The food safety of the region is a fundamental foundation of the country’s economic security and one of the most important prerequisites for sustainable development. Unfortunately, the problems of ensuring food security of the regions of Ukraine are not only resolved, but also ultimately aggravated, which negatively affects the quality of life of the population and the development of human potential. An important step in solving the problem of physical and economic food availability to all population is developing a regional food safety strategy. In this regard, the purpose of the article is to develop methodological tools for modeling the region’s food security strategy taking into account the peculiarities of its development and existing production and resource potential. The authors explained the concept of “food security strategy”, “food safety potential of the region” and methods for assessing its main components. The author’s model of the food security strategy creation was developed and implemented on the example of the Ukrainian Black Sea region. This model can be used to monitor the situation with food provision, to model the impact on the state of the food supply of individual strategic decisions and to determine the causes of deviations and growth reserves in any region irrespective of its size or administrative status.

In the article, the proposition is substantiated that the current development of the agricultural sector is possible on condition of harmonization of environmental, social and economic factors based on the principles of consistency, balance and social justice. The paper examines the impact of the intellectual component of labor potential on economic growth in the agricultural sector. The study of the main types of production functions for macroeconomic analysis is conducted. The advantages of using the Cobb-Douglas production function in determining the levers of agricultural production growth in the context of sustainable development are substantiated. The present-day priority of activities intellectualization in the agricultural sector is proved. It is proposed to particularly focus on the use of intellectual assets of human potential for agricultural production intensification. The accomplished modeling of the agricultural sector sustainable development gives grounds for an optimistic forecast as to increasing the resource potential of agricultural production due to a growth in the quantitative and qualitative indicators of labor potential.

Investigated private consumption as a substantial factor to accumulate human potential. Author has revealed the function of private consumption as a tool to reproduce human capital. To restruct of private consumption towards a shift towards the prevalence of disposable income towards the consumption of “knowledge-intensive” goods and services is a factor for sustainable development of the Russian economy. A hypothesis put forward that creative consumption determines the sustainability of the development of society.

The article discusses the key aspects of the influence of social factors of sustainable development of the industrial area in the context of dynamic transformations of the post-industrial economy. An analysis of the readiness of Ukrainian industry to the challenges of future high-tech development has been carried out and key drivers for increasing the productivity of the industrial sector have been identified through the activation of social factors of development at the individual, group, cluster and socially significant levels. The necessity of gradual transition to the creation of industrial enterprises of the new formation, which will act as socially important enterprises on the basis of the application of advanced technologies and innovations, full use of human potential, growth of active enterprises concentration and employment level of the population, development of cross-sectoral and interregional cooperation and partnership, promotion of social cohesion and trust, was noted. According to the results of the study, the synergistic action of social factors of industrial development allows to achieve strengthening of social interaction and consolidation of efforts of all counterparties to overcome crisis phenomena, is expressed in reduction of transaction costs and increase of competitiveness of industrial area, increase of labour productivity and profit growth, understanding the importance of labour in the industry. In this view the article justifies the need to intensify human development, strengthen social ties and social facilitation, deepen socio-economic relations of individual business systems on the basis of trust, cooperation and mutual assistance in the context of achieving the goals of sustainable development for the long term. Актуальность предложенной статьи обусловлена вопросами устойчивого развития регионов, получившее распространение в связи с концепцией устойчивого развития, выдвинутой мировым сообществом на рубеже 80-90-х гг. XX в.. В последние годы этот процесс заметно интенсифицируется, что связано с возрастающим значением устойчивого развития регионов как важнейшего фактора повышения эффективности в новых условиях хозяйствования. Ведущим подходом к исследованию данной проблемы является задействование прогрессивных источников экономического роста, значительного усиления экологизации хозяйственной деятельности, создания условий для развития человеческого потенциала. The relevance of the proposed article is due to the issues of sustainable development of regions, which became widespread in connection with the concept of sustainable development put forward by the world community at the turn of the 80-90s. XX century. In recent years, this process has been noticeably intensified, which is associated with the increasing importance of sustainable development of regions as the most important factor in increasing efficiency in the new economic conditions. The leading approach to the study of this problem is the involvement of progressive sources of economic growth, a significant increase in the greening of economic activity, and the creation of conditions for the development of human potential.
