English, as global language, has had great influence over most languages of the world for nearly two centuries now. The expansion of English is no exception in Rwanda, though. For the last two decades, the importance of English has been felt in the day to day activities of Rwanda. English became a third official language in Rwanda just after the 1994 genocide and a compulsory language of instruction since January 2009. This paper discusses the use of English in post-genocide Rwanda and its impact on French, over a borrowing one, Kinyarwanda and French. English has risen sharply for the last two decades because of the will of the Rwandan government to find ways of communicating with the external world in a more powerful language, English, than the previously predominant one, French. It also highlights major domains where English speaks of its strength and the factors that led to the spread of English.

The purpose of this paper is to reflect on the various linguistic reasons that cause Mauritian students to experience difficulties while learning English. As Mauritius is a former British and French colony, most Mauritians are bilinguals. Both English and French are compulsory subjects up to Cambridge O’Level. English is the official language and also the language of instruction but French is much more widely used and spoken. Also Mauritian Creole is the mothertongue of the majority of Mauritians. This linguistic situation impacts heavily on the teaching and learning of English both at primary and secondary level.  Often, students encounter a number of problems at the vocabulary and grammatical level ; these are due to the linguistic specificities of both English and Mauritian Creole. Today, the different types of ‘ Englishes’ emerging around the world, are making it increasingly confusing for teachers to teach this language and for learners to learn it.

The inner-outer dualism, with its associated conception that the mind is a reality isolated from the world, permeates our everyday thinking. This article begins by demonstrating from the philosophy of the twentieth century the unreality of this separation and the stability of internal constructions. Once we isolate the mind in our imagination, we feel authorized to dream of magical shortcuts to overcome the isolation, such as telepathy or, in the psychotic, transparency or the sounding of thoughts, the theft of ideas, the imposition of ideas from the external world. We are not minds, permanent or eternal, inserted in a world that we see passing around us; we are temporary beings. The self is a representation, an internalized metaphor that we turn into a stable but fragile metaphor in the face of a changing reality, which endows us with immortality and consoles us. The psychotic is the one who lives the split because he has not been able to handle the conventionality of that double language, and accept that reality is at the same time fixed and changing, for this reason they need to adhere to permanent objects, with the quality of stable things. The psychotic is the one who believes in the official language at face value, is sick of conventions. If everyone knows the patient's thoughts, in some way this means that the thoughts are not locked in the head, an idea contrary to cultural belief, which produces terror because it is experienced as unnatural, cancels the division of interior and exterior, which means the experience of loss of identity and agency, the lost of control. Delirium is developed as a way of clinging to reality in the face of extreme disavowal of one's perceptions or feelings.

For nearly three decades, English has been the lingua franca of cross-border business, yet studies on global language strategies have been scarce. Providing a rare behind-the-scenes look at the high-tech giant Rakuten in the five years following its English mandate, this book explores how language shapes the ways in which employees in global organizations communicate and negotiate linguistic and cultural differences. Drawing on 650 interviews conducted across Rakuten's locations around the world, the book argues that an organization's lingua franca is the catalyst by which all employees become some kind of “expat”—detached from their native tongue or culture. Demonstrating that language can serve as the conduit for an unfamiliar culture, often in unexpected ways, the book uncovers how all organizations might integrate language effectively to tap into the promise of globalization.

 The author analyzes the conceptions of ontological nihilism in the works of S. Kierkegaard, F. Nietzsche, M. Heidegger, E. Jünger. On the basis of this analysis, violence is defined as a manifestation of nihilism, of the “will to nothingness” and hypertrophy of the self-will of man. The article demonstrates the importance of the problem of nihilism. The nihilistic thinking of modern man is expressed in the attitude toward a radical transformation of the world from the position of his “absolute” righteousness. The paradox of the current situation is that there is the reverse side of this transformative activity, when there is only the appearance of action and the dilution of responsibility. Confidence in the rightness of own views and beliefs increases the risk of the violent imposition of own vision of reality. Historical and philosophical reconstruction of the conceptions of nihilism allowed to reveal the following projects of its comprehension and resolution: (1) the project of “positing of values,” which consists in the transformation of the evaluation, which is understood as another perspective of positing values, leading to the affirmation of being; (2) the project of overcoming nihilism from the space of temporality, carried out through the resoluteness to accept the historicity of own existence; (3) the project of overcoming nihilism as the oblivion of being from the spatial perspective of the “line,” allowing to realize the “glimpse” of being. The author concludes that it is impossible to solve the problem of violence and its various forms of its manifestation without overcoming “ontological nihilism.” Significant role in solving the problem of ontological violence is assigned to philosophy as a critical and responsible form of thinking, which is capable to help a person to bear the burden of the world, to provide meanings and affirm being, as well as to unite people and resist the fundamentalist claims of exclusivity and rightness.

This article is focused on exploration not merely proposed developments in and refinements of the law and its administration, but the very significant role that financial intelligence can and should play in protecting our societies. It is the contention of the author that the intelligence community at large and in particular financial intelligence units have an important role to play in protecting our economies and ensuring confidence is maintained in our financial institutions and markets. In this article the author considers a number of issues pertinent to the advancement of integrity and in particular the interdiction of corruption to some degree from the perspective of Africa. The potential for Africa as a player in the world economy is enormous. So far, the ambiguous inheritance of rapacious empires and the turmoil of self-dealing elites in post-colonial times has successfully obscured and undermined this potential. Indeed, such has been the mismanagement, selfishness and importuning that many have grave doubts as to the ability of many states to achieve an ordered transition to what they could and should be. South Africa is perhaps the best example of a society that while avoiding the catastrophe that its recent past predicted, remains racked by corruption and mismanagement. That there is the will in many parts of the continent to further stability and security by addressing the cancer of corruption, the reality is that few have remained or been allowed to remain steadfast in their mission and all have been frustrated by political self-interest and lack of resources. The key might be education and inter-generational change as it has been in other parts of the world, but only an optimist would see this coming any time soon – there is too much vested interest inside and outside Africa in keeping things much as they are! The author focuses not so much on attempting to perfect the letter of the law, but rather on improving the ways in which we administer it.

The paper deals with the actions undertaken by the Russian emigration aimed to commemorate the Russian soldiers who have been killed or died during the World War I in the Kingdom of Serbs, Croats and Slovenes / Kingdom of Yugoslavia. The focus is on the erection of the memorials dedicated to the Russian soldiers. During the World War I the Russian soldiers and war prisoners were buried on the military plots in the local cemeteries or on the locations of their death. However, over the years the conditions of their graves have declined. That fact along with the will to honorably mark the locations of their burial places have become a catalyst for the actions undertaken by the Russian émigré, which have begun to arrive in the Kingdom of Serbs, Croats and Slovenes (Kingdom of SCS) starting from the 1919. Almost at once after their arrival to the Kingdom of SCS, the Russian refugees conducted the actions aimed at improving the conditions of the graves were in and at erecting memorials. Russian architects designed the monuments. As a result, several monuments were erected in the country, including one in the capital.

Abstract Island studies play an important role in the development of anthropology. It is of academic value and practical significance to understand the island world as the field where multiple modernization forces and globalization interwine. This paper explores the intricate and diverse connections between continental and marine culture from a perspective of “viewing the world through the island”. In terms of overall diversity and exoteric mobility, this paper reviews the various aspects of island studies, examines the internal and external transformation of islands within land-sea interaction, and analyzes the dynamic historical process of the island world’s involvement in the global network, which blends and integrates various cultural elements of the external world. In the context of globalization, the island world is undergoing dramatic changes and in coping with them generating its new features.

The United Nations ad hoc tribunals in the former Yugoslavia and Rwanda had primacy over national judicial agents for crimes committed in these countries during the most notorious civil wars and genocide of the 1990s. The UN Charter granted the Security Council the right to establish a tribunal for Yugoslavia in the context of ongoing civil war and against the will of recalcitrant national agents. The Council used that same right to punish individuals responsible for a genocide that it failed earlier to prevent in Rwanda. In both cases the Council delegated a portion of its coercive title to independent tribunal agents, thereby overriding the default locus of punishment in the world order: sovereign states.

In February 1704, a Boston laborer named Thomas Lea found himself surrounded by townspeople as he lay on his deathbed. These spectators had gathered hoping to hear a much anticipated confession of the crimes they believed Lea had committed fifteen years earlier during the Dominion of New England. In Suffolk County, many townspeople had long maintained that Lea and others had used the confusion and chaos generated by the unsettling political and legal transformations introduced to New England during the 1680s to surreptitiously gain legal title to the estate of a prosperous Braintree, Massachusetts, landowner named William Penn. Standing by Lea's bedside, one witness, who believed Lea had perjured himself at the 1689 probate administration of Penn's estate, demanded: “Thomas can you as you are going out of the World answer at the Tribunal of God to the Will of Mr Penns, which you have sworn to[?]” “Was Mr Penn living or Dead when this Will was Made?” In the presence of assembled witnesses, Lea acknowledged, “he was dead.” Other townspeople pressed Lea to reveal the role he played in what many believed had been a murder for inheritance scheme. They reminded Lea that Penn's corpse had been found covered “in blood, in his own dung” with “a hole in his back, that you might turn your two fingers into it” and, even more disturbing, “one of his [Penn's] stones in his codd [scrotum] was broken all to pieces.” Averting the onlookers' gaze, Lea “turned his head aside the other way, saying what I did I was hired to do.” For these witnesses, the death-bed confession confirmed the rumors of Lea's crimes and strengthened their belief that a wave of corruption introduced in the 1680s had sabotaged New England's distinctive Puritan jurisprudence. Indeed, townspeople had labored for years to overturn the 1689 probate of Penn's estate in an effort forestall the crown's efforts to bring New England into political and legal conformity with the dictates of the growing English empire.

The reputation of Jonathan Edwards, impressive though it is, rests upon only a fragmentary representation of the range or profundity of his thinking. Harassed by events and controversies, he was forced repeatedly to put aside his real work and to expend his energies in turning out sermons, defenses of the Great Awakening, or theological polemics. Only two of his published books (and those the shortest), The Nature of True Virtue and The End for which God Created the World, were not ad hoc productions. Even The Freedom of the Will is primarily a dispute, aimed at silencing the enemy rather than expounding a philosophy. He died with his Summa still a mass of notes in a bundle of home-made folios, the handwriting barely legible. The conventional estimate that Edwards was America's greatest metaphysical genius is a tribute to his youthful Notes on the Mind — which were a crude forecast of the system at which he labored for the rest of his days — and to a few incidental flashes that illumine his forensic argumentations. The American mind is immeasurably the poorer that he was not permitted to bring into order his accumulated meditations.
