Disproportional development of territories is a common phenomenon. However, the natural asymmetry of regional socio-economic development is necessary, since it is it, that introduces dynamism into the economic and social justification of the allocation of labor resources and obtaining a positive effect from economic activity. In this regard, the main task of state authorities is to prevent particularly acute crisis socio-economic, environmental and other situations in certain territories as the basis for an abnormally high regional imbalance. Spatial imbalances based on the average annual number of employees of economic of the North Caucasian Federal District have been assessed in the article. The analysis of indicators of population employment has allowed us to reveal, that the differences in development trends and proportions between the regions are due to the typology of the regions, to determine the development trends of the regions and to evaluate spatial imbalances in certain types of economic activity.

Foreign researchers are testing Gibrat’s law on the example of firms, regions and countries. The importance of empirical confirmation of this law lies in the fact that it allows us to determine whether the population of a city, region or country as a whole has a common growth path and whether there is single size dependence between them. The relevance of this study is determined by the need to expand the indicators to assess the growth of cities using Gibrat’s law in modern Russian conditions. The purpose of the article is to analyze the feasibility of Gibrat’s law in Russian cities by indicators: population of the city, population density in the city, average annual number of employees in enterprises in the city, average monthly wage in the city, number of enterprises and organizations in the city, as well as to determine the appropriateness of using this law for urban systems of Russia. In the Ural, Siberian and Far Eastern federal districts (2009–2016), in the North-Western, Volga, Siberian and Far Eastern federal districts (2016–2018), the growth rate of cities does not depend on their initial size. Gibrat’s law was confirmed for the following indicators: population density in a city in 2009–2016 in the Siberian Federal District, in 2016–2018 in all federal districts, except for the North Caucasian Federal District; average annual number of employees in a city in the Southern (2003–2009, 2009–2016), Ural (2009–2016), Siberian (2009–2016), Northwestern (2016–2018), North Caucasian (2016–2018) and Far Eastern (2016–2018) federal districts; average monthly salary in the cities of the Siberian Federal District (2009–2016), in the Central, Northwestern and Ural Federal Districts (2016–2018); number of enterprises and organizations in the city in the Southern Federal District (2009–2016), in the North Caucasian, Volga, Ural and Siberian federal districts (2016–2018).

The article considers the concept of economic security in accordance with the provisions of the Strategy for the Economic Security of the Russian Federation for the Period up to 2030. The urgency of the intellectual migration problem for the regions and its influence on the economic potential of the state entity are emphasized. Today, the issues of reducing labor resources and high rates of the growing migration outflow of the population, which threatens the economic security of the region, acquire special significance for the modern research. Ensuring the regional economic security is possible under the condition of purposeful interaction of the forces and means capable of resisting threats, one of which is the migration outflow. There have been analyzed the statistical data of migration processes, of the labor market and the number of registered organizations and enterprises in the region in the case of the Astrakhan region, proved the impact of migration outflow on the innovation and economic security of the region. There are presented the diagrams of the structure of the leaving population aged 14 and older in the regional context of the Southern Federal District in 2019; migration growth of the population aged 14 years and older with higher professional education by the regions of the Southern Federal District in 2019. A graph of the growth rate of inventive activity over 2015-2020 has been illustrated. A diagram of the number of registered organizations, the growth rate of their number, as well as the average annual number of people employed in the economy of the Astrakhan region in 2018-2020 has been built. The correlation analysis of the probabilistic relationship between two variables - the indicators of the innovative sector of the economy and the number of enterprises and organizations in the region - has been carried out. The conclusions show the objectivity of the migration outflow impact as a threat to the economic security of the region, the need to ensure control over intellectual migration.

The deficit of subnational budgets and deceleration capital investments in multiple Russian regions increase the relevance of research aimed at improvement of tax incentivizing practice of the regional investment process. The studies focused on determination of the impact of socioeconomic and institutional factors upon the efficiency of investment tax expenses obtained wide circulation within the foreign scientific literature. The subject of this article is the assessment of sensitivity of the efficiency of regional tax expanses towards investment attractiveness of the types of economic activity carried out by the residents of territories of advanced socioeconomic development, created in the subjects of Far Easter Federal District. The scientific novelty and practical values of this research consists in substantiation of the reasonableness of assessment of investment attractiveness of the types of economic activity that are stimulated by tax incentives. Methodology for assessing investment attractiveness is proposed and tested. The conclusion is made that in case of low investment attractiveness of the type of economic activity, which was planned to support by tax incentives, it is required to conduct and additional analysis to avoid unjustified tax expanses.

Determination of the complete occupational sequence of the site, including investigation of pre-12th century levels which were thoroughly studied by P. Åström since the 1970s, is the main task of the planned project. During the course of the expedition (NSCE11) in spring 2010 a ground-penetrating radar survey (GPR) was carried out at Dromolaxia Vizatzia/Hala Sultan Tekke in Area 6, leading to the discovery of a large Late Cypriote complex. The compound is bordered to the north by a substantial wall, against which nine rooms (so far) could be exposed. Two occupational phases have been verified but there are indications of a third. The suggested functions of the various structures of the most recent phase are: living, working, storage and administration spaces. The rich find contexts point to the production of textiles and metal objects, and the locally produced pottery is generally of a high quality. There are also many imports, mainly from the Mycenaean sphere of culture. The locally produced vessels from Phase 2 include the “Creature krater” which is a masterpiece of a high artistic standard. Another piece of elevated artistry is the piece of a “Warrior vase”.

The most progressive and promising model of spatial organization of food markets of the North Caucasus Russian Theatre is a cluster model. In the proposed methodology of the process approach to develop a structural model of agro-food cluster in the NORTH is cluster analysis. The regional food market as a single system, which combines production, marketing and consumption of foods with a specific hierarchy, is characterized by different relationships and proportions between its components and is an important an indicator of a country's economic development, achieving food security. Disclosure of potential in a market system, its effective use, taking into account regional particularities and specificities of the economy, improvement of the spatial organization and improving the efficiency of such a complex system as the regional food market is impossible without knowledge of its essence, principles of formation and operation. In this connection there was a need to develop modern methods of research, evaluation, analysis, improvement of structure and functional organisation of the regional food markets as an important factor for the socio-economic development the country. The novelty of the research lies in the fact that the clustering of agribusiness implemented taking into account the peculiarities of regional AIC on the basis of strategic management zones: industrial, conventional and organic. To determine the effectiveness of the cluster algorithm of its evaluation, which is based on the criteria of usefulness and survival in the conditions of the cluster in the region, which are defined using evaluation scales and weights the main factors utility and survival in the cluster.
