Современная горнодобывающая отрасль – это технологически продвинутый сектор, которому нужна квалифицированная рабочая сила. Мировой спрос на соответствующих специалистов ставит перед многими компаниями отрасли сложные задачи, и золотодобывающие компании не является исключением. В статье на основе открытых источников сайтов золотодобывающих компаний РФ сделан анализ действующих практик ряда ведущих компаний золотодобычи по выработке новых моделей организации обучения, переподготовки работников. Показан положительный опыт компаний Полюс и Полиметалл по обучению работников, благодаря чему осуществляется непрерывный процесс создания команды профессионалов, навыки которых помогли им выйти на лидирующие позиции в отрасли. Результаты этого анализа могут быть использованы на различных уровнях организации обучения кадров на предприятиях золотодобывающей сферы. Анализ современных исследований показал малочисленность сведений, раскрывающих специфику обучения работников золотодобывающих компаний, на преодоление этого пробела и направлено наше исследование. С целью определения эффективного опыта золотодобывающих предприятий по выработке новых моделей организации обучения, переподготовки работников в рамках настоящего исследования проведен анализ официальных сайтов ведущих золотодобывающих компаний России – ПАО «Полюс», Компания «Полиметалл», АО Чукотская ГТК», АО «Южуралзолото» ГК «Петропавловск», АО «Павлик», ПАО «Сусманзолото», и ПАО «Селигдар» The modern mining industry is a technologically advanced sector that needs a skilled workforce. The global demand for relevant professionals poses challenges for many companies in the industry, and gold mining companies are no exception. The article analyzes the current practices of a number of leading gold mining companies to develop new models for organizing training and retraining of employees on the basis of open source sites of gold mining companies of the Russian Federation. The positive experience of Polyus and Polymetal companies in training employees is shown, thanks to which a continuous process of creating a team of professionals is carried out, whose skills have helped them to reach a leading position in the industry. The results of this analysis can be used at various levels of organization of personnel training at gold mining enterprises. The analysis of modern research has shown the paucity of information that reveals the specifics of training employees of gold mining companies, and our research is aimed at overcoming this gap. In order to determine the effective experience of gold mining enterprises in developing new models for organizing training and retraining of employees, this study analyzes the official websites of the leading gold mining companies in Russia-PJSC Polyus, Polymetal, JSC Chukotka SCC, JSC Yuzhuralzoloto, Petropavlovsk Group of Companies, JSC Pavlik, PJSC Susmanzoloto, and PJSC Seligdar.»

Implementation of the Decree of the President of the Russian Federation of May 7, 2018, No. 204 “On the national goals and strategic tasks of the development of the Russian Federation for the period up to 2024” assumes that Russia should move from 8th to 5th position in the world for the number of patent applications for inventions during 6 years. The paper analyzes the patent activity of inventors in the field of medicine on the example of spinal neurosurgery. Analysis of patent documents demonstrates that developments in the field of spinal neurosurgery have currently a high potential for commercialization throughout the world. However, domestic developers should pay due attention to the full scope of legal protection of their inventions to take a leading position in the world market.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

The paper deals with the qualification of criminal violations of safety rules in coal mining enterprises in the light of recent changes in Art. 216 and 217 of the Criminal Code of the Russian Federation, as well as the adoption of a new Resolution of the Plenum of Supreme Court of the Russian Federation on violations of safety rules during operations. Firstly, the old and new editions of Art. 216 and 217 of the Criminal Code are compared. After that, the distinctive features of the articles under consideration are examined with the help of the new Plenum Resolution, federal laws and bylaws. Finally, the case law on this issue has been reviewed since 2016 with consideration of specific examples. In the paper, the authors do not address the issues of qualifying violations of safety rules at coal mining enterprises under Art.143 of the Criminal Code as it has not been changed. At the end of the study, the authors formulate the qualification rules taking into account the latest changes, without proposing any changes to the Criminal Code of the Russian Federation and other regulatory legal acts that do not include the Resolution of the Plenum of the Supreme Court, i.e. the results of the study can be used in practice. The problem is that there is a lack of research of the changes we are considering in the Criminal Code of the Russian Federation, and even more in relation to the coal mining industry.

The gold mining industry of the Russian Far East has a great development potential, whose economic growth largely depends on the efficiency of developing a unique mineral resource base. To do this, it is necessary to solve a number of tasks, including the management and organization of economic activities of enterprises engaged in the extraction of placer gold in medium and small volumes. Gold mining companies themselves positively assess the prospects for the development of the industry, despite the preservation of external restrictions imposed by Western countries. At the same time, the current position of the modern gold mining industry is determined not only by the state of the Russian economy, but also by a number of branch features related to the management of gold mining at the enterprise level. At the present time, there are increasing questions about the feasibility of consolidation of small and medium mining enterprises, which will allow them to overcome current trends in the economic development of the industry, by combining their own resources. At the same time, in practice, reverse phenomena are observed, indicating that the industry is segmented and the number of mining companies developing placer deposits is gradually increasing. However, consolidation processes, in the form of integration associations, represent one of the directions of development and effective functioning of Russian gold mining enterprises, therefore they require comprehensive research and remain relevant.

The report reflects the research of two-year practice of using such an instrument of development and attracting investments as Advanced Social and Economic Development Areas (ASEDA) in mono-profile municipal entities of the Russian Federation. The study, which employed the data available from open sources, involves an analysis of 36 operating territories with ASEDA status. The territories were classified according to 1) the number of permitted activities, 2) the time period between the moment of obtaining the ASEDA status and the registration of the first resident, 3) tax preferences granted to the registered residents (regions can set rates within the established range, e.g. 0 to 5% income tax). The paper features formats and methods employed by regional and municipal management teams to attract investors. The author describes experience in preparing the necessary regulatory framework and promoting this status. The research reveals the best practices and explains why some ASED areas fail to reach the parameters declared in the applications. A quantitative and qualitative analysis of 102 registered ASED residents has been carried out. Taking into account the experience of already existing ASED in single-industry towns, the author gives a number of proposals on how to increase the efficiency of work within the framework of the ASED status, as well as on making a number of changes to the current regulatory legal acts controlling the establishment of ASED in singleindustry towns.
