A study of methodological problems related to the relationship of strategic planning documents of the federal level, developed within the framework of the target plan on sectoral and territorial principles, was carried out. The norms of the body of regulatory legal acts of the federal level adopted within the framework of the goal in the process of strategic planning of socio-economic development of territories, including the annual message of the President of the Russian Federation to the Federal Assembly of theRussian Federation, the strategy of socio-economic development of the Russian Federation, the strategy of national security of the Russian Federation and the strategy of scientific and technological development of the Russian Federation, were considered. The specifics of the Messages of the President of the Russian Federation to the Federal Assembly of the Russian Federation as documents defining budget policy and requirements for it were revealed. The provisions of Federal Law No. 172 “On Strategic Planning” devoted to the “Strategy for the Socio-Economic Development of the Russian Federation” were analyzed. The consequences of the non-adoption of this document at the present stage have been analyzed. It is argued that methodological implications include the lack of a systematic link between strategic planning documents, the necessary statistical development of core resource indicators across the country and across regions, which affects the quality of strategic planning documents, and the effectiveness of their implementation. It is determined that spatial strategy, being an independent direction of strategic planning, should be “horizontally” consistent with strategic planning documents of an industry nature, and“vertically” with strategic spatial (territorial) planning documents formed at both the regional and municipal levels. A number of theoretical and methodological provisions have been identified and systematized, reflecting the systemic relationship of strategic planning documents adopted within the framework of the goal. It is argued that the factors influencing the formation and implementation of State policies for regional development and directly related to strategic planning include not only the characteristics of the federal structure, geopolitical, geodesic, socio-cultural factors, but also a significant difference in the levels of regional socio-economic development and territorial population.

The analysis of methodological problems of interrelation of the documents of strategic planning of the federal level, developed within the framework of goal-setting according to the sectoral and territorial principles, is directly linked to the issues of settlement. The article considers the norms of the corpus of federal regulatory legal acts adopted within the framework of goal-setting in the process of strategic planning of socio-economic development of territories, which includes the provisions of the norms of the Strategy of Socio-economic Development of the Russian Federation, Federal Law No. 172 “On Strategic Planning”, the Urban Planning Code of the Russian Federation, the Resolutions of the Government of the Russian Federation related to the role of local self-government bodies in the implementation of the settlement policy as a factor of socio-economic development of territories. The specifics of the federal policy of territorial development of the regions, which is based on the participation of not only the federal center, but also the state bodies of the regional level of the vertical of power, are revealed. It is argued that the existing “vertical” of public administration does not include an imperative function in relation to the local authorities, which are not assigned the responsibility of developing strategies for the socio-economic development of the municipality. It is determined that, in methodological terms, such consequences should include the need to differentiate measures of state support for municipal territorial entities, regional typologization of settlements when considering budget and urban development policies. The problems related to the legal nature of the federal district in relation to the nature and powers in the field of strategic planning of the constituent entities of the Russian Federation are identified. The subject. The article shows the approaches to the process of creating and realizing strategiesof socio-economic development of the largest cities in the Russian Federation. Thestrategies of socio-economic development of the largest cities have been fundamental inthe formation of such city agglomerations as “Big Volgograd” (Volgograd), “Big Rostov”(Rostov), Zhigulevskaya agglomeration (Samara), Nizhegorodskaya agglomeration (NizhnyNovgorod), Chelyabinsk city agglomeration (Chelyabinsk) and these strategies contain themain ways of development which go far beyond the competence of local importance.The purpose. The article addresses the problems that arise in the process of creating strategiesof socio-economic development of the largest cities including the extent of powerbetween public authorities of different levels.The methodology. The systematic approach, methods of formal and comparative analysisof law as well as synthesis are used in the article.Results. Before the adoption of Federal Law “On the Strategic Planning in the Russian Federation”(further down the article 172-FZ) strategic planning was unsystematic and therewere no unitary law-based approaches towards the drafting process of strategic planningdocuments. After the adoption of 172-FZ the situation has not dramatically changed.The analysis of strategic planning in the largest cities shows the lack of unitary approachestowards the drafting process of strategic planning documents, the definitions of missionand strategic goals of development, the assessment of largest cities importance in the contextof over-regional, regional and internal city area development. Also, the peculiarities ofterritorial planning and budgetary process in municipal establishments are not taken intoconsideration.

Economic basis existing in the Russian Federation was formed in the 1990s, but it was developing and finally took shape in the early 2000s. It was the political struggle for its implementation that determined the form, structure and nature of the modern political superstructure. As shown by the experience of recent years, the formed basis and superstructure are not intended to carry out in-depth socio-economic reforms in Russia. At the same time, Western total Jesuit Russophobia, the growing power and the number of global challenges, as well as insufficient socio-economic development of the Russian Federation, necessitate fundamental changes. In this regard, the authors provide justification for the need and explore possible ways to modernize the existing political superstructure in the Russian Federation in order to create conditions that provide a powerful and effective Russia's response to the global challenges of the nearest future.

The article is devoted to the examination of the problems of providing support for ecological safety of the Arctic zone of the Russian Federation when genomic technologies are being implemented. Relying on the results of the analysis of core documents of the state strategic planning, normative legal acts, programs and plans defining strategic determinations of socio-economic development of the Arctic zone, as well as normative legal acts regulating genomic technologies, the authors determine the main threats (risks) to ensuring ecological safety of the region, analyze potential economic and environmental possibilities for the application of certain genomic technologies with due regard to the vulnerable ecosystem of the Arctic.

State of matter: The vital activity of society through the enrichment of its en-trepreneurial part, with the a priori assumption is as soon as it is enriched, universal prosperity will immediately come at all times served by a legalized open (pro-grammed) “direction” with a personification and violent character. When conducting business activities - open (program) management, which was called "management". The concern of managers about the imperfection of the “rule” method and the power, which is a form of its expression, has led to the emergence of unique ideas about “strategic planning”. This concept was introduced in the Federal Law of the Russian Federation dated June 28, 2014 N 172 “On Strategic Planning in the Russian Federation”. However, in the adopted law the proposals by unknown authors about “strategic planning” turned out to be connected with serious semantic conflicts regarding its essence, content and form. Results: As a result of the analysis of the essence, content and form of the cate-gory “planning” and the category «strategic», it was found that the phrase «strategic planning» cannot include «goal-setting, forecasting, planning and programming of socio-economic development», since «planning» is an integral part of «board» and «management (board)», and the combination of «goal-setting, forecasting and pro-gramming of socio-economic development» has nothing to do with the content of the concept of «strategic». In this regard, «strategic planning» can only be considered as a «doctrine of the preliminary distribution of all available forces and means for their best location and use, ensuring the realization of the formulated goal at a given time interval and the solution at this interval, taking into account the real conditions set for its achievement tasks», which is fully consistent with the essence, content and form of the category «plan». The scope of the results: The results can be widely used in practice in a con-stantly changing objective reality. Conclusions: In the real constantly changing environment of being, only the legalized method of “managing” with its characteristic closed functional and organizational structures can ensure the creation of conditions for extracting the most useful properties from any property.

To date, the Russian Federation has created and is actively developing a system of strategic planning of socio-economic development, including subjects, objects, strategic documents, tools, regulatory and methodological framework, as well as a number of other elements. Despite the institutional formation, there are still quite a few problems in this system, especially at the regional level. The subjects of the Russian Federation have strategic documents at their level, the purpose of which is the socio-economic development of the region. Despite this, the quality of strategic documents is not always at a high level. First of all, the quality of strategic documents is influenced by a set of tools that allow you to achieve your goals and objectives. Within the framework of this study, a method of correlation and regression analysis is proposed in the system of strategic planning tools at the stage of determining priority areas.

In modern conditions, implementation of sustainable progressive movement of the country by carrying out large-scale structural changes can be realized only on the basis of a centralized identification of areas, goals, priorities of socio-economic development, as well as indicators of strategies, programs and plans interconnected at all levels of the country's national economy management. Methodologically the article is based on dialectical method of scientific knowledge, as well as systemic and institutional approaches. Scientific periodicals (monographs, scientific articles, etc.) and official documents of legislative and executive authorities of the Russian Federation on the issues of state strategic and long-term planning in Russia and the USSR were used as an information and analytical base. The article dwells on the following issues: 1) as a result of analysis of domestic and foreign literary sources, as well as regulatory and methodological guidelines in the field of state strategic planning, its main shortcomings were identified. According to the authors, these include: dissemination of program-targeted management methods not only into all spheres of socio-economic development, but also to the areas of budget allocations, the lack of sufficient information base of calculations; 2) methodological approach (stages, sequence of work, methods and procedures) to elaborating state programs for the economic development of the country, industries and regions is proposed; 3) application of the methods of hierarchies analysis (MHA) and network modeling (NPM) as the main methods for developing state programs is substantiated; 4) proposals on the composition and structure of the information base for calculating indicators of state programs are given.

The adoption of the Strategy for the Spatial Development of the Russian Federation marked a new stage in the development of the practice of territorial strategizing. However, the lack of terminological clarity is one of the factors limiting the potential of this institution. Thus, the sustainability of socio-economic development, which is somehow present as the main goal in most territorial strategies, raises a number of questions. Taking into account the accumulated domestic and world experience, there are several interpretations of this concept: sustainability as stable rates of economic growth; sustainability as a concept developed at the UNO, requiring a balanced account of the environmental, social and economic components of social development; resistance to counteraction to various challenges and shocks. This article attempts to outline the main problems that arise due to the lack of clarity in the “dilution” of these concepts. In the world scientific literature and practice, the territorial potential for resilience to disasters has long been described by the concept of “resilience”, the content of which is considered in the paper.

The article considers the potential of linking the methodology and tools of competition policy with the main mechanisms of strategic management planning aimed at achieving the priority goals of the state, including the processes of goal setting, forecasting and planning the socio-economic development of the Russian Federation and the positive dynamics of its competitiveness. The article analyzes the trends and highlights the principles of deployment of the process of forming a systemic springboard of competition institutions as an element of state economic policy. Special attention is paid to a new spatial strategy containing proposals to counteract inter-regional imbalances and mitigate imbalances in the socio-economic conditions of individual regions. The main trends and problems of development of the national economic space are analyzed. The role of the human factor as a leading specific factor in competitive relations is emphasized. The author analyzes regional development imbalances that are systemic in nature and, of course, have a negative impact on markets and the quality of their competitive environment, as well as macroeconomic indicators. The role of transport infrastructure in reducing the level of interregional differentiation in the socio-economic development of the subjects of the Russian Federation and stimulating competitive relations is updated. The assessment of the level of competition development in the country is given; the work carried out by the state at all hierarchical levels of the economy in the field of competition development, including the influence of the state on business activity. There are two main directions of activation of competitive relations in the framework of strategic planning: methodological and organizational and economic.

Purpose:the purpose of the study is to determine the main directions and conceptual approaches to modernizing analytical and computer support for the planning of strategic development of socio-economic systems on a national scale in the framework of improving the methodology of strategic planning in a digital transformation of the economy and management.Methods:the issues of improving the tools of strategic planning of socio-economic development are studied in the framework of a system approach to analyzing the construction and functioning of the state management mechanism in the context of active formation of the information society infrastructure and to evaluating of the impact of digital technologies on the content of management tasks in the process of co-evolution of objects and subjects of management in large-scale organizational systems.Results:the article deals with current problems and key tasks of modernization of scientific and methodological, informational and analytical support of state strategic management of socio-economic development. The trends of the evolution of objects and subjects of management in the conditions of the digital transformation of the information society are investigated. The institutional bases for the construction and operation of the strategic planning system of the Russian Federation are characterized. A block diagram of a complex of heterogeneous models of strategic planning of socio-economic development is given. Design solutions are proposed for building the architecture and developing a prototype of the computer support system for the scenario modeling technology when developing multi-level strategic decisions for planning socio-economic development in the emerging infrastructure of the digital economy is presented.Conclusions and Relevance:the study showed the importance and relevance of modernization of the methodological and analytical support of the strategic planning system of the Russian Federation, which takes into account the main consequences and requirements of the creation and distribution of digital technologies in various areas of society. The most important characteristics of innovative changes in the structure and content of strategic planning tasks, the solution of which is associated with the unification of the format of quantitative and qualitative assessments in the digital development management environment, are identified. Standardization of technologies for collecting, transmitting, storing and processing large amounts of data allows you to build computer software for the multi-level system of state strategic planning based on an open service-oriented architecture. The main direction of further research and development in the creation of an analytical platform to support strategic planning of socio-economic development can be the creation of a mathematical apparatus and software products for processing and analyzing large amounts of personalized information about the functioning of economic and social agents to identify and assess their potentials and priorities. This will allow to increase the degree of justification and consistency of planned decisions and regulatory measures developed by the state in the field of planning socio-economic development and ensuring the national security of the Russian Federation.
