The empowerment program in Blitar City is required by the community since the empowerment is expected to provide new employment. One of the programs is the empowerment of star fruit agro-tourism in Karangsari village by Blitar city government. The goal of this research is to describe the empowerment program conducted by the Blitar district government to the community as well as the obstacles that exist in the empowerment program. The research method used is qualitative with descriptive approach. Focus to the empowerment provided by the government of Blitar City to the community of Karangsari village in the management of tourism icon of starfruit agro-tourism. The outcomes of this research is empowerment done by government of Blitar City has succeeded to bear benefit towards society of Karangsari village society with new employment and marketing access of star fruit and processed star fruit. However, there are still several obstacles such as lack of promotion of star fruit agro-tourism in Blitar City.

ABSTRACT Sub-District as one of the autonomous regional tools is expected to contribute greatly in providing services to the community. In order to meet the needs of the community to obtain easy, fast and appropriate services at the sub-district level, the government rolled out the Sub-District Integrated Service Administration Program (PATEN) with the issuance of Regulation of the Minister of Home Affairs Number 4 Year 2010 concerning the Guidelines for District Integrated Administration Service. To that end, the writer are interested in conducting research with the title “The Implementation of SubDistrict Integrated Service Administration Policy (Paten) in Jatinangor Sub District Sumedang Region West Java Province”. This research is focused on analyzing the Implementation of Sub-District Integrated Service Administration (PATEN), analyzing the inhibiting factors in the implementation of PATEN, and knowing what efforts to improve the implementation of PATEN in Jatinangor Sub-district, Sumedang Region. The research method that is used in the writing of this thesis is a qualitative research method with descriptive approach which is processed begins by declaring the statement with a unique and limited scope to be analyzed and draw conclusions on the problems that occur. Data collection techniques that used are interviews, documentation, and observation. Edward III’s theory as the implementation theory that is used in this research shows the result that the implementation of PATEN policy in Jatinangor Sub-district has been running well. However, there are still some inhibiting factors such as the far distance of sub-district from the district capital, insufficient facilities and infrastructure, lack of socialization among the younger generation, and there are some unfill position that can support the implementation of PATEN. The efforts undertaken in order to improve the implementation of PATEN policy in Jatinangor Sub-District is to further promote e-Government as part of coordination with the district government, adding some facilities and infrastructure that support implementation of PATEN, providing good model of PATEN socialization that is acceptable to all circles, and involving the Sub-District apparatus in some Training and Technical Guidance activities. ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.

This study aims to determine the impact of business planning for the development of MSMEs. The research method uses is a qualitative method with a descriptive and explorative descriptive approach. From the results of the research conducted, the results show that proper business planning and the application of a good marketing strategy have a positive impact on the sustainability of MSME activities. In addition, the quality of production that has a competitive advantage is also one of the driving factors. For the development of MSMEs, there are several obstacles faced, especially related to capital and guidance from the local government. With the development of MSMEs, it is expected to improve people's welfare, including helping the government in reducing unemployment.

The development of a paradigm in which the government no longer the only actor in charge of public affairs opens greater opportunities for the elderly to get attention. The elderly become a group with vulnerable conditions, from physical, social, mental, and spiritual aspects. The elderly school was formed through collaboration as a form of caring for the elderly in Bandung City. The elderly school is intended to improve the knowledge and behavior of the elderly towards health, increase the index of happiness, improve the quality of life and productivity, and increase independence from physical, psychological, social, and spiritual aspects. The purpose of this study is to identify and analyze the factors that drive collaboration, the collaborative process, and the benefits of collaboration. The research method used is a qualitative research method with a descriptive approach. The results show that the collaboration in the elderly school program is driven by the same goals and interests related to empowering the elderly, having appropriate resources with their fields and functions, and getting benefits from their involvement. Then, the collaborative process begins with a dialogue to build trust among stakeholders to build commitment to this program. Collaboration in senior schools is not only beneficial for the elderly but also for the actors involved.

The BOT (Build Operate Transfer) Agreement between Bogor Municipal Government and PT Pancakarya Grahatama Indonesia is an agreement to optimize Baranangsiang terminal assets as stated in the agreement Number: 601 / Perj.418-BPKAD / 2012 / Number: 005 / PGI / DIR / VI / 2012 . Until now, the agreement of both parties has not been able to be considered because of the change of authority of the terminal which formerly the authority of the City Government of Bogor to switch to the Central Government, resulting problems Whether the Government / Mayor Bogor can cancel the unilateral agreement BOT in the construction of Terminal Baranangsiang viewed from the point Civil Code? The research method used is normative legal research method supported by interview and field data. Based on the analysis that the BOT agreement between Bogor City Government and PT Pancakarya Grahatama is a valid and binding agreement between both parties and can not be canceled unilaterally by Bogor City Government, although there are new regulations that change the authority of terminal A Baranangsiang become the authority of Central Government . The Agreement may be canceled if it violates Article 1320 of the Criminal Code or violates the subjective and objective terms of the validity of the agreement. When the agreement is mutually agreed upon by both parties, the agreement must continue and act as a binding law as regulated in Article 1338 of the Criminal Code. Bogor City Government should immediately provide certainty to the PT Pancakarya Grahatama Indonesia for Baranangsiang terminal revitalization project can be immediately realized and need a revision (adedendum) agreement between the Government of Bogor City with PT Pancakarya Grahatama Indonesia related to changes in authority of terminal A Baranangsiang between PT. PGI with the Central Government.

Purpose: This study aimed to analyze the disaster management of the Malaka Regency Government in flood disaster management. Research methodology: The research method used in this study is a qualitative research method. The informants in this study were elements of the government as well as elements of society consisting of the Flood Victims Community. The analysis technique in this study uses data analysis developed by Miles and Huberman (2014: 10) as follows; (a) data reduction (b) data display and (c) concluding. Finding: The result of this research is that the Malaka Regency Government's disaster management in flood disaster management has implemented the best management even though it is still not optimal. Limitations: This study's limitation is that this study only discusses the disaster management of the Malaka district government in overcoming the floods that occurred there. This study aims to find out how the implementation of the authority of the Lhokseumawe City Government in the Management of Tourism Destinations based on Aceh Qanun Number 8 of 2013 concerning Tourism. This research method is a qualitative method in the form of normative legal research, namely research that puts the law in place to answer legal problems faced through a statutory approach contained in related articles. The nature of this research is descriptive-analytic by using library research. Based on this research, it is explained that the Lhokseumawe City Government as the person in charge and plays a very important role in the management of tourist attractions must control the tourist environment. Barriers to managing tourism destinations are due to the government's lack of firmness to impose sanctions on the community. Efforts are being made by the Government by frequently conducting raids at tourist attractions in Lhokseumawe City. The writer's suggestion in this study is that it is hoped that the Lhokseumawe City Government will further improve supervision of tourist attractions and it is advisable to immediately impose sanctions on people who do and allow Lhokseumawe City Regional tourist attractions to be polluted by acts that are not polite and violate the Shari'a. The waste problem is a classic problem that is quite difficult to solve. This article aims to discuss the role of the bank sampah Bumi Inspirasi as an effort to empower the community in supporting the KANG PISMAN policy. This research method uses a qualitative descriptive approach using a logical analysis model. The findings show that the community empowerment carried out by the bank sampah Bumi Inspirasi has been carried out in a sustainable manner and with sufficiently optimal results, but is still constrained by several obstacles such as a lack of infrastructure and support from the government and the private companies. The implication of this finding is that the bank sampah is one of the institutions that will strongly support government programs in realizing less waste city if the cooperation between stakeholders is well established.Keywords: Community Empowerment, Bank Sampah, Waste Management

This research aims to analyze the implementation of the Medan Outer Ring Acceleration Area Program in the Medan Tuntungan District and to find out the supporting and inhibiting factors. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of the accelerated development program for the outer ring region in Medan Tuntungan District was effective and was able to add and improve several facilities and infrastructures, not only road infrastructure, health infrastructure, educational infrastructure, but also added economic infrastructure. Factors that support infrastructure development in the District of Medan Tuntungan include Support of all citizens to government policies through proposals submitted to the Medan City Government regarding the need for infrastructure development in the District of Medan Tuntungan, in the context of accelerating regional development. Factors hampering infrastructure development in Medan Tuntungan Subdistrict are the lack of public awareness of the use and maintenance of infrastructure provided by the government, so that conditions are easily damaged and the limited regional budget for infrastructure development.

Abstract The volume of solid waste in Semarang City reached 1,300 tons per day consisting of 65 percent organic and 35 percent inorganic waste. 77.64 percent of waste was transported and disposed at Jatibarang landfill, 17.65 percent was managed by waste Bank and by temporary landfills (TPS) and 4.71 percent waste remain unmanaged. Jatibarang landfill is predicted to be exceeded its carrying capacity in 2021. To deal with this problem, through a public private partnership scheme, a PLTSa (waste to energy) has been developed. PLTSa would manage 70 percent of waste and produce 20 MW electricity sold to the State Electricity Company (PLN). The government of Semarang City must pay a tipping fee of 780,555 IDR per ton to the PLTSa Management. This paper analyses the development of PLTSa by comparing with another similar project. The research method was descriptive analysis, relied on secondary data, webinars, and informal interviews with relevant persons. This study found that waste to energy project will create dependency on the city government financially and operationally. To create sustainable waste management, it is recommended to utilize appropriated technology enabling the city government to operate by themselves and enjoy the benefit of electricity resulted from the process.
