The paper deals with the quantitative assessment of the safety culture at facilities involved in the disposal of spent nuclear fuel and radioactive waste. Based on the method of the “internal” assessment of the safety culture, being developed in the A.I. Burnazyan Federal Medical Biophysical Centre, Moscow, 123182, Russian Federation, the comprehensive evaluation of the safety culture has been carried out with respect to the personnel of the following facilities: the Northwest Center for Radioactive Waste Management - SevRAO (NWC SevRAO) and the Far Eastern Center for Radioactive Waste Management- DalRAO (FEC DalRAO), which are subsidiaries of the RosRAO Enterprise.

The article is devoted to topical issues of employment promotion at the regional level. Particular measures of active employment policy are considered and analyzed, and a quantitative assessment of the effectiveness of certain measures is given. The paper allowed us to present a broad range of the measures aimed at employment promotion, and, as the polar subjects of the Russian Federation were considered from the point of view of conditions in the labor market, to identify fundamental differences in the measures taken.

The article deals with the system of indicators used in the existing tax statistics and allows to assess the tax potential of the region. For a reliable quantitative assessment of the effectiveness of the fiscal policy of the Krasnodar region was carried out a preliminary analysis of tax statistics for 2015-2017, in particular: tax revenues and fees to the regional budget, indicators of tax arrears to the regional budget, regional tax revenues to the budget of the Russian Federation, indicators of tax arrears to the budget of the Russian Federation (by types of taxes). On the grounds of the review were calculated indicators of the effectiveness of the fiscal policy of the Krasnodar region such as: the level of taxation in the region, the tax collection rate in the region, relations with the Federal budget and the actual tax potential, as well as an assessment of their dynamics for the analyzed period. Based on the results of the analysis, the areas of problems were identified and measures to stimulate fiscal policy and increase the level of tax potential of the Krasnodar region were proposed, and a forecast assessment of the effectiveness of the proposed measures was given.

The dynamics of internal and international migration processes in the Russian Federation in 2015–2019 is studied. The results of a comparative statistical study carried out for three process indicators and 120 factors are presented. The indicators for 2020 are not included in the comparative analysis, as they are not typical for Russia and are caused by the pandemic.

On the basis of the performed analysis of the annual State reports “On the status and use of water resources of the Russian Federation, annual reports of the Federal Service for Ecological, Technological and Nuclear Supervision, and the data of the Russian Register of Hydraulic Facilities the outcomes of the Water Strategy of the Russian Federation implementation with reference to securing of hydraulic facilities safety are presented as current by the end of 2017. Analysis of the data on conditions of hydraulic facilities by the regions and Federal districts of the Russian Federation has been carried out. The results of quantitative assessment of the implementation of measures aimed to attaining of the hydraulic facilities adequate level of safety have been considered. Comparative analysis of the hydraulic facilities safe state establishing by years has been done.

The task of this paper is a quantitative assessment of the possible fact and speed of assimilation of Ukrainian migrants in the modern Russian Federation according to the data of all-Russian censuses of 2002 and 2010. In all regions of the Russian Federation, and even in regions where the absolute number of the population has increased, we note the decrease in the number of Ukrainians significantly exceeded the overall rate of depopulation. The share of the decrease in the number of Ukrainians, which goes beyond the general rate of depopulation in a relevant region, can characterize the rate of assimilation of Ukrainian migrants in Russia. Thus, the annual rate of assimilation of Ukrainian migrants in the Russian Federation varies in different regions from 2.38% to 6.25%. The average rate of Ukrainian migrants’ assimilation is estimated for regions of the Russian Federation as 3.78% per year. Some assumptions are made about the main factors of such an unexpectedly rapid rate of peaceful assimilation of Ukrainians. Related factors include the tradition of Russians’ scornful attitude towards foreigners and “younger brothers” (a terms used to refer to Ukrainians); the Russian Federation’s disregard towards the cultural and educational needs of national minorities that do not have their territorial administrative formations on the territory of the Russian Federation; as well as a disregard of Ukrainian society and the Ukrainian state towards Ukrainians living on the territory of the Russian Federation.

In the Russian Federation, after the adoption of Federal Law “On the Protection of Citizens' Health from the Effects of Tobacco Smoke and the Consequences of Tobacco Use”, the prevalence of smoking tobacco has significantly decreased. Reducing the consumption of smoking tobacco products led to the emergence of a new aggressive policy of tobacco companies, which resulted in the emergence of new “innovative” products and the concepts of “less harmful tobacco product” or “less harmful nicotine-containing product”. The undoubtedly aggressive advertising campaigns of tobacco companies and manufacturers of electronic cigarettes have affected the smoking behavior of tobacco consumers, which has begun to change in recent years.The purpose of this study was to study new trends in the structure of consumption of tobacco and nicotine-containing products in various age groups of the Russian Federation, as well as among men and women.Methods. Analysis of the structure of consumption of tobacco and nicotine-containing products was carried out as part of an online public opinion poll to study the level of awareness of measures to reduce the prevalence of tobacco products in the Russian Federation, initiated in 2019 by the Ministry of Health of the Russian Federation. A total of 1 282 respondents from 73 regions of the Russian Federation took part in the survey. Among the respondents there were 447 (34.9%) men and 835 women (65.1%) aged 18 years and younger to 70 years. To conduct a comparative analysis of the structure of use of tobacco and nicotine-containing products, the frequencies of their use in different age groups, among men and women, were calculated. A statistically significant difference between the groups was confirmed by analyzing the dependence in the contingency table using the χ2 criterion.Results. A total of 432 respondents reported the use of tobacco and nicotine-containing products, which amounted to 33.7% of all respondents. The most used products were smoking tobacco (57.64%), electronic cigarettes (34.03%) and waterpipe (33.80%). However, in different age groups, the structure of their use was significantly different (p < 0.05). The highest level of electronic cigarette use, including vapors containing nicotine and electronic nicotine delivery product, were found in the age group of 18 years and younger (58.82%). In the older age groups, a significant decrease in the level of consumption was observed. Chewing tobacco and snuff were consumed by consumers significantly less than other tobacco products. Smokeless tobacco was mainly consumed by consumers aged 18 years and younger, its level was 20.58%. The highest level of waterpipe consumption was found among consumers in the age group of 19 – 29 years (53.85%), it was slightly less in the group of 18 years and younger (44.11%). The higher level of waterpipe consumption was detected (40.35%) among women than it was among men (26.47%). Many consumers indicated that they consumed several types of tobacco and nicotine-containing products. The most popular combination of products was found among consumers under the age of 30, and 20.59% of consumers aged 18 and younger consumed at the same time almost all the types of tobacco and nicotine-containing products that were presented on the market.Conclusion. The study revealed new trends in preferences for consumption of tobacco and nicotine-containing products. The new trends have significantly changed the structure of the consumption of these products among the population of Russian Federation.
