Based on a critical analysis of existing scientific papers in the field of assessing the quality of customs services and the activities of customs authorities as a whole, the need to develop a methodological approach to a comprehensive assessment of the quality of customs services has been revealed and substantiated. At the same time, an author’s approach to an integrated assessment of the quality of customs services has been proposed, which includes the principles of assessment, assessment directions, the method for calculating the overall integral quality assessment and specific indicators, which can be used to evaluate each of the directions.

Urgency of the research. In the conditions of instability and uncertainty of the processes that affect people's security and human development, the importance of preventing and avoiding negative environmental impacts highlighted the issue of assessing the human development security. Target setting. The formation of human development security is carried out under the influence of various factors, which are difficult to prevent in a timely manner, but with the help of a comprehensive assessment of this process it becomes possible to develop of a mechanism for anticipating and preventing the losses of human development. Actual scientific researches and issues analysis. The issue of developing methodological support for measuring human development and human security was considered by foreign scientists: Mahbub ul Haq and A. Sen, M. Peleah and A. Ivanov, David A. Hastings and others; and Ukrainian scientists: O. Vlasyuk, T. Ivashchenko, E. Libanova, O. Makarova and O. Gladun and others. Uninvestigated parts of general matters defining. Based on the work of foreign and domestic scientists, the issue of a comprehensive assessment of the human security development process has not been investigated. The research objective. To develop a sequence for the development of a scientific and methodological approach to analytical support for the assessment of human development security. The statement of basic materials. In the article a critical analysis of existing methodological approaches to the assessment of human development and human security was systematized and conducted. The methodical approach to the analytical support for assessing the security of human development, which will provide the most complete measurement of the process, is substantiated. Conclusions. Taking into account the advantages and disadvantages of methodological approaches to the assessing of human development and human security has allowed to form a sequence of development of a scientific and methodological approach to analytical support for assessing the security of human development.

The quality of didactic materials is a source of concern for teachers, users, and educational institutions that offer online education. There is a lack of indicators to help assess the quality of three key types of didactic materials commonly used in online education: didactic units (i.e., materials that contain program contents), didactic guides (i.e., materials that provide information), and additional didactic materials (materials to deepen knowledge). The objective of this article is to present a system of indicators designed to assess the quality of these types of didactic materials and guide their creation process. The system was developed based on a critical analysis of existing models designed to assess the quality of digital didactic materials. The system was validated by 16 international experts in online education, and a trial application of the system assessed five didactic guides and didactic units used by online universities in three different countries. Results of the validation process were triangulated with relevant literature, allowing the authors to make decisions regarding changes to the system in terms of maintaining, reformulating, or removing indicators. The resulting system comprises 43 assessment indicators and serves as a guide for designers, teachers, and users in the creation and selection of didactic materials for use in online education and in the assessment of their quality.

In order to reform and modernize the system of higher education, an important step is to assess the constituent parts of the institutional autonomy of higher education institutions (HEI), which allows, on the basis of a combination of the level of autonomy of higher education systems of countries and their universities, and indicators of the quality of scientific and educational activities of the HEI, to ensure a unified approach to information and analytical assessment of university autonomy in general. This fact proves the necessity of developing a methodological approach to the assessment and management of institutional autonomy of the HEI. The authors carried out a comparative analysis of the models of university autonomy, international and national approaches to the assessment of the components of institutional autonomy such as organizational, personnel, academic and financial. The methodical approach to the evalution of the institutional autonomy of the HEI is developed. The proposed methodological approach is aimed at the formation of an information space for simultaneous comparison and assessment of the level of institutional autonomy of HEI and indicators that affect it. This approach combines the results of grouping the autonomy of higher education systems of the countries and their HEI according to homogeneous groups and the results of calculating the integral indicator of the quality of scientific and educational activity within each component of institutional autonomy, which allows to determine the position of a specific HEI on the level of autonomy in the proposed matrix of recognition of the situation.

The widespread operation of modified algorithm (National Institution of Standard Technology Fingerprint image Quality (NIFQ)) in government applications allow some persons with illegal environment by neglecting the detection of altered fingerprints. By using the fingerprint quality assessment software, it is difficult to find the altered fingerprints, since the quality of image does not degrade. This paper focuses on optimizing the modified NFIQ algorithm by implementing particle swarm optimization (PSO) based on a fingerprint identification system. It can also be helpful in improving the performance by accuracy and robustness for detecting the fingerprint which is altered.

Parallel tiered and dynamic models of the fuzzy inference in expert-diagnostic software systems are considered, which knowledge bases are based on fuzzy rules. Tiered parallel and dynamic fuzzy inference procedures are developed that allow speed up of computations in the software system for evaluating the quality of scientific papers. Evaluations of the effectiveness of parallel tiered and dynamic schemes of computations are constructed with complex dependency graph between blocks of fuzzy Takagi – Sugeno rules. Comparative characteristic of the efficacy of parallel-stacked and dynamic models is carried out.

According to the dominant view, the quality of individual scientific papers can be evaluated by the standard of the journal in which they are published. This paper attempts to demonstrate the limits of this view in the field of economics. According to our main findings, a publication frequently serves as a signal of high professional standards rather than as a source of information; referees and editors frequently reject good papers and accept bad ones; citation indices only partially balance the distortions deriving from the selection process; there are essential “entry costs” to the publication process. Moreover, financial interests of publishers may contradict scientific interests. As long as leading economists do not give voice to their dissatisfaction, there is no hope for any reform of the selection process.

The author describes the project of the expert system, allowing to implement the EBE assessment without the experts’ participation. There is given the comparison of the results of assessments, carried out by experts and by the expert system.

Представлены результаты экспертной оценки качества цитогенетических исследований в лабораториях РФ в системе межлабораторных сличительных испытаний «ФСВОК» в 2018-2019 гг. Обсуждаются наиболее частые причины неудовлетворительных результатов экспертизы и возможные пути улучшения качества цитогенетических исследований. We report the results of quality assessment for preparation of cytogenetic slides and chromosomal analysis in the laboratories of Russian Federation in the system of the interlaboratory comparative examinations “FSVOK” in 2018-2019. Common causes of poor results of assessment and the ways for improvement of quality for cytogenetic investigations are discussed.

The role and importance of the educational migration environment in activating migration movements of the population is described. The main components of the educational migration environment of the population are identified, and their features are outlined. Indicators have been proposed and the conditions for the formation of the educational migration environment of the population have been determined. It is proved that «freedom of knowledge movement» motivates students, teachers and researchers to combine educational and research activities with future employment abroad. The processes of educational migration in the form of cross-border education and academic mobility are presented. The concept of educational migration environment is defined and five main components of its formation are described: quantitative measurement of educational migration potential; quality of the academic environment; motivational conditions; opportunities for universities and industry collaboration in research; institutional conditions in the educational sphere. The list of indicators offered by the Ukrainian statistics is provided for quantitative representation of each component of the educational migration. Based on the method of multidimensional (cluster) analysis, the regional index of formation of educational migration environment is calculated. Using this method allows to move from the assessment of educational migration environment on 28 indicators to the construction of one synthetic indicator. Application of methodical approach allows to see the place of the region by the important parameters of development of the environment of educational migration of the population, to evaluate the attractiveness, opportunities and threats of formation of this environment in the regional dimension. It is proved that the «most favorable» environment in the Carpathian region has the Lviv region (4th place in Ukraine). Other regions of the Ukrainian Carpathians occupy in the ranking the lower places: respectively Ivano-Frankivsk (15th place), Chernivtsi (21st place), Transcarpathian region (24th place).
