There is an increasing pessimism on the role of state as the guardian of environmental livelihood due to the recurring of environmental disasters. Moving to a new global environmental governance seems inevitable due to the importance of economic development and social justice within the classical definition of environmental diplomacy.By using the case of “greening ASEAN Way” and the establishment of Indonesia’s peat restoration agency, this article attempted to reinvigorate environmental diplomacy using English School theoretical framework. This research obtained primary data from semi-structured interview with Indonesian officials in Ministry of Foreign Affairs and Peat Restoration Agency as well as from the observation of the implementation of peatland restoration in Indonesia.This research has three conclusions. Firstly, Indonesia is an important actor in the mitigation of many regional and global environmental issues including forest fires and transboundary haze. Secondly, the ratification of ASEAN Agreement on Transboundary Haze Pollution and the establishment of peat restoration agency are part of the reinvigoration of Indonesia environmental diplomacy. Lastly, Indonesia’s reformed environmental diplomacy still faced problem on the relationship between central government and local government.

Forest fires in 2015 in Indonesia has destructed severely Indonesian peat and forest. Peat Restoration Agency was established to restore degraded peat and protect the remaining intact peat. The problem is that Indonesia has complex political administration and isolated peatland. Meanwhile there is significant wave of states retreat from global environmental governance. This research would like assess the performance of global environmental governance using the case study of Peat Restoration Agency. This research is a qualitative study with the emphasis of conceptual and theoretical development. Environmental Studies of English School and global environmental governance are the theoretical and conceptual focus respectively. Primary data is collected through semi-structured interview with head of Peat Restoration Agency, environmental activists in WWF Indonesia, WALHI and Greenpeace Indonesia. There are two key finding in this research. Firstly, the absence of immutability thesis is essential for expanding pluralism in Environmental Studies of English School (ESES). Secondly, deconstruction and reconstruction of global environmental governance has implication toward the reconstruction of environmental diplomacy. Merespons kerusakan tersebut, Badan Restorasi Gambut dibentuk dengan tujuan memulihkan lahan gambut yang rusak dan melindungi lahan gambut yang utuh. Inisiatif ini menghadapi masalah dimana Indonesia memiliki sistem pemerintahan yang kompleks dan lahan gambut yang sulit diakses dari pusat pemerintahan. Tata kelola lingkungan global juga menghadapi masalah dimana negara anggotanya memilih untuk bersikap pasif. Penelitian ini mengevaluasi kinerja dari tata kelola lingkungan global melalui studi kasus Badan Restorasi Gambut. Penelitian ini adalah penelitian kualitatif dengan tujuan penelitian yaitu pengembangan konsep tata kelola lingkungan global dan teori Environmental Studies of English School. Data primer diperoleh melalui serangkaian wawancara dengan kepala Badan Restorasi Gambut, aktivis lingkungan WWF Indonesia, WALHI dan Greenpeace Indonesia Terdapat dua kesimpulan yang diperoleh penelitian ini. Pertama, penghapusan immutability thesis merupakan bagian dari pengembangan pluralisme dalam Environmental Studies of English School. Kedua, dekonstruksi dan rekonstruksi tata kelola lingkungan global berimplikasi terhadap rekonstruksi diplomasi lingkungan. Forest fire happened several times in Indonesia which impacting neighboring countries, such as Malaysia and Singapore. ASEAN tried to "heal" and prevent the possibility of similar events by signing the ASEAN Agreement on Transboundary Haze Pollution (AATHP) for its members. In line with that, this research examined the concern of the state responsibility principle and its dispute resolution as well as a mechanism under the Agreement in dealing with the transboundary haze pollution in ASEAN. The research conducted by using normative theory by using primary, secondary and tertiary legal materials, collected from library research. Data analysis uses statute approach and case approach. Furthermore, the resulting research is in the form of analytical descriptive. The researchers argue that AATHP it is not explained in detail about the forms, mechanisms, and consequences that can be given to a country that has caused forest fires in the national jurisdiction and proven damage other countries. The researchers conclude that there should be a clear definition of state responsibility by means of a visible dispute settlement. Those mentioned steps are aimed to prepare for both preventive and punitive legal action for all members of ASEAN in dealing with the case of transboundary haze pollution.

The peat phenomenon that occurs in Riau Province negatively impacts the environmental conditions resulting from the management and utilization of peat ecosystem areas that are out of control and irresponsible. For example, forest fires and land that occurred have an impact of smoke haze that hit Riau and Sumatra region. This study aims to analyze the Effectiveness of Peat Restoration in Riau Province. This research is done by using qualitative method. The peatland restoration program that has been established in several districts in Riau Province is also influenced by several factors that influence the implementation process, including the following: (1) Conceptualization of Peatland Restoration Program. Since the restoration program has been rolled out, there are still many parties who do not understand what peatland restoration is. This caused inequality in the implementation of the restoration program. So far, the community considers restoration of peatlands to the extent of government tasks, and for local governments the restoration program is only a pilot project of the central government. In fact, it is wrong, therefore the conceptualization of this restoration must be clear and submitted continuously to the government apparatus, stakeholders and the community. (2) Implementing Institutional Preparedness The readiness of the implementing agency in this case is whether the institutions involved in this peat land restoration program are ready to implement with all the preparations in the form of activity designs, socialization to be performed, supporting funding, and how to respond to society. (3) The Encouragement of Good Local and Formal Figures at Provincial, District, District and Village Levels. In implementing peatland restoration programs, encouragement or support of parties other than those of the relevant official are indispensable, both formal and informal. The conclusions of this study indicate that overall government efforts to implement peat restoration have not been too effective. Some districts have successfully restored their peatlands but in some districts peat restoration has not been an important agenda in the formulation and implementation of policies in the district

AbstractThis article applies a science diplomacy lens to examine Sweden’s 1967–1968 intervention in the United Nations—the so-called “Swedish initiative”—that led to the seminal 1972 UN Conference on the Human Environment. The three classic science diplomacy typologies—science in diplomacy, diplomacy for science and science for diplomacy—are employed to structure an analysis of how Swedish diplomats skillfully leveraged science for diplomatic objectives, first for convincing member states of the need to convene a major environmental conference under UN auspices and then to mobilize scientific research internationally—particularly in developing countries—during the Conference preparatory process. The empirical study, based on archival research and the oral histories of key participants, also brings to light how problems of the human environment were conceived of and shaped by Swedish scientists and diplomats during this embryonic moment of global environmental governance. Through analysis of some of the public pronouncements and key documents drafted during the first phase of the Swedish initiative, the article further considers the role of popular science as a style of science communication that is particularly relevant in the realm of environmental diplomacy.

Governance is so commonly used in academic literature and policy papers in the field of international environmental politics and as such has overtaken the words “policy”, “diplomacy” and “cooperation”. This phenomenon has empirical support – environmental policy is one of the most internalized areas of regulation, and states were no longer the sole subject of international rulemaking. The current state of the art in studying global environmental politics is quite paradoxical. Notwithstanding the increased recognition of the importance of non-state, transnational actors and mechanisms to solve global environmental problems, little attention is been paid to the study of the relationship between interstate and non-state forms of interaction. That raises the question of how multilateral environmental diplomacy and global environmental governance are connected with each other in the academic peer-reviewed journals. What kind of international interactions do they study and what links them? To answer these questions, the peer-reviewed articles from SCOPUS and Web of Science databases on multilateral environmental diplomacy and global environmental governance analyzed through a systematic literature review. To understand the nature of the two approaches in studying global environmental politics, I summarize the differences and then identify the links between them. In each of the research areas, sub-directions and the related content were identified, while the typology of the articles allowed to identify the relationships between them. The main finding includes the confirmation that environmental diplomacy and environmental governance studying mostly in isolation from each other. Two dimensions of the politics – formal negotiations on collective actions and weakly institutionalized public space that involves various stakeholders, movements and initiatives – exists in parallel to each other. At the same time, the study demonstrated the need to develop more responsive notions of international environmental diplomacy, since it is no longer specific only to the study of negotiations and other forms of interstate interaction.

Despite of its advantages in social dimension, English School still has limited articles on environmental issues. Many global ecological crisis has been dealt with constructivism and green theory because the failure of English Scholars to adopt new norms such as climate responsibility, sustainable development and environmental justice. This article would like to highlight the synthesis of the normative tensions and the regional studies within the environmental studies of English School using the case study of Indonesia ratification to ASEAN Agreement on Transboundary Haze Pollution. Pluralism and solidarism will be the conceptual instruments in criticizing the blindness of environmental analysis in the English School communities and also constructing the environmental-friendly English School theory. There are two main conclusions in this article. Firstly, Indonesia ratification of ASEAN Agreement of Transboundary Haze Pollution, the emergence of domestic environmental legislation and the adoption of environmental responsibility marked the end of pluralist hegemony in environmental studies. Secondly, Indonesia ratification of AATHP is one of the foundations of regional environmental governance in Southeast Asia.

The ASEAN’s haze-free roadmap 2020 had the objective to eliminate the regional transboundary haze pollution. However, the 2019 haze recurrence which mostly originated from Indonesia’s land and forest had caused a diplomatic uproar between Indonesian and Malaysian top government officials. In addition, land and forest fires continued to occur in Indonesia over the last 5 years, albeit with a much lower severity compared to 2015 and did not gain global media attention as the haze rarely crossed out of Indonesia’s jurisdiction. This research applies a qualitative research method where the data collection is based on semi-structured interviews involving multi-stakeholders in Riau Province. Additional data are also collected from various journals, books, and news from media archival. The finding of this research discloses that several new policies and programs have been created and introduced since the last 5 years provided an early positive start, however, further implementation on the ground has been weak and complicated. Furthermore, previous, current, and future unchanged negligence behavior of government elites and public in Riau towards the land and forest fires has left the post – ASEAN’s haze-free roadmap 2020 with an equal or more amount of homework in the future. Thus, Indonesia needs to pay more attention and work in a sustainable manner on this issue, especially at the local level such as in Riau province and other land and forest fire-prone provinces in order to strengthen Indonesia's environmental diplomacy bargaining position in the globe and enlighten the current gloomy image in the future.

The risk of fraud in managing village funds is increasingly proportional to the increasing amount of funds provided by the central government every year. One of the ways that the government can use to mitigate the risk of fraud is to implement local wisdom. This research was conducted to identify the fraud risk that occurs in managing village funds in Kebonan Village and analyze local wisdom as one of the media to mitigate fraud in the management of village funds in the village. This research uses descriptive qualitative data method with primary data sources. The instrument used in the study was a semi-structured interview. The result of this study shows that even though there is already control to reduce and manage every fraud risk, local wisdom also can be used as a means of mitigating the fraud risk if it is properly imbued.
