The article highlights the challenges, causes and need for structural modernization of regional economic systems. It is established that the problem of ensuring the balance of structural proportions is not limited to the issues of stimulation positive structural transformations, but also covers the issues of deep theoretical analysis of existing trends in order to identify the prerequisites for global paradigm shifts in the economic system itself. Structural modernization of various levels systems is a worldwide problem of economic systems development. The reasons for the need for structural modernization of the regional economy are highlighted. The problems of Ukraine regional development have been clarified.

The purpose of the study is to substantiate the organizational and economic mechanism of the determinant’s activation of the regional economic systems development intensification in the context of digitalization. The study uses general and special methods of scientific research, including scientific knowledge, analysis, synthesis, dialectical, monographic, generalizations, functional, process, system and other methods. It is determined that the organizational and economic mechanism of the determinants activation of the development intensification of regional economic systems is an ordered set of objects, subjects, set goals, objectives, priorities, principles and specific management tools in terms of digitalization of economic development. As a result of the research, the conceptual identification of key elements of instrumental support of the determinants activation of the modern economic systems development intensification in the conditions of digitalization was carried out. The normative-legal mechanisms of the regional development intensification are offered.

Introduction. The article highlights the necessity to develop the main strategic directions of modernization of the mechanism for managing the regional economy. The mechanism aims to provide the relevant evaluation of the social and economic policy efficiency at the local and national levels, as well as the efficiency of the development and implementation of the regional economic tools. The author emphasizes the necessity to not only improve, but also differentiate the mechanism to manage the regional economy in order to differentiate the social and economic development. Considering constantly changing market conditions, the article determines the necessity to review the functions of regional social and economic systems within the system of the economic environment functioning, where the decisions of their stable development take place. Purpose. The purpose of the article is to determine the main strategic directions of modernization of the mechanism for managing the regional economy and the main issues of the managerial regional economic system improvement. Results. The main strategic directions of modernization of the mechanism to manage the regional economy have been researched. The main issues of the managerial regional economic system improvement have been determined. Taking into account the structured process approach, the mechanism for managing the regional economy has been developed. The development of the managerial regional economic system during the USSR period has been assessed, the main issues have been determined. The main factors to transform the regional economic mechanism in current reality have been studied. The enlarged scheme to assess the efficiency of social and economic regional development has been designed. The research findings reveal that the development of key parameters of modernization of the managerial mechanism based on the differentiation approach is important in conditions of independent functioning of territories and their decentralization. Conclusions. The author concludes that the improvement of the managerial regional economic system in conditions of their independence considers its permanent monitoring of the efficiency to manage the development of social and economic regions. The choice of differentiated managerial mechanism relevant for the regional development should be based on the data provided by the monitoring. Such approach will allow to decrease in the differentiation level and foster the increase in responsibility of regional authorities related to functioning of the territories managed.

This article presents a domestic and foreign experience of "smart specialization" in agriculture in the digital economy. The method of calculating the indicators of digital maturity of the agro-industrial complex is considered. The forecast of indicators value of the agro-industrial digital maturity is presented until 2030. The article proposes a mechanism for adapting the smart specialization in agriculture. We consider it appropriate to introduce an online digital platform in agriculture, which allows creating conditions for interaction between sellers and buyers of regional agricultural machinery and related products. Based on the presented mechanism of adaptation of "smart specialization "in the field of agro-industrial complex, it should be noted that" smart specialization" is aimed at using the links that arise between the regions of economic activity. T he global nature of the COVID-19 pandemic outlined new challenges for the economic studies aimed to define the factors measuring the difference in the scope of the coronavirus-induced crisis consequences for the national social economic systems. The purpose of this research is to develop the tools to define the COVID-19 pandemic impact on the social economic development of the Russian regions and the resilience of the regional systems to the pandemic in terms of demographic factors. The methodology of the research includes statistical analysis and econometric modeling. The authors defined the economy resilience to the pandemic and developed a resilience index of the regional economy to the COVID-19 pandemic. The resilience index includes groups of homogeneous indicators characterizing the factors of the regional economic growth. Resilience of the regional economy to the COVID-19 pandemic is measured to reveal a negligible positive impact of the population density on the resilience of the RF regions’ economy to the coronavirus-induced crisis. The regions were clustered by the resilience index of their economies to the COVID-19 pandemic, and the leaders-regions, the regions with a moderate level and outsiders-regions were defined. A higher level of the regional economic development is found not to guarantee a more resilient economy to the COVID-19 pandemic. The obtained scientific results could be used to choose customized tools for the recovery of the regional social economic systems with due regard to the area with the worst dynamics of the indicators. Further scientific research is seen to be in analyzing the spatial non-homogeneity during the pandemic compared with pre-pandemic and post-pandemic periods, as well as in measuring the detrimental effects of the coronavirus and other external shocks on the RF regions’ economies in the context of demographic factors.

Impact analysis of the construction and commissioning of a rail freight infrastructure must contemplate the regional economic system in its entirety, since that impact extends beyond the direct contribution to the increase in production, and the consequent generation of income from capital and remuneration of labor incorporated in such activity. The objective of this research is to know the effects that a rail freight infrastructure produces in a region with a low population, such as Extremadura (Spain). For this purpose, the calculation of the total impact produced by the rail freight corridor on the regional economy of Extremadura has been made, which will correspond to the sum of the direct, indirect and induced impacts. For its determination, a simulation tool has been created from Input-Output tables that allow you to compare different impact levels depending on the intensity of the investments made, or the activity developed following the launch of the new rail corridor. The research concludes with the profitability of the action because for a planned investment of 160 M€ for 3 years in the freight rail corridor from Extremadura, every euro invested returns in more than 2 euros to the Extremadura’s productive system, creating more than 4100 jobs.

Purpose. The purpose of the article is an identifying the impact of regional water management dependence on economic growth in the region. Methodology / approach. The subject of the study is theoretical and methodological basics of a new scientific paradigm for regulation the development of the regional socio-economic systems under the conditions of limited water resources. The study used traditional and special research methods, including: historical and logical – to analyze the evolution of regional socio-economic systems under conditions of limited water resources; abstractions and analogies – to reveal the essence of water-efficient regional socio-economic systems in the modern processes of regionalization and globalization; theoretical generalization, analysis and synthesis – to specify the categorical apparatus; statistical analysis to assess the level of needs of regional socio-economic systems in water resources and create an index of regional water management dependence; method of correlation analysis (biserial correlation, using a point biserial Pearson’s correlation coefficient). Results. The main idea of the paper is to study the issues of development of regional socio-economic systems under the conditions of limited water resources. Considering this, the paper is aimed at studying the impact of regional water management dependence on economic growth in the region. The tasks for development of regional socio-economic systems on the basis of water efficiency are defined, as well as the concept “water-efficient regional socio-economic system” is defined. The study presents a hypothesis about the need to change the paradigm of regulation of regional development on the basis of water use efficiency and regional water management dependence. In order to trade effectively with the main crops, it is necessary to determine whether there are sufficient water supplies in a given country and its regions. For this purpose, the authors proposes to use own indicator, such as the index of regional water management dependence. Thе characteristic of water management dependence is given, from regions where only up to half of the water supply of the territory is used, and to regions where more than 100 % of the water supply of the territory is used. The research has updated that the expansion of knowledge and understanding of the specifics of the water sector can solve significant problems. It is proved that the economic growth of the Ukrainian economy due to the agricultural sector has its limits and is limited by the water management dependence of the territories, ie the limitation of certain territories of the regions of Ukraine in terms of water resources. The next effective economic growth is possible only through the implementation of water-efficient technologies and intensification of water-efficient activities in the region. Originality / scientific novelty. The study for the first time defines the concept of water-efficient regional socio-economic system, so it is a socio-economic system that provides for the restoration of water resources in the region, reducing the water intensity of gross regional product (GRP) and approaching European norms and proposes the classification of regions according to the index of regional water management dependence on the basis of its threshold values. A scientific and methodological approach to assessing the level of needs of regional socio-economic systems in water resources has been improved, based on the application of the index of regional water management dependence, which is proposed to calculate the ratio of total fresh water use in the region to the volume of available river runoff in the region (parts of the water potential). The classification of regional socio-economic systems according to the level of water supply has been improved, which is based on the definition of threshold values of the index of regional water management dependence. The methodological bases for assessing the impact of the spatial economy on regional development under conditions of limited water resources have been improved, which differ in substantiating the dependence of the level of development of regions on the available water potential of the territory. Practical value / implications. The results of the study allow a more comprehensive approach to the study of the problem of using water resources in Ukraine in the context of their limitation. The results of the study showed that the economic complex in most regions is water-intensive and unbalanced, as well as does not provide restoration of water resources by environmental parameters and requires the implementation of infrastructure schemes for redistribution of water resources between regions for economic activity. The results are recommended for consideration by local governments and regional administration for the development and implementation of “Regional programs for the development of water management in the region” and for the development of “Strategies for regional development until 2025–2027”.

The presented study examines the specific aspects and processes of the functioning of regional economies and interregional interaction.Aim. The study aims to analyze the existing mechanisms of the functioning and interaction of regional economic systems.Tasks. The authors present a general scheme for the functioning of a regional economic system; examine the principles of interaction between regional economic systems; determine the specific aspects of inter-sectoral interaction as a form of interregional cooperation.Methods. This study uses general scientific methods, including systems analysis, synthesis, induction and deduction, specification and generalization, and modelling.Results. The authors substantiate a general scheme for the functioning of the regional economic system as an object of management. Its structural elements include the region’s production-economic and socio-economic complexes and the fiscal sphere. It is shown that interregional interaction is now particularly important as it facilitates joint production of goods. Interregional interaction involves the exchange of goods and services, migration processes, and financial exchange. Interregional cooperation should be based on the existing federal and regional strategies. It is established that inter-sectoral interaction and formation of regional sectoral clusters are efficient forms of interregional cooperation.Conclusions. A specific feature of the functioning of regional economies is that it is regulated simultaneously at the macro- and meso-level. Regulation at the meso-level involves the implementation of regional economic development strategies with allowance for the socio-economic features of individual administrative and territorial units. At the macro-level, the regional economy functions within the existing strategy of the federal center and also involves interregional and inter-sectoral interaction.

Forming of efficient socio-economic policy in conditions of modern globalization trends is characterized by the fact that external environment becomes more and more unclear, its changes become more frequent and its consequences become unpredictable. There is an urgent need to search for the reserves to improve territorial management. The process of managerial decision-making is an integral part of management cycle. It is necessary to have complex information to make efficient decisions that enables establishment of the system of direct and reverse relations between the activity of legislative and executive authorities and response to them in the regions. The system of monitoring is currently the one that is most relevant under market conditions. It provides quick collection of information on complex socio-economic phenomena and processes expressed in a few important parameters for immediate diagnostics of an object’s condition. The article deals with theoretical foundations of the research of the social and economic systems development. The authors prove that development should be considered as a general process in the organic unity of the socio-economic system. The necessity of monitoring the social and economic system of the region is outlined. To achieve the goal, the following general scientific and special research methods are used: observation, generalization, comparison and analysis, abstract and logical method. According to the results of methodological approaches, the definition of the term "social and economic system" is presented. The essence of social and economic system is disclosed in the article. The article argues that the development of the social and economic system is formed in a complex by the interconnected factors and is provided by an effective mechanism of state regulation and management at the regional level. The authors prove that the essence of management of the development of socio-economic system can be defined as a special kind of purposeful activity, which contributes to the achievement of progressive changes in maintaining a dynamic equilibrium and the implementation of the process of expanded reproduction in the regions. The article provides suggestions over the development of monitoring of social and economic system in the region, which will allow to justify the priorities of social and economic development, will increase the effectiveness of strategic planning, forecasting and programming, and most importantly – will provide the necessary rates of economic growth and improving of the living standards.

Modern economic conditions dictate increasingly stringent conditions for the functioning of subjects (participants) in the market, which are primarily related to the globalization of the economy, the introduction of digital norms of business processes, increasing competition in all spheres of socio-economic life and the corona-crisis. That is why there are questions of adaptation of economic entities to certain changes and the development of their skills in a rather difficult economic environment and under the influence of external factors that sometimes are even impossible to measure. Further changes in the external environment and the place of economic entities of the regional economic system in them, we think that it necessary to consider from the standpoint of their adaptive development in the context of digitalization, which became the purpose of this scientific article. This purpose allowed to form the following tasks: to explore the essence of adaptive development; to determine approaches to the adaptive development of economic entities of the regional economic system, namely: system-complex, process-effective, flood-psychological; to introduce the structure of adaptive development of economic entities of the regional economic system from the standpoint of a synergetic approach; to improve the conceptual and categorical apparatus of regional economy, by introducing the concept of "adaptive development of economic entities of the regional economic system" (which, in this study we will understand the continuous process of transformation in the management system of economic entities, which is based on the transition of the system from one qualitative state to another under the conditions of established contradictions of the external environment and long-term (strategic) program of formation and increase of internal potential for the purpose of increase of efficiency of functioning of subjects of managing of regional economic system); consider qualitative changes in the implementation of the digital transformation of the regional economy. So, the adaptive development of the management system of economic entities of the regional economic system according to the environmental influences in the context of digitalization is a rather complex and multifaceted process that requires organizational changes within the management system and coordinated action by staff and management. Furthermore adaptive development requires the new competencies by staff, which makes it possible to move to a deeper immersion in the information and communication space through digital transformations.

In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. The features of strategic planning of regional economic development in the sphere of public administration in Ukraine are considered. In today’s conditions, the state of regional socio-economic and ecological development in Ukraine require the improvement of provision of strategic management by the regional economic development in public administration in Ukraine. The ways for improving the provision of strategic management by the regional economic development in public administration in Ukraine are determined.
