The article considers the concept of economic security in accordance with the provisions of the Strategy for the Economic Security of the Russian Federation for the Period up to 2030. The urgency of the intellectual migration problem for the regions and its influence on the economic potential of the state entity are emphasized. Today, the issues of reducing labor resources and high rates of the growing migration outflow of the population, which threatens the economic security of the region, acquire special significance for the modern research. Ensuring the regional economic security is possible under the condition of purposeful interaction of the forces and means capable of resisting threats, one of which is the migration outflow. There have been analyzed the statistical data of migration processes, of the labor market and the number of registered organizations and enterprises in the region in the case of the Astrakhan region, proved the impact of migration outflow on the innovation and economic security of the region. There are presented the diagrams of the structure of the leaving population aged 14 and older in the regional context of the Southern Federal District in 2019; migration growth of the population aged 14 years and older with higher professional education by the regions of the Southern Federal District in 2019. A graph of the growth rate of inventive activity over 2015-2020 has been illustrated. A diagram of the number of registered organizations, the growth rate of their number, as well as the average annual number of people employed in the economy of the Astrakhan region in 2018-2020 has been built. The correlation analysis of the probabilistic relationship between two variables - the indicators of the innovative sector of the economy and the number of enterprises and organizations in the region - has been carried out. The conclusions show the objectivity of the migration outflow impact as a threat to the economic security of the region, the need to ensure control over intellectual migration.

The master’s degree program is the third level of higher professional education and is available after obtaining a bachelor’s or specialist’s degree. It provides an opportunity to gain deeper knowledge in a specific field and can be useful for a successful career in many areas of activity, as well as opens the way to scientific and teaching activities. Awareness of the importance of obtaining a master’s degree by a University graduate largely depends on their expectations about possible career growth and the level of future income. Therefore, the question of a quantitative a priori assessment of the impact of the master’s degree on the level of wages, taking into account the available alternatives, seems relevant. The article considers the impact of master’s education on the salary level for the period from 2014 to 2018, and calculates a quantitative a priori assessment of this impact, taking into account certain factors such as the federal district of residence, age, etc. The study was based on data from the Russian monitoring of the economic situation and health of the population of the HSE - RLMS for the period 2014-2018. It showed that successful completion of a master’s degree directly affects the level of wages. Also, the master’s program has a small but positive time effect and has the greatest impact on wages in technologically and socially developed Federal districts. The main contribution of the work to the knowledge of the subject of research was a comprehensive study of the position of master’s education, as well as determining its impact on wages, with the calculation of a quantitative a priori assessment in various simulated situations.

Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The purpose of this article is to investigate the current state and dynamics of technical, energy capacities, labor resources and wages in Ukrainian agricultural enterprises, the impact of these indicators on efficiency of agricultural production, indicators of development and competitiveness of products on the domestic and foreign markets. The moral and physical deterioration of the equipment available at the farms is determined, which does not contribute to the increase of labor productivity and to obtaining consistently high economic results. On the basis of the dynamics of the analyzed statistical data, the problem of providing agricultural producers with labor resources was confirmed against the background of deepening of depopulation processes in the countryside, which led to the deterioration of quantitative and qualitative characteristics of human resources. Indicators of development and production rates of the agro-industrial complex of Ukraine have been investigated, that showed a low level of innovation implementation. Mathematical formalization of the relationship between the dynamics of changes in the gross value added indicators and the volume of sales of agricultural products is carried out. Based on the analysis of innovative activity indicators in the agricultural sector of Ukraine and the consistent assessment of the adequacy of linear and nonlinear pair equations, the model specification is presented, which is presented in the form of linear pair regression, which confirms the existence of a direct link between changes in the volume of sales in the agrarian sector.

On the rural side, it appears that the job potential in the agricultural economy has reached saturation level that leads to large-scale migration of workforce from rural to urban areas adding woes and strain to over-stressed civic infrastructure. Millions of unemployed young people, especially those from rural and semi-urban backgrounds who have not been able to access higher/professional education but who are oriented towards white-collar jobs, is driven to despair because they cannot find a job. It calls for the need for entrepreneurial ventures among the unemployed youth to encourage self-employment. In this context, this study aims at understanding the impact of Agricultural Employment Development Programmes offered by RUDSETI. Moreover, the study analyses how RUDSETI was able to motivate, instil technical knowledge, management skills, resource management, and handhold trainees even after starting their own agricultural business. For the study, the purposive sampling method was applied to collect the primary data from the trainees at RUDSETI. Descriptive method of research was adopted. The result of study states that training programme was key factor to start and successful running of their business. The hypothesis testing also proved positive that RUDSETI is acting as a catalyst towards growth and sustaining of the Agricultural sector.

The article analyzes the impact of demographic processes on the economic security of Sumy region. The main characteristics of economic security of the region are highlighted. It is noted that the population of the country is a kind of foundation through which all types of national security, including economic, have their practical application. The following demographic characteristics of the population are analyzed, such as birth rate, death rate, sex and age structure, quantity, migration, which determine the available labor potential of the region and significantly affect the formation of economic security in the region. The negative tendency of reduction of the available population of the region is established. The sex composition of the population is insignificantly, but women predominate. The natural increase in the population of the region is a negative indicator, which indicates a decrease in the population of the region. Negative dynamics is characteristic of the marriage rate. Divorce is growing in the region. All this indicates the decline of the institution of the family, which in turn will affect the birth rate. With regard to migration growth (reduction) in general, it should be noted that this indicator is also negative, so the number of arrivals is less than the number of departures. But the exception is interstate migration, which is characterized by positive dynamics for the region. The region is dominated by the working age population, which is positive for economic security. At the same time, the share of people of retirement age is greater than children. In order to solve demographic problems and improve the economic security of the region, measures should be implemented at the regional level (except national ones) to increase the birth rate, support the development of medical institutions to reduce mortality, which will increase natural population growth. Considerable attention should be paid to the development of the production sphere and the sphere of services in order to reduce migration flows from the region and provide available labor resources with jobs, taking into account the gender and age structure. It is necessary to improve the socio-economic living conditions of the population, which will stimulate the migration flow of the population. These events will contribute to the stable and gradual development of the demographic component of economic security of Sumy region.

The paper examines the phenomenon of profes-sional identity as a tool for intensifying labor capital. Professional identity implies the orientation of an individual to the constant development of profes-sional qualities, which over time provides the econ-omy with highly qualified personnel. However, in modern Russian realities, many factors complicate the formation of professional identity, including those at the stage of acquiring higher professional education. The results of the sociological study of the state of professional identity of university stu-dents in Ufa revealed some problems in the for-mation of ideas about the profession (specialty) and the motivation for its choice. So, at the time of enter-ing a university, young people often have a superfi-cial idea of the chosen specialty, they do not have a process of professional determination. The motiva-tion for the professional choice of students is equal-ly rational and irrational, with every fourth student choosing a specialty under the influence of random factors. The study also showed that the role of the institution of secondary general education in the process of professional self-determination is not of prevailing importance, while in developed countries the school is the primary element of the vocational guidance system. Based on the analysis of the data presented, it is necessary to make managerial deci-sions in the field of career guidance in Russia, and measures of career guidance work with students at school are proposed.
