Value of psychotherapeutic self-control in energy saving at experts of dangerous professions

In article the importance of use of psychotherapeutic actions of self-control by employees of a dangerous profession is stated during the work in emergency situations. The state of health of fighters who before the direction in business trip were trained previously in self-control methods at different stages of performance of a fighting task, with a condition of group of the military personnel who didn’t pass preliminary training in energy saving methods is compared.

ABSTRACTGuinea-Bissau has been regularly described as a ‘narco-state’. Yet, few studies analyse how drug trafficking has evolved here. Based on extensive interviews in Guinea-Bissau over several years, this paper documents the process. It concludes that using the term ‘narco-state’, where much of the state has little or no capacity, is inappropriate. A better approach is to analyse the actions of key players as an elite protection network. In Guinea-Bissau, that network did not act on its own, but relied on a series of ‘entrepreneurs' who operated as an interface between traffickers and the elite. While the military as an institution is often said to be in charge of trafficking, exclusive control by high-ranking military personnel within the elite network only occurred relatively late. Senior soldiers' attempts to provide more than just protection, and to enter the drug market themselves, led to the network's undoing.

The efficiency of meeting the needs of the military personnel of the Armed Forces of Ukraine directly depends on financial planning, which includes: correct identifying of the needs and ensuring timely and efficient use of the funds specified by law. It is determined that the level of financing of the Ukrainian Armed Forces is insufficient and adversely affects the fulfillment of the tasks assigned to them.The article defines the dynamics of defense expenditures from the State Budget of Ukraine, as well as their share of the volume of domestic gross product. A comparative analysis of the structure of budget expenditures of the Ministry of Defense of Ukraine and NATO countries is carried out. It was proved that the current structure of the state budget expenditures does not allow to satisfy fully the needs of the Ministry of Defense of Ukraine and provide military servicemen with their social guarantees.The forecast of financial support of the Armed Forces of Ukraine on general and special funds till 2023 is presented. In course of conducted research, the following scientific methods were used: modeling – to determine the projected financial support for the Armed Forces of Ukraine; economic and statistical – to assess the dynamics of defense expenditures; analysis and synthesis – to find out the reasons for the change in the structure of expenditures; tabular and graphical – to represent the results of the study; abstract-logical – in implementation of theoretical and methodological conclusions.

The article provides an analysis of the problems of the provision of camps in Siberia with personnel and the protection of foreign prisoners of war and internees in the 1945-1950s, which were considered and resolved both at the state and regional levels. Despite the low personnel potential, a systematic under-staffing of the military personnel of the garrison of the convoy troops and private security in 1947-1948 largely these problems were solved. This was made possible thanks to the complex of administrative and educational measures, the reduction of unprofitable and understaffed units, the staffing of the camps with freed up qualified officers, prison guards and civilian employees, the strengthening of military discipline, the combat and service training of personnel, the strengthening of control by political departments and operational departments, and the intensification of intelligence -information activities. It was possible to reduce the number of shoots.

The pompa circensis, the solemn procession that marched to the Circus Maximus on the occasion of the ludi magni, was headed by the boys and young men of the state, those whose fathers had the census equester going on horseback and the others on foot. The object of the procession was, Dionysius says, depending on Fabius for his account, to show to strangers how numerous and powerful were the youths about to come to man's estate. The martial ceremony must have been a stirring preparation for the military service that in early times was the duty of every Roman citizen. There was further preparation for such service at Rome. Cicero tells us that in former times, for a year after the taking of the toga virilis, the young tiro was trained at Rome in exercitatio ludusque campestris. This preliminary training was restored for the young noble by Augustus who felt its importance as a preparation for the military service insisted upon for all who sought political preferment. Indeed, the old tirocinium, as Rostovtzeff has shown, seems to have been lengthened from one to two years.

Relevance. When solving military-professional tasks during the period of reforming the Armed Forces of Russia, military servicemen under contract (sergeants, foremen, privates and sailors) are given a special role, and in a number of units they must replace conscripts.Intention To analize medical and statistical morbidity indicators of military personnel under contract in the Navy and the Land Forces of Russia.Methods. We studied medical reports on the state of health of personnel and medical service activity according to Form 3 / MED of military units, in which about 60% of the total number of servicemen of the Russian Armed Forces served from 2003 to 2018. Morbidity indicators were correlated with the International statistical classification of diseases and related health problems, 10th revision (ICD-10).Results and Discussion. As a rule, the military personnel under contract in the Russian Navy had lower morbidity rates with high dismissal rates. In particular, the indicators were as follows: the average annual overall morbidity rates were (855.0 ± 65.3) and (946.9 ± 49.7) ‰ in the military personnel under contract in the Russian Navy and in the Land Forces of Russia, respectively; primary incidence, (384.8 ± 19.3) and (472.0 ± 22.8) ‰, respectively (p < 0.01); need for follow-up, (92.8 ± 9.9) and (74.3 ± 4.7) ‰, respectively; hospital admission rates, (205.8 ± 39.2) and (235.2 ± 13.2) ‰, respectively; working days lost, (4,038 ± 203) and (3.944 ± 196) ‰, respectively; dismissal rates, (6.82 ± 0.57) and (4.40 ± 0.61) ‰, respectively (p < 0.01); mortality rates, (112.13 ± 9.91) and (111.76 ± 7.80) per 100,000 military personnel under contract. It is possible that this phenomenon was determined by the peculiarities of professional activity, the organization of medical support and the high demands placed on the state of health of the Russian Navy servicemen. A significant part of the leading disease blocks with a share of 0.5% or more in the structure of medical and statistical morbidity indicators, were similar between the military personnel under contract in the Navy of Russia and the Land Forces of Russia. In the structure of the assessed military-epidemiological significance of disease blocks among the military personnel under contract of the Russian Navy, acute infections of the upper respiratory tract (J00– 06 by ICD-10) ranked 1st, diseases of the esophagus, stomach and duodenum (K20–K31) ranked 2nd, followed by injuries involving several areas of the body (T08–T14), head injuries (S00–S09), ischemic heart disease (I20–I25). In the military personnel under contract in the Land Forces of Russia, these were the following diseases, from the most to least significant: acute infections of the upper respiratory tract (J00–J06), injuries involving several areas of the body (T08–T14), head injuries (S00–S09), diseases of the esophagus, stomach and duodenum (K20–K31), and infections of the skin and subcutaneous tissue (L00–L08).Conclusion. Prevention of the leading groups of disaeses will contribute to improving the health status of servicemen under contract, and taking data on morbidity into account will help organize diagnostic and treatment assistance and optimize the personnel and material resources of military medical organizations.

The purpose of the study is to assess the main indicators of health status as well as the structure of overall morbidity of employees of the Ministry of Internal Affairs of Russia in 2015–2019 on the basis of long-term data. Authors compare them with the corresponding indicators of the employees of the Federal Fire Service of the State Fire Service of the EMERCOM of Russia and of the contract servicemen, including officers, of the Armed Forces of the Russian Federation. Materials and research methods. The materials of medical reports on the health status of police officers were analyzed, which contained generalized medical and statistical data on the overall morbidity of all police officers who served in 2015–2019. The comparison of these indicators with the indicators of the employees of the State Fire Service of the Ministry of EMERCOM of Russia and of military personnel under the contract, including officers, of the Armed Forces of the Russian Federation, is made. Research results and their analysis.Analysis of health indicators of police officers for 2014–2019 showed that the effectiveness of preventive measures was quite high: about 90% of employees were classified as "healthy" and "practically healthy"; almost every police officer applied for medical help every year. It was noted that the indicators of the health status of the police officers were similar to those of the military personnel of the Armed Forces and the employees of the State Fire Service of the EMERCOM of Russia. At the same time, the level of general morbidity and mortality was significantly lower among the police officers, in comparison with the military personnel of the Armed Forces, but there were more cases and days of temporary disability. In comparison with the employees of the State Fire Service of the Ministry of EMERCOM of Russia, the police officers had significantly lower "primary access to disability", etc. It is concluded that data on the health status of police officers can serve as a starting point in the work on further improving the system of medical support for police officers.

Relevance. Health maintanance and professional longevity are primary objectives of medical and psychological support for personnel of EMERCOM of Russia. Information about the state of health of military personnel and civilian personnel of rescue military units of Emercom of Russia, as well as military units for radiation, chemical and biological protection was not found in the available literature.Intention. Clarify data on the state of health of military personnel and civilian personnel of rescue military units of Emercom of Russia for developing evidence-based preventive and rehabilitation measures in the future.Methodology. The health status of the personnel of rescue military units of Emercom of Russia was studied on the model of the Federal State-Owned Institution Nevsky Rescue Center of Emercom of Russia (Kolpino, St. Petersburg) based on the results of periodic medical examinations in 2015–2016.Results and Discussion. The overall prevalence of diseases revealed in military and civilian personnel during the annual medical examination was similar, including the main classes of diseases, and averaged 2 diseases per 1 person. The overall prevalence of diseases in the older age group (30–44 years) of military personnel 1.2–1.4-fold (p = 0.021) exceeded that of the younger (18–29) age group of military personnel as well as of both age groups of civilian personnel. No convincing impact of professional experience on the prevalence of diseases was revealed.Conclusion. The levels and structure of pathology revealed during periodic medical examinations in military personnel and civilian personnel of the Nevsky Rescue Center had no statistically significant differences, suggesting the fundamental similarity of the nature and intensity of occupational factors. At the same time, age rather than the duration of professional activities influenced the frequency of the revealed pathology in the studied sample. Weighted indicators of public health over a longer period of time (5+ years) will help eliminate stochastic effects and make reasonable conclusions about the prevalence of diseases in various military rescue specialists.

The paper considers the feasibility of using the methodological tool, in the discipline of physical education is a diary of student self-control. The main task of the educational process in higher education institutions is to supply the state with highly qualified specialists. The directions of construction of a modern higher school should have features of efficiency, perfection, rationality in the choice of ways to implement these plans. The attitude of a young specialist to physical education classes, to an active lifestyle, to additional knowledge that will help determine the functional state of the body and its systems, to determine the state of physical training is one component to the fundamental foundation in the student's mind of fashion for health, healthy life's style. The paper provides views and interpretations of different people about the benefits of time and effort spent on systematic research and recording of other personal data of the student. The main arguments against the introduction of a diary of self-control in the educational process is a busy schedule, the limit of free time, the inaccuracy of the research results. Activation of motives for involvement and introduction of new methods is an integral part of teachers` work. Motivations will help to direct everyone's efforts to a greater positive and responsible attitude of young people to the culture of health. The statistics provided in the work show the critical state of health of Ukrainians, the small percentage of the population involved in physical education and sports. Compared to European countries, Ukraine is really more declarative in this area than practical. To change this state of affairs is a priority for public authorities and teachers of various educational institutions. And it may happen that one of the factors in building a model of a modern educated specialist will be a diary of self-control, which will provide knowledge that will be available in the future.
