Industrial economics in the context of globalization: scientific, practical foundations and development priorities

The relevance of the publication topic is argued by the need for an in-depth study of the globalization process, which is global financial, political and cultural integration, unification, the global division of labour, the planetary migration of capital, human and productive resources, standardization of legislation, and interference of cultures of the world community. The theoretical and practical goals of the publication are to study causal algorithms for the formation of a negative scientific and production balance of the Russian Federation and an increase in disproportions between the import and export of high-tech products, as well as a comparative description of global development as a symbiosis of contradictory trends in the subordination of the world economy to the interests of transnational capital. The theoretical and methodological basis of the publication was the scientific works of domestic and foreign scientists studying the globalization of the industrial economy due to the intensification of international scientific and technological competition and the expansion of the innovation market, deepening of specialization and division of labour, and the increase in the risks of producing high-tech products at the national and world levels. Scientific novelty lies in the authors’ interpretation of such socio-economic advantages of globalization as economies of scale, stimulation of labour productivity, rationalization of production at the interstate level and the spread of innovative technologies, cost reduction, price regression, achieving sustainable growth in the well-being of society, on the basis of which the development is confirmed global industrial economy on a research basis characterized by such attributes interdependence, asymmetry, regionalization and diversification, regression efficiency, inclusiveness, resource and raw material demarcation, a high degree of uncertainty and of the economic risk. The practical significance of the results obtained is determined by an in-depth analysis of the American (based on differentiation of labor and specialization of personnel, demarcation of labor duties, concentration of scientific and production efforts on a purely economic result) and Eurasian (characterized by mobility and compactness of production processes, saving transaction costs, adaptability to market conditions and availability of labour-tolerant staff) strategies for innovative development of industrial economics. Based on a critical rethinking of the American and Eurasian strategies, proposals and recommendations are formulated on the formation of the scientific and technical policy of the Russian Federation

A comparative analysis of innovation activity in the Russian Federation and EU countries is carried out. The comparison revealed that modern innovation policy should be aimed not only at increasing labor productivity, but also at solving social problems related to ensuring food security, environmental protection and improving the quality of life of the population. Maintaining a balance between the demand for digital technology and the supply of high-tech products on the market is a basic element in the transition to a new stage of scientific and technological structure. Factors that negatively affect the development and implementation of technological, organizational and marketing innovations are identified. It is shown that the synchronization of the chain of implementation of all newly created or improved technologies ensuring the continuity of the innovation cycle requires the combined efforts of all subjects of innovation. The level of diffusion of innovative activity in federal districts of the Russian Federation is estimated. It is concluded that there is a significant differentiation of regional and sectoral intensity of innovative development. It is substantiated that in order to reduce regional differentiation when introducing advanced practices into the production process, one should take into account the type of innovative activity. According to the attractiveness for investment, digital economy instruments are divided into three categories that characterize one or another stage of their life cycle: maturity, sustainable growth, and a breakthrough trend. It was revealed that the further massive penetration of technological innovations into all links of the production chain should clearly follow the global trends of production digitalization, where the key factor for the success of innovation-oriented companies is the search for the most promising investment projects at the stage of filing a patent application. Based on the analysis, recommendations were developed to stimulate innovative susceptibility in the regions of Russia.

In the absence of the development of exports of high-tech industries, the implementation of strategic tasks for the accelerated growth of the economy set by the Decree of the President of the Russian Federation “On national goals and strategic objectives of the development of the Russian Federation until 2024” of May 7, 2018 No. 240 is unlikely. According to most researchers, the main potentially possible commodity items in non-raw materials exports, which are in demand in the world markets, are the products of engineering, pharmaceutical industry, apparatus and devices used in medicine. Therefore, the right to participate in foreign economic activity is delegated, first of all, to large domestic companies. However, today Russia is a country with a large assortment of production of simple products, which requires building a systematic approach in the formation of both economic policy in general and export in particular in the direction of developing of non-resource industries that produce high-tech products. The analysis of the strategies for retaining the leading positions in narrow niche segments in the global market, analysis of the competitive and diversifying strategy of the German company Poly-clip System, which is the world’s leading producer of clipping systems and the world leader in the food packaging segment was performed.

The paper substantiates and groups the main directions of consumption in the world of platinum group metals; identifies and summarizes the main instruments of state industrial policy in the field of subsoil use. In the course of the study, it was revealed that the Russian Federation does not fully use the tools to protect national interests in the system of extraction and processing of platinum group metals. The main guideline of state policy should be the creation of vertically integrated organizations in this area and the formation of high-tech facilities and industries that ensure the full consumption of extracted platinoids by the industry of the Russian Federation.

The relevance of researching of the topic of migration to the Russian Federation from neighboring countries is determined by the constant increasing of the number of migrants in Russian Federation. Essays of migrants were used as a source for writing the article. Essays were written in the framework of the competition "Is it Easy to be a Migrant?" that was organised by the women's Council of mi-grants in ANO "Migration". The analysis of competitive essays of migrants allows us to conclude that in the process of adaptation migrants successfully solve the problem of financial stability, form a new view of the world, fitting into a new social environment for them.

The place of the Russian Federationby specific weight in the total number of articles in the field of clinical medicine, indexed in the international database Web of Science Core Collection (WoS CC) is determined. It is shown that if you strictly comply with the wording of the target of the National Project “Science” and assume that correctly all publications on clinical medicine, indexed in WoS CC, refer to the priority “transition to personalized medicine, high-tech healthcare and health protection technologies, including the expense of rational use of drugs (primarily antibacterial “, then the basic value of this target should be defined as the 36th place in the world. For eniya Russian Federation, one of the five leading countries in the publication activity in the field of clinical medicine Russian professional medical community needs to increase by 13 times the number of articles indexed in the WoS CC, to surpass Japan’s figures, which occupies the 5th position at the end of 2017.

Background. The technological direction digital Twins is included in the list of the main strategic technological trends of 20192021. At the end of 2021, an initiative was announced in the Russian Federation aimed at creating a digital twin in the domestic healthcare system as part of the primary care modernization project. Aims the purpose of the study is to review possible ways of using digital twins technology in the global healthcare system and in its Russian segment, as well as to build patent and publication landscapes to identify technological and academic leaders of the frontier. Methods. Scientometric and patent analysis. Results. The key stages of the development of the frontier digital twins in healthcare are traced. According to the data of the scientometric and patent analyses carried out in the priority direction digital twins in healthcare and medicine, the Russian Federation at the end of 2021 ranks 35th in the world in terms of specific weight in the total number of articles in publications indexed in WoS, and 20th in the world in terms of specific weight in the total number of patent applications for an invention, i.e. it is not among the 10 leading countries. The citation of domestic publications in the internationalized segment is significantly lower than the average (normalized) indicator, which does not give grounds to talk about the achievement of research excellence and even world-class domestic competence centers. Conclusion. The creation of the Digital Healthcare Consortium in 2018, the world-class Scientific Center Digital Biodesign and Personalized Healthcare in 2020 and the initiative of the regulator (Ministry of Health of Russia) in 2021 should be noted as key events in the development of the frontier in the Russian Federation. At the same time, it is important to note that the main global actors in the transformation of the digital twins frontier into high-tech equipment and services are not research centers, but companies acting simultaneously as qualified customers and beneficiaries of ongoing projects of a full innovation cycle. Having huge RD budgets and having a clear goal setting, it is these participants in the process that become the main drivers of the technological development of the healthcare sector associated with the introduction of digital twins. In this regard, the absence of the direction of Russian companies on the patent landscape cannot but cause concern, which creates risks of using innovative solutions created in the domestic sector of interdisciplinary research in the interests of foreign corporations identified as technology leaders in this review.

Research Objectives. The article analyses the world grain market to assess the competitiveness of grain crops produced in the Russian Federation, which makes it possible to substantiate the development directions of the Russian grain market export potential. Methods. The article uses the methods of systemic, structural and logical research, the analytical method, comparison, generalisation, economic and statistical method. Each of the methods was used based on its functionality. Results Achieved. The article defines the place of the Russian Federation grain market in the world circulation system of grain and its processed products, reveals the characteristic features of the international grain market, analyses the international grain market development factors, which makes it possible to identify trends in its development. The export potential of the Russian grain market is investigated, which allows offering a number of directions for its further development in the medium term. Practical relevance, applicability of results. The authors propose directions for the development of the grain market export potential, based on an in-depth analysis of the competitiveness of Russian grain industry products. The implementation of these proposals will allow the Russian Federation to strengthen the position of a large wheat producer in the world market.

The current problems of administrative-legal regulation in the field of health protection and ensuring the sanitary-epidemiological well-being of the population of the Russian Federation are investigated, eurrent trends in its development and problems of systematization are considered. Based on the analysis of statistieal data and the practice of applying international legal acts regulating the issues of interaction in the field of preventing the spread of dangerous infectious diseases, the conclusions and recommendations of the World Health Organization and other international organizations, proposals are formulated for further improvement of national legislation in the field of ensuring the sanitary and epidemiological well-being of the population, methods are proposed its systematization and options for possible codification. The features of the mechanism of administrative and legal regulation of relations that develop during the implementation of state sanitary and epidemiological supervision in the conditions of the spread of dangerous diseases are analyzed. A new model for the development of sectoral legislation in the field of sanitary and epidemiological welfare is proposed, based on modern criteria and principles of systematization of regulatory legal acts that ensure sanitary and epidemiological welfare of the population and protection of public health. The main versions of draft model laws in the form of codified legal acts aimed at improving the activities of executive authorities and their officials performing the functions of state regulation and sanitary and epidemiological supervision in the studied sphere of relations are submitted for discussion.

Background: Nowadays, the transport industry faces unconventional challenges such as the need to modify the transport service and reduce dependence on resource leverage. At the same time, it is necessary to take into account the decline in business activity associated with the pandemic crisis and, as a result, the drop in demand and prices for hydrocarbon fuel in the medium term until the end of the crisis. Also, the implementation of a forward-looking transport policy has a close relationship with the economic category of time, since the value of time, converted into speed, shifts the emphasis of value from the initial price of the purchased transport service to the total cost of owning it. The railway transport system of the Russian Federation, as one of the leaders of the world transport system, has every opportunity to actively participate in global restructuring in response to the global climate and environmental crises. Aim: Determination of the relationship between the adoption of a sustainable development policy and the effectiveness of the implementation of projects for the development of backbone infrastructure in Russia. We confirm that the activities of transport companies within the framework of the established sustainable development goals (hereinafter referred to as ESG Environmental, Social, and Corporate Governance) contributes to the improvement of their operational activity. Methods: The research methodology is based on the analysis of international approaches and assessment criteria for ESG factors using analytical procedures to identify cause-and-effect relationships of the strategy for the development of railway transport in the Russian Federation within the framework of ESG. The information base of the study is based on an analysis of reports from international organizations and data from JSC Russian Railways in terms of funding, expected prospects and effects. Results: as a result of the study, the conditions for the transformation of the sustainable development of railway transport systems in the world and in the Russian Federation were determined against the background of changes in the geography and structure of commodity markets, favorable prospects were established from the direct participation of business in the implementation and implementation of the goals and objectives of sustainable development. Conclusion: on the basis of the study, an assessment was made of the benchmarks of JSC Russian Railways in the sustainable development strategy. In order to implement environmental infrastructure projects, the parameters of the compliance of the strategy for the development of railway transport in Russia with the goals of sustainable growth have been established.
