<p>The arrangement of government institutions in the region, especially in the rural level is very important and urgent. The dominant factors affecting participatory rural development in Bone and Jeneponto Regencies of South Sulawesi province are the aspect of leadership, quality of human resources, awareness and sensitivity, and the level of education of the officers and public awareness. Changing the culture and access to knowledge and technology, both among the officers and the society is the key to the success of participatory rural development. There are three important aspects in the effort to create the prospect of government management and participatory rural development aspects of leadership, good governance and the aspects of sensitivity and concern for the officers. The level of stakeholders participation in all elements Bone and Jeneponto regencies of South Sulawesi Province can be categorized as medium. Achievement motivation and increased competence to the officer should be a prerequisite condition of adequate welfare, a clear career path, and the improvement of internal aspects of the system and working procedures and institutional structures of government. Community empowerment program has been running really well, but there are still weak in terms of socialization, values and traditions of feudalism, bureaucracy, as well as from the aspect of consciousness of citizens. Another phenomenon in terms of community empowerment programs is that the public is more interested in the economically productive program, so that the training programs are often considered less important and less desirable. The most prominent problems of the community empowerment program are transparancy, supervision, and socialization, and community authorities targeted purely as sub optimal.<br />Keywords: institutional governance, participatory, autonomy and government official</p>

This study to analyze (1) the effectiveness of the integration program rural development planning with community empowerment national program of rural self-sufficient in the Badung regency of Bali Province; (2) the effect of the implementation of the integration program rural development planning with the national community empowerment program in rural independently on household income target in the Badung regency of Bali Province; (3) the effect of the implementation of the integration program rural development planning with community empowerment national program on employment in rural independent target households in the Badung regency of Bali province. The results showed (1) the effectiveness of the integration program rural development planning with the national community empowerment program in rural independent in the Badung regency of Bali Province effective with the achievement of values ??above 80 percent; (2) The implementation of the integration program rural development planning with national community empowerment program in rural independent positive and significant impact on household income target in the Badung regency of Bali Province; (3) The implementation of the integration program rural development planning with national community empowerment program in rural independent positive and significant impact on employment for the target households in the Badung regency of Bali province.

Participation is an important component in the process of empowering a community, especially farmers. In this process, the community is supported to improve prosperity independently. The role of institutions as facilitators who accompany the empowerment process. In principle, the community is the perpetrator and the subject of development. it requires Information related factors that influence the participation of breeders in the Empowerment program so that the preparation of empowerment strategy can be more directional and the result will be more optimal. This research aims to determine the factors affecting the participation of farmers in the grazing Empowerment program as a reference to create a more interesting empowerment program. The research was conducted in the Pinrang district of Suppa and Mattirobulu sub-districts with samples of 147 breeders. The collection of research data is done using questionnaires and then carried out data using the SmartPLS statistics tool. The result of this research is known that the factors affecting the participation of farmers are the motivation and stakeholder role.

The Community Empowerment Program is a form of student service for the community. This year the PPM implementation is different from the previous year due to the impact of Covid-19. This year's PPM aims to provide opportunities for students how students can participate in building public awareness for the prevention of Covid-19 transmission and provide public understanding to enter the New Normal while still complying with the Covid-19 health protocol and the provisions of life behavior during the New Normal. For two months, PPM activities carried out included: population data collection, counseling about the dangers of Covid-19, socializing the importance of maintaining cleanliness and health during the pandemic, distributing masks and providing information on the importance of wearing masks, as well as interviews about the impact of Covid-19 on the economy of the community. trader.

MENGUATKAN PEMBANGUNAN DESA BERKELANJUTAN: Perspektif Implementasi UU Desa No. 6 Tahun 2014 di Kabupaten Bantul Abstrak Fenomena kemiskinan merupakan persoalan komplek yang dalam satu dasawarsa terakhir belum rampung hingga usai. Kompleksitas kemiskinan menjadi salah satu penyebab, mengapa sudah 70 tahun Indonesia masih saja belum mampu menyelesaikan persoalan ini. Pada gilirannya, kemiskinan menjadi salah satu tujuan utama pembangunan di negeri ini. Berdasarkan fakta, kemiskinan di Indonesia, data yang dilansir oleh BPS (Mei, 2015) penduduk miskin mencapai 10,96 persen (27,3 juta jiwa) dengan prosesntasi sekitar 62,65 persen penduduk miskin berada di desa.Dengan begitu, kemiskinan di desa, khususnya di Kabupaten Bantul, harus menjadi prioritas utama dalam pembangunan. Desa harusnya menjadi salah satu sumber utama dalam menurunkan angka kemiskinan, tetapi faktanya desa masih saja dieksploitasi secara besar-besaran, sehingga menyebabkan limbahan air mata bagi warga desa karena harus mencari sumber nafkah lain. Berdasarkan fakta tersebut, maka penelitian ini akan menjawanb 2 (dua) persoalan mendasar, yaitu (1) apakah program pemberdayaan masyarakat desa berdampak pada sustainable livelihood bagi warga desa? (2) bagaimana advokasi perubahan kebijakan yang seharusnya diterapkan ketika melihat program dearah dan pusat yang memiliki tujuan sama terkait pemberdayaan masyarakat berbasis partisipatif? Manfaat hasil kajian ini secara regulasi agar tidak terjadinya dualisme kebijakan, sehingga pemerintah dapat memberikan solusi alternatif dalam pembangunan desa yang berkelanjutan. Dengan demikian masyarakat sebagai objek program dapat mengembangkan diri sebagai komunitas yang mandiri dan partisipatif. Hasil temuan dilapangan terhadap persoalan yang diajukan bahwa program pemberdayaan masyarakat desa yang dilakukan pemerintah masih saja terjadi ego-sektoral antar lini, baik pemerintah pusat maupun daerah. Faktanya, UU Desa yang meskinya menjadi dorongan untuk mengembangkan sumberdaya desa yang berkelanjutan, masih terjadinya beberapa tumpang tindih program, seperti Community Development Mengentaskan Kemiskinan (CDMK), tidak berbanding lurus dengan realitas masyarakat yang secara nyata dapat mengembangkan dirinya sendiri tanpa bantuan langsung program tersebut. Melihat fakta ini, maka harus adanya dorongan advokasi perubahan kebijakan yang lebih tepat sasaran, yaitu mendorong pemerintah agar program harus lebih ditekankan pada pro-job dan pro-growth untuk meningkatkan sisi produktifitas ekonomi masyarakat desa. Kata Kunci: Pembangunan Desa, Implementasi UU Desa, dan Sustainable Livilihood. Abstract The phenomenon of poverty is a complex issue that in the past decade has not been completed until the end. The complexity of poverty is one reason, why it has been 70 years Indonesia still has not been able to resolve this issue. In turn, poverty is one of the main goals of development in this country. Based on the fact, poverty in Indonesia, data reported by BPS of poor people reached 10.96 percent (27.3 million) with prosesntasi approximately 62.65 percent of the poor are in desa.Dengan so, the poverty in villages , especially in Bantul, should be a top priority in development. The village should be one of the main sources in reducing poverty, but the fact that the village is still being exploited on a large scale, causing tears cesspit for the villagers of having to look for other sources of income. Based on these facts, this research will menjawanb two (2) fundamental issues, namely (1) whether the rural community empowerment program impact on sustainable livelihood for the villagers? (2) how to advocate policy changes that should be applied when looking at local and central programs with common goals related to the empowerment of community-based participatory? Benefits results of this study are regulations to avoid the dualism policy, so that the government can provide an alternative solution tosustainable rural development. Thus the society as an object program can develop themselves as self-reliant communities and participatory. The findings of the issues raised in the field that the community empowerment program that the government is still happening ego inter-sectoral lines, both central and local governments. In fact, the Act Village meskinya be encouraged to develop resources sustainable village, still the occurrence of multiple overlapping programs, such as Community Development Alleviating Poverty (CDMK), is not directly proportional to the realities of society which obviously can develop themselves without the direct assistance of the program. Seeing this fact, it should be the impetus for advocating changes in policy more targeted, which is to encourage the government to allow the program to be more emphasis on pro-jobs and pro-growth to increase the economic productivity of rural communities. This study examined the level of ecological awareness of the community in Kampung Laut, Cilacap, which is seen from the aspects of sensitivity, responsibility, and cooperation. The selection of Kampung Laut Sub-districtbased on the consideration that it was an area that directly affected by the silting of Segara Anakan Lagoon as well as the implementation area of the Community Empowerment Program. Ecological awareness is a perspective that used as a basis for determining operational limits. Ecological awareness is one of the efforts that should be instilled in society as a form of conservingthe environment. The concept of community development became a supporting theory to analyze results. Survey and focus group discussion (FGD) used as method in this research. Retrieval 76 respondents refer to the sample framework which lists the names of perpetrators and beneficiaries of the Community Empowerment Program. This research was carried out in some hamlets such as Panikel, Bugel, Pelindukan, and Cikerang with the consideration that those hamlets received the Community Empowerment Program. The result of this research showed that the level of ecological awareness of the community in Kampung Laut, Cilacap was in the medium and high category. This showed that the community has a good awareness in caring for and preserving the environment. Efforts to increase the ecological awareness of the people in Laut Kampung Laut pursued by increasing the motivation through trainings in order to raise public awareness to for better environment in the future.

Worthy children and women's Village/Sub-district is a village/sub-district development that brings together the commitment and resources of village/village government that involve the community and business world in the sub-district in order to promote, protect, Fulfilling and respecting the rights of children and women, which are planned consciously and sustainably. Some laws have been established to support the protection of children and women such as the Act of the Republic of Indonesia number 35 year 2014 about the amendment to law Number 23 year 2002 about protection Children and Law Number 23 year 2004 concerning the elimination of violence in households. In order to realize the child and women’s friendly villages, there are several efforts that can be done as the socialization of legal protection and community empowerment. Socialization programs not only provide information or knowledge but also supported by the empowerment of community that provides training and experience in the community. So that socialization tends to only provide information to be easier to understand by the community through the Community Empowerment program and increase public awareness to continue to actively participate in the realization of child and women’s friendly villages.

Community empowerment is a form of development which directly involves the community. In community empowerment program, the position of the community is as program consumer but as program producer instead. Community empowerment aims to achieve community independence and welfare. Zakat is a subsystem which can support community empowerment program. It’s consistent with the objective of zakat, which is material and spiritual wellbeing. To encourage the success of the program, there should be support from various parties, including companion and social capital supports.The purpose of the present study was determining the direct effects of companion and social capital on participant of zakat recipient and its impact of economic performance of zakat-receiving micro businessman. The present study used primary data by involving 72 zakat-receiving micro businesspeople (mustahik businesspeople) in Wonosari Sub-district, Gunung Kidul Regency, Special Region of Yogyakarta. The research instrument was questionnaire with likert-5 scale which has high reliability and validity based on Cronbah Alpha and Kaiser-Meyer-Olkin values. The empirical model was analyzed using Structural Equation Modeling (SEM).The result of hypothesis test shows that companion and social capital affected the participation of zakat recipient, and the participation of zakat recipient affected the economic performance of zakat-receiving micro businessman.
