Deaf mute villager in Bengkala village is called as kolok villager. In Bengkala Village, kolok villager as disabled community is not getting discriminated by society. This research intend to study about equality rights for kolok villager in Bengkala Village. Theory used in this study is Functionalism Structural Talcott Parsons. The research method are interview and observation. The result shows that kolok villager are accepted by Bengkala Village society. Because basically normal villager and kolok villager are related. The equality rights are art right, education right, economy right, and voting right.

Modernization of agricultural is a change which occurs in the society from various phases in the agricultural process, starting from using traditional simple tools to using modern tools. This research aimed to analyze what forms of agricultural modernization which exist in Teamusu Village, Ulaweng District, Bone, South Sulawesi. The research method used was descriptive qualitative. The informants of this research were some various elements of the society in Teamusu Village. Data collection techniques in this research including observation, interviews, and documentation. The results showed that the forms of agricultural modernization in the Teamusu Village society included various aspects or phases of the agricultural procession, from land management to the post-production phase, which led to the significant changes. However, not all the lines had changed completely, but only some of it that had been touched by modernization. The existence of this modernization had a positive impact on the society, especially on the energy efficiency and the level of society welfare which was getting better.

The empowerment program in Blitar City is required by the community since the empowerment is expected to provide new employment. One of the programs is the empowerment of star fruit agro-tourism in Karangsari village by Blitar city government. The goal of this research is to describe the empowerment program conducted by the Blitar district government to the community as well as the obstacles that exist in the empowerment program. The research method used is qualitative with descriptive approach. Focus to the empowerment provided by the government of Blitar City to the community of Karangsari village in the management of tourism icon of starfruit agro-tourism. The outcomes of this research is empowerment done by government of Blitar City has succeeded to bear benefit towards society of Karangsari village society with new employment and marketing access of star fruit and processed star fruit. However, there are still several obstacles such as lack of promotion of star fruit agro-tourism in Blitar City.

This article examines the dynamics of the method local integration of ex-East Timorese residents in the refugee settlement area of Kupang Regency, East Nusa Tenggara Province.The author uses the Functional Theory by Talcott Parsons and the Local Integration concept by UNHCR as set out in Refugee Convention 1951. While related to research method, the author uses qualitative methods with descriptive approaches and secondary data. The results showed that the implementation of local integration of ex-East Timorese was not as expected. This is due to obstacles in every level of the local integration process, both related to legality, economy and socio-culture. Social harmony between local residents and ex-refugees isn’t always become the commitment of the central and regional governments, but requires the role of the informal sector, especially local communities at refugee settlement areas. The process of local integration that is not going well can lead to social conflict in the community.

Abstract Purpose: This study describes and analyzes Social participation in Management of Village Fund in Sanleo village, East Malaka sub-district, Malaka regency. Research methodology: This study uses a descriptive research method with a qualitative approach. Social participation is analyzed using the views of Cohen and Uphoff (1977. Results: The results in this study are that the village society has been quite actively involved from the decision-making stage to enjoying the results. However, it is not even implemented at the evaluation stage, so the village government cannot confidently measure the success of a program being implemented. Limitations: This research only describes and analyzes social participation in the Management of Village Fund in Sanleo village, East Malaka sub-district, Malaka regency. Findings may differ in other areas. Contribution: This research becomes scientific information for public administration science.

This research aims to find out how PJTV as one of the local televisions in Bandung socializes Sundanesse culture through television media, and also to determine the factors that support and hinder PJTV in socializing Sundanese culture as an effort to preserve it. The research method used is descriptive qualitative method. Sampling was done by purposive sampling, namely selecting certain people who are considered important and representative. This research uses a structural functional approach by Talcott Parsons which states that in explaining functional structural existence it can be observed from the existence of individuals who are integrated in a system, and this condition occurs from functional and structural relationships and is supported by the existence of socializatiuon and social control mechanisms that run constantly.

Quality Service Of Making Family Card In Mekarmukti Of Garut. Problem in this research is Mekarmukti employee which not maximal in serving the community especially in making family card as mandated in the constitutional number 25 of 2009 about public service. There are residents which does not care about the importance of having family card, retardation of employee in making family card, less of facilitation in Mekarmukti make the process of making family card was delayed. Research method which used in this research is descriptive qualitative which used interview, study documentation, and obsevation as the technique of collecting  data. Data which used in this research is primary data and secondary data with Mekarmukti goverment such as the chief of village, society which chosen by technique of determination informant purposive sampling as the subject of research. Result of this reseach is: the quality service in Mekarmukti already appropriate to the procedure but the facilities in Mekarmukti is the reason why the service is delayed.

This study focuses on the process of implementing a wedding reception, the motives that encourage the culture of a wedding reception, and the efforts made by poor families in holding their children's wedding receptions in Gampong Teupin Banja, Muara Batu District, North Aceh Regency. This research uses the theory of Structural Functionalism according to Talcott Parsons which is known as the concept of AGIL (Adaptation, Goal Attainment, Integration, Latency). The research method used in this research is a qualitative method with a descriptive approach. The results of this study conclude that the process of implementing a wedding reception is (1) informing the geuchiek of the wedding reception, (2) carrying out the Duek Pakat event, (3) informing the organizer of the wedding reception equipment, and (4) conducting the wedding reception. The motives that encourage the culture of wedding receptions carried out by the community are (1) signaling that they have married, (2) avoiding social sanctions from the community, (3) strengthening family relations with relatives, and (4) wanting to be seen as the economically capable. Efforts made by poor families to carry out wedding receptions are (1) owing materials for the wedding reception, (2) selling their livestock, (3) setting aside the rice harvest, and (4) pawning the fields.
