The essence of sustainable development is that the progress of the current generation does not go against the interests of future generations. In the classical definition, the balance between generations is understood as the balance of needs. However, the word “needs” can be interpreted differently. First, we can talk about the ability to meet the needs in the context of the availability of natural resources. This means that we must leave to future generations the same amount of resources that we have, so that they can meet their needs with these resources. Secondly, we can talk about the ability to meet the needs as a standard of living. This means that for future generations it should be at least the same as the standard of living of our generation. At the same time, it is absolutely not necessary that this be achieved due to the availability of natural resources. For example, we can now invest some resources in the development of human capital and knowledge, and future generations will provide a higher standard of living through the growth of knowledge. Consequently, the factor of human capital, determining the pace of introduction of innovative technologies and moving away from resource-intensive industries, will determine sustainable development in the process of transition to a post-industrial economy.

The main wealth of the country, its main strategic resource that can ensure political, economic, environmental, and spiritual growth, is human capital. Its intellectual, entrepreneurial, and productive potential, the ability to create and accumulate knowledge, implement it in the production of goods and services, develop unique technologies, invent new types of energy, materials, information, etc., is the engine of scientific and technological progress and innovative restructuring of the economy. Investment in human capital, in intelligence, in the health of the nation, in education and science, and in creating conditions for the normal functioning of everyone is a prerequisite not only for improving the quality of life of the people, but also for achieving the Millennium Goals and Sustainable Development Goals, advancing the country’s development, and its social and political stability. The research is aimed at developing theoretical, methodological, and practical provisions for the formation of strategic priorities for sustainable development of territories based on the reproduction of human capital. The theoretical basis was the available scientific works, certain provisions of normative legal acts, international framework documents, in particular from United Nations: Agenda 21 and the report Our Common Future, as well as local studies. The generalization of various scientific points of view regarding the category of human capital allowed us to establish that it is an integral part of its carrier, and therefore, it is proposed to understand as such a set of personal qualities of a person formed, developed, accumulated and preserved as a result of investments in productive abilities, personal qualities and motivational behavior of an individual, as well as the ability to develop and accumulate the necessary qualities that are in his property, which he uses in economic activities and which provides him with a corresponding income. The article substantiates the value of the category human capital for sustainable development. The territorial features of the reproduction of human capital are determined, based on which it is proposed to consider the region as space. It is proved that the reproduction of human capital occurs in the relationship and interdependence with the general periods of the life cycle of the generation, which served to distinguish the four phases of the reproduction of human capital. The architectonics of determining the strategic priorities of sustainable development of territories based on the reproduction of human capital, which is aimed at solving theoretical, methodological, and applied problems, is proposed.

The problem of the Russian economy’s growth rates is considered in the article in the context of Russia’s backwardness regarding GDP per capita in comparison with the developed countries. The author stresses the urgency of modernization of the real sector of the economy and the recovery of the country’s human capital. For reaching these goals short- or mid-term programs are not sufficient. Economic policy needs a long-term (15-20 years) strategy, otherwise Russia will be condemned to economic inertia and multiplying structural disproportions.

Subject. The article discusses Russia’s economy and analyzes its effectiveness. Objectives. The study attempts to determine to what extent Russia’s economy is effective. Methods. The study is based on the systems approach and the statistical analysis. Results. I discovered significant fluctuations of the structural balance due to changing growth rates of the total gross national debt denominated in the national currency, and the stability of growth rates of governmental revenue. Changes in the RUB exchange rate and an additional growth in GDP are the main stabilizers of the structural balance, as they depend on hydrocarbon export. As a result of the analysis of cash flows, I found that the exports slowed down. Financial resources are strongly centralized, since Moscow and the Moscow Oblast are incrementing their share in the export of mineral resources, oil and refining products and import of electrical machines and equipment. Conclusions and Relevance. The fact that the Russian economy has been effectively organized is proved with the centralization of the economic power and the limits through the cross-regional corporation, such as Moscow and the Moscow Oblast, which is resilient to any regional difficulties ensuring the economic growth and sustainable development. The findings would be valuable for the political and economic community to outline and substantiate actions to keep rates of the economic growth and sustainable development of the Russian economy.
