This research aims to obtain a clear description, complete and in-depth about the management of the tourist village in Mas Village, Ubud as well as to know the community participation in management of tourist village. Research method that used in this research is descriptive qualitative. Data collection is done by observation, interview, literature study and documentation. Data analysis technique that used is descriptive qualitative analysis technique, such as data collection, data reduction, similar data grouping and data interpretation. The results showed that in the management of Mas Tourism Village can be seen: (1) in the planning aspect type of participation is induced participation; (2) in the organizing aspect type of participation is induced participation; (3) in the actuating aspect type of participation is spontaneous participation; (4) in the controlling aspect type of participation is induced participation. Community participation in the management descripted on three indicators, namely (1) decision making that can be seen on organizing, actuating and controlling, (2) implementation of management that can be seen on planning, organizing, actuating and controlling, (3) sharing profit that can be seen on organizing. <p>This research is going to explain the characteristics of spiritual and social values in saman dance culture in gayo community in Aceh. Saman Gayo dance is not only unique but also has original Indonesian cultural values which is one of the media for delivering da'wah messages which contains religious values, manners, togetherness, and educational values. This research on the characteristics of spiritual and social values in the Saman Dance culture in the Gayo community is a descriptive study with a qualitative approach. The data analysis technique in this paper refers to the data analysis technique of Miles and Huberman with three stages, namely data collection, data processing, and drawing conclusions. The data collection technique in this paper is to use data collection methods that are literature study to more accurately research from a scientific perspective. The results of this paper shown that the Gayo Saman Dance has various philosophies such as singing, movement, types of Saman Dance, to its function which of course must be maintained and preserved. In the other hand, Saman Dance is used to strengthen Local Identity, good values ranging from values in the field of education, unity and integrity, friendship.</p>

<p><em>The purpose of this study was to determine: 1) Management and types of collections at the Kekhatuan Semaka Museum; 2) Utilization of the kekhatuan semaka museum collection as a source of historical learning; 3) The Museum's strategy for self-promotion. The research method used is descriptive qualitative. The data collection techniques used were literature study, interview, observation, and documentation. The object of research is Kekhatuan semaka Museum. The data analysis technique used is interaction analysis, with four stages, namely data collection, data reduction, data presentation, and drawing conclusions or verification. Based on the results of the discussion, it can be concluded that: 1) The management of the kekhatuan semaka museum is carried out independently by the museum owner and the museum collection includes historical heritage objects and objects of Lampung culture; 2) The use of the Khatuan semaka Museum Collection as a source of historical learning is by linking it with KD and history learning materials; 3) The form of promotion carried out by the kekhatuan semaka museum through social media and annual festivals.</em></p>

This study aimed to determine and analyze knowing and describing the principal's strategy in increasing the competitiveness of SD Negeri 1 Supat, Babat Supat District. This type of research was descriptive qualitative research. Data collection tools used were documentation, interviews, observation and literature review. The data analysis technique used was descriptive qualitative analysis technique which consisted of data collection, data reduction, data presentation, and drawing conclusions and fermentation. The results of the study stated that 1) the principal's strategy in increasing competitiveness at SD Negeri 1 Supat, Babat Supat District a) planning a program to improve the quality and competitiveness of the school both in the short and long term; b) determine the program that has been planned in the form of an activity instrument which is carried out in SD Negeri 1 Supat, Babat Supat District; and c) implement the strategy set by the school; 2) The obstacles faced in efforts to increase competitiveness lie in efforts to improve the quality of learning at SD Negeri 1 Supat; and 3) Solutions to some of the obstacles faced in increasing competitiveness through the quality of learning at SD Negeri 1 Supat, among others by: a) implementing continuous coaching to increase the experience and knowledge of teachers; b) supervise teachers as well as evaluate and provide direction for improvement. Provide training and assignments to improve teacher skills; c) assignments in various activities both at school and outside of school and provide opportunities for teachers to interact and communicate with many parties; and d) capacity building activities carried out through sending training participants, workshops, socialization, training, and KKG activities.


The purpose of this research is to analyze the potential and strategy of homestay development in the Bongan tourist village, TabananBali. The method used was descriptive qualitative. The data were gained from observation, interview, documentation, and literature study. The analysis technique was SWOT analysis (Strengths, Weaknesses, Opportunities, Threats). The theory of the nine criteria for homestay according to the ASEAN Homestay standard (2016) is the reference of this study. The results show that four strategies can be used to develop a homestay in the tourist village of Bongan: 1) strategy of displaying activities carried out by the local community; 2) strategy promotion regarding the existence of homestay in Bongan village; 3) strategy homestay development with attention to traditional Balinese architecture, safety, comfort and cleanliness; 4) strategy to create a homestay management group in the tourist village of Bongan. The results of the research are expected to be able to help the development of the tourist village of Bongan and increase community income. Keywords: Strategy, Development, Homestay

This study aims to find out how the management of market retribution in increasing Regional Original Revenue in the Lapulu market Kendari City. The approach of this study is a qualitative approach with a type of descriptive qualitative research. The technique of collecting data is done through observation, interviews, and documentation. The data analysis technique used consists of data collection, data reduction, data presentation and conclusion drawing.The results of this study indicate that: planning in terms of setting targets that have been arranged is optimal. This can be seen from the determined and implemented stages of targeting that are carried out every year, but the achievement of targets has never been fulfilled due to lack of awareness of traders or mandatory retribution in terms of paying retribution. The conclusion of the study was that the implementation of market retribution management in increasing Regional Original Revenue in the Lapulu market in Kendari City was not effective due to the lack of intensive collection of mandatory levies, delinquent payment of levies by traders for various reasons so that the realization of market retribution did not reach the planned target.

This study aims to determine community participation in the development of Ke'te Kesu tourism objects in Panta'nakan Lolo Village, Kesu District, North Toraja Regency and the factors that influence community participation in the development of Ke'te Kesu tourism objects in Panta'nakan Lolo Village, Kesu District. North Toraja Regency. This type of research is descriptive qualitative. The data analysis technique used is the data analysis technique in the field with several stages, namely data collection, data reduction, data presentation and then drawing conclusions. The data collection techniques used were observation, interview and documentation. The informants in this study were the managers of the Ke'te Kesu tourism object and the community around the Ke'te Kesu tourist attraction with a total of 7 people. Based on the results of research, the local community is very involved in the development of the Ke'te Kesu tourist attraction by giving contributions of energy and ideas, seen from actively maintaining the cleanliness and preservation of the Ke'te Kesu tourist attraction and providing evaluation to the manager. Ke'te Kesu tourism object has a big influence on the surrounding community.

This study aims to determine and describe the role of school principals in improving the quality of education in SD Negeri 4 Air Kumbang District. This type of research is descriptive qualitative research. Data collection tools use documentation, interviews, observation and literature review. The data analysis technique uses descriptive qualitative analysis technique which consists of data collection, data reduction, data presentation, and conclusion and ferification. The results of the study state that the role of the principal in an effort to improve the quality of education in SD Negeri 4 Air Kumbang District is carried out by establishing a program to improve the quality of learning by implementing a program to improve the quality of learning into the vision and mission of the school then the principal communicates the vision and mission of the school related to standards quality of learning; and improving the quality of education through interpersonal teacher competence by encouraging teachers to improve their competence and teaching ability. The principal should improve his competence so that the role can have a maximum impact in efforts to improve the quality of education.

The technique of guaranteeing the validity of the <br />data is done by checking trust, checking examination and checking<br />dependency. The results of the study can be concluded that the results of<br />the Analysis of Suitability of Annual Programming, Semester Program,<br />and Learning Implementation Plan can be categorized as "In Accordance"<br />because the results are obtained based on the scores of the Annual<br />Program, Semester Program and Learning Implementation Plan (RPP)<br />compiled by the teacher Islamic religious education in SMP Negeri 1<br />Percut Sei Tuan Deli Serdang.</p>

Inovasi layanan drive-thru perpustakaan merupakan sebuah layanan yang diciptakan Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Inovasi layanan drive-thru ini berbentuk tempat / loket untuk melayani kebutuhan pemustaka tanpa harus turun dari kendaraan. Inovasi ini bertujuan untuk memudahkan pelayanan kepada pemustaka dengan harapan dapat meningkatkan budaya literasi.. Tujuan penelitian ini adalah untuk mendeskripsikan inovasi layanan drive-thru di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Fokus penelitian ini adalah Kriteria Inovasi menurut PermenPANRB nomor 3 Tahun  2018 meliputi 5 variabel yang terdiri atas Kebaruan, Efektif , Bermanfaat , Dapat direplikasi, dan Berkelanjutan. Jenis penelitian ini adalah jenis deskriptif dengan pendekatan kualitatif. Untuk teknik pengumpulan data yang digunakan adalah wawancara,observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, pemaparan dan penarikan kesimpulan. Untuk hasil penelitian menunjukkan inovasi layanan drive-thru memiliki kelebihan dan kekurangan. Pada kriteria kebaruan menunjukkan inovasi drive-thru merupakan suatu penemuan baru serta menawarkan cara baru dalam melayani pemustaka melalui loket. Untuk kriteria efektif tujuan dari diciptakannya drive-thru adalah untuk memudahkan pemustaka sudah memenuhi, tetapi untuk meningkatkan budaya literasi belum tercapai. Untuk kriteria bermanfaat sudah dapat memberikan manfaat bagi masyarakat dan bagi dinas yang menerapkannya. Pada dapat direplikasi inovasi ini dapat menjadi contoh/rujukan karena sudah ada beberapa instansi yang menduplikasinya, lalu kriteria terakhir keberlanjutan untuk kedepan inovasi ini akan tetap dipertahankan karena mendapat dukungan dari berbagai stakeholder. Saran yang dapat diberikan adalah lebih menggalakan sosialisasi agar drive-thru ini bisa lebih berkembang dan dimanfaatkan oleh lebih banyak orang.    Kata kunci : Inovasi Layanan, Drive Thru Perpustakaan, Budaya Literasi   The library's drive-thru service innovation is a service created by the Library and Archives Office of East Java Province. This drive-thru service innovation is in the form of a counter to serve the needs of visitors without having to get off the vehicle. This innovation aims to facilitate service to users in the hope that it can improve literacy culture. The purpose of this study is to describe the drive-thru service innovation in the Department of Library and Archives of East Java Province. The focus of this research is the Innovation Criteria according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PermenPANRB) number 3 of 2018 covering 5 variables consisting of novelty, effectiveness, benefit, transferbility, and sustainability. This type of research is a descriptive type with a qualitative approach. For data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data collection, data reduction, data presentation, presentation and conclusion drawing. The research results show that drive-thru service innovation has advantages and disadvantages. The novelty criterion indicates that drive-thru innovation is a new invention and offers a new way of serving visitors through the counter. . For the effective criteria, the purpose of creating a drive-thru is to make it easier for users to fulfill it, but to improve literacy culture has not been achieved. For useful criteria, it can provide benefits for the community and for the agencies that implement them. If this innovation can be replicated, it can be used as an example / reference because there are already several agencies that duplicate it. Then the last criteria for sustainability for the future of this innovation will be maintained because it has the support of various stakeholders. Suggestions that can be given are to promote more socialization so that this drive-thru can be more developed and utilized by more people. Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency.
