This research executed in Siberut island which has been specified Unesco as Biosphere Reserve. The purpose of research was to identify the policy which has been specified in Siberut, knows implementation of management, knows perception and participation of public and knows interaction of the parties involving in management Biosphere Reserve. Method applied is Inventory and contents analysis of policy, Indepth Interview with cross check, Open interview with descriptive qualitative and Inventory and Stakeholder analysis. Republic of Indonesia Government doesn't support expansion of Siberut Biosphere Reserve for all island. There is understanding difference and exploiting of Biosphere Reserve according to the Government with MAB-UNESCO so do with perception there are difference between publics Siberut with the Government. Local public assumes that forest Siberut is custom forest which its the domination stays at custom public according to custom Arat Sabulungan, where its the exploiting and management is done based on custom, but the Government considers to be state forest. Implementation of Siberut Biosphere Reserve Pledge based on Indicator Implementation released by Unesco, 1996 till now still uncommitting for overall of area Biosphere Reserve, except to of Core area (Siberut National Park). Implementation at core area based on Indicator Implementation (Unesco, 1996) mostly has been executed, except for Indikator 5,6,8,9 and 16. Role and influence MAB and TNS in Siberut still be low for the reason need to be improved. Keyword: Cagar Biosfer Siberut, Siberut Biosphere Reserve.

In 2011, the Government of Uzbekistan established the Lower Amu Darya State Biosphere Reserve (LABR). This reserve aims to conserve the Tugay, an endangered riparian forest ecosystem straddling the main rivers of Central Asia’s drylands, which is under extreme anthropogenic pressure. The LABR has reintroduced Bukhara red deer (Cervus hanglu bactrianus), a subspecies endemic to Asia whose numbers declined severely over the 20th century. The LABR development project aims to provide operational support to the Uzbek authorities for their application to join the World Network of Biosphere Reserves. GIZ (German Society for International Cooperation) requested CIRAD to provide a science-based estimate of the deer population in the LABR, using an internationally recognized method, and to issue recommendations to ensure ecologically and socio-economically sustainable management. The survey of the Bukhara red deer population began in October 2019. The study area covered 88 km2. The survey design consisted of 12 parallel straight lines 1400 m apart; the total transect length was 65 km. During the count, 127 observations of individuals or herds were made and a total of 336 individuals were observed. The data were analysed using DISTANCE 7.3 software. The encounter rates were 1.95 obs./km and 5.17 animals/km. The estimated density was 24 deer/km2 and the estimated total population was 2,112 deer [1,320 - 3,344, 95% CI]. The proportion of dead, dying or severely affected trees was roughly estimated at 10%, and the proportion of trees affected but with a good chance of survival at 15%. In the southern core area of the LABR, a very high proportion of seedlings and suckers was being eaten and the forest is no longer regenerating. Maintaining a population of 24 deer/km2 in the southern core area of LABR clearly seems incompatible with either the conservation of the Tugay forest ecosystem or the peaceful coexistence of deer with human populations adjacent to the LABR. Options to mitigate deer pressure include translocation to the northern core area of the LABR or other areas, and regulation of the deer population. The density is too high to ensure effective preservation of the species locally, although the deer population is under severe pressure in Asia as a whole.

Language policy in Indonesia have not completely indicated the dignity of Bahasa Indonesia as the national language of Indonesia. One reason why this phenomenon takes place is the lack of socialization of Bahasa Indonesia in public space. The use of English in Indonesian housing names indicates the violation to the position of Bahasa Indonesia as the national language. Despite the issue of Law No. 24/ 2009, the lack of socialization influences the use of English in Indonesian housing names. By using descriptive qualitative research and interview, this article enlightens the use of English in housing names related to the language policy. Analysis was done by identifying the policy released by the local government, developers’ consideration in creating a housing name and buyers’ consideration in choosing a house. This result shows that the use of English in Indonesian housing names are caused by the lack of socialization of the language policy. It suggests that the collaboration among the government, stakeholders and society is essential in preserving the language policy.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

Muhammadiyah is a religious organization that also acts as a or nazhir. In Muhammadiyah, waqf has been moving towards modern development since it is not merely utilized for building mosques and mushalla. This study therefore aims to analyze the optimization of productive waqf management by waqf assesment of Muhammadiyah regional leadhership in Yogyakarta district. This research employs a descriptive qualitative method by conducting observations, documentations, and interviews with the members of nazhir. The results show that Majelis Wakaf dan Kehartabendaan of Pimpinan Daerah Muhammadiyah Kota Yogyakarta as a nazhir has not optimally managed productive waqf from nazhir management and the lack of government suport. Although educating society has been done as an effort to optimize productive waqf. To optimize productive waqf need to be harmony between the society, nazhir, and the government.

Sustained developments is the target of almost every modern water management policy. Sustainability is focused on human life and on the ecological quality of our environment. Both aspects are essential for life on earth. Within a river catchment area this means that well balanced relations have to be laid between human activities and ecological aspects in the involved areas. Policy analysis is especially looking for the most efficient way to analyse and to overcome bottlenecks. In The Netherlands project “The Aquatic Outlook” all these elements are worked out in a nationwide scale, providing the scientific base and policy analysis from which future water management plans can be derived.

The purpose of this course is to introduce a new framework linking the humanities to public policy analysis as pursued in the government and the academy. Current efforts to link the particular contributions from the humanities to problems of public policy choice are often narrow either in terms of their perspective on the humanities or in terms of their selection of the possible means of influencing policy choice. Sometimes a single text from one of the humanities disciplines is selected to apply to a particular issue. At other times, arguments about the ethical dimensions of a single policy issue often are pursued with a single — or sometimes, no — point of access to the policy process in mind.

Nurses, short in production and inequitable in the distribution in Bangladesh, require the government’s efforts to increase enrolment in nursing education and a smooth career progression. Given the importance of an assessment of the current nursing scenario to inform the decision makers and practitioners to implement the new policies successfully, we analyzed relevant policies on education, career, and governance of nurses in Bangladesh. We used documents review and qualitative methods such as key informant interviews ( n = 13) and stakeholder analysis. We found that nursing education faced several backlashes: resistance from diploma nurses while attempting to establish a graduate (bachelor) course in 1977, and the reluctance of politicians and entrepreneurs to establish nursing institutions. Many challenges with the implementation of nursing policies are attributable to social, cultural, religious, and historical factors. For example, Hindus considered touching the bodily excretions as the task of the lower castes, while Muslims considered women touching the body of the men immoral. Nurses also face governance challenges linked with their performance and reward. For example, nurses have little voice over the decisions related to their profession, and they are not allowed to perform clinical duties unsupervised. To improve the situation, the government has made new policies, including upliftment of nurses’ position in public service, the creation of an independent Directorate General, and improvement of nursing education and service. New policies often come with new apprehensions. Therefore, nurses should be included in the policy processes, and their capacity should be developed in nursing leadership and health system governance.

Drawing upon Kant’s analysis of the role of intuitions in our orientation towards knowledge, this paper analyses four points of departure in thinking about dignity: self, other, time and space. Each reveals a core area of normative discourse – authenticity in the self, respect for the other, progress through time and authority as the government of space – along with related grounds of resistance to dignity. The paper concludes with a discussion of the methodological challenge presented by our different dignitarian intuitions, in particular the role of universality in testing and cohering our intuitions.

Abstract Working Group 2 of the Healthy Diet Research Committee of International Life Sciences Institute Japan (WG2) assessed the concept and practice of healthy eating in the ready-to-eat food/meal industry in Japan. WG2 interviewed 14 arbitrarily selected member companies that included “health” or “nutrition” in their management policy, and sent a questionnaire to 338 member companies of the Japan Ready-Made Meal Association. Ready-to-eat food/meal suppliers mainly referred to Dietary Reference Intakes for Japanese, the Japanese Food Guide, and/or Healthy Japan 21 for their menu construction. They increased dietary fiber, variety, vegetables, whole-grain cereals, millet rice, and soy bean products; and reduced energy, carbohydrates, and salt in “healthy” food. They tended to avoid making direct appeals to health. Many companies reduced the salt content without drawing attention to the practice. They continually strive to improve flavor as the single most important factor for selling healthy food. The cycling of menus is used to increase diversity in food consumption. These industries require both academia and the government to define priorities for increasing and decreasing particular nutrients as the main targets and to establish the maximum time for balancing each nutrient.
