The task of this paper is a quantitative assessment of the possible fact and speed of assimilation of Ukrainian migrants in the modern Russian Federation according to the data of all-Russian censuses of 2002 and 2010. In all regions of the Russian Federation, and even in regions where the absolute number of the population has increased, we note the decrease in the number of Ukrainians significantly exceeded the overall rate of depopulation. The share of the decrease in the number of Ukrainians, which goes beyond the general rate of depopulation in a relevant region, can characterize the rate of assimilation of Ukrainian migrants in Russia. Thus, the annual rate of assimilation of Ukrainian migrants in the Russian Federation varies in different regions from 2.38% to 6.25%. The average rate of Ukrainian migrants’ assimilation is estimated for regions of the Russian Federation as 3.78% per year. Some assumptions are made about the main factors of such an unexpectedly rapid rate of peaceful assimilation of Ukrainians. Related factors include the tradition of Russians’ scornful attitude towards foreigners and “younger brothers” (a terms used to refer to Ukrainians); the Russian Federation’s disregard towards the cultural and educational needs of national minorities that do not have their territorial administrative formations on the territory of the Russian Federation; as well as a disregard of Ukrainian society and the Ukrainian state towards Ukrainians living on the territory of the Russian Federation.

The article aims to compare the course of Soviet-Finnish wars and modern Russian-Ukrainian conflict, set the main factors and determine perspectives of its resolving. Taking into account the historical distance the course of Soviet-Finnish wars of 1939-1940 and 1941-1944 is firstly revealed. Henceforth analysis of Soviet-Finnish and Russian-Ukrainian conflict is conducted, which led to the conclusion about heredity of character of the Russian Federation policy and its adaptation of Soviet instruments and methods of expansion to modern reality. Herewith the main factors of international and political life are defined, which determined success of Kremlin aggression against Helsinki and affect the course of Russian-Ukrainian conflict. Finally, the authors single out main integral and international (strategic and tactical) factors of decision-making for realization of the Finnish scenario in Ukraine and perspectives of resolving Russian-Ukrainian conflict. The article considers the reasons for the formation of asymmetry in the subjects of the Russian Federation. The research is focused on the relations between the Russian Federation and its subjects during the formation of the modern Russian state. This period, according to the author, covers the period from the introduction of the “perestroika” policy in the USSR to the beginning of the 2000s. The author studies the works of domestic and foreign experts on the stated issues. The author believes that the asymmetry of the subjects of the Russian Federation is based on an uneven distribution of economic benefits. The scientific novelty lies in the fact that the author’s conclusions are a synthesis of not only formal legal, but also applied and analytical economic research.

This study analyzed the phenomenon of youth protest activity in modern Russia. The purpose of the work is to identify the specifics of the formation and development of the phenomenon of youth protest in the Russian Federation. Currently, there is an increase in social tension among young people, which is due to a large number of phenomena and factors. By analyzing the cases of protest activity in the Russian Federation over the past 10 years, their causes, mechanisms of organization, actors, stages, resources, and results have been identified in the dynamics. Based on the analysis of the results of sociological studies of protest activity of modern Russian youth and cases of protest activity, the article analyzes value orientations, dynamics and trends in the development of this phenomenon, presents concepts containing an analysis of the specifics of social protest, considers factors associated with the strengthening of various effects of the influence of digital communications on the political interaction of citizens and processes associated with the complexity of the nature and structure of political communication. Two structural levels of the system of social factors of protest behavior are identified: individual protest behavior and protest social movement, the most significant factors of protest social activity of young people are characterized. Based on the analysis of the results of a number of sociological studies devoted to the study of the role of digital communications on the protest social activity of Russian youth, it is concluded that the influence of digital networks on the political activity of citizens is increasing, while at present there is not a decrease in the civic activity of young people, but a change in the models of their participation in political events.

В статье представлены результаты анализа наказуемости за одно из наиболее распространенных в последнее время в Российской Федерации преступление, предусмотренное ст. 282 УК РФ - возбуждение ненависти либо вражды, а равно унижение человеческого достоинства. В последние годы имеет место резкий рост количества осуждений лиц по ст. 282 УК РФ. Данная практика крайне репрессивна, не поддерживает одобрения в обществе, существенно критикуется и негативно оценивается даже властью, которая в последнее время предприняла действия по изменению сложившейся ситуации. Изменение структуры привлечения и осуждения лиц по ч. 1 и ч. 2 ст. 282 УК РФ - исчезновение квалификации действий лиц по ч. 2 - свидетельствует об изменении характера данных преступлений, способа их совершения, а самое главное - подходов к привлечению лиц к ответственности за совершение преступлений экстремистской направленности. Работа правоохранительных органов полностью переключилась с выявления, пресечения и наказания экстремистских деяний, совершаемых в реальной жизни, и на данный момент абсолютное большинство лиц, привлеченных по ст. 282 УК РФ, - это лица, допустившие те или иные высказывания» в социальных сетях. Ч. 2 ст. 282 УК РФ (квалифицирующие признаки, ее составляющие) на данный момент потеряли свою актуальность и не отвечают современным реалиям. Наказуемость за преступления, предусмотренные ст. 282 УК РФ, атипична по отношению к общей структуре применения наказаний в РФ за преступления в целом: за данное преступление осуждается к условному лишению свободы 61 % лиц, 11 % - к реальному лишению свободы. Данное положение вещей отражает ситуацию, когда дефиниция преступления по своему существу не отвечает ожиданиям современного российского общества, при этом внутреннее убеждение судейского корпуса также находится в определенном диссонансе. Современные российские реалии не позволяют судам выносить оправдательные приговоры в достаточном количестве, и судам приходится применять к лицам, по сути невиновным, наказания крайне незначительные или условно. По ст. 282 УК РФ данная тенденция явно прослеживается. Results of the analysis of punishability for one of the most widespread in the Russian Federation the crime provided by Art. 282 of the Criminal Code of the Russian Federation are presented recently in article there is an arousing hatred or hostility, and humiliation of human dignity is equal. In recent years the sharp growth of number of condemnations of persons according to Art. 282 of the Criminal Code of the Russian Federation takes place. This practice is extremely repressive, does not support approval in society, is significantly criticized and negatively estimated even by the power which took actions for change of a situation to the sphere recently. Change of structure of attraction and condemnation of persons according to Pt. 1 and Pt. 2 of Art. 282 of the Criminal Code of the Russian Federation - disappearance of qualification of actions of persons according to Pt. 2 - demonstrates to change of nature of these crimes, a way of their commission, and the most important - approaches to involvement of persons to responsibility for commission of crimes of extremist orientation. Work of law enforcement agencies completely switched from identification, suppression and punishment of the extremist acts made in real life, and at the moment the vast majority of the persons involved according to Art. 282 of the Criminal Code of the Russian Federation are faces the allowed these or those statements on social networks. Pt. 2 of Art. 282 of the Criminal Code of the Russian Federation (the qualifying signs, it making) at the moment lost the relevance and do not answer modern realities. The punishability for the crimes provided by Art. 282 of the Criminal Code of the Russian Federation is atypical in relation to the general structure of application of punishments in the Russian Federation for crimes in general: for this crime it is condemned to conditional imprisonment 61 % of persons, 11 % - to real imprisonment. This state of affairs reflects a situation when the crime definition on the being does not answer expectations of modern Russian society, at the same time the internal belief of judiciary also is in a certain dissonance. Modern Russian realities do not allow vessels to pronounce justificatory sentences in enough, and vessels should apply to persons, in fact the innocent, punishments extremely insignificant or is conditional. According to Art. 282 of the Criminal Code of the Russian Federation this trend is obviously traced.

Ukraine's efforts to unite the EU since it gained independence caused some splits in the heterogeneous Ukrainian society. They induced discontent within the Russian Federation as well; because Russia considers itself the inheritor of the former United Soviet Socialist Republic. When Ukrainian President Yanukovych announced that the partnership treaty with the EU was suspended just before the due date for signing, a crisis broke out in Ukraine. Consequently, Yanukovych left the country. Russia reacted to the situation by invading Crimea. Moreover, the EU's Ukraine policy was not clear enough. The main objective of this study is to reveal if Russia was hindering Ukraine's integration to the EU or it was the motive for the process. There are different points of view on that matter. In this chapter, those points will be analyzed under the following subtitles: “Russian Politics of Ukraine”, “EU-Ukraine Relations”, and “EU-Russia Relations.”

In this article the author analyses correlation between terms tasks and aims of the civil procedure in whole and these ones of the supervision proceedings in particular. Addressing Soviet and modern Russian jurists’ opinions, the author based on contextual reading of the law rule of the Civil Procedure Code of the Russian Federation that determines aims and tasks of the civil procedure offers her own vision of correlation between the above-mentioned terms and supposes division into the main and additional tasks of the civil procedure. Named tasks of the civil procedure the author considers that determining functions of the civil procedure as means to complete these tasks is needed. Comparing other authors’ terms of the civil procedure function the author formulates her term of a function of the civil procedure. Moreover the question concerning possible synonym of terms: principles, tasks, aims and functions of the civil procedure is also considered. Concluding characterization of the civil procedure functions the author disserts about functions of each stage of the civil procedure, with a particular focus on optional stages of the civil procedure, one of which is the supervision proceedings. Based on functions of the supervision proceedings in the civil procedure the author divides such functions into check, regulatory, protecting, control and right-conferring functions. Employing in particular historic-legal and comparative methods of research, the author of this article characterizes each of the above-mentioned functions, also through determining tasks of each particular function of the supervision proceedings in the civil procedure. In conclusion the author writes that it’s necessity to determine the functions of the supervision proceedings in civil procedure for the purpose of correct understanding the role of the supervision proceedings in the civil procedure of the modern Russian State.
