Urgency of the research. In the conditions of instability and uncertainty of the processes that affect people's security and human development, the importance of preventing and avoiding negative environmental impacts highlighted the issue of assessing the human development security. Target setting. The formation of human development security is carried out under the influence of various factors, which are difficult to prevent in a timely manner, but with the help of a comprehensive assessment of this process it becomes possible to develop of a mechanism for anticipating and preventing the losses of human development. Actual scientific researches and issues analysis. The issue of developing methodological support for measuring human development and human security was considered by foreign scientists: Mahbub ul Haq and A. Sen, M. Peleah and A. Ivanov, David A. Hastings and others; and Ukrainian scientists: O. Vlasyuk, T. Ivashchenko, E. Libanova, O. Makarova and O. Gladun and others. Uninvestigated parts of general matters defining. Based on the work of foreign and domestic scientists, the issue of a comprehensive assessment of the human security development process has not been investigated. The research objective. To develop a sequence for the development of a scientific and methodological approach to analytical support for the assessment of human development security. The statement of basic materials. In the article a critical analysis of existing methodological approaches to the assessment of human development and human security was systematized and conducted. The methodical approach to the analytical support for assessing the security of human development, which will provide the most complete measurement of the process, is substantiated. Conclusions. Taking into account the advantages and disadvantages of methodological approaches to the assessing of human development and human security has allowed to form a sequence of development of a scientific and methodological approach to analytical support for assessing the security of human development.

Based on a critical analysis of existing scientific papers in the field of assessing the quality of customs services and the activities of customs authorities as a whole, the need to develop a methodological approach to a comprehensive assessment of the quality of customs services has been revealed and substantiated. At the same time, an author’s approach to an integrated assessment of the quality of customs services has been proposed, which includes the principles of assessment, assessment directions, the method for calculating the overall integral quality assessment and specific indicators, which can be used to evaluate each of the directions.

PurposeThe purpose of the paper is to model the modern global practice of social management of human capital – at the state and corporate levels – to determine the perspectives of its optimization and to develop the basic principles of a new methodological approach to social management of human capital, which is preferable in the conditions of social market economy.Design/methodology/approachThe author uses mathematical tools, including correlation and regression analysis. These are applied to determine the influence of each of the 12 indicators for the labor market that are presented as part of The World Economic Forum's (WEF’s) ”The Global Competitiveness Report 2019” on The United Nations Development Programme's (UNDP) Human Development Index. The research objects are countries from each of the four categories of nations, as distinguished by UNDP, in the Human Development Index. By unifying the 2019 data from UNDP and WEF, a data set is formed.FindingsIt is substantiated that in modern economic practice, it is impossible to achieve the “ideal” conditions necessary for applying existing methodological approaches to the social management of human capital, which reduces how effectively current approaches function. Foundation on the existing methods leads to uncertainty as to management of human capital, which is social by 95.14% in 2019. Though the achieved value of the social management of human capital is close to being optimal, it is still not enough to achieve a high level of human development, which was 0.685 on average for the global economy in 2019 and is likely to increase by 31.43% until 2025, for acknowledging the social market status of the modern economy.Originality/valueIt is proven that there is a need for a new, mixed, methodological approach to the social management of human capital, which would optimally combine the best practices of both state and corporate management. The principles for the practical implementation of such an approach are offered, and proposals are developed to substantiate the contribution of this approach to the achievement of the global goals of sustainable development.

The purpose of the article is substantiation of the theoretical and methodological provisions of inclusive rural development and the development of guidelines for assessing social, economic and political changes in rural areas for compliance with the principles of inclusive development. Research methods. As a methodological base for the development of the problem under study, the provisions of the concept of inclusive growth and development, as well as rural development, were used. The research used methods: analysis and synthesis (in the study of the nature and main provisions of inclusive rural development), comparative analysis (in the analysis of methods for developing integrated indices and determining their advantages and disadvantages), statistical methods (for calculating the integral index of inclusive rural development). Research results. The research improves the theoretical and methodological principles of inclusive rural development and develops methodological approaches to its measurement. The proposed methodological approach is based on the measurement of inclusive rural development in two areas: the sectoral dimension, which includes the political, social and economic components of inclusion; a component dimension that assesses inclusion at the level of access, quality and distribution of goods and services. The existing methodological approaches to the development of integrated indices that can be used for measuring inclusive rural development are analyzed. Given the advantages and disadvantages of available methods, as well as the possibility of their application for the purposes of this study, the feasibility of using the method of weighted amounts for integrated assessment of inclusive rural development is justified. The normative approach was used as a method of standardization of indicators. It is established that the lag in the level of inclusive development in rural areas is -0.073 or -11.7% of national indicators. The variation of deviations in the components of sectoral inclusion is higher than in the component inclusion. In the sectoral dimension, the largest deviation of indices compared to national indicators is observed for social inclusion (-0.122 or -16.3%), and the smallest - for political (-0.04 or -6.8%). Variation of deviations from national indicators by types of inequality in access, quality and distribution of goods and services - by component inclusion, has a smaller range: -9.2… -13.2%. Scientific novelty. Theoretical provisions of inclusive rural development are developed and a methodological approach for its assessment is proposed based on the use of a two-dimensional matrix of indicators, which includes three sectoral dimensions (political, social and economic) and three component dimensions of inclusiveness (accessibility, quality and distribution of public goods and services). Practical significance. The developed methodological approach can be used to monitor the program documents implementation in the sustainable development sphere, the implementation of rural development policies and inclusive development. The flexibility of the methodological approach as for using different sets of indicators allows it to be implemented at the UTC level, which is planned to justify and test in the following publications. The paper presents the results of studying the characteristics of paleochannel targets using seismic (3D) and well data based on the use of dynamic attributes. The paper demonstrates methodological approaches to the application of seismic attributes in the pay interval. As a result, the applicability of various attributes for the selection of paleochannels was analyzed. Effective thicknesses of the central channel, identified by attributes, were determined based on the spectral decomposition of the peak frequency. The results obtained are consistent with those obtained using well data based on geostatistical analysis. The methodological approach presented in the paper can be used in various oil and gas regions.

The article analyzes the issues and problems of conducting an economic analysis in order to determine the actual financial condition of enterprises and prevent the possibility of bankruptcy. An assessment of the importance of timely diagnosis of the actual financial condition of an enterprise and of an economic analysis of the financial prerequisites of a possible bankruptcy of an enterprise under current market conditions is made. Also the concept of “bankruptcy” and “insolvency” of the enterprise in accordance with the current legislation of Ukraine are described. As world practice shows, bankruptcy of an enterprise is not an accidental phenomenon, but a consistent pattern which can be detected and eliminated in a timely manner. The most common methodological approach to diagnosing the state and the threat of bankruptcy is the coefficient approach which involves the use of a list of special financial ratios-indicators of an enterprise — relative indicators calculated by comparing certain absolute measures of economic activity with one another. The author reviewed the classical models of economic express analysis of the financial condition of the company to identify possible bankruptcy, developed by American scientists, economists William Beaver and Edward Altman. Depending on the values of indicators of these models, an assessment was made of the degree of proximity of a business entity to bankruptcy. Advantages and disadvantages of using these models in practice in the conditions of a modern market economy taking into account the specifics of the financial situation in Ukraine are described and analyzed. According to the results of the study, a list of measures for the exit of enterprises that are at risk of possible bankruptcy from the current unfavorable situations has been proposed. The author also concluded that further scientific developments on this topic are necessary and will be of interest both among scientists and among the participants of financial and economic relations. Introduction. Effective and stable functioning of agrarian business entities in today's economic environment requires consideration of external threats and risks, which actualizes the need for security management as a multifaceted phenomenon, some aspects of which have not been sufficiently studied. That is why the study of organizational and legal security, and especially the development of methodology for its evaluation is considered urgent and timely. The purpose of the study is to develop a methodological approach to assess the level of organizational and legal security of agrarian business entities. Results. Existing approaches in determining economic security have been investigated in order to substantiate the methodology for evaluating organizational and legal security: functional, indicator, expert, matrix, system, resource and functional. Their advantages and disadvantages are identified. The models of methodological approaches to assessing economic security in terms of types of indicators have been generalized. The author's methodical approach to the assessment of organizational and legal security is proposed as a qualimetric model, which covers 2 components, each of which is decomposed into spheres. The organizational component includes the following: the organizational structure effectiveness, the power hierarchy, the system of powers delegation and the motivation system. The legal component combines: product quality control, sales process, payroll and annual leave, introduction of all forms of reporting, financial discipline, control of environmental standards. The essence of the methodological approach involves peer review on the scale developed. The description of the four ranges is provided for the resulting values (safe state, sufficiently stable, presence of tangible problems, unsatisfactory state) for enterprises with two integral values for organizational and legal components. The relevance of the topic is due to the need to anticipate the risks of sustainable development of the regions of Belarus. Purpose: risk assessment of the sustainable development of the regions of Belarus. Methods – analysis, synthesis, comparisons, rankings, tabular, graphical. Results of work: study of comparative methodological approaches to assessing the risks of sustainable development of regions. Adaptation of methods of regional risk ranking to the plane of their quantitative measurement. Development of a methodological approach to ranking potential threats to spatial development based on average values. Identification of the most significant types of risks that limit the possibilities of sustainable development of territories. Conclusions: the analysis of the literature sources revealed the advantages and disadvantages of methodological approaches to assessing the risks of sustainable development of regions. Structuring and quantitative assessment of the risks of sustainable development of the territories of Belarus allowed us to solve two main tasks: to identify the most problematic areas of development of the regions and rank them based on the identified factors. A register of risks of sustainable spatial development has been compiled, which allows specifying the directions of their prevention in the context of the studied territories.


The article studies modern trends in the development of methodological foundations for assessing the value of enterprises as a component of effective management. The features of the application of each separate methodological approach to assessing the value of enterprises in the assessment process are determined. The characteristic of the generally accepted methodological approaches to assessing the value of enterprises, namely the profitable, costly, comparative approaches by highlighting the advantages and disadvantages of each of them, disclosed the diversity of methods within each approach. It is the presence of the limitations of each approach that sets the vector for the further development of the methodological foundations for assessing the value of enterprises in modern economic market environment. Based on the analysis of recent research by domestic and foreign scientists there is expediency of using the integrated approach as a comprehensive methodological support for the process of assessing the value of enterprises is substantiated; it is a branched system of assessment methods. An algorithm for making decisions when carrying out the procedure for assessing the value of enterprises on the basis of an integrated approach has been developed, which allows you to combine a number of methods of various methodological approaches. This sequence of actions serves as a basic "link" between the stage of choosing methodological tools for assessing the value of enterprises and the stage of its implementation. The growing role of the integrated approach, which is reflected in the number of its application in economic research, this is clearly a positive trend in the development of the methodological foundations of the process of assessing the value of enterprises in modern economic conditions, because it implies obtaining more accurate results when carrying out calculations, and thus allows making the assessment procedure targeted, which corresponds to modern trends in the development of methodological tools for assessing the value of enterprises.

With the growing level of competition in the global and national tourism markets, the issues of assessing the attractiveness and potential of the tourist and recreational sphere of the regions become especially relevant. There are several approaches to solving these problems, each of which has its advantages and disadvantages, a specific information base and options for application in practice. The purpose of the study is to develop methodological frameworks for assessing the potential of the tourist and recreational sphere of the regions in terms of its attractiveness, which will determine the attractiveness of this area for Ukrainian and foreign investors. The article considers the tools for studying the tourist and recreational potential of the regions, which, in contrast to the existing ones, includes an assessment of the attractiveness of the tourist and recreational sphere of the regions; analysis of the contribution of the tourist and recreational sphere to the economy of the regions; identification of the importance of factors influencing the formation and building of the potential of the tourist and recreational sphere of the regions. The methodological approaches to the integrated assessment of the attractiveness of the tourist and recreational sphere of the regions proposed by the author, in contrast to the existing ones, are based on the identification of the resource structure of the attractiveness of the tourist and recreational sphere in terms of four sub-indices (index of cultural attractiveness, index of attractiveness of recreational resources, index of attractiveness of tourist infrastructure and index of investment attractiveness of tourist and recreational sphere) for the development of sound mechanisms of regional marketing in the Ukrainian and foreign markets of the tourist product. The developed methodological approach is based on the use of the parametric method, which due to the ranking of standardized values of the main indicators of the tourist and recreational sphere of the regions, allows determining their place in the national rating of attractiveness. The practical use of the developed approaches will allow ensuring the efficient use of available tourist and recreational resources, increase the investment attractiveness of the territory for Ukrainian and foreign investors identify problems of potential use and create conditions for overcoming them, which will increase the competitiveness of the proposed tourism products, as well as on the basis of problem-based approach to justify the tools for implementing national and regional targeted programs for tourism and recreation. Purpose: to determine the dynamics of diversification processes of the rural economy in modern conditions and the degree of their compliance with global transformational trends. Materials and methods: the methodological basis of this study was dialectical, formal-logical, statistical methods. The main methodological approaches to assess the diversification of rural economy, taking into account foreign experience and domestic developments are considered. Based on the analysis of the advantages and disadvantages of these methods, it was concluded that it is advisable to use the methodology of structural shifts and the Herfindahl index in relation to the indicator “structure of rural population employment by nature of business”. A significant limitation in the development of the methodology for assessing the diversification of rural economy is the lack of full-scale comparable regional statistics in the context of rural areas in our country. Results: the main content of the methodological tools for assessing the level of diversification of rural economy was determined, the analysis of the diversification processes of rural economy of the Russian Federation was carried out on the basis of the author's modification of modern methodological approaches, which, unlike the original versions, were considered in relation to rural areas. Based on the statistical analysis, it is shown that, in general, the transformation processes are coupled with the trends in the development of rural economy of the developed countries of Western Europe. Conclusions: the proposed modified methodological approach makes it possible to assess objectively the level of diversification of rural economy as sufficiently high. At the same time, the share of agricultural activities in rural economic structure remains the highest, but not dominant. Significant structural changes were noted in the manufacturing sector, construction, financial activities, the active growth is observed in the IT industry, which corresponds to modern trends in the digitalization of all spheres of the economy.
