DIRECTIONS OF IMPROVEMENT OF RISK MANAGEMENT SYSTEM IN THE FIELD OF LOGISTICS ACTIVITIES

The changeable and unpredictable development of the enterprises’ external environment is one of the appearance causes of various types of business activities' risks, including logistics. The purpose of this article is to develop recommendations on improving the risk management of enterprises’ logistics activities in the context of instability. Achieving this goal requires consideration of the main stages of this process regarding the logistics activities' risks, providing advices on improving the process of risk management of logistics orientation. The article explores the process of analyzing the logistics activities' risks of the enterprise. Proceeding from the theoretical provisions of management and summarizing the practical experience of research in the field of systematic analysis of the enterprises' logistics activities risks, there are traced the organization's peculiarities of such analysis, and the main directions of its further improvement are proposed. All actions in the article, which are related to the analysis of the risk of enterprise logistics activity, are proposed to carry out in a certain sequence in the article. This sequence is given in the form of a structural scheme of systematic analysis of the risks of the enterprise logistics activities. Based on the objectivity of the existence of logistics activities' risks and the need to ensure the rational management of them, the algorithm of the risk management in the enterprise logistics system covers the stages of risks' identification, their qualitative and quantitative assessment, diagnostics, assessment of risk acceptability and application of neutralization measures to unacceptable logistical risks. It is concluded that the logistics activities risks combine different types of risks of all components and elements both in the process of changing material, financial and information flows, as well as in the process of managing the risks arising in the logistics system

The article considers the strategic guidelines of the logistics activities of poultry enterprises. It is noted that the strategies of minimizing logistics costs and investing in the logistics network, maximizing and improving logistics services, maximizing income and profits, increasing the competitive advantages of the enterprise, logistics outsourcing are the most widely used logistics strategies. It is proved that the purpose of creating a logistics system is to harmonize the interests of producers, suppliers and consumers. It is established that an important factor in improving the strategic activities of the enterprise is the introduction of the principles of distribution logistics. This concept involves the use of a systematic approach and integrated planning, as well as management of the entire flow of feed, materials, breeding and commercial poultry products in various areas from suppliers, through manufacturers of breeding and breeding products, distribution centers, to the final individual and corporate consumers of poultry products. The main stages of the business process of integration of a poultry enterprise in the supply chain are schematically shown. The necessity of introduction of new, more progressive forms of service in the process of goods movement can be achieved. The need to use regional distribution centers of poultry enterprises in the supply chain, which will significantly reduce the cost of delivery of their products through the formation of optimal transport batches of products from different manufacturers, its packaging and labeling.

The article analyzes the approaches to the formation of a risk management system in the logistics activities of enterprises. The main principles of risk management are systematized and it is proved that the proposed set of principles can form the basis of risk management process in logistics activities of enterprises and most adequately reflect its essence, and practical implementation of these principles can contribute to the formation of risk management system in logistics activities. To solve the main problems of risk management in the management system of logistics activities of enterprises, taking into account the need to apply the concept of risk management, which will take into account the interests of each link in the logistics chain, we have formed an algorithm for risk management in the logistics system.

Throughout the world, the rule against price fixing is competition law's most important and least controversial prohibition. Yet there is far less consensus than meets the eye on what constitutes price fixing, and prevalent understandings conflict with the teachings of oligopoly theory that supposedly underlie modern competition policy. This book offers a fresh, in-depth exploration of competition law's horizontal agreement requirement, presents a systematic analysis of how best to address the problem of coordinated oligopolistic price elevation, and compares the resulting direct approach to the orthodox prohibition. The book elaborates the relevant benefits and costs of potential solutions, investigates how coordinated price elevation is best detected in light of the error costs associated with different types of proof, and examines appropriate sanctions. Existing literature devotes remarkably little attention to these key subjects and instead concerns itself with limiting penalties to certain sorts of interfirm communications. Challenging conventional wisdom, the book shows how this circumscribed view is less well grounded in the statutes, principles, and precedents of competition law than is a more direct, functional proscription. More important, by comparison to the communications-based prohibition, the book explains how the direct approach targets situations that involve both greater social harm and less risk of chilling desirable behavior—and is also easier to apply.

The article is devoted to the study of evaluative tools used in modern French media in order to form the media image of a representative of the political elite. The techniques used in the creation of a memorial media portrait of Jacques Chirac (1932—2019), President of France from 1995 to 2007 are considered. The research material was the most prestigious French print media of various political orientations, published in late September — early October 2019 in connection with the death of the ex-President of the French Republic. The relevance of the research topic is dictated by the close attention of modern linguistics to axiological phenomena, differently presented in different types of discursive practices. The novelty of the study is due to the appeal to the analysis of the complex of evaluation tools used in the French print media when characterizing the former leader of the state during the nation’s farewell period. The estimated potential of the title of the article and its influence on the formation of the estimated vector of the entire text of the publication are shown. A systematic analysis of the assessment expression means, reflected in the memorial media portrait of the politician, is given. The factors that influenced the peculiarities of their use in this type of media portrait are revealed.

There is a growing recognition that programs that seek to change people’s lives are intervening in complex systems, which puts a particular set of requirements on program monitoring and evaluation. Developing complexity-aware program monitoring and evaluation systems within existing organizations is difficult because they challenge traditional orthodoxy. Little has been written about the practical experience of doing so. This article describes the development of a complexity-aware evaluation approach in the CGIAR Research Program on Aquatic Agricultural Systems. We outline the design and methods used including trend lines, panel data, after action reviews, building and testing theories of change, outcome evidencing and realist synthesis. We identify and describe a set of design principles for developing complexity-aware program monitoring and evaluation. Finally, we discuss important lessons and recommendations for other programs facing similar challenges. These include developing evaluation designs that meet both learning and accountability requirements; making evaluation a part of a program’s overall approach to achieving impact; and, ensuring evaluation cumulatively builds useful theory as to how different types of program trigger change in different contexts.

The article reveals the practical experience of an elementary school teacher in shaping knowledge of different types of speech (types of text) among third-graders: text-description; narration text; text-reasoning. An example of organizing a Russian language lesson to familiarize with the text-reasoning is given. The role of such teaching methods as observing the characteristics of texts of different types, conducting an educational dialogue, and independent work on creating texts of different types is emphasized.

Current trends show that education in the field of project risk management is a very actual topic. Long - term projects, which was realized in 2018, was mainly focused on R&D across the world. Short - term projects, was focused on innovation and improve manufacturing processes. Many projects failed because project managers did not manage project risks. Project managers have less knowledge and skills on how to effectively manage project risks, especially risks in the planning phase of projects. The main aim of this article is to analyze the current state of usage project risk assessment across the world, based on own empirical research, which was provided, by authors in 2018 and 2019 (mainly level of usage project risk management methods, experience and level of education). The research focused on analyzing the current state of project risk assessment among continents. The authors focused on the average level of use qualitative and quantitative project risk analysis by project managers, level of project risk management experience by project managers and complexity of learning in using of qualitative and quantitative project risk management methods and tools.  Some recommendation were established to educate project managers in the field of project risk management.

 The main theoretical and methodological provisions of diagnostics of enterprise logistic activity as a tool of management process are investigated, it provides timely response to problems in organization of the enterprise logistics system and creation of preconditions for increasing the efficiency of its logistic activity. The mechanism of diagnostics of enterprise logistic activity in the form of a complex system, which integrates indicators, methods, special measures and procedures of research of its results in the conditions of various influence factors is proposed, is based on the basic principles of economic diagnostics and aims at achieving the goals of diagnostics. The essence of the main components of the diagnostic mechanism of enterprise logistic activity is revealed, their variety, interdependence and peculiarities of application are shown, that provides complexity and consistency in the study of a wide range of issues of organization and operation of the enterprise logistics system, as well as in evaluating the effectiveness of logistic solutions.
