The essence and indicators of a concept of sustainable development of economy have been considered. Dynamics of an indicator of social and economic development of the region (gross regional product) has been analyzed and the stability indicator has been сalculated. Macroeconomic aspects of unstable development of economy have been revealed through imbalances of inflows and outflows in the two-sector, closed and opened economic systems. The reasons and consequences of disproportions of an economic system have been identified. Measures and directions of state policy in the field of stimulating the development of small and medium-sized businesses, creating a favorable business environment, stimulating export-oriented production, improving migration policies, which will reduce these imbalances, have been proposed. Accounting of regularity of macroeconomic interrelations will allow you to assess a situation of economic systems, and studying of the existing imbalances will promote creation of the mechanism of their regulation.

The search for a methodological basis for economic development that meets the principles of sustainable development, and its transformation into real mechanisms of functioning of socio-economic systems, is an urgent problem of our time. Against this background, in less than 20 years, different concepts have been proclaimed as action programs for the economic development of nations: green, blue and circular economiсs. At the same time, the question about the interrelation of concepts of "green", "blue" and "circular" economics remains unresolved. Are these concepts complementary or alternative? Could they be implemented simultaneously? In what way they contribute to the goals of sustainable development? What is the ability of each of these concepts to put into practice progress towards sustainable development at different levels of socio-ecological and economic systems functioning? This study aims to answer these questions through the study, generalization and critical reflection of the research results of world and domestic scientists on the content and methodological principles that form the basis of green, blue and circular economics concepts. The main features, spheres, key accents and relations of these concepts are investigated in the article. The results of the analysis give grounds to conclude that with the change of "colors" of concepts aimed at ensuring the sustainable economic development, there is a transformation of understanding of the relationship between the economy and nature. There is a movement from an anthropocentrism, which, to some extent, formed the basis of a green economy built on the implementation of green technological solutions, to an understanding of the unity and interdependence of resource movements in the natural and economic system within a circular economy. A new vision of the socio-economic system, which operates on the basis of congruence with nature, changes the model based on human dominance. The proposed solutions are becoming more and more concrete – from the general policy guidelines within the Green Economy to specific mechanisms for the transformation of business models and the use of resources in a circular economics. This illustrates the paradigm shift of economic knowledge, its adaptation for sustainable resource management, policy making and support for institutional change and, in fact, gives reason to hope for the implementation of the idea of sustainable development, i.e. the harmonization of socio-economic processes within the natural constraints.

The problem of economic growth has always been central to the discussions not only of professional economists, but also of politicians and public figures. This issue is of particular urgency for Russia in the period of geopolitical turbulence, which is strengthened by the tendencies of protectionism in international trade. In addition, there is a different dynamics of economic growth, its quality, both in the sectoral and regional sections. In this regard, the analysis of the influence of the main factors contributing to economic growth, qualitative change in the structure of gross domestic product (GDP), gross regional product (GRP), has a significant applied value. Priorities of innovative quality of growth that require large-scale investments are stated in Strategy-2020 and in “Strategy of Social and Economic Development of the Republic of Tatarstan until 2030”.Without assessing the role of the investment resource, it is impossible to determine the strategies for the country's social and economic development, to develop and implement general state, sectoral and regional programs. One approach that makes it possible to quantify the degree of influence of such key factors of economic growth as investments and incomes of the population, including the average monthly wage, is based on the use of econometric models and economic interpretation of the coefficients of the models obtained

The Republic of Belarus is currently moving on to market relations in pursuit of sustainable development. The level and prospects of regional development, as well as various local problems, directly affect the state of the country’s economy. The research features the socio-economic state of one of the regions of the Republic of Belarus in comparison with other entities. The paper describes a factor analysis of the investment development in the region. The authors analyzed the investment potential of the Vitebsk region, assessed its social and economic development, conducted a multidimensional comparative analysis to characterize its economic and social sphere, and rated its districts. The paper introduces a regression model of the effect of investment on the gross regional product and a map of "points" of social and economic development of the districts, together with possible directions of investment development.

The article contains a general comparative study of four strategies of social and economic development: "Inertia", "Renter", "Mobilization", and "Modernization". The context for comparison is explanation of correlation between adaptive features of Russia’s contemporary economic system and particularities of the mentioned strategies with corresponding ways of managing economic development problems. The comparison is based on description of strategies essence, ways and tools to achieve results. Perspectives of achieving strategic purposes as well as expected results of implementation of each strategy are shown. Special comparative study of four strategies on the base of development of competitive markets as one of strategic aims of the Russian government is presented.

The article on the basis of extrapolation of system laws of management of social and economic development illustrates the system reason of the Cobra effect, that is, a situation where, despite the rather attractive goals that managers formulate, the result of the activities of subordinates is opposite to what was intended. The main problem of management is the development of a system of indicators, in which, working on the indicator, employees would change the state in the right direction. The reason for the Cobra effect is the manifestation of systemic patterns of socio-economic development. The main system regularity is the desire of the system for stability and self-preservation. This state of the system is achieved using the least energy-consuming way. It is shown that any worker, realizing system regularities, aspires to stability and self-preservation. Therefore, the employee is always forced to work for achieving the indicator. The article analyzes the manifestation of these laws at the level of enterprises and state. When managers understand these patterns explicitly or covertly, changes in the economic system are moving in the right direction. It is shown that the existing system of target indicators used as indicators to assess the effectiveness of management does not meet the goals and objectives of socio-economic development. At the meso- and macrolevel, absolute, volumetric indicators, such as gross national product and others, reduce the range of benefits to the population. The article defines the vector of change in the system of indicators for assessing the effectiveness of management at the regional and state levels, based on the fact that the key element is the family. At the same time, the targets should be indicators to assess the availability of benefits for households.

Subject. This article explores the changes in the economic development of the Chukotka Autonomous Okrug during the Soviet and post-Soviet periods. Objectives. The article aims to identify trends and features of the socio-economic development of the Chukotka Autonomous Okrug. Methods. For the study, I used the comparative, computational, constructive, and statistical analysis methods. Results. The article reveals key factors in the growth of the Chukotka Autonomous Okrug's gross regional product and the economic challenges to the region. As well, the article considers and proposes some possible options for further socio-economic development of the Okrug. Conclusions. The Okrug's current socio-economic problems are caused by not objective reasons only, but subjective factors, as well.

The research of a condition of peripheral territories is of special interest within formation of a spatial paradigm of development of regional social and economic system. Differentiation of level of social and economic development of peripheral territories is natural process and is subject to complex studying for formation of adequate instruments of management within spatial social and economic policy. In article special attention is paid to formation of system and diagnostic approach for identification of level of social and economic development of territories on the basis of the composite indicator and also to justification and calculation of indicators of unevenness of development of peripheral territories.

This article examines the socio-economic development of monotowns in Kazakhstan on the example of Zhezkazgan city. The authors analyzed the satisfaction of citizens with the living conditions in monotowns, as well as identified the problems of sustainable development and prospects for socio-economic transformation of this region. The results of the study showed that the main problem of a monotown is its dependence on the city-forming enterprise. At the same time, respondents expressed a high desire to migrate to other regions (78% of respondents).

With the rapid economic development and the highlighting environmental issues, more attention has been paid to ecosystem health and ecological safety. Along with the development of the concept of sustainable development, people gradually realized the importance of natural ecosystems. Ecological safety is the basis of sustainable development. It is a necessary condition to build a harmonious and environment friendly society. A healthy ecosystem is the basic guarantee of the realization of human social and economic development. This paper analyzes the relationship between ecosystem health and ecological safety, and finds that there are many connections and differences between them.According to the comparison of indices in the same evaluation model, the differences are analyzed. The paper helps to avoid the confusion between this two terms, and aims to make the goal of environmental management clear.
