В статье рассматриваются механизмы внедрения цифровых платформ при управлении муниципальной собственностью, возникающие при этом преимущества и недостатки. Цель статьи заключается в выявлении характерных механизмов внедрения цифровых платформ в работу муниципальной власти по управлению городской собственностью. Научная новизна состоит в определении образующихся экономических отношений при оцифровке имущества и оценке важности анализа информации по цифровому изменению при публичном управлении муниципальной собственностью. Сделан вывод о необходимости увеличения темпов внедрения механизмов цифровизации процессов управления муниципальной собственностью. Практическая значимость состоит в возможности использования полученных результатов местными органами власти при формировании годового бюджета в условиях необходимости выделения денежных средств на внедрение цифровых платформ. The article describes the mechanisms for implementing digital platforms when managing municipal property, the advantages and disadvantages. The purpose of the article is to identify characteristic mechanisms for introducing digital platforms into the work of the municipal government in managing urban property. The novelty of the article consists in determining the resulting economic relations in the digitization of property and the importance of analyzing information on digital change in the public management of municipal property. Analyzing their course, the author concludes that it is necessary to increase the pace of implementation of mechanisms for digitalization of property management processes. The data given in the article can be used by local authorities in the formation of the annual budget in the conditions of the need to allocate funds for the implementation of digital platforms.

Исследование автора основано на необходимости применения цифровизации в процессах по управлению муниципальной собственностью, как это происходит в разных странах являющимися лидерами в развитии муниципалитетов. Статья преследует цели показать необходимость применения современных процессов в управлении городской собственностью, необходимость доверять людям, проживающим в границах города и которые хотят, чтобы местные органы власти прислушивались к их мнению. The relevance of the topic of the article studied by the author is undeniable.The author's study is based on the need to apply digitalization in municipal property management processes, as is the case in different countries as leaders in the development of municipalities. The article aims to show the need to apply modern processes in the management of urban property, the need to trust people living within the boundaries of the city and who want local authorities to listen to their opinions.

The article is devoted to the study of conceptual foundations of the Agile management, the need and prospects for implementing its methods in the sphere of public authorities. Systemic shortcomings of traditional governance in public authorities hinder the effective, prompt solution of important tasks of local socio-economic development and the country as a whole, and do not respond quickly to changes in the external environment. Now, during the period of active transformation of social, economic, political systems caused by the COVID 19 pandemic, the speed and quality of digitalization of all processes play a significant role. In the future, such changes will only deepen, covering all areas of socio-economic relations. Emphasis is placed on the processes of reforming the sphere of public administration and local self-government, in particular in terms of digitalization of public administration elements. The analysis of preconditions of active use of flexible methods of management in the public sphere is carried out. The introduction of the Agile technologies to project-oriented structures of public authorities is argued. The essence and practical aspects of effective application of Scrum methodology are considered, and the scheme of its introduction to work of bodies of regional management and local government is offered. The article analyzes the experience of practical application of the Agile approach in the public sector in some countries of the world (such as Great Britain, USA, Australia) and defines the basis for further «State Agile» development in Ukraine. The relevance of further the Agile approach popularization in public administration is confirmed by the need for changes in public-management relations, and prospects for the public digitalization in the following areas such as: development and implementation of a strategy for digital transformation of regions; implementations of digital solutions for increasing the public authorities' efficiency; ensuring electronic interaction between national, regional and local registries; digital democracy development, and so on.

O IPTU tem destaque na receita tributária dos municípios de grande e médio porte, contudo não é fácil o poder público municipal ter o controle no recolhimento, devido à necessidade de organização, falta do controle no cadastramento dos imóveis e a constante atualização do valor venal. O presente trabalho possui o objetivo geral de descrever o recolhimento do Imposto Predial e Territorial Urbano no município de Quixadá entre 2011 a 2015. Metodologicamente, a pesquisa se desenvolveu pelo método indutivo, análise qualitativa e quantitativa de dados, quanto aos objetivos específicos à pesquisa se caracteriza como descritiva. O delineamento utilizado para a coleta de dados é caraterizado como bibliográfica e documental. Ao decorrer deste trabalho teve-se como resultado que: no período de cinco anos ocorreu um crescimento em média de 28,27% a.a., no recolhimento do IPTU. O aumento do recolhimento atribui-se ao esforço por parte da Gestão Pública em mecanismos mais eficientes para o cumprimento da meta arrecadatória e pela implementação da planta genérica. Conclui-se que apesar de ter um crescimento entre os exercícios analisados, existe uma defasagem no cadastramento de imóveis, o que gera uma redução de recolhimento do recolhimento do imposto. COLLECTION AND TAXATION: ANALYSIS OF THE COLLECTION OF PROPERTY TAX IN THE MUNICIPALITY OF QUIXADÁ FROM 2011 TO 2015 ABSTRACT Property tax has featured in the tax revenue of large and medium-sized cities, yet it is not easy the municipal government to have control in the payment due to the need of organization, lack of control in the registration of real estate and the constant updating of market value. The present work has the general objective of describing the collection of the Urban Land and Territorial Tax in the municipality of Quixadá between 2011 and 2015. Methodologically, the research was developed by the inductive method, qualitative and quantitative data analysis, regarding the specific objectives of the research characterized as descriptive. The design used for the collection of data is characterized as bibliographical and documentary. In the course of this work, the result was that: in the period of five years there was an average growth of 28.27% per year in the collection of the IPTU. The increase in collection is attributed to the efforts of the Public Management in more efficient mechanisms for meeting the collection target and the implementation of the generic plant. It is concluded that despite having an increase between the years analyzed, there is a delay in the registration of real estate, which generates a reduction of tax collection.

ResumoEsta pesquisa tem como objetivo analisar os planos diretores elaborados e implementados no município de Belém, Estado do Pará, com ênfase nos períodos pós-constituinte (1988), passando pelo Estatuto da Cidade (2001) e Estatuto da Metrópole (2015), para verificar se estes instrumentos públicos foram realmente utilizados pela administração pública como instrumento de gestão e planejamento ou se apenas corresponderam ao atendimento de formalidade legal, com o fim de abster-se de crime de responsabilidade na gestão pública. A pesquisa foi realizada utilizando como método, a pesquisa bibliográfica e análise documental, abrangendo a elaboração dos dois Planos Diretores do Município de Belém, aprovado sem 1993 e em 2008, destacando um recorte de três mandatos eletivos distintos. Posteriormente, realiza-se uma análise comparativa do Plano Diretor e Plano Plurianual (PPA), com a Lei de Diretrizes Orçamentárias (LDO) e a Lei do Orçamento Anual (LOA), sob a ótica da execução orçamentária no município de Belém e sua aplicabilidade nas Ações Programáticas de cada governo, abordando os aspectos do saneamento ambiental, mobilidade e acessibilidade do transporte público e habitação social urbana. Conclui-se que os Planos Diretores e os demais instrumentos públicos PPA, LDO e LOA, não guardam sintonia entre si e comprometem a sustentabilidade da gestão pública, apresentando-se desconectados frente aos Programas e Planos municipais elaborados e suas reais execuções, frente às suas disponibilidades orçamentárias. AbstractThis research aims to analyze the master plans developed and implemented in the municipality of Belém, State of Pará, with an emphasis on the post-constituent periods (1988), including the City Statute (2001) and the Metropolis Statute (2015), to verify whether these public instruments were used by the public administration as an instrument of management and planning or if they are mere legal formalities, in order to abstain from a crime of responsibility in public management. The research was carried out using bibliographic research and documentary analysis as a method, covering the elaboration of the two Urban Development Plans carried out by the Municipality of Belém in 1993 and in 2008, highlighting a section of three distinct elective mandates. Subsequently, a comparative analysis of the Master Plan and Pluriannual Plan (PPA) is performed, with the Budget Guidelines Law (LDO) and the Annual Budget Law (LOA), analyzing them from the perspective of budget execution in the municipality of Belém and its applicability in the Programmatic Actions of each government, addressing aspects of environmental sanitation, mobility and accessibility of public transport and urban social housing. It is concluded that the Master Plans and the other public instruments PPA, LDO and LOA, are not in tune with each other and compromise the sustainability of public management, presenting themselves disconnected from the Municipal Programs and Plans elaborated and their real executions, facing their budgetary availability.

For academics and professionals, knowledge management has been widely known as a core agenda and has been recognized as one of the most important sources of competitive advantage. Managing knowledge to achieve organizational performance is not only crucial for private sector institutions, but it is significant for the public sector institutions as well. Since the study of knowledge management in the public sector is still in its infancy, this study is aimed at investigating the relationship between knowledge management processes and competitive advantages in local authorities in Malaysia to raise the awareness of the importance of managing organizational knowledge, particularly in the public sector. For this study, the data was collected from selected Heads of Departments in 42 institutions of local authorities in Peninsular Malaysia and yielded 82 usable responses. The analysis suggests that all six knowledge management processes (knowledge creation, capture, organization, storage, dissemination, and application) have a strong relationship with competitive advantage. This study is expected to raise awareness and provide initial guidelines to local authorities as knowledge-intensive institutions to formulate strategies on how to manage the knowledge management processes within the organization.

The paper considers the prerequisites and general trends in the development of local government in Russia during the Provisional Government and the issue of participation of the organized public in the reform activities of the Provisional Government, aimed at reorganizing the system of local government. The victory of the February Revolution raised the question of how the government in the center and in the localities will work. Provisional Government took a course towards building an updated system of municipal government and indicated this in the Declaration of March 3, 1917. On March 23 Counsel on the reform of local government and administration under the Ministry of the Interior was formed. It was engaged in legal support of the local government reform. Experienced zemstvo and city actors, as well as notable representatives of the scientific community, took part in the work of the Counsel, thanks to which the Provisional Government managed to achieve certain success in the formation of the beginnings of a new Russian civil society, built on a system of full-fledged realization of the rights and freedoms of citizens through local authorities. However, due to the slowness and certain actual problems, the reorganization was not finished.

The article analyzes the features of the communicative and managerial process during the implementation of economic relations in local authorities. The meaningful concept of communication and the specifics of its functioning in the system of public administration are revealed. The basic principles, features, key tasks and functions of communications in the implementation of economic relations at the basic levels of government are described. Specific differences in the functioning of the system of modern communicative activity in public administration and at the basic level of government have been clarified. The information and communication system of local authorities is analyzed. The process of formation of internal organizational communications and their key forms used in the implementation of economic relations in the system of public administration are considered. The legislative and normative base of public administration bodies and state authorities in the implementation of communication tasks and functions has been studied and analyzed. The main stages of institutionalization of communicative relations between the government and the public are considered. The list of criteria for assessing communication processes in the implementation of economic relations between state institutions and public administration bodies, between the authorities and representatives of business structures, between the authorities, population and representatives of the public sector.

Purpose The purpose of this paper is to explore the emic theme of “unqualified social work” as part of the process of property management in a self-described “letting agency with a difference” in Edinburgh, set in the context of the rapid expansion of the private rented sector. Design/methodology/approach The paper is based upon ethnographic data from participant observation in a letting agency and unstructured interviews with their employees. Findings The paper suggests that the shift in Scotland in terms of the provision of housing and housing-related services from the public sector to the private rented sector in recent decades has engendered new social and economic relations in which property managers become “unqualified social workers”. Practical implications The paper aims to exemplify how anthropology and ethnographic research may contribute to the understanding of the private rented sector and of property management. Originality/value The paper aims to contribute to the wider literature on the private rented sector by foregrounding the role of the property manager. The paper also brings an analysis derived from the anthropology of ethics to an ethnographic understanding of property management and the private rented sector.

AbstractBusiness intelligence (BI) has become a priority for destination management organizations (DMOs) that have implemented solutions to improve their decision-making and data management processes. However, not all BI initiatives have fulfilled the expectations. This paper presents an analysis of a series of interviews with DMOs in Spain, offering a snapshot of their satisfaction with BI and the relationship between these applications and decision making at destinations. The results suggests that one of the reasons for failure is the lack of understanding of the critical factors that define the success of BI applications. Moreover, the findings offer a novel vision of how destinations are progressively leveraging the opportunities that advanced data analysis offers, but also reveal why managers find manifold difficulties in implementing these systems. These results pose several implications for DMOs.
