Inovasi layanan drive-thru perpustakaan merupakan sebuah layanan yang diciptakan Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Inovasi layanan drive-thru ini berbentuk tempat / loket untuk melayani kebutuhan pemustaka tanpa harus turun dari kendaraan. Inovasi ini bertujuan untuk memudahkan pelayanan kepada pemustaka dengan harapan dapat meningkatkan budaya literasi.. Tujuan penelitian ini adalah untuk mendeskripsikan inovasi layanan drive-thru di Dinas Perpustakaan dan Kearsipan Provinsi Jawa Timur. Fokus penelitian ini adalah Kriteria Inovasi menurut PermenPANRB nomor 3 Tahun  2018 meliputi 5 variabel yang terdiri atas Kebaruan, Efektif , Bermanfaat , Dapat direplikasi, dan Berkelanjutan. Jenis penelitian ini adalah jenis deskriptif dengan pendekatan kualitatif. Untuk teknik pengumpulan data yang digunakan adalah wawancara,observasi, dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, pemaparan dan penarikan kesimpulan. Untuk hasil penelitian menunjukkan inovasi layanan drive-thru memiliki kelebihan dan kekurangan. Pada kriteria kebaruan menunjukkan inovasi drive-thru merupakan suatu penemuan baru serta menawarkan cara baru dalam melayani pemustaka melalui loket. Untuk kriteria efektif tujuan dari diciptakannya drive-thru adalah untuk memudahkan pemustaka sudah memenuhi, tetapi untuk meningkatkan budaya literasi belum tercapai. Untuk kriteria bermanfaat sudah dapat memberikan manfaat bagi masyarakat dan bagi dinas yang menerapkannya. Pada dapat direplikasi inovasi ini dapat menjadi contoh/rujukan karena sudah ada beberapa instansi yang menduplikasinya, lalu kriteria terakhir keberlanjutan untuk kedepan inovasi ini akan tetap dipertahankan karena mendapat dukungan dari berbagai stakeholder. Saran yang dapat diberikan adalah lebih menggalakan sosialisasi agar drive-thru ini bisa lebih berkembang dan dimanfaatkan oleh lebih banyak orang.    Kata kunci : Inovasi Layanan, Drive Thru Perpustakaan, Budaya Literasi   The library's drive-thru service innovation is a service created by the Library and Archives Office of East Java Province. This drive-thru service innovation is in the form of a counter to serve the needs of visitors without having to get off the vehicle. This innovation aims to facilitate service to users in the hope that it can improve literacy culture. The purpose of this study is to describe the drive-thru service innovation in the Department of Library and Archives of East Java Province. The focus of this research is the Innovation Criteria according to the Regulation of the Minister of Administrative Reform and Bureaucratic Reform (PermenPANRB) number 3 of 2018 covering 5 variables consisting of novelty, effectiveness, benefit, transferbility, and sustainability. This type of research is a descriptive type with a qualitative approach. For data collection techniques used are interviews, observation, and documentation. The data analysis technique used was data collection, data reduction, data presentation, presentation and conclusion drawing. The research results show that drive-thru service innovation has advantages and disadvantages. The novelty criterion indicates that drive-thru innovation is a new invention and offers a new way of serving visitors through the counter. . For the effective criteria, the purpose of creating a drive-thru is to make it easier for users to fulfill it, but to improve literacy culture has not been achieved. For useful criteria, it can provide benefits for the community and for the agencies that implement them. If this innovation can be replicated, it can be used as an example / reference because there are already several agencies that duplicate it. Then the last criteria for sustainability for the future of this innovation will be maintained because it has the support of various stakeholders. Suggestions that can be given are to promote more socialization so that this drive-thru can be more developed and utilized by more people. This study aims to analyze and describe the implementation of a subscription parking policy in Sidoarjo Regency as well as supporting and inhibiting the implementation of a subscription parking policy in Sidoarjo Regency. The type of this research is descrip- tive research with qualitative approach. Data collection is done by observation, interviews, and documentation with informants. Data analysis technique uses Miles & Huber- man theory, namely data collection, data reduction, data presentation, and conclusion. The results showed that the implementation of a subscription parking policy in Sidoarjo Regency had not run effectively because the standard operating procedures had not been implemented optimally by the supervisors and carved out a subscription; facilities and infrastructure are inadequate; as well as the salary of supervisors and parking atten- dants subscribers are minimal. The conclusion of this study is that the implementation of a subscription parking policy in Sidoarjo Regency has not run effectively related to stan- dard operating procedures, facilities and infrastructure, and the level of compliance of the parking attendants subscription.

Tujuan penelitian ini mendeskripsikan peningkatan kompetensi widyaiswara melalui pelatihan penulisan karya ilmiah. Penelitian ini menggunakan pendekatan kualitatif dengan desain fenomenologi. Metode pengumpulan data menggunakan wawancara, observasi, dan studi dokumentasi. Teknik keabsahan data menggunakan triangulasi sumber dan teknik. Teknik analisis datanya menggunakan model interaktif dengan proses pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini antara lain  keterampilan dosen dalam menulis KTI sudah cukup, walaupun ada beberapa aspek yang harus ditingkatkan. Beberapa kendala Widyaiswari dalam menyusun KTI terkait dengan peluang, penelitian pustaka, fasilitas pendukung yang terbatas dan motivasi yang kurang. Beberapa upaya yang dilakukan untuk meningkatkan keterampilan dalam penyiapan KTI adalah melalui pelatihan pelatih, pelatihan, mengikuti webinar, bengkel kerja, memperbanyak literasi hasil penelitian sebelumnya, dan mengikuti kegiatan tutorial di YouTube. The purpose of this research is to describe the improvement of widyaiswara's competence through scientific writing training. This study uses a qualitative approach with a phenomenological design. Methods of data collection using interviews, observation, and documentation study. Technique validity of data using source and technique triangulation. The data analysis technique uses an interactive model with the process of data collection, data reduction, data presentation and conclusion drawing. The results of this study include the skills of lecturers in writing KTI which are sufficient, although there are several aspects that must be improved. Some of Widyaiswari's obstacles in preparing KTI are related to opportunities, literature research, limited supporting facilities and lack of motivation. Some of the efforts made to improve skills in KTI preparation are through trainer training, training, attending webinars, workshops, increasing literacy of previous research results, and participating in tutorial activities on YouTube.

This study aims to find out how the management of market retribution in increasing Regional Original Revenue in the Lapulu market Kendari City. The approach of this study is a qualitative approach with a type of descriptive qualitative research. The technique of collecting data is done through observation, interviews, and documentation. The data analysis technique used consists of data collection, data reduction, data presentation and conclusion drawing.The results of this study indicate that: planning in terms of setting targets that have been arranged is optimal. This can be seen from the determined and implemented stages of targeting that are carried out every year, but the achievement of targets has never been fulfilled due to lack of awareness of traders or mandatory retribution in terms of paying retribution. The conclusion of the study was that the implementation of market retribution management in increasing Regional Original Revenue in the Lapulu market in Kendari City was not effective due to the lack of intensive collection of mandatory levies, delinquent payment of levies by traders for various reasons so that the realization of market retribution did not reach the planned target.

This study aims to describe Reyog Ponorogo from the historical aspect, the negative stigma that has accompanied its development, and local wisdom that spreads to all its components. This problem is studied using a qualitative approach. Data collection techniques using in-depth interviews with data collection tools is the researcher himself as a key instrument. The data analysis technique used in this research is descriptive analytical with the process of data reduction, data presentation, and conclusion drawing. The findings of this study are as follows; (1) Reyog Obyog is an important and inseparable part of Reyog Ponorogo. In fact, it is very possible that Reyog Obyog is the origin of the Reyog Ponorogo which has developed and is known to the public today; (2) Reyog Obyog performance model which tends to be free, not bound by standards, is performed in the audience and is predominantly filled with entertainment, in its development various negative stigmas have emerged in the community, namely eroticism, drunkenness, and mystical performance rituals; (3) The Reyog Obyog has a great value in the form of a noble life guidance which is strategic enough to be used as a medium for building civilization.

This study aims to provide information about the history, processions and shifting values that occur in the Wiwitan Tradition in Mangunan, Dlingo, Bnatul, Yogyakarta and the factors behind it. This study used qualitative research methods. Data collection techniques with observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion drawing. The results of this research is that the history Wiwitan Tradition which going on for hundreds of years. The stages in the Wiwitan Tradition are the stages of preparation and implementation. The form of a shift in the value of the Wiwitan Tradition is in the form of shift in value in terms of economy, social, tourism, religion and spirituality. The shift in value that occurs is caused by external factors and internal factors.

the smooth running of offices. This study aims to determine the Management of Archives at the East Pasimasunggu District Office Selayar Islands Regency. This study used a qualitative descriptive approach with 5 informants. Data collection uses observation, interview and documentation techniques. While the data analysis technique used consists of four ways, namely: data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that archival management at the East Pasimasunggu District office of the Selayar Islands Regency is in a fairly good category. This is demonstrated through the focus of research, namely: the creation of the archive is in the good enough category, the use of the archive is in the good enough category, the storage of the archive is in the good enough category, the maintenance of the archive is in the not good category, the shrinkage and destruction is in the not good category.

Artikel ini akan mendeskripsikan maksim kuantitas pada pemakaian kolokial dalam sentra pelayanan publik. Pendekatan yang digunakan dalam penelitian adalah pendekatan kualitatif. Data dalam penelitian berupa penggunaan maksim kuantitas pada pemakaian kolokial sesuai dengan tingkatan yang sesuai dalam sebuah interaksi. Sumber data dalam penelitian adalah dua contoh video pelayanan publik yang diperoleh dari situs youtube. Pengumpulan data dilakukan dengan teknik simak catat. Teknik analisis data menggunakan teori Miles dan Huberman dan menggunakan alur pengumpulan data, reduksi data dan penarikan kesimpulan secara tuntas. Hasil penelitian menunjukkan representasi maksim kuantitas pada pemakaian kolokial dalam sentra pelayanan publik mengarah pada (1) penggunaan kata dasar. (2) penggunaan vokal dalam sebuah kata. (3) penggunaan suku kata terakhir sebuah kata. dan (4)  penggunaan konsonan dalam sebuah kata.Katakunci: kolokial,  kuantitas,  maksim,  pelayananAbstract:This article will describe the maxim of quantity of colloquial use in public service centers. The approach used in this research is a qualitative approach. The data in this research is the use of maxim of quantity in colloquial use based on the appropriate level in an interaction. Sources of data in the study are two examples of public service videos obtained from the YouTube site. Data collection was conducted by using note-taking technique. The data analysis technique used the theory of Miles and Huberman and the flow of data collection, data reduction and conclusion. The results show that the representation of maxim of quantity in colloquial use in public service centers leads to (1) the use of basic words. (2) the use of vowels in a word. This thesis attempts to review how the Young People of Tattoo Alley interpret tattoos and social movements carried out to fight stigma. The process of extracting data is done through a qualitative approach. This study uses data collection techniques such as observation, interviews and documentation. The research location is in Tattoo Alley, Kemantren Village, Malang Regency. The process of data analysis is done through data collection, data reduction, data presentation, and drawing conclusions. Meanwhile, the validity of the data was examined using source triangulation techniques. The results of this study indicate that: First, there are two types of meaning of tattoos that are distinguished by phase, namely the first phase of meaning of tattoos tends to be negative, while the second phase of tattoos is more positively interpreted. Second, forms of social movements undertaken by Tattoo Alley Young People to fight stigma and discrimination include: conducting tutoring, training in mask craft, training in traditional musical instruments, and implementing teaching programs conducted by thugs.

In thisstudy, the validity of the data used data triangulation: 1. Technique triangulation, 2. Time triangulation. Theresults of the research that can be formulated that the language expressions used by merchants are Javanese,Indonesian and Madurese.
