In the renovation years, the Party and State have paid attention to the lives of ethnic minorities. Many policies have been promulgated and implemented effectively, contributing to the progressive transformation in all areas of social life in ethnic minority and mountainous areas. However, besides the immense and undeniable results achieved, the process of implementation of ethnic policies also revealed a number of weaknesses, limitations, raised issues that need to continue to solve. It is necessary to evaluate objectively and comprehensively on this issue, which will serve as a basis for enhancing the effectiveness of the implementation of ethnic policies in the coming time.

New rural construction is one of the key tasks identified by the Party and State as the national target program until 2020. Many documents of the Party and the State have been issued expressing political will to implement the tasks of building new rural areas, over 6 years of implementation, the National Target Program for new rural construction has achieved certain achievements, the appearance of rural areas of ethnic minorities and mountainous areas has gradually changed dramatically, contributing significantly to promoting socio-economic and cultural development. Many provinces and cities throughout the whole country have built some new rural models that meet nineteen criterias and arrive on time.

Land acquisition and resettlement issues related to hydropower and irrigation works have always been one of the hot issues in Vietnam mountainous areas for many years. Although the Government has introduced many policies to ensure the rights of resettled people, as well as protect their lives, the effectiveness of these policies seems to be still insignificant, because many resettled people still face many difficulties in their daily life, especially income. The research is conducted within the project titled “The urgent issues in resettlement implementation for the ethnic minorities in Vietnam mountainous areas” and funded by National Council for Science and Technology Policy in 2016-2020 (CTDT/16-20) under Committee for Ethnic Minority Affairs. Applying Likert-scale and Propensity Score Matching (PSM), this study shows that 34% of the resettled households have a lower income, specifically estimated to be 8.0 - 13.1 million VND/household/year or 1.7 - 3.0 million VND/person/year lower than the income of the controlled group. However, agricultural income is not significantly different between resettled households and controlled households. This article only focuses on clarifying the impact of the resettlement policy on the general income and agricultural income of ethnic minority households; while methods to create jobs, increase income, and reduce poverty sustainably for ethnic minority households in the resettlement sites should be conducted in another research in the future.

Community-based natural resources management has been applied in many different parts of the world, especially indeveloping countries. Determining the urgent needs of attracting, recruiting and employing a contingent of cadres, civil servants and officials of ethnic minorities in the political system is essential. This is not only an important task of the Party and State of ethnic minority cadres’ work but also aims to resolve urgent issues to meet the objective requirements of ethnic minority areas in the period of promoting industrialization - modernization and international integration. The research assesses the current needs of attracting, recruiting and using cadres, civil servants and officials of ethnic minorities in the political system; At the same time, there is an overall, in-depth and important view of the importance of ethnic minority cadres for the socio-economic development in ethnic minority and mountainous areas.

The program of new rural construction is one of the major policies of our Party and State, over 10 years of implementation, until now the program has achieved a number of important achievements in material and spiritual life of ethnic minorities in rural, ethnic minority and mountainous areas has made many progress. Especially, many rural areas, ethnic minority and mountainous areas have changed significantly, the infrastructure was invested, many outdated customs were abolished. The reality of that change is always influenced by many factors, of which cultural identity and ethnic minorities have comprehensively impacted on the socio-economic development orientation in building a new rural area. In this article, the research team has studied the values of ethnic identity and culture affecting the socio-economic development orientation in building the new rural area in ethnic minority and mountainous areas.
