Abstract The issue of studying the physiognomy of military actions in the light of the influence of the main military strategy schools is integrated into the field of military art as an objective necessity of a relevant analysis of risks and threats that may affect military force and, consequently, to identify effective means and methods of response against them. The conclusion that emerges from the study is that military action will remain the beneficiary of forward-looking thinking and initiative, in which past moments are primarily considered as a source of lessons learned to increase the effectiveness of the actions to come.

AbstractThere is a pressing need to equip youth-serving community organizations to respond to the unique needs of trauma-exposed children. Early prevention measures can be an effective means of redirecting children to self-regulatory healing, while facilitating their transition toward strength-based thriving. Sport can offer a powerful opportunity to reach these children; however there remains little information on how to effectively develop, deliver, evaluate, and sustain trauma-sensitive sport programs in a community context. The purpose of this paper is to outline a case study of integrating sport-based trauma-sensitive practices with BGC Canada’s national Bounce Back League program. An interdisciplinary partnership of academic, community, and practice experts used a community-based participatory action research approach, paired with a knowledge translational approach, to guide the process of program development. Mixed methods (e.g., surveys, logbooks, interviews, focus groups, online communications) were used to generate ongoing insights of staff’s training experiences, successes and challenges of program implementation, and potential impact of program on club members. Several stages of program development are described, including: (a) collaboratively planning the program; (b) piloting the program to three clubs; (c) adapting the program using pilot insights; (d) expanding the adapted program to ten clubs; and (e) creating opportunities to maintain, sustain, and scale-out practices throughout grant duration and beyond. Lessons learned regarding the leadership team’s experiences in terms of developing, adapting, and integrating trauma-sensitive practices in this community context are shared.

This panel will discuss the System Usability Scale. Panelists all have extensive experience using the SUS within a broad range of contexts: diverse people (e.g., abilities, languages); different types of products; and different testing scenarios. Members of the audience will have the opportunity to ask questions about new research on the validity of the SUS in different environments as well as about lessons learned from practitioners using it to evaluate commercial products. Topics of specific interest to the authors are detailed within this paper.

This chapter examines two of the most famous grand strategies with origins in Asia, identified with Sun Tzu and Gandhi. On the surface they would appear to be unfit for comparison. While Sun Tzu belongs to a tradition of military strategy, and is now part of the classical canon, Gandhi is identified with the nonviolent strategy of nonstate actors. The intention in examining the two together is to explore a family resemblance in their respective conceptions of grand strategy, even while recognizing that they are very distinct. After setting out some broad contrasts regarding cosmology, ontology, and epistemology, the chapter zooms in on the relevance of these points more specifically for understanding Sun Tzu or Gandhi. It concludes with some reflections on why the contrasts are important in a globalizing world. Both cases highlight the importance, if possible, of achieving objectives without recourse to military force, which, it argues, arises from a relational cosmology, where harmony and diversity coexist, and in which truth is not uniform but multiperspectival.

Abstract Following Tantawan field suspension of production, considerable volume of contaminated crude (high level of mercury and arsenic content) remains on board in Tantawan FPSO. These volumes are deemed as waste hydrocarbon sludge that hold no commercial value and must be urgently removed from the vessel as per safety requirements to maintain the vessel class and certification, according to Tantawan FPSO integrity condition. After review of many alternatives, offshore subsurface disposal initiative is the safest and most cost-effective means for disposal. Since subsurface disposal of such waste, highly mercury and arsenic contaminated crude, has never been performed in the Gulf of Thailand, several aspects need to be considered from technical and environmental perspective and public sector concerns. A cross functional team of Reservoir Engineer, Geologist, Facilities Engineer, Health and Safety, Policy, Government and Public Affair and commercial advisor, has co-devised a holistic waste management plan to inject waste into Tantawan reservoirs after obtaining required approvals by the government. Many challenges including limitation of the FPSO pumping system, sludge properties and seasonal increment weather, were encountered during the execution phase and many remedial actions were taken to mitigate their impact. Cross functional team initiatives on heater installation, adjusting injection procedure, and additional disposal well approval helped address project challenges. Entire volume of sludge was safely injected to subsurface reservoirs with cost effective operation. The success of this offshore injection process has reduced the cost to less than 10% compared to onshore disposal option to asset joint venture. The results set a new standard for Thailand petroleum waste management policy. Following this success, decommissioning of all remaining of Tantawan field are progressing as scheduled. This paper will outline the holistic approach of hydrocarbon sludge management process including the subsurface injection identifcation, stakeholder engagement, environmental impact assessment and execution challenges. Lessons learned from this paper would help other offshore operators to effectively manage hydrocarbon sludge, which demonstrate how the oil and gas industry plays a vital role in protecting the environment.

Abstract Background: This paper describes a participatory methodology that supports investigation of the collaboration between communities affected by infectious disease outbreak events and relevant official institutions. The core principle underlying the methodology is the recognition that synergistic relationships, characterised by mutual trust and respect, between affected communities and official institutions provide the most effective means of addressing outbreak situations. Methods: The methodological approach and lessons learned were derived from four qualitative case studies including (i) two tick-borne disease events: Crimean-Congo haemorrhagic fever in Spain, and tick-borne encephalitis in the Netherlands (2016); and (ii) two outbreaks of acute gastroenteritis (norovirus in Iceland, 2017, and verocytotoxin-producingEscherichia coli [VTEC] in Ireland, 2018). These studies were conducted in collaboration with the respective national public health authorities in the affected countries by the European Centre for Disease Prevention and Control (ECDC). Results: An after-event qualitative case study approach was taken using mixed methods. Lessons highlight the critical importance of collaborating with national focal points during preparation and planning, and interviewer reflexivity during fieldwork. Field work for each case study was conducted over one working week, which although limiting the number of individuals and institutions involved, still allowed for rich data collection due to the close collaboration with local authorities. The analysis focused on the specific actions undertaken by the participating countries’ public health and other authorities in relation to community engagement, as well as the view from the perspective of the community. Conclusions: The overall objective of the assessment to identify synergies between institutional decision-making bodies and community actors and networks before, during and after an outbreak response to a given public health emergency. The methodology is generic and could be applied to a range of public health emergencies, zoonotic or otherwise. The methodology emphasises reflexivity among fieldworkers, a relatively short time needed for data collection, potential generalisability of findings, insider-outsider perspectives, politically sensitive findings, and how to deal with ethical and language issues.

PurposeThe purpose of this research is to understand whether an organization knows if it is ready to respond to a disaster and whether it has the capabilities to deliver relief. Our initial motivation was to identify unique resources possessed by the United States Navy (USN) and United States Marine Corps (USMC) due to their unique and critical capabilities for humanitarian operations. The recent frequency of disasters around the world suggests these events will continue to create demand for relief capabilities. For this reason we need to understand readiness metrics not just for USN and USMC but for humanitarian organizations (Hos) in general.Design/methodology/approachWe survey relevant literature for understanding how HOs define and develop readiness metrics and associated factors. We studied documents including peer-reviewed scholarly articles, government documents, white papers, research papers and Department of Defense (DoD) briefings. We study literature that is significantly written for DoD, one, the vast experience of USN and USMC and two, the lessons learned have been documented. The literature offers substantial information on what readiness means and why it is important. This documented information is critical because it is known to the researchers in humanitarian operations that data is hard to come by.FindingsThe framework for readiness proposed at the end of this article is context the emergency responder probably uses in an informal fashion. The validation of readiness framework, we find exists in the supporting literature we review.Originality/valueThe understanding of readiness metrics for humanitarian operations for the organizations we study may offer insight into other HOs. The insights we gain may not be pivotal or counterintuitive to the conclusions based on commonsense. However, they are supported by the literature review. We formalize the concept based on conclusions of a set of diverse set of researchers and practitioners such as academic scholars, DoD personnel and government officials involved in humanitarian missions, USAID representatives that are repeatedly tasked for being ready, military and government officers from host and foreign countries and many more.

Many public health professionals (researchers and practitioners) do not regularly spend time writing. We often receive no formal training in the practices that lead one to become a productive writer. In addition, many internal (mental/emotional) and external (schedules/distractions) barriers make writing consistently even less appealing and may lead to a cycle of avoidance followed by binge writing. This commentary demonstrates how one writing group became an effective means of providing career and professional development. Each week for 9 months we held a 1-hour writing group meeting designed around a commitment to ground rules, accountability, training opportunities, and feedback. Our experiences suggest that engaging in a writing group can help us develop as writers by allowing us to learn new practices and skills. Adopting new practices like writing regularly for short blocks of time, in turn, led to benefits like reduced anxiety and increased productivity. In the process, we became better writers, reviewers, and mentors. We provide recommendations and resources for groups and individuals who are interested in improving their writing as an essential component of their continuing education and professional development. Whatever your professional role, using a writing group to become a more powerful and productive writer will make you more effective.

This chapter will examine the organizational and technological challenges encountered by the highly successful Great Plains Interactive Distance Education Alliance (Great Plains IDEA) since its members began offering multi-university online academic programs in 2000. Members include the following universities: Colorado State, Iowa State, Kansas State, Texas Tech, Michigan State, Missouri, Montana State, Nebraska, North Dakota State, Oklahoma State, and South Dakota State. Inter-institutional online academic programs are a cost-effective means of rapidly increasing access and addressing emerging educational needs. The chapter explains how the Great Plains IDEA began, operates and has evolved, as well as the mistakes made, lessons learned, and upcoming challenges. A major technological challenge was identifying a secure multi-institution enrollment system for sharing student data between enrolling and teaching institutions the award-winning ExpanSIS system. The authors hope that higher education leaders will be convinced that inter-institutional collaboration is a viable solution to many higher education challenges.

AbstractDo international reputations matter and are they transferable from one context to another? These critically important questions continue to frame policy debates surrounding US responses to crises in Syria and Ukraine. For skeptics, past actions and reputations for resolve have no bearing on an adversary's assessment of US credibility; relative “power” and “interests” explain behaviour (Hopf, 1994; Mercer, 1996; Press, 2005; Walt, 2013; Zakaria 2013). We argue that scholars who dismiss the relevance of reputations typically sidestep important questions about how adversaries actually acquire relevant information about US interests and power. Building on an extensive collection of qualitative and quantitative studies of US deterrence encounters in asymmetric conflicts over the last two decades, we argue that lessons from past actions inform an adversary's interpretation of US interests in any given case and provide crucial information about Washington's willingness to deploy military force (capabilities). By implication, lessons learned from Bosnia 1992–1995 informed actions in Kosovo 1999, which, in turn, informed subsequent assessments of US interests and commitments in Iraq 1991, 1998 and 2003. Similarly, lessons about US reputations and credibility in Iraq from 1991 to 2003 were critically important to successful WMD diplomacy in Syria. Policy implications are addressed in the conclusion.

Similar developments in education and social services offer an opportunity for these two systems to come together to better meet the needs of all children and families. both systems are seeking to be inclusive, to decategorize, and to address growing problems and decreasing resources with coordination and collaboration. these movements have joined forces in what is called the “school-linked service movement,” of which the family resource center idea is representative. this article explores this idea by identifying lessons learned in the development of family resource centers in kentucky and discussing policy issues that are essential for both education and social services to address to assure continued development of this movement.
