This article notes that problems of incomplete information are particularly salient in the context of mental health. It considers how different nations address economics and mental health in the formulation of mental health policy. It focuses on three key economic phenomena that are central to understanding the allocation of resources to the treatment of mental disorders. These are externalities, methods for efficient rationing of health resources, and incentives for allocating funds across different types of mental health services. This article provides some background on mental disorders and organization of mental health care in different OECD countries. It considers determination of mental health spending as part of health care rationing schemes in various nations. It discusses the role of government and how each country aligns its financing arrangements with stated policy goals of reducing reliance on institutional care for people with mental illnesses. Finally, it offers some concluding observations on mental health policy.

Accepting the argument that the financial means dedicated to health protection are limited, the author of the paper emphasizes the need to use external sources of financing, in this case European Union structural funds. This paper attempts to answer the question of to what extent the sources from the European Regional Development Fund, and the European Social Fund, have influenced, or can influence the improved efficiency of the health protection system in Poland. The paper begins with the fundamental notions of health protection, the levels and forms of the delivery of health services, the subject range of the system (including the catalogue of beneficiaries), and the sources of finance. The most important (in the author’s opinion) current problems related to the organization and financing of health protection are also mentioned. Next, a general description of selected operating programs is presented with the examples of health protection projects financed from the structural funds that have already been implemented. The opportunities to fund these types of projects under the present financial perspective are also indicated. The subject matter of a detailed analysis presented in the paper concerns the Lubuskie province.

Marine biodiversity is controlled by depth, climate, and ocean connectivity. The early Miocene marine fauna of the proto-Mediterranean is particularly important because this is the time when the connection with the Indo-Pacific realm was disrupted , and the marine biodiversity hotspot shifted toward the southeast, marking the onset of a subtropical gradually oligotrophic regime in the proto-Mediterranean Sea. The Mesohellenic basin in particular, at the northern part of the proto-Mediterranean, was located at the intersection with the Paratethys epicontinental sea. Therefore, the fauna in this area was influenced by the conditions in both basins. In this study, we present the mollusc and fish fauna of the Aquitanian Mesohellenic basin and discuss its paleobiogeographic and evolutionary implications. Comparisons and assessment of faunal similarities of the proto-Mediterranean and adjacent provinces is carried out using ordination methods to treat available data from relevant publications and the Paleobiology Database (PBDB).

This research has been co-financed by Greece and the European Union (European Social Fund- ESF) through the Operational Programme “Human Resources Development, Education and Lifelong Learning 2014–2020” in the context of the project “Mollusc and fish migrations in the dynamic environments of the early to middle Miocene in the Mediterranean” (MIS 5047960).

Social and economic transformations that took place in Poland after 1989 brought, besides the obvious benefits, a number of negative consequences such as the unemployment. In order to increase own competitiveness in the demanding labour market, and referring to the progressive development of civilization associated with building the knowledge-based economy, entrepreneurial attitude of an individual person and his interpersonal skills are of paramount importance. In this approach, entrepreneurial individuals should be inclined to acquire new knowledge and have the ability to observe surroundings and recognize emerging opportunities, which could help to improve their educational and occupational qualifications. Free part-time studies at the Pedagogical University in Cracow undoubtedly offer such an opportunity. The article discusses the problematic aspects of motives for choosing a faculty of studies at the Pedagogical University, which are co-financed by the European Union under the European Social Fund and the Human Capital Operational Programme. The research, based on a questionnaire survey developed by the authors of this article, was conducted in June 2011. The research sample comprised of 33 students of the third year of tourism and recreation, and 50 students of the third year of the environmental protection. On the basis of their response, the hierarchy of motives has been made, as well as the analysis of students’ plans regarding their education and career. This article also presents an assessment of entrepreneurial attitudes of students in planning their own careers.
