AbstractThe physical transformation of a colonial backwater city, Singapore, in one generation has been described as a feat of urban planning, renewal, and development. Less studied is the political will of the government to create a thriving city fit for purpose. Even less studied is the role of law that provides the powerful levers for the rapid and deep-seated changes to the urban landscape in Singapore. In this regard, the mindset shift that accompanied the massive urban transformation has facilitated a national psyche that embraces the material dimension of progress, for which urban renewal is not just a mere indicator but also a mantra for the fledgling nation-state desirous of change as a mark of progress. This essay examines the multi-faceted role of law in undergirding urban planning, policy, and development in Singapore. Rather than just providing a focus on specific laws that enables the government to shape the processes of urban redevelopment, the essay argues that these laws have to be understood within the context of “urban redevelopment pragmatism” in which pragmatism is as much a planning ideology as it is a driver of urban change and renewal. Furthermore, this planning pragmatism, very much mission-oriented towards national goals, has become a potent source of political and performance legitimacy for the ruling People’s Action Party. The legal regime that provided the wherewithal for urban renewal, economic activity, water quality management, and spatial integration of a polyglot society is now being reconfigured for the urgent aspiration of becoming a global city and a smart nation. The essay also considers the limitations to this planning and redevelopment pragmatism, and how the rapid urban change has somewhat enervated the urban heritage and contributed to a weakening of the collective memory of change amid continuity.

Studies of China’s urban transformation are characterized by diverse interpretations of the relevance of the theory of neoliberalism and continuing tension of epistemology vis-à-vis ontology. This research foregrounds state-society interplay as an alternative lens and analytical tool to understand China’s urban transformation in the context of neoliberalization and global urbanism. The remaking of the Chinese urban landscape is found to be shaped not simply by forces of agglomeration economies or bid-rent dynamism but more by the contestation and negotiation between a fragmented authoritarian state and a rapidly changing society. Existing land users are motivated by a decentralized power of decision-making and a share of the land conveyance income previously monopolized by the state. Contrary to normal expectation, urban redevelopment plays a role of greater significance in the local land supply of those cities in some less advanced regions than in the demographically dense and economically advanced regions. Administratively, urban redevelopment tends to prevail in those modes of land disposition that are either monopolized by the state or subject to close-door negotiation. Redevelopment is less contentious in a “village-in-the-city” where decisions are made by the collective organization internally than the other involving developers externally. Land use intensity and efficiency have been improved along with intensified social exclusion and marginalization. Drawing up the missing link concerning state-society relations may provide new insights to solve the myth of an urban China so ambivalent when seen in the lens of neoliberalism and help reconcile methodological tension in the studies of comparative urbanism involving China.

Continuing debate concerning the appropriate role of the government in the marketplace and the necessity to some how estimate the effects of agricultural policies on agricultural markets have forced researchers to develop various methods, which would enable them to analyse market efficiency. Government intervention in setting prices, incomes and markets is always controversial. For economists, government intervention may be justified if it does not enhance distortions into the market and, moreover, remedies the existing market imperfections. But how can one observe whether the policy proves to improve market functioning or results in even more inefficiency? One way to throw some light on this long-standing issue is to analyse market performance by studying market integration. Three types of market integration are identified in the literature, which are intertemporal, vertical and spatial. Inter-temporal market integration relates to the arbitrage process across periods. Vertical market integration is concerned with stages in marketing and processing channels. Spatial integration is concerned with the integration of spatially distinct markets i.e. if price changes in one market are fully reflected in alternative market then these markets are said to be spatially integrated. The concept of market integration has normally been applied in studies involving spatial market interrelatedness.

ABSTRACTLiverpool and Manchester have come to typify twentieth-century urban decay and their demise is strongly associated with the perceived decline of local government after 1918. By the 1930s, contemporaries had stereotyped northern cities as places of poverty and deprivation, in comparison to the prosperous south. The divide was reinforced by economic historians who focused on regional variations in unemployment and economic depression. This article challenges stereotypical images of interwar Liverpool and Manchester by illustrating the ambitious programmes of urban redevelopment implemented by their Corporations in response to political and economic instability. Grandiose projects such as the Wythenshawe Estate, Mersey Tunnel and Manchester Central Library aimed to stimulate employment and to boost local economies and morale. Redevelopment was promoted heavily to present new images of Liverpool and Manchester. Crucially, urban transformation was marketed as a way to communicate with the newly enfranchised, classless citizen and suggests similarities with broader strategies employed by the Conservative party to engage with the mass electorate. The level of ambition and innovation demonstrates that local municipal culture thrived and Liverpool (with close American links) is shown to have been at the forefront of innovations in civic design and urban planning.

This paper examines the crucial years between 2002 and 2012 when land enclosures, reclamation works, and architectural production transformed the urban landscape of Macau. Building on the literature on urban informality, I first analyze how planning as institutionalized informality unmapped the city of Macau through a complex medium of neoliberal ethos, technical rationality, and geopolitical calculations. Then, I show how the casino concessionaires remapped the city in a highly competitive milieu by tracing how they maneuvered to secure relative locational advantage. This analysis shows the importance of framing mapping and unmapping as a simultaneous dialectical process so as to render the creative–destructive dynamic of capitalist urban transformation. It also suggests how we can further the analysis of urban planning as an informalized practice and institution.

Enhancing the role of citizens in shaping places has been a longstanding objective for governments, communities and the academy. Although a range of techniques has been developed by the state to give people an opportunity to get involved, these methods often struggle to create a meaningful way to communicate aspirations for places on citizens' terms. In this paper, we document the design, deployments and evaluation of a new technological device that enabled participants to share place views and aspirations beyond more traditional government engagement methods. The device, called JigsAudio, is an open-source device fabricated by the authors that encourages people to express themselves creatively through drawing and talking. The research contributes to our understanding of how accessible and free technologies can reduce barriers to participation, whilst encouraging creativity and expression when talking about the future of places. It goes on to discuss the potential of devices such as JigsAudio conceptually and practically within urban and regional change, and considers the balance that needs to be struck between utilising smart technology whilst creating accessible and meaningful opportunities that inspire citizens.

This paper analyzes the problem of technological backwardness of economy. In many mostly developing countries their economies use obsolete technologies. This can create the illusion that this or that business is prosperous. At the level of international competition, however, it is obvious that these types of firms do not have any chance for success. Retroeconomics as a theory of technological backwardness and its detrimental effect upon a country’s economy is considered in the paper. The role of the government is very important for overcoming the effects of retroeconomy. The phenomenon of retroeconomy is already quite deep-rooted throughout the world and it is essential to consolidate the attention of economists and politicians on this threat.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.
