AbstractThe European Union has taken the course to become climate neutral by 2050. To reach that target significant changes in all sectors are necessary, resulting in increasing regulatory pressure on energy producers, consumers and other sectors. Increasing legal requirements was also one of the reasons why the city of Daugavpils (population of 82 000) took a decision to implement an Energy management system (EnMS). In the boundaries of EnMS Daugavpils included more than 100 public buildings, public transportation and public lighting. This research paper presents results of the EnMS implementation, main drivers and barriers that Daugavpils has faced and overcome in the implementation process, and also assesses the benefits the city of Daugavpils has gained from EnMS. The success rate of EnMS in such an organisation as a municipality is based on the awareness and knowledge of the municipality’s employees and support from the municipality leaders. The case study of Daugavpils shows energy savings of 12 % in the public building sector after implementing EnMS.

This paper investigates the constraints that limit the use of public bus by people commuting to work in Putrajaya, Malaysia. Putrajaya was built to replace the city of Kuala Lumpur as the new administrative centre for the government of Malaysia. This research adopted qualitative methods which involved a total of 29 respondents who use car and/or bus to commute to their workplaces. The findings of this study show that several factors, such as reliability, safety, and customer service, play considerable roles in promoting the use of public transportation. The respondents agree that reliability (e.g. frequency, punctuality, and transfer) is an important factor in choosing a particular mode of transport. Safety is one of the major concern amongst the respondents, which need to be improved along with customer satisfaction of the public bus service. The results of this study suggest that a more reliable and accessible service is required to promote public bus as an attractive mode of transport.

To address the increasing impact of global warming, Taiwan has devised a variety of activities to promote energy savings and carbon reduction. Although the city of Tainan was the first in Asia to enforce an anti-idling policy, the intersection between public value creation and local sustainable development has not yet been analyzed. Hence, this article explores the anti-idling policy in Tainan through the lens of social judgment theory (SJT). It also considers criteria related to the core values of environmental, economic, and social sustainability to understand the public values held by stakeholders in Tainan. The results of this article illustrate and dismantle the differences between several groups’ understanding of public value as it relates to local sustainable development, and suggest the establishment of intersectoral collaboration and community participation regarding value perception. Although the case is specific to Taiwan, its characteristics are typical of local sustainable development globally, especially in Asia.

To facilitate the possible technology and demand changes in a renewable-energy dominated future energy system, an integrated approach that involves Renewable Energy Sources (RES)-based generation, cutting-edge communication strategies, and advanced Demand Side Management (DSM) is essential. A Home Energy Management System (HEMS) with integrated Demand Response (DR) programs is able to perform optimal coordination and scheduling of various smart appliances. This paper develops an advanced DSM framework for microgrids, which encompasses modeling of a microgrid, inclusion of a smart HEMS comprising of smart load monitoring and an intelligent load controller, and finally, incorporation of a DR strategy to reduce peak demand and energy costs. Effectiveness of the proposed framework is assessed through a case study analysis, by investigation of DR opportunities and identification of energy savings for the developed model on a typical summer day in Western Australia. From the case study analysis, it is evident that a maximum amount of 2.95 kWh energy can be shifted to low demand periods, which provides a total daily energy savings of 3%. The total energy cost per day is AU$2.50 and AU$3.49 for a house with and without HEMS, respectively. Finally, maximum possible peak shaving, maximum shiftable energy, and maximum standby power losses and energy cost savings with or without HEMS have been calculated to identify the energy saving opportunities of the proposed strategy for a microgrid of 100 houses with solar, wind, and a back-up diesel generator in the generation side.

The article is dedicated to the analysis of practical experience of implementing the energy management system (EnMS) based on UNIDO methodology at the enterprises of the Russian Federation. More than 40 enterprises in Russia were involved in UNIDO project, including municipal services. Main barriers to the implementation process are identified and described. EnMS cycle and its key elements are pointed out, which are critical to successful implementation. Case study of successful implementation of EnMS at one of the biggest Russian steel works «MMK» is given. UNIDO methodology was applied, which gave an impressive saving of 1 177,7 mln roubles during the first year.

Cities around the globe are embracing the Healthy Cities approach to address urban health challenges. Public awareness is vital for successfully deploying this approach but is rarely assessed. In this study, we used internet search queries to evaluate the public awareness of the Healthy Cities approach applied in Shenzhen, China. The overall situation at the city level and the intercity variations were both analyzed. Additionally, we explored the factors that might affect the internet search queries of the Healthy Cities approach. Our results showed that the public awareness of the approach in Shenzhen was low. There was a high intercity heterogeneity in terms of interest in the various components of the Healthy Cities approach. However, we did not find a significant effect of the selected demographic, environmental, and health factors on the search queries. Based on our findings, we recommend that the city raise public awareness of healthy cities and take actions tailored to health concerns in different city zones. Our study showed that internet search queries can be a valuable data source for assessing the public awareness of the Healthy Cities approach.

AbstractLibel played an important and extraordinary role in early modern conflict culture. The article discusses their functions and the way they were assessed in court. The case study illustrates argumentative spaces and different levels of normative references in libel trials in 16th century electoral Saxony. In 1569, Andreas Langener – in consequence of a long stagnating private conflict – posted several libels against the nobleman Tham Pflugk in different public places in the city of Dresden. Consequently, he was arrested and charged with ‘libelling’. Depending on the reference to conflicting social and legal norms, he had therefore been either threatened with corporal punishment including his execution, or rewarded with laudations. In this case, the act of libelling could be seen as slander, but also as a service to the community, which Langener had informed about potentially harmful transgression of norms. While the common good was the highest maxim, different and sometimes conflicting legally protected interests had to be discussed. The situational decision depended on whether the articulated charges where true and relevant for the public, on the invective language, and especially on the quality and size of the public sphere reached by the libel.

On 6 april 1992, the european union (eu) recognised bosnia and hercegovina as a new independent state, no longer a part of the socialist federal republic of Yugoslavia. The event marked the start of the siege of sarajevo, which lasted nearly four years, until late february 1996. It became the longest siege in the history of modern warfare, outlasting the leningrad enclosure by a year. During its 1425 days, more than 11,500 people were killed. The attacks left a trail of destruction across the city, which began to transform it in ways not experienced before. This paper explores how the physical transformation of sarajevo affected the ways in which meaning and significance were assigned to its built fabric. I argue that the changes imposed by war and the daily destruction of the city challenged long-established relationships between the built fabric and those who inhabited the city, introducing new modes of thinking and interpreting the city. Loosely placing the discussion within the framework of ‘Thirdspace', established by urban theorist and cultural geographer edward soja, i discuss the relationship that emerged between the historicality, sociality and spatiality of war-torn sarajevo. Whether responding to the impacts of physical destruction or dramatic social change, the nexus of time, space and being shows that the concept of spatiality is essential to comprehending the world and to adjusting to and resisting the impact of extraordinary circumstances. Recognising the continuation of daily life as essential to survival sheds light on processes of renewal and change in a war-affected landscape. These shattered urban spaces also show the ways in which people make a sense of place in relation to specific socio-historical environments and political contexts.

<p><strong>Abstract.</strong> Buses are considered as an important type of feeder model for urban metro systems. It is important to understand the integration of buses and metro systems for promoting public transportation. Using smart card data generated by automatic fare collection systems, we aim at exploring the characteristics of bus-and-metro integration. Taking Shanghai as a case study, we first introduced a rule-based method to extract metro trips and bus-and-metro trips from the raw smart card records. Based on the identified trips, we conducted three analyses to explore the characteristics of bus-and-metro integration. The first analysis showed that 46% users have at least two times of using buses to access metro stations during five weekdays. By combining the ridership of metro and bus-and-metro, the second analysis examined how the share of buses as the feeder mode change across space and time. Results showed that the share of buses as the feeder mode in morning peak hours is much larger than in afternoon peak hours, and metro stations away from the city center tend to have a larger share. Pearson correlation test was employed in the third analysis to explore the factors associated with the ratios of bus-and-metro trips. The metro station density and access metro duration are positively associated with the ratios. The number of bus lines around 100&amp;thinsp;m to 400&amp;thinsp;m of metro stations all showed a negative association, and the coefficient for 200&amp;thinsp;m is the largest. In addition, the temporal differences of the coefficients also suggest the importance of a factor might change with respect to different times. These results enhanced our understanding of the integration of buses and metro systems.</p>

As one manufacturing industry with a large level of energy consumption makes energy management mandatory applied at PT. XYZ, the purpose of this research is to design energy management system implementation strategy in PT. XYZ based on ISO 50001. Started by self assessment and by collecting data on the use of primary energy sources in the company, followed by processing and analyzing using simple linear regression. The self assessment results show 38% of the total value’s completeness of existing program in the clause of ISO 50001. From the processing and analyzing’s energy usage showed energy baseline and energy performance indicators (EnPI) of the company. The result of research is identifies and proposes the potential of energy savings in air compressor distribution system, steam boiler distribution, and electrical distribution system with good housekeeping, control system, and modification, proposes the energy management system implementation based on Deming’s PDCA cycle, and continued by recommending roadmap towards the implementation of energy management systems.
