The article presents selected issues of the multiformity of tasks performed by the public administration based on the example of the administration of measures in the context of diversification of legal forms of activities in the public administration according to two criteria: functions performed by the administration of measures in the economy and the authoritative and non-authoritative forms of activities. The first part of the paper presents the legal forms of activities in the administration of measures according to the following functions: economic police, reglamentation, economic supervision, economic management, planning and support of the economy. Moreover, selected public tasks within the above functions are analyzed. The second part of the article provides an analysis of new tasks of the administration of measures in relation to the privatization of public tasks referring to the field of conformity assessment of products in terms of authoritative and nonauthoritative forms of activities, which are subject to evolution as a result of the economic development and the europeanisation of metrological regulations.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

The economic administration and procurement system of public sector structures are composed of a series of management units whose staff assigned to them needs to be optimized. In order to achieve this, the work analyzes the concept of performance evaluation presented in the Spanish Public Administration, similar to other countries of the EU and Latin America. A methodology has been designed to evaluate performance using systemic analysis and organizational behavior, taking as a case study the Spanish Air Force. Traditional performance evaluation models are based on the psycho-sociological research of workers, which are static and require a lot of management effort. Faced with these limitations, a new dynamic and interdisciplinary model has been designed and implemented to evaluate performance and measure workload that can be used with high periodicity and requires little management effort. The model in question focuses mainly on the generation of strategic intelligence through the exploitation of the databases of the economic management information system. This strategic intelligence serves to guide decision-making regarding the reallocation of jobs and personnel to identify training needs and the necessary changes in organizational culture and leadership. In general, this model allows an improvement in the effectiveness, efficiency, economy and service level of the system, and can be applied to other Spanish military organizations or those belonging to other countries of the international community as well as other structures of the public administration dedicated to economic management and procurement.

<p>Establishing legal forms of nature conservation entails a restriction on the right of ownership and other property rights. For this reason, the legislature introduced in the Act of 27 April 2001 on Environmental Protection Law solutions allowing for the purchase of real estate or payment of damages. The provisions of the Environmental Protection Law set out an administrative-judicial procedure of claiming for remedying a damage caused by the legal operation of the public administration related to the protection of environmental resources. This procedure is based on the fact that a claim, essentially of a civil nature (a claim for remedying a damage caused by restricting the use of property) is pursued in two stages – the first in an administrative proceeding in which the administrative authority issues a decision and in the second, where the case is decided by a general court. The first stage is obligatory, in the sense that in the event of a dispute for compensation, the aggrieved party must apply to the administrative body for compensation. The second is initiated as a result of the action of the party dissatisfied with the compensation awarded by the administrative body.</p>

The purpose of this paper was to present views of both Polish and German public law doctrine on the issue of the possibility to choose a legal form of implementa­tion of public tasks by the public administration. This issue is not only a theoretical matter because currently administration has to cope with increasingly complex and complicated public tasks that must be implemented. The article first explains the concept of the legal forms of action, distinguished from the measures available in administration. Next, the freedom of choice of the legal form of action as well as the instances of its abuse are analysed. The considerations carried out in the article allow to adopt the position that the choice of the legal form of action by public administration cannot be actually prejudged under Polish law. The main limitation of the freedom to choose the le­gal form of action is contained in Article 7 read in connection with Article 2 of the Constitution of the Republic of Poland which stipulate a legal framework that ought to embrace them. There is also a concern that the authorities may abuse certain forms of action in order to, for example, avoid certain administrative procedures or to achieve desired fiscal objectives. As indicated in the course of the analysis, the German doctrine and practice encountered similar problems, and now the experi­ence and undoubted successes of German law and practice could be a significant inspiration for Polish lawmakers in this area. De lege ferenda, it is necessary to propose the introduction of legal regulations that will enable or facilitate a free choice of the legal form of action by administra­tive bodies. However, establishing such regulations will only be possible and and effective when the administrative agreement becomes part of the Polish legal system.

Цель статьи - в интересах обеспечения эффективности формирования и реализации стратегии социально-экономического развития Российской Федерации на период до 2030 года проанализировать результаты реализации «Стратегии-2020», обсуждение которых не нашло должного отражения как в системе государственного управления, так и в научной среде. В качестве инструмента анализа результатов реализации «Стратегии-2020» в работе использован «взгляд назад» как элемент зрительной системы научной школы предпринимательства Й. Шумпетера. Выбор указанного инструмента обусловлен тем, что именно он дает понимание, на каком фундаменте реализации прошлых стратегий придется строить и реализовывать стратегии будущего развития управляемой социально-экономической системы. Научная новизна заключается в сформулированных на основе комплексного анализа результатов реализации «Стратегии-2020» рекомендациях по формированию «Стратегии-2030» социально-экономического развития Российской Федерации. N the interests of ensuring the effectiveness of the formation and implementation of the strategy for the socio-economic development of the Russian Federation for the period up to 2030, the author has analyzed the results of the implementation of the «Strategy 2020» the discussion of which has not been properly reflected both in the public administration system and in the scientific community. As a tool for analyzing the results of the implementation of «Strategy 2020», the work uses a «look back» as an element of the visual system of the scientific school of entrepreneurship by J. Schumpeter. The choice of this tool is due to the fact that it is he who gives an understanding on what foundation the implementation of past strategies will have to build and implement strategies for the future development of a controlled socio-economic system. On the basis of a comprehensive analysis of the results of the implementation of the «Strategy-2020» recommendations were formulated for the formation of the “Strategy-2030” of the socio-economic development of the Russian Federation.

Introduction. E-democracy and e-government become an increasingly common attribute of people's lives, since they give is an opportunity to attract population masses to the discussion of both economic and social, as well as managerial innovations. The society urgently requires innovation in the organization of public and regional administration. Problem Statement. Adjemoglu and Robinson have shown that the necessary factor for the success of public or region development is the presence of inclusive political and economic institutions. Inclusive institutions involve the widest possible population in decision-making. Moreover, namely the political institutions (which are crucial for involving as much as possible the public to making decision) determine successful development of society. Innovative projects are the driver of economic development, so the involvement of the general public in their discussion, decision-making, implementation and analysis of the results is an extremely important factor. Many authors have emphasized that the digitalization of information is an important factor for the formation and development of a developed society. Purpose. The purpose of this research is to develop approaches to modeling the communication channels of the public and authorities under the conditions of innovation project implementing in the context of e-democracy and public administration. Materials and Methods. The research uses the methods of system analysis, game theory, structural, functional, and logical analysis. Results. Innovative projects are supported primarily by the middle class, as evidenced by the Hotelling model (the median voter model). The analysis of existing in Ukraine functional model of communication between the public and the authorities while implementing innovation projects has revealed a number of its shortcomings. To correct them, a scheme for optimizing the communication between the authorities and the public by means of e-democracy while implementing an innovation project has been proposed. The necessity of attracting media, experts, and analysts at each stage of the implementation of the innovation project has been justified. Conclusions. The described communication channel includes electronic media and the community of experts and analysts as compulsory components. It enables the creation an effective system of feedbacks between the authorities and the public which allows making optimal decisions and monitoring the socio-economic development of society.

The impact of organizational culture on administrative efficiency is a little-studied scientific problem in the field of public administration in Ukraine. Although public administration is being reformed in Ukraine, little attention is being paid to this problem. However, scholars pay attention to the culture of the organization as an economic phenomenon. Various aspects of organizational culture as a transcultural phenomenon are considered. The authors note that organizations in the economic sector quickly took an active position in the use of organizational culture. Organizational culture is studied as an important factor in forming and increasing the competitiveness of enterprises due to the possibility of influencing administrative efficiency. The public sector views administrative efficiency differently: as a social platform for employed citizens. As a result, numerous problems of low administrative efficiency of public sector organizations, unreasonable huge costs, and losses are a burden on the public budget. As a result, inefficient use of public finances delays the socio-economic development of society. This paper discusses the possible causes of this situation. First, cultural management practices in public sector organizations in such societies are deeply rooted in a traditional management culture that has a strong bureaucratic basis. Administrative efficiency is seen not as a result but as a process. Secondly, in the field of science of public administration and administration, the scientific and methodological support of the study of administrative efficiency is insufficiently developed. The authors argue that the study, conceptualization, and operationalization of the impact of organizational culture on administrative efficiency in the context of socio-economic development of a developing country or region is an important scientific problem in public administration (for example, Ukraine, Iraqi Kurdistan). Thus, this study is aimed at developing theoretical and methodological support for the study of assessing the direct and indirect effects of organizational culture on organizational activities and administrative efficiency in the public sector. The example of Ukraine and Iraqi Kurdistan are two different traditions of organizational culture with a common problem of low administrative efficiency. The authors propose research that covers the descriptive design of a methodology for studying the impact of organizational culture on administrative efficiency: first, the analysis of the concept of administrative efficiency, and secondly, the analysis of the concept of organizational culture in relation to administrative efficiency. Methodology: analysis and synthesis when considering strategies, programs, ratings of public sector organizations, in particular, ministries, departments, local governments, which allow analyzing the main directions of reform activities and scientific support of research on the impact of organizational culture on administrative efficiency; methods of systematization and comparison, which were used in determining the nature and features of the impact of organizational culture on administrative efficiency. It is emphasized that such research will provide a deeper understanding of organizational culture and its relationship to administrative efficiency in the public sector. This will have a positive impact on the development of strategies and policies for governance reform and socio-economic development in developing countries and regions.
