The article examines the institutional core of the regional economy in terms of decentralized management and strengthening competitiveness. The main approaches to the decentralization of economic management on the basis of localization are outlined. The factors of formation of effective territorial communities are analyzed. Reconstructive and modernization aspects of the formation of a new institutional core are proposed. The author's interpretation of the concept of harmonization of institutional influence on the processes of regional development is given.

At the current stage of social development, diversification of regional development is one of the central tasks for improving its socioeconomic efficiency. Therefore, it seems relevant to find “growth points” of regional development in both economic and social aspects. The ethno-economic segment plays an important role in the system of regional economy with regards to formation of strategies for optimization of the regulatory impact upon the process of regional development. The development of ethnic economy may positively affect self-organization of the regional economy, increase rationalization in the use of ethnic, natural and other resources. The research uses the example of Krasnodar Krai as a polyethnic region with ethnic resources that can be used to augment competitiveness of the region. The goal of this article is to analyze the importance of ethnic resource in the development of Krasnodar Krai as a polyethnic region, as well as work out the organizational-economic mechanism for managing ethnic cluster in order to use the recreational, natural, and cultural-historical potential of the ethnoses of Krasnodar Krai most efficiently. The scientific novelty consists in the development of organizational-economic mechanism for managing ethnic cluster in economic space of the region, which has an effective managerial impact upon the subjects of ethno-economic activity of the region. The article employs the methods of monographic analysis and systemic analysis. In the course of research, the authors determined the characteristics of ethnic cluster as an economic category; revealed that multi-sectoral orientation of functionality of ethnic cluster in Krasnodar Krai indicates the need for the development of organizational-economic management mechanism; characterized the activity of the subjects of regulation of ethnic cluster considering the management hierarchy; worked out the organizational-economic mechanism for managing ethnic cluster.

The article is devoted to the theoretical foundations and analysis of the experience of subjects of the Russian Federation in the field of regional development risk management. The article examines the concept of risk, its difference and relationship with the concepts of uncertainty, threat, danger, security and others. It is determined that dangers are constantly present in the regional economy. And risk, as a measurable uncertainty with multiple outcomes, for which the probability of occurrence of a risk event is calculated, is manifested as a result of the occurrence of a hazard. When comparing the concepts of risk and security, this means that the security of the regional economy is manifested in the ability to resist threats and manage risks, and not in the complete absence of dangers. It is revealed that ISO standards distinguish between the concepts of risk management and risk management. For further discussion, risk management is understood as a systematic approach to using the full range of mechanisms available to public authorities to reduce emerging risks and threats to the socio-economic development of the region. Further, the analysis of risk management in the practice of regional management on the example of the Omsk, Novosibirsk and Tyumen regions is carried out. The relevant tools in the activities of government bodies, such as territorial development strategies, state programs and projects, were identified, which allowed us to introduce a classification of risks with the allocation of strategic, tactical risks of territorial development and project management risks, among which there is a strategic level. The analysis of the implemented tools for compliance with the mandatory stages of risk management showed mainly the absence of risk identification, unified requirements for risk accounting and systematic risk management of regional development. Among the assessed regions, the Tyumen region has the best practices in terms of risk management. For a more detailed analysis authors highlighted the key institutional and instrumental elements of risk management such as risk committee, strategic risk map, risk register, action plan for risk management, and defined logical relationships between them.

The article presents a study on the assessment of the impact of science-intensive machine building on the development of the regional economy and increasing its competitiveness. Based on the analysis of foreign sources, a theoretical justification was given for increasing the regional competitiveness of the economy. The tools of regional support of enterprises of science-intensive machine building and the model of the organizational and economic mechanism for regional development of science-intensive machine building were proposed. It has been proven that the development of science-intensive machine building influences the competitiveness of the region.

The importance of implementing a consistent policy of encouraging the development of industrial parks in Ukraine as a synergetic mechanism for stimulating investment and innovation activity, which has a systemic multi-purpose impact on the economy, contributes to structural and technological modernization and, at the same time, acts as a powerful engine of local and regional development. The essence of industrial (industrial) parks is highlighted, which will allow to carry out industrial modernization of the country and regions and restore the competitiveness of the national commodity producer in the global investment market. Features of mechanisms of state support of industrial parks in Ukraine and abroad are revealed. The mechanism of creation and functioning of domestic industrial parks with specification of models of management by such territorial entities in the context of world experience is proposed.

This chapter studied the institutional influence associated to environmental practices in hotels. The aim was to interpret whether it was the normative, coercive or mimetic pressures (Institutional pressures) that influenced the three, four and five star hotels in north of Portugal and Galicia (a gender perspective). In order to accomplish these objectives, the author used an investigation model that connects institutional context pressures with environmental practices and environmental practices with legitimacy. To study used the Institutional Theory as theoretical reference.

Due to the large-scale reforming of the Russian economy, the scope of transformations of the regional level does not lose relevance for many years. As generalization of results of domestic and foreign methods of research of transformations in the economy showed, application of institutional approach in this direction is limited to difficulties of terminological character. For their overcoming, the concept of institutional conditions is specified in the paper. Value of these conditions for economic growth and development of the region is shown. In the paper, the special attention is paid to a problem of forming the system of indicators for operational use of institutional approach in the economy of a region. The system of indicators of institutional transformations described in the paper is intended for operational use of quantitative estimates in the regional economy. The system of indicators is made by two complementary blocks – socio-economic and institutional. Indicators of the socio-economic block adumbrate about the economy of a region, about its potentials, illustrate a region place in national economy. The information base for assessing the existing conditions in the regional economy for the implementation of available opportunities is the institutional block, which contains indicators of the quality and efficiency of institutions. The use of the offered system of indicators will allow not only receiving the results having the high practical importance in the field of regional economic management, but also using them at further creation of macroeconomic models.

This exhibition is dedicated to the regional development of two administrative districts in Bulgaria. These are the districts of Shumen, which is located in Northern Bulgaria and the district of Sliven in Southern Bulgaria. The two districts have similar problems and regional problems. As on the basis of geo-economics analysis, assessment of their demographic potential, their infrastructural security is made a characteristic of both areas and their regional potential. Relevant problem areas, opportunities for conducting targeted regional development policies and recommendations for improving regional policies are presented. The comparative analysis of such spatial units gives us the opportunity to subject to regional analysis separate administrative units and to propose measures for their regional development.

The article highlights the challenges, causes and need for structural modernization of regional economic systems. It is established that the problem of ensuring the balance of structural proportions is not limited to the issues of stimulation positive structural transformations, but also covers the issues of deep theoretical analysis of existing trends in order to identify the prerequisites for global paradigm shifts in the economic system itself. Structural modernization of various levels systems is a worldwide problem of economic systems development. The reasons for the need for structural modernization of the regional economy are highlighted. The problems of Ukraine regional development have been clarified.

Author analyzes scientific experience and literature in the field of assessing regional economy and regional development. In this research, the author tries to explore relation between state intervention and investment attractiveness of regions. The author proposes a new Regional Investment Index, which is an instrument for measuring business environment improvement and increase in investment attractiveness. This new Regional Investment Index is an instrument that can be used not only for analysis of economic indicators, but also for improvement of state policy at the regional level. The author develops Regional investment index in order to manage regional development and direction of investment processes. Regional investment index allows for a potential comparison of municipalities by combining different approaches and dimensions and thus becoming unique. The Russian index differs of the Regional investment index because the group of determinants is structured into two indexes. On the other hand, the Asian indexes are ones which are combined and refined in Regional investment index. The new Regional investment index is sophisticated, more flexible, comprehensive and gives more opportunities for comparison at the level of local authorities and territories.

Within the EU countries, an effective institutional model has been created to ensure structural regional mod-ernization of the economy, which applies not only to all hierarchical levels of government, but also to non-governmental organizations. This system makes it possible to implement the principles of sustainable development of the outermost regions, as it is quite dense and detailed. The current realities of regional development of Ukraine’s regions, their disproportion and asymmetry raise the necessity for a thorough structural adjustment, the realization of which is impossible without analyzing the best practices of the world in the implementation of eco-nomic and structural regional policies. The purpose of the article is to study the practical aspects of formation of the European institutional model of regional economy structural modernization. The article substantiates the essence of the concept of "structural modernization of the regional economy". The historical process of forming the institutional model of the regional economy structural modernization in Europe is revealed. The principles of building the European model of structural modernization are revealed, namely: leadership and horizontal coordination, vertical coordination, stakeholder involvement, evaluation and review, definition of indicators and monitoring. The main institutions contributing to the structural modernization of European regions have been identified. The integral coefficients of structural shifts in the regions of Ukraine in 2017 were calculated and the regions that underwent the largest structural changes were identified. The main causes of structural imbalances in the regional economy of Ukraine are outlined. The priorities of regional structural policy institutionalization should be the mechanisms of contradictions overcoming and interests harmonization at distribution and use of regional development potential, formation of normative-legal support of structural transformations in economy of regions, development and implementation of measures for attracting investors in the economic sectors of the regions, which can be the drivers of transformational changes (mining and processing industry, high-tech industry, services, agriculture). It is proposed to form an institutional model of regional economy structural modernization of Ukraine on the basis of vertical integrated structures and institutions for promoting small business.
