction in civil hospitals.
