Subject. The article examines the profitability of the mining farm. Objectives. I determine what aspects the mining farm’s profitability should be analyzed, and articulate my own technique for analyzing, untapping the room for the profitability growth on the analyzable mining farm. Methods. To make my suggestions reasonable, reliable and substantiate them, I use the comprehensive approach to studying the profitability of the mining farm, general and special methods of research, such as the retrospective, systems and functional-structural analysis, observation, classification, instrumental techniques for grouping, sampling, comparison and generalization, factor analysis. Results. The study is the first to present the structural-logic model of the factor system of profitability of the mining farm. I assessed factors that influenced the profitability, found bottle necks and aspects to focus on in order to improve the performance of the mining farm. Conclusions and Relevance. Business entities that are residents at the Belarus Part of High Technology and have mining farms can use the proposed technique, which are of applied nature.

Existing human factors knowledge, generated in a high technology environment, can be drawn upon to meet the needs of less developed countries with a lower technology environment. To open up effectively this potentially rich field of human factors activity, a broadly conceived approach to the anticipated problems is needed. Preliminary suggestions and methods are offered towards such an approach. In addition to the cited references, a bibliography containing a variety of references relevant to human factors in developing countries is included.

Purpose The purpose of this study is structural stability evaluation of umbilical winch. In accordance with the recent trend for developing natural resources, high-technology equipment on exploration ships is becoming more technologically advanced. One such piece of high-technology equipment is the umbilical winch. In this study, the umbilical winch is divided into two parts (drum and winch), where each is respectively designed with three dimensional models using CATIA, and dynamic simulation and structural analysis are performed using ANSYS. Design/methodology/approach In this paper, the winch is divided into two parts for finite element analysis, the drum and whole winch model, and the parts are designed as three-dimensional models except for some small parts, such as bolt holes. Dynamic simulation and structural analysis are then performed using ANSYS. The analysis results ensure the reliability of the design methods and will be used in the domestic localization of remote operated vehicle (ROV) launch and recovery systems (LARS). Findings The strain is identified from the results, but it is very small. Some stress is concentrated at the lower corner of the drum, but the maximum stress value is lower than the allowable stress; therefore, the structure has no impact on the strain and stress. Thus, it is determined that the designed structure is safe. The results ensure the reliability of the design methods and will be used in the domestic localization of ROV LARS. Originality/value Previous studies focus on the static and mechanic problems of the winch by considering winch and drum breakage in the umbilical winch system. However, ships have a nonlinear motion characteristic with six degrees of freedom according to the constant influence of the external environment. In addition, from a design perspective, the dynamic characteristics (e.g. the ship’s motions) are more important than the static characteristics. Thus, the authors focus on winch stability securement with variable loads, such as ships moving, wave disturbance and other such important environment conditions.

The subject of the research is theoretical and practical aspects of determining the financial and economic results of the activity of cultural and artistic institution. The purpose of the work is to determine the financial and economic results of the activities of cultural and artistic institution and to establish their positive dynamics due to the introduction of controlling tools in the systematic management of its development. The methodological basis of the article was both general scientific and special methods of scientific knowledge. The following methods were used: monographic; economic comparisons; statistical and economic, incl. formal and factor analysis; economic and mathematical; balance; graphic. Results of work. In the process of controlling in the system of activity of cultural and artistic institutions in the countryside and managing their development, financial and economic indicators and economic results occupy an important place. This is confirmed by the example of a rural house of culture. On the one hand, high and sustainable financial and economic results of its operation are important consequences of implementation, a kind of indicators of controlling efficiency. On the other hand, they are the financial basis for its further development and improvement. This is especially valuable in the context of decentralization of power, administrative-territorial reform, changing budgeting priorities for rural cultural institutions. The field of application of results. The conclusions and results of the article can be used in the educational process of economic faculties of higher educational establishments. They should be transferred for practical use in the management of socio-cultural enterprises. Conclusions. Factor analysis is important for enhancing the financial and economic performance of a rural club as a cultural and artistic institution. Economic factor analysis refers to the gradual transition from the initial factor system (performance indicator) to the final factor system, the disclosure of a complete set of direct quantitative factors that influence the change in the effective indicator. Their choice for the analysis of a particular indicator is made on the basis of financial and economic analysis of external factors. In this case, they usually proceed from the principle: the larger the set of factors under study, the more accurate the results of the analysis will be. Factor analysis can be done through questionnaires and be an important component of the controlling system.

Subject. We address proactive budgeting, based on the application of responsible and appropriate approach to the issues of local budget spending, and taking into account the interests of the population. Nowadays, there are many approaches to proactive budgeting, however, in some cases, the authors fail to explore the financial aspects. Objectives. The aim is to provide a theoretical foundation for the nature, principles, and functions of proactive budgeting in the financial context. Methods. The study employs the comprehensive approach and methods of systems analysis. The techniques of observation, specification, abstraction, synthesis, comparison, generalization of theoretical and practical material serve as our research tools. Results. We justified the nature, principles and functions of proactive budgeting in the financial context. The findings can be used by the actors of proactive budgeting. Conclusions. Proactive budgeting is a set of budget relations between government (municipal) authorities, citizens and business entities, which are based on citizens’ initiative concerning the budget planning, movement and control of budgetary funds to realize local projects. The principles of proactive budgeting include integration, initiative, competitiveness, co-financing, and transparency. Accordingly, it has communicative, analytic, coordinating, and stabilization functions.

The construction of scenic villages can not be done without the active participation of the local residents and it is of great significance to analyse the residents’ participation willingness and its related factors. On the basis of drawing experience from the present research results, we, through house-to-house questionnaire surveys and sampling interviews, survey residents in five villages of Hangzhou city about their willingness to participate in the construction of scenic villages themselves, participation paths and their attitudes toward external participation, and adopt the methods, such as exploratory factor analysis (EFA) and confirmatory factor analysis(CFA), to verify three hypotheses(H1, H2, H3). The study finds that: (1) the general participation willingness of village residents is comparatively high, but the participation willingness degrees of different village groups are quite different. According to the degree of participation willingness, the sequence from high to low is: village cadres > farmhouse and rural lodging operators > college village officials > staffs employed in the village enterprises > ordinary villagers > resident cadres. (2) There are relatively big differences among the villagers’ recognition degrees of different participation routes in the construction of scenic villages. The highest difference significance of the correlation is the multi-family joint loans (1.160). The lowest is to publicize, encourage and actively promote the construction of scenic villages (0.936). (3) The verification results are in favor of three hypotheses that the resident identity of the villagers has a significant impact on their willingness to participate, the path of participation, and their attitudes towards the external participation. According to the research results, the following suggestions are made: improve the awareness of the related subjects, especially the villagers by increasing the publicity; take measures to attract the active participation of the new business entities; open up the input channels to motivate the villagers; improve the public participation degree of the scenic villages’ construction by coordinating the relation among investment subjects and guaranteeing the villager’ interests etc.

The article discloses the peculiarities of the nature and residential environment in the first garden cities in Galicia: “Salwator” in Krakow and “Novyi Svit” in Lviv. The topicality of the issue is predetermined by the need for supplementing and developing available scientific researches related to the study of the garden city concept as well as for analyzing profoundly and comparing the architectural and townplanning structures of the garden cities in Galicia at the early stages of their development. Both general scientific methods (historical, comparative, structural analysis), and special field observations have been used. This comprehensive approach has enabled us to point out the special features (planning, functional) of the garden cities as exemplified by Lviv and Krakow. It has been proven that the development of the architecture and town planning of the above cities in the early ХХth century corresponds to the general European trends, while the concept of garden cities was implemented in a fragmented way, that is in the form of gardens-on-the-outskirts.

The article analyzes the rates of credit turnover by branches of the economy and by types of loans using indicators of the dynamic range, indices of average values and aggregate indicators. The purpose of the article is to provide a business case for efficiently managing credit resources in commercial banks based on a factor analysis of credit turnover by sector of the economy as a condition for optimizing a bank’s activities. The analysis of the literature shows that the management of credit resources in commercial banks is limited to the use of Western methods that are not adapted to the Ukrainian reality. The relevance of the article is the need to use the methods of economic and mathematical modeling to optimize the process of managing borrowed funds in the banking industry of Ukraine. Calculated average balances of credit investments. The article analyzes the hourly repayment of interest on loans by enterprises. Calculations of the volume of credit turnover are based on real indicators of the financial statements of Credit Agricole Bank. The study period was elected 2016-2017. Calculated the share of loans by industry in the portfolio of the bank. Defined one-day turnover on the repayment of bank loans by business entities. Calculated the duration of use of bank loans by business entities. The factors affecting the change in the rate of turnover of credit operations using the index method are analyzed. The index of the average duration of use of the loan of a constant composition is calculated. The average duration of use of bank loans by business entities has been determined. The structural change index, variable composition index, constant composition index, structure influence index are calculated. The article used the methods of factor analysis, probability theory, methods of economic and mathematical statistics. The effectiveness of borrowed funds management in the banking industry of Ukraine (on the example of Credit Agricole Bank) was confirmed by the data of a factor analysis of the loan turnover. The system of tasks solved by the proposed models includes the calculation of reasonable limits for attracting each type of resources and the effective interest rate to ensure increasing returns from the production of bank credit products and an increase in the share of the banking sector in creating the gross domestic product of the country. Abstract Manufacturing companies operating within the high-technology sector are of interest to science, industry and national authorities because of the special economic importance attached to them. However, in order to investigate the condition of those companies, support their growth and monitor the effects of the aid awarded to them, it is first necessary to properly identify the business entities belonging to that sector. To identify the entities belonging to the high-technology industry, it is necessary to perform a sequence of activities which form the procedural algorithm. Usefulness of the algorithm has been verified using the example of a group of Warsaw high-tech companies which were subject to investigation under the European project Warsaw Entrepreneurship Forum. The algorithm could be used as the basis for the implementation of an IT tool for the identification and description of high-tech businesses.
