Hannah Arendt's political theory gains in clarity and resonance when it is placed in the context of German phenomenology and Existenz philosophy. In this essay, the authors examine the points of contact (on the level of ideas rather than personal ties) between Arendt and Martin Heidegger. The argument holds that Arendt followed Heidegger in grafting traditional humanism onto an untraditional, self-consciously antimetaphysical body of thought. Yet almost from the beginning, she struck out in a direction peculiarly her own, seeking to escape a certain contemplative aloofness and remoteness from public affairs which she sensed in Heidegger's fundamental ontology. Against Heidegger, Arendt tried to show that the core values of human rights and dignity cannot be sustained unless one explicitly recognizes the “plurality” of human life and the importance of the public realm in revealing who we are as individuals.

The term “Privacy” is used frequently in ordinary language as well as in philosophical, political and legal discussions, yet there is no single definition or analysis or meaning of the term that is comprehensive to give the full idea of privacy. The concept of privacy has broad historical roots in sociological and anthropological discussions about how extensively it is valued and preserved in various cultures. One of the most cherished human rights is right to privacy. It is a fundamental human right, enshrined in numerous international human rights instruments. It is central to the protection of human dignity and forms the basis of any democratic society. In general parlance privacy is the ability of an individual or group to seclude them or information about themselves and thereby reveal them selectively. Privacy is sometimes related to anonymity, the wish to remain unnoticed or unidentified in the public realm. It is right to be let alone. It’s a negative right imposing negative duty on the rest of the world. In the context of India the position of law on right to privacy was clarified by Supreme Court in Justice K Puttaswamy v. Union of India, here court held that privacy is a constitutionally protected right which emerges, primarily, from Article 21 of the Constitution. However, this is not an absolute right but interference must meet the three fold requirement of (i) Legality; (ii) the need for a legitimate aim and (iii) proportionality. Mean to say that right to privacy shall be asserted and enjoyed in accordance with rule of law. We can define the society of law, or the rule of law, as an arrangement in which the individual is able to plan his own life by adhering to rules by which he will avoid all penalties enforced by law. Such a definition entails several assumptions. It assumes generality that rules lay down general standards of conduct for all citizens equally. It assumes that the rules will be stated with sufficient clarity, that there is little or no question what forms of behavior are permitted or prohibited by the rule. It assumes that the rules are coherent, that is, that there is an established hierarchy to determine which rules govern in cases of conflict and that there are not conflicts in the rules governing the same situations. It assumes that the rules are backed by authoritative enforcement, that there is governmental structure responsible for determining cases of conflict under the rules. In the present paper the author intends to explain the relation between Right to Privacy and Rule of Law. Further effort is made to explain how realization of right to privacy in India is difficult in the absence of certain basic aspects of rule of law in relation to right to privacy. Also it is emphsised that absence of certain aspects of rule of law vis-à-vis right to privacy strikes at constitutionalism.

Drawing on Karin Bijsterveld’s triple definition of noise as ownership, political responsibility, and causal responsibility, this article traces how modern Japan problematized noise, and how noise represented both the aspirational discourse of Western civilization and the experiential nuisance accompanying rapid changes in living conditions in 1920s Japan. Primarily based on newspaper archives, the analysis will approach the problematic of noise as it was manifested in different ways in the public and private realms. In the public realm, the mid-1920s marked a turning point due to the reconstruction work after the Great Kantô Earthquake (1923) and the spread of the use of radios, phonographs, and loudspeakers. Within a few years, public opinion against noise had been formed by a coalition of journalists, police, the judiciary, engineers, academics, and municipal officials. This section will also address the legal regulation of noise and its failure; because public opinion was “owned” by middle-class (sub)urbanites, factory noises in downtown areas were hardly included in noise abatement discourse. Around 1930, the sounds of radios became a social problem, but the police and the courts hesitated to intervene in a “private” conflict, partly because they valued radio as a tool for encouraging nationalist mobilization and transmitting announcements from above. In sum, this article investigates the diverse contexts in which noise was perceived and interpreted as such, as noise became an integral part of modern life in early 20th-century Japan.

"Feminist Interpretations of Action and the Public in Hannah Arendt’s Theory. Arendt’s typology of human activity and her arguments on the precondition of politics allow for a variety in interpretations for contemporary political thought. The feminist reception of Arendt’s work ranges from critical to conciliatory readings that attempt to find the points in which Arendt’s theory might inspire a feminist political project. In this paper I explore the ways in which feminist thought has responded to Arendt’s definition of action, freedom and politics, and whether her theoretical framework can be useful in a feminist rethinking of politics, power and the public realm. Chapter 4 provides an in-depth case study of water policy in Chile from the 1970s to present, including an evaluation of the outcomes of water policy under the privatized system from a human rights perspective. The chapter interrogates Chile’s reputation as a privatization success story, finding that although Chile meets the narrow definition of the human right to water and sanitation in terms of access, quality, and price, it fails to meet the broader definition that includes citizen participation in water management and policy decisions. The chapter argues that Chile’s relative success in delivering water services is attributable to strong state capacity to govern the water sector in the public interest by embedding neoliberal reforms in state interventions. The Chile case shows that privatization is not necessarily antithetical to human rights-consistent outcomes if there is a strong state role in the private sector.

This article presents the Hungarian manifestations of a written devotional practice that emerged in the second half of the 20th century worldwide: the rite of writing prayers in guestbooks or visitors’ books and spontaneously leaving prayer slips in shrines. Guestbooks or visitors’ books, a practice well known in museums and exhibitions, have appeared in Hungarian shrines for pilgrims to record requests, prayers, and declarations of gratitude. This is an unusual use of guestbooks, as, unlike regular guestbook entries, they contain personal prayers, which are surprisingly honest and self-reflective. Another curiosity of the books and slips is that anybody can see and read them, because they are on display in the shrines, mostly close to the statue of Virgin Mary. They allow the researcher to observe a special communication situation, the written representation of an informal, non-formalised, personal prayer. Of course, this is not unknown in the practice of prayer; what is new here is that it takes place in the public realm of a shrine, in written form. This paper seeks answers to the question of what genre antecedents, what patterns of behaviour, and which religious practices have led to the development of this recent practice of devotion in the examined period in Hungarian Catholic shrines. In connection with this issue, this paper would like to draw attention to the combined effect of the following three factors: the continuity of traditions, the emergence of innovative elements and the role of the church as an institution. Their parallel interactions help us to understand the guestbooks of the shrines.

This paper explores how design in the public realm can integrate city data to help disseminate the information embedded within it and provide urban opportunities for knowledge exchange. The hypothesis is that such art and design practices in public spaces, as places of knowledge exchange, may enable more sustainable communities and cities through the visualization of data. To achieve this, we developed a methodology to compare various design approaches for integrating three main elements in public-space design projects: city data, specific issues of sustainability, and varying methods for activating the data. To test this methodology, we applied it to a pedogeological project where students were required to render city data visible. We analyze the proposals presented by the young designers to understand their approaches to design, data, and education. We study how they “educate” and “dialogue” with the community about sustainable issues. Specifically, the research attempts to answer the following questions: (1) How can we use data in the design of public spaces as a means for sustainability knowledge exchange in the city? (2) How can community-based design contribute to innovative data collection and dissemination for advancing sustainability in the city? (3) What are the overlaps between the projects’ intended impacts and the 17 United Nations Sustainable Development Goals (SDGs)? Our findings suggest that there is a need for such creative practices, as they make information available to the community, using unconventional methods. Furthermore, more research is needed to better understand the short- and long-term outcomes of these works in the public realm.

Abstract In New Zealand there are 20 district health boards (DHBs) with local elections every 3 years. There is low voter turnout for these, we suspect because the public has low cognizance of the role DHBs have in governing their health and disability system. Good governance ensures everyone whatever ethnicity, gender or sexual proclivity, from birth to old age, able or disabled, mentally well or unwell, drugfree or addicted, has equal rights of dignified access to healthcare. Without public engagement in DHB elections, the community risks having candidates elected that also don't understand their role through a preventative public health framework or human rights lens. The United Community Action Network (UCAN) developed a human rights framework and Health Charter for people driven into poverty by the costs of staying well in NZ. The framework outlines 6 social determinants of health needing protection through policy, to ensure all enjoy their rights to health. UCAN and the Public Health Association of New Zealand (PHA) partnered to raise public and the candidates' awareness during 2019 elections, of these social determinants causing inequity in health outcomes. A series of short explainer-videos were created for sharing through social media during the election build-up period, helping to promote PHA Branches' public Meet the Candidates events. Post-election, a longer film was produced to send to the elected DHB members. Our theory of change centred on spotlighting health inequity for voters, so that they would elect DHB members who had the greatest understanding and commitment to addressing this issue. With shareable videos we aimed to attract audience, raise awareness and debate the policy solutions to health inequity with candidates, enabling more informed choice amongst the voting public. Post-election, we maintain supportive relationships with the elected DHB members that promised their commitment to our Health Charter during their campaigns. Key messages Using videos and social media, local body elections provide an opportunity to promote everyone’s right to affordable healthcare, supporting and informing voter decision-making. UCAN's Health Charter is an advocacy resource for raising awareness of the social determinants of health inequity and poverty for people with mental illness, addiction and disability.
