In the article, the proposition is substantiated that the current development of the agricultural sector is possible on condition of harmonization of environmental, social and economic factors based on the principles of consistency, balance and social justice. The paper examines the impact of the intellectual component of labor potential on economic growth in the agricultural sector. The study of the main types of production functions for macroeconomic analysis is conducted. The advantages of using the Cobb-Douglas production function in determining the levers of agricultural production growth in the context of sustainable development are substantiated. The present-day priority of activities intellectualization in the agricultural sector is proved. It is proposed to particularly focus on the use of intellectual assets of human potential for agricultural production intensification. The accomplished modeling of the agricultural sector sustainable development gives grounds for an optimistic forecast as to increasing the resource potential of agricultural production due to a growth in the quantitative and qualitative indicators of labor potential.

The economic behavior of business structures in agriculture directly depends on the organization of their cooperation in the economic activity process. The aim of the article is to study the features of modern economic behavior of agricultural producers in Ukraine. To do this, the author identified the distribution factors of organizational and legal forms of agricultural production by economic behavior type, as well as organizational and legal features of individual models of economic behavior of agricultural production in Ukraine. Materials of thematic scientific publications, as well as empirical methods (observation and comparison) and theoretical methods (analysis and synthesis, modeling) were used to highlight the features of the object of study. The influence of the oligarchic model of the national economy of Ukraine on the structural transformation of agricultural production entities in the form of subordination of the interests of the state to the interests of individual social groups and the low effectiveness of antitrust legislation is investigated. The author found that in Ukraine the dual structure of agricultural entities was formed, in which two models of their economic behavior were simultaneously developing. The corporate model is represented by large commodity production of agricultural products based on utilization of the resource potential of the reorganized collective agricultural enterprises. Individual small-scale model is presented in agricultural production using the resource potential of private households and farms. The author found out that the organizational and legal forms of agricultural business entities will be determined by their participation in the contract system, the feasibility of cooperation or their integration. Prospects for further research in this area are a comparative analysis of the role of behavioral economy in the economic growth of organizational forms of agricultural producers in Ukraine, as well as assessing the impact of innovative technologies on the evolution of management approaches in the agricultural sector.

The article reveals and summarizes the main contradictions of the development of agriculture sector in the national economy on the principles of sustainability and inclusiveness, based on the analysis of theoretical assumptions and trends and from an evolutionary point of view. The theoretical-methodological basis of the study is a dialectical method of scientific views analysis and transdisciplinary positions relevant to the issues of contradictions of sustainable and inclusive development of the agricultural economy. The method of comparison was used in the analysis of the dynamics of agricultural production on the example of farming in Ukraine. Analysis of the dynamics of the output indicator of farms during 2017-2019, correlated with their number allows to state the increase in productivity of farms. The main contradiction is the uneven regional development of the agricultural economy. One of the main reasons for this is insufficient state support for the development of small enterprises in the agricultural sector of the national economy. The concept of sustainable and inclusive development of society considers the possibility of balancing economic, social and environmental factors, with the status of socium and a person as a central factor. However, in practice, when implementing mechanisms to support the improvement of the general situation at the state level and its particular territories, as a rule, there is a problem of instability of those or others components of sustainable development. According to the economic potential theory, the latter, in the context of its increase and scientifically sound use, provided a well-adjusted system of economic potential management, is a reliable basis, including to ensure environmentally sustainable development of the agricultural sector. In general, the relationship between environmental, energy and food conflicts is also quite controversial: rising prices for raw materials, especially on oil, affect the price of biomass - and further, the price of food. The situation is complicated by the high level of corruption. People are forced to migrate or organize hunger protests. All this indicates the possibility of escalation in the near future of conflicts related to such an important resource as agricultural land. As a result of a comprehensive study of the impact on sustainable and inclusive development of the agricultural economy of social and economic-environmental contradictions as a deep root cause of potential conflicts between opposing economic and environmental aspects of agricultural production, as well as economic-environmental conflicts - situations of conflict between the environment and, above all, interests concerning natural resources, and subjects of agrarian economy, the following factors were analyzed and generalized: globalization, political, technological, ecological, in particular, climatic, etc. The main conclusion is that socio-ecological and economic relations, on which modern agricultural production is based, require consideration of the whole set of relevant pro-conflict factors, with its further regulation in the implementation of the concept of sustainable and inclusive development of society and national economy. Keywords: agrarian economy, inclusive development, sustainability, contradictions, conflict

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

China’s agricultural structure has undergone significant changes for the past four decades, mainly presenting as the fall of sown proportion of grain crops and the rise of vegetables, as has its energy consumption. Employing the panel data on 30 provinces during 1991–2016, this paper empirically explores the impact of agricultural structure changes (ASC) on the energy intensity of agricultural production (EIAP), direct energy intensity of agricultural production (DEIAP) and indirect energy intensity of agricultural production (IEIAP) in China. Besides, the regional heterogeneity of such impact is examined. The results show that: (1) ASC increases EIAP and IEIAP significantly, while ASC decreases DEIAP, which is explained by the structural effect and different planting modes of different crops; (2) the impact in the three administrative regions is similar to national situation, except the impact of ASC on DEIAP in the West Region, which is explained by regional differences of vegetable mechanization; (3) the result of the six vegetable production regions reveals greater regional heterogeneity, and this is attributed to the scale economy effect and the incremental effect of vegetable mechanization; and (4) fuel price, income, agricultural labor, old dependency ratio, and fiscal expenditure have different but significant impacts on EIAP, DEIAP, and IEIAP. Finally, some policy implications are given.

Less favoured area (LFA) payments and organic farming (OF) payments represent a third of all public funding available for RDP 2007–2013 in Latvia and are used by about two- thirds of all farms. The aim of the study is to assess the economic impact of LFA and OF payments. The data from Rural Support Service, FADN and statistics of agricultural sector were used to conduct the study. A group of farms receiving support payments was compared with a group without this kind of support, in order to evaluate the impact of support payments. The results show that LFA payments have facilitated a significant income growth, especially for small farms. They have also contributed to more intense use of the land. Since OF support has not contributed enough to the agricultural production, direct payments to production will increase economic impact of support payments.

The purpose of the article is to highlight the conceptual understanding of the cluster as an innovative organizational and economic form of production in the system of sustainable development on the example of the agricultural sector and substantiate the scientific basis for ensuring its implementation at the regional level. Research methods. When carrying out the research, a set of general scientific methods and techniques was used; monographic - in the study of domestic and foreign publications and the above-mentioned problems; a systematic approach based on the principles of systems analysis and synthesis - to substantiate the relationship between sustainable development, the efficiency of agricultural production and the cluster model; abstract-logical - for the theoretical generalization of research results and determination of measures to ensure the implementation of the cluster model of agricultural development; economic analysis - to study the efficiency of agricultural production. Research results. The essence of the cluster in modern economic theory in the context of the concept of sustainable development has been studied and analyzed. Globalization, climate change and the aggravation of socio-economic and environmental problems in many countries of the world necessitate the search for new models of economic development. It has been established that one of the most optimal organizational and economic forms of effective agricultural production in the system of sustainable development is clusters. On the example of the Kirovograd region, a scientifically grounded regional model of the development of agro-clusters in the agro-industrial complex. Scientific novelty. Based on the synthesis of scientific theories of cluster and sustainable development, further study of theoretical and methodological approaches to the definition of the essence of clusters as a promising organizational and economic form of effective agricultural production in the system of sustainable development was obtained. Practical significance. The research results will find practical use in substantiating regional strategies for the development of agro-industrial production. They can be used in educational and educational programs, when providing consulting services for the creation of projects of agricultural clusters and in further scientific research.

The modern transformation of agricultural production, due to the transition to digital technologies and large-scale modernization of the material and technical base, entails the need to develop a scientifically based methodology for planning the needs of agricultural production in the labor force and its adaptation to new challenges. The article is devoted to the development of a methodology for planning the personnel potential of the agricultural sector of the economy in the context of digital technologies. An algorithm for planning the personnel needs of the industry for the medium-term perspective has been developed. The key indicators of the planned work to determine the need for personnel support according to the methodology should be the control figures for admission to educational institutions and the creation of conditions for ensuring the employment of graduates. In order to justify the forecast of the annual additional demand for personnel in the agricultural sector of the economy, a calculation and analytical tool is proposed with the use of strategic foresight technologies, which allows, in the conditions of the formation of an innovative agricultural economy, to form a new paradigm for predicting the personnel need for agricultural production, demonstrating the transition from a scenario (variable) approach to the «triple helix» approach. The «Triple Helix» approach will not only predict the qualitative dynamics of the human resource potential of agriculture, taking into account changes in working conditions, trends in large-scale modernization of production assets, the use of modern technologies, achieving maximum compliance between the resource potential of the industry and its annual human resource needs, but will also contribute to the creation of a system of objective state regulation of general professional and additional agricultural education at the regional level. The practical significance of the study lies in the development of an organizational and economic mechanism for state regulation of the issue of labor security on the basis of project management methods in agriculture, which allows to balance the situation in the agricultural labor market.
