The article describes the history of the State Public Scientific and Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) — firstly the State Scientific Library (SSL), established in 1918 in Moscow and transformed into SPSTL SB RAS in 1958. The authors present the stages of its development and main achievements. The library developed its collections, publishing and educational activities, created the network of its branches practically in all industrial regions of the country. During the Great Patriotic war, the Library based its work on the priority satisfaction of the defence information needs. Despite the loss of holdings on the occupied territory, it developed the network of branches, setting the task of bibliographic service for the defence industry.In 1946, given general scientific importance of the Library, it was transferred to the USSR Ministry of Higher Education. The new status of the Library has forced to expand significantly its acquisition to technical literature, publications on natural science, social science and humanities. In 1958, the Library was transferred to Novosibirsk. Its main task became information support of scientific research; it developed its forms and methods, generated its own resources and actively engaged in the automation and informatization of library and information processes. Here the Library began to develop library science, bibliography, book science and applied informatics. In fact, the communication between the user and the library, the librarian and the information resource moves exclusively into the electronic environment. Over 60 years of activity in Siberia, the Library has become a unique scientific and cultural Siberian phenomenon, combining the features of the universal public library, the centre for scientific and technical information and the unified centre for automation of library and information processes of the Siberian Branch of the Russian Academy of Sciences.

To ensure the effective functioning of the national innovation system it is required an appropriate innovation infrastructure, which is a set of economic entities providing technical, informational, human, financial, organizational-methodical and (or) other support to subjects of innovative activity necessary to create knowledge, technologies, transformation them into new products and services. A key part of the regional innovative infrastructure is a structure of patent information support of innovation processes undertaken by the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences. Analytical and patent information play a leading role in strategic planning and management of innovation and intellectual property, scientific-technological and marketing problems, understanding the general level of achievements in the field of science and technology. In this regard, the most important activity of infrastructure elements of the innovation patent information support is to ensure access of economic entities to a variety of resources to effectively address issues of protection, disposition and use of rights to results of intellectual activity. These elements of the innovation infrastructure should become so called «connecting bridges» from knowledge to innovation. The author proposes the exchange mechanisms for commercialization of scientific-technological developments. Launching the project Novosibirsk Center to Support Innovation and Technology created on the base of the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences plans to change the approach to innovations that should help to solve the regional basic problems.

The paper reconstructs the biography of a forgotten historian archivist M. N. Butkevich (29.12.1858—23.03.1933). His pre-revolutionary life is described: his social background, studies at the St. Petersburg University and his fascination with the Narodniks’ ideas and deportation to Vologda under overt surveillance in 1879, followed by a successful and typical career of major landed gentry that culminated in his election to the State Council, achievement of the rank of Actual State Councillor, and election as Novgorod Governorate’s Marshal of the Nobility early in 1917. In 1927, after several years of despondency, deprived of his fortune and privileges, M. N. Butkevich became a staff member of the USSR Academy of Sciences’ Commission on the History of Knowledge with the help of Academician V. I. Vernadsky. In his line of duty, Butkevich had performed a number of important historical and archival studies of the documentary legacy of M. V. Lomonosov, P. S. Pallas, and others. Butkevich’s work on sorting out Lomonosov’s papers was highly valued as ‘very meticulous and helpful’ by V. I. Vernadsky, A. I. Andreev, and M. M. Soloviev. His contribution to the archeography of Lomonosov’s works is well worth exploring. Besides his participation in the re-publication of Lomonosov’s works, his description of Lomonosov’s papers in Leningrad is well worth mentioning. This description is typologically similar to description of the Pallas documents, but is probably even more detailed. Butkevich’s description in 14 folio pages offers results of his study of the materials from the Archive of the Conference of the Russian Academy of Sciences, the Incunabula Department, the Library of the Russian Academy of Sciences, and the State Public Library. Events of the ‘Academic case,’ which resulted in the purge of ‘old-regime’ workers from the Academy, did not affect Butkevich much. Surprisingly, even after Vernadsky had to leave his post of the Commission for the History of Knowledge director, in which he was replaced by N. I. Bukharin, little changed for Butkevich. Moreover, on March 15, 1930 deputy director of the Commission for the History of Science academician I. Yu. Krachkovsky authorized M. N. Butkevich to collect archival materials for special projects. The paper is based on the documentary sources introduced for scientific use for the first time.

Changes taking place in the society have a significant impact on libraries functioning. The areas of activities of scientific libraries that provide information support to scientists and specialists are expanding and modifying, which requires upgrading professional competencies of employees, causing constant professional development of their human resources and intensifying methodological support of activities. The State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS), being the scientific and methodological center of the Siberian Branch of the Russian Academy of Sciences (SB RAS) libraries, initiated work on elaboration of a concept for developing human resources of libraries included in the library system (59 libraries of local library subsystems of Novosibirsk, Buryat, Irkutsk, Kemerovo, Krasnoyarsk, Omsk, Tomsk, Tyumen and Yakutsk scientific centers). The article presents a draft concept proposed for discussion, which provides characteristics of the current situation. The concept defines goals, objectives, principles, directions, mechanisms, organizational and functional structure, targets for the development of human resources potential of SB RAS libraries, as well as vectors of development of SPSTL SB RAS methodological work with the staff of libraries of research institutions. Attention is paid at the development of vertical and horizontal coordination relationships (organizational, functional, methodological and technological), a set of measures is determined that are to ensure the project implementation and the set of goals achievement, lists of librarians’ competencies are proposed. Based the results of the discussion of the document in the library community, elaboration of the strategy for the human resources of SB RAS libraries development is planned, which implementation will increase the efficiency of information support for the scientists and specialists of scientific institutions.

The article is devoted to the review of the effectiveness main indicators to promote library resources and services related to the intended target audience evidently for the State Public Scientific Technological Library of the Siberian Branch of the Russian Academy of Sciences (SPSTL SB RAS) website. To consider a number of indicators for creating a simplified EMO (electronic marketing orientation) model of an organization, the authors attempt to track the ratio of users belonging to the intended target audience, with the overall activity of Russian users.

The article discusses the problem of the sources of M. N. Tikhomirov’s book collection kept at the State Public Scientific Technological Library of SB RAS in Novosibirsk. Based on a codicological approach in studying the manuscript collection it is possible to conclude that a part of the collection was purchased by M. N. Tikhomirov from M. S. Sevastyanov, a book salesman, who was well received by the Old Believer communities of the Baltic Region, Ukraine, Caucasus. On the basis of owner records, pookplates and stamps a part of the book collection is attributed to the archive of Uglich merchants Serebrennikovs, which is already known source of replenishing Tikhomirov’s collection in scientific literature.

The paper describes a role of the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences (Novosibirsk, Russia) in arranging a system of advice and guidance activity in support of work run by libraries of scientific institutions located in Siberian macroregion of the country. The author analyses factors caused decentralization processes in library system of the Siberian Branch of the Russian Academy of Science, presents projects offered by the State Public Scientific and Technical Library of the Siberian Branch of the Russian Academy of Sciences for downsizing proportion of printed documents in libraries' collections and developing workforce capacity in libraries of scientific institutions in conditions of decentralization and digitalization of science.

Academic libraries in the region are organized according to the territorial and departmental principles as components of variously directed in their activities scientific centers of the Siberian Branch of the Russian Academy of Sciences (SB RAS). In the context of transformation of institutional management system, it is important to proceed with information and methodical support, rendered by SPSL SB RAS to SB RAS libraries. Besides, information support of educational and scientific interests of scholars and specialists needs higher level of integration of resources and service technologies for academic, university and regional scientific libraries, and this direction requires comprehension on the part of the library community.

The ILA and DD order processing at RAS libraries and foreign information institutions using computer systems and ILA and DD international standards is examined. The related functionality of SB RAS State Public Scientific and Technological Library is highlighted. The Library made proposals for introducing components of bibliographic records into the ILA and DD order forms.
