The Landscape of War and the Transformations of the Public Sphere

On 6 april 1992, the european union (eu) recognised bosnia and hercegovina as a new independent state, no longer a part of the socialist federal republic of Yugoslavia. The event marked the start of the siege of sarajevo, which lasted nearly four years, until late february 1996. It became the longest siege in the history of modern warfare, outlasting the leningrad enclosure by a year. During its 1425 days, more than 11,500 people were killed. The attacks left a trail of destruction across the city, which began to transform it in ways not experienced before. This paper explores how the physical transformation of sarajevo affected the ways in which meaning and significance were assigned to its built fabric. I argue that the changes imposed by war and the daily destruction of the city challenged long-established relationships between the built fabric and those who inhabited the city, introducing new modes of thinking and interpreting the city. Loosely placing the discussion within the framework of ‘Thirdspace', established by urban theorist and cultural geographer edward soja, i discuss the relationship that emerged between the historicality, sociality and spatiality of war-torn sarajevo. Whether responding to the impacts of physical destruction or dramatic social change, the nexus of time, space and being shows that the concept of spatiality is essential to comprehending the world and to adjusting to and resisting the impact of extraordinary circumstances. Recognising the continuation of daily life as essential to survival sheds light on processes of renewal and change in a war-affected landscape. These shattered urban spaces also show the ways in which people make a sense of place in relation to specific socio-historical environments and political contexts.

Abstract In this article we outline how corpus-based studies can contribute to the methodology of linguistic landscape research. Linguistic-landscape research can be roughly understood as the “study of writing on display in the public sphere” (Coulmas 2009: 14). From a historical perspective, we investigate the emergence and use of the public sphere as a place of attention for official top-down communication in Luxembourg. Based on a large corpus of public announcements of the municipality of the city of Luxembourg, the history of public top-down communication is analysed by taking into account both sociolinguistic and linguistic factors. The analysis reveals that the public announcements are increasingly typographically and linguistically adapted to the conditions of public perception and self-reading in the course of time – whereby initially the multimodal embedding of the older presentation form is maintained.

The coronation of James II, a Catholic, brought about a profound political change in religious matters in the British Isles. At court, a Catholicizing process was introduced, supported by the monarch and the European diplomats who opened chapels in different parts of the city. However, this missionary effort had an unequal reception and caused a popular rejection against this new religious culture, leading to demonstrations of a markedly confessional nature. The chapel of the Spanish Embassy suffered the insults of the crowd on two occasions: the main consequence of these altercations was its destruction during the revolution of 1688. Although, superficially, this protest movement can be interpreted as anti-Catholic, it must be understood in a political context. With each new royal ruling, the protests gained strength until finally exploding after the flight of the King to France. This paper focuses on the popular protests and the explicit remonstrance of English Protestants against these Catholic altars and places of worship, with particular emphasis on the residence of Pedro Ronquillo. This study looks at popular protests and the reaction of the authorities, perceptions of the English and the use of the public sphere, the reception and dissemination of news and the impact of popular religious violence on foreign affairs in this crucial phase of English and European history.

The chapter sumps up the main themes and findings presented in the book. It concludes that blogging has led to emergence of a new literary genre, as well as has allowed young Egyptians to reshape their identity, connect to each other and rebel against the authorities. Placing blogs in the larger history of Arabic autobiographical genre, it argues that the autofictional blog, in some ways, continues the role played by the autobiographical novel or novelised autobiography in the twentieth century. In addition, the interactivity afforded by blogging has helped intellectuals to re-establish connections with the public sphere and to communicate with their readers, a connection that was lost in recent decades, particularly the 1990s. Finally, the chapter advocates for further studies on Arabic digital expression, as well for trans-historical studies on the impact of media on Arabic culture.

This book offers the first scholarly treatment of the history of public eating in London in the Victorian and Edwardian eras. The quotidian nature of taking a meal in public during the working day or evening should not be allowed to obscure the significance of the restaurant (defined broadly, to encompass not merely the prestigious West End restaurant, but also the modest refreshment room, and even the street cart) as a critical component in the creation of modern metropolitan culture. The story of the London restaurant between the 1840s and the First World War serves as an exemplary site for mapping the expansion of commercial leisure, the increasing significance of the service sector, the introduction of technology, the democratization of the public sphere, changing gender roles, and the impact of immigration. The book incorporates what I term ‘gastro-cosmopolitanism’ to highlight the existence of an international, heterogeneous, and even hybrid, culture in London in this period that requires us to think, not merely beyond the nation, but beyond empire. The restaurant also had an important role in contemporary debates about public health and the (sometimes conflicting, but no less often complementary) prerogatives of commerce, moral improvement, and liberal governance. This book considers the restaurant as a business and a place of employment, as well as an important site for the emergence of new forms of metropolitan experience and identity. While focused on London, it illustrates the complex ways in which cultural and commercial forces were intertwined in modern Britain, and demonstrates the rewards of writing histories which recognize the interplay between broad, global forces and highly localized spaces.

Ubi bene ibi Colonia is a term with unknown roots and is a derivation of a quote by Cicero (Patria est, ubicumque est bene). Its modern translation “The place that is beautiful is Cologne” (or rather “Cologne is where the heart is”) is a version of the idiom “Home is where the heart is,” and expresses the immense pride that the citizens of Cologne have for their city. It has become part of the colloquial language in Cologne and can be found on souvenir items such as T-shirts, mugs and stickers. I have chosen this motto, as it best describes the topic of this article, which focuses on one particular aspect of my PhD thesis entitled “Religion, Identity and the Public Sphere in 16th Century Cologne,” namely identity formation through representations of the city. This paper seeks to understand why there has been an increase in photographic images exposing military violence or displaying bodies killed by military forces and how they can freely circulate in the public without being censored or kept hidden. In other words, it aims to analyze this particular issue as a symptom of the emergence of new wars and a new regime of their visual representation. Within this framework, it attempts to relate two kinds of literature that are namely the history of war and war photography with the bridge of theoretical discussions on the real, its photographic representation, power, and violence.  Rather than systematic empirical analysis, the paper is based on a theoretical attempt which is reflected on some socio-political observations in the Middle East where there has been ongoing wars or new wars. The core discussion of the paper is supported by a brief analysis of some illustrative photographic images that are served through the social media under the circumstances of war for instance in Turkey between Turkish military troops and the Kurdish militants. The paper concludes that in line with the process of dissolution/transformation of the old nation-state formations and globalization, the mechanism and mode of power have also transformed to the extent that it resulted in the emergence of new wars. This is one dynamic that we need to recognize in relation to the above-mentioned question, the other is the impact of social media in not only delivering but also receiving war photographies. Today these changes have led the emergence of new machinery of power in which the old modern visual/photographic techniques of representing wars without human beings, torture, and violence through censorship began to be employed alongside medieval power techniques of a visual exhibition of tortures and violence.

AbstractLibel played an important and extraordinary role in early modern conflict culture. The article discusses their functions and the way they were assessed in court. The case study illustrates argumentative spaces and different levels of normative references in libel trials in 16th century electoral Saxony. In 1569, Andreas Langener – in consequence of a long stagnating private conflict – posted several libels against the nobleman Tham Pflugk in different public places in the city of Dresden. Consequently, he was arrested and charged with ‘libelling’. Depending on the reference to conflicting social and legal norms, he had therefore been either threatened with corporal punishment including his execution, or rewarded with laudations. In this case, the act of libelling could be seen as slander, but also as a service to the community, which Langener had informed about potentially harmful transgression of norms. While the common good was the highest maxim, different and sometimes conflicting legally protected interests had to be discussed. The situational decision depended on whether the articulated charges where true and relevant for the public, on the invective language, and especially on the quality and size of the public sphere reached by the libel.

This article uses the materials of the Drezdensha affair, a large-scale investigation of “indecency” in St. Petersburg in 1750, to explore unofficial sociability among the Imperial elite, and to map out the institutional, social, and economic dimensions of the post-Petrine “sexual underworld.” Sociability and, ultimately, the public sphere in eighteenth century Russia are usually associated with loftier practices, with joining the ranks of the reading public, reflecting on the public good, and generally, becoming more civil and polite. Yet, it is the privately-run, commercially-oriented, and sexually-charged “parties” at the focus of this article that arguably served as a “training ground” for developing the habits of sociability. The world of these “parties” provides a missing link between the debauchery and carousing of Peter I's era and the more polite formats of associational life in the late eighteenth century, as well as the historical context for reflections on morality, sexual licentiousness, foppery, and the excesses of “westernization.”

The study analyzed selected issues related to the scope of human rights and freedoms during the COVID-19 pandemic in Poland and Russia. The author wanted to compare the regulations issued by a Member State of the European Union and a country outside the European Union, often using undemocratic methods of exercising power. The work focuses on research problems related to the principles of protection, the confrontation of individual interests with the public interest, and the impact of the regimes introduced during the COVID-19 pandemic on human rights law in both countries. The thesis of the study is that in the event of a threat to public health, analogous restrictions on human rights are introduced both in an undemocratic country and in a country belonging to international structures identifying with democratic values. The state of the COVID-19 pandemic has exposed, and in some area even contributed to the creation of mechanisms reserved for crisis situations, posing a direct and real threat to public safety and health.

This article explores the impact of protests against economic globalization in the public sphere. The focus is on two periodical events targeted by transnational protests: the ministerial conferences of the World Trade Organization (WTO) and the annual meetings of the World Economic Forum (WEF). Based on a selection of seven quality newspapers published in different parts of the world, we trace media attention, support of the activists, as well as the broader public debate on economic globalization. We find that starting with Seattle, protest events received extensive media coverage. Media support of the street activists, especially in the case of the anti-WEF protests, is however rather low. Nevertheless, despite the low levels of support that street protesters received, many of their issues obtain wide public support.
