Introduction. The existing methodology of personnel training determines the requirements for the competencies of future specialists, but the methods for determining the number of trained specialists are based either on the readiness of educational institutions for the quality management of the educational process, or are limited to the level of a motor transport enterprise, and do not take into account the regional needs of the labor market. The system of personnel training for the regional road transport complex is unbalanced in relation to the needs of this complex. This is due to the urgency of developing an enlarged methodology for determining the needs of the region’s motor transport complex (ATCR) in specialists with specialized education.Materials and methods. The paper uses the method of questioning economic entities engaged in road transport activities not only as the main focus, but also as an auxiliary one. The survey is aimed at determining the share of employees of motor transport enterprises and departments of various industries, taking into account the level of specialized education. The provisions of the theory of technical operation of cars and methods of mathematical statistics are used in the work.Results. The main result of the work is an enlarged methodology for determining the needs of the motor transport complex for specialists with specialized education, which differs from the known ones in that it takes into account the quantitative characteristics of personnel, taking into account the level of education in the economic entities of the region of various organizational and legal forms. These results represent the scientific novelty of the study. The structural characteristics of the personnel are determined, the corresponding algorithm is developed. The comparative values of labor productivity of specialists with specialized motor transport education are given.Discussion and conclusions. The methodological tools for determining the needs of the regional motor transport complex in specialists with specialized education have been developed, which allows overcoming the existing imbalance between the system of personnel training for the regional motor transport complex and the needs of this complex. The application of the results of the work will increase the validity of the state task for the training of specialists in the motor transport profile in the regions, increase the efficiency of using budget funds and public funds for educational activities.

The article defines the quantitative staff characteristics of road transport and vehicles of economic entities of various organizational and legal forms and departmental subordination. The dependences of the personnel number on the vehicles number were obtained, which made it possible to determine the need for the motor complex of the Orenburg region in labor resources, also the share of road transport workers in the total structure of the working population was determined. The work establishes the values of the staffing characteristics of motor transport enterprises, taking into account the levels of education and forms of ownership, which made it possible to determine the need for the motor transport complex of the Orenburg region in personnel.

Развитие технологий автономного автотранспорта является одним из приоритетов в технологическом развитии Российской Федерации. Несмотря на прогресс в данной сфере, вряд ли можно говорить о значимых успехах России во внедрении использования автономного транспорта на дорогах общего пользования. В основе данного исследования лежит утверждение, что правовой режим является либо катализатором, либо замедляющим фактором развития сферы автономного автотранспорта. Цель исследования – провести анализ правовых норм в сфере тестирования и эксплуатации автономного автотранспорта в Европе. Авторы полагают, что исследуемые европейские страны имеют достаточно проработанную нормативную базу в данной сфере, поэтому их опыт может быть полезен в разработке и модификации российской правовой базы для регулирования отношений в сфере использования автономного автотранспорта. Задачи исследования: а) определить нормативную базу, связанную с регулированием отношений по тестированию и эксплуатации автономных транспортных средств; б) выявить позицию лидирующих европейских стран, связанную с вопросами необходимости регулирования таких отношений; в) оценить перспективы возможности заимствования положительной практики регулирования рассматриваемой сферы общественных отношений в правовую действительность Российской Федерации. Методологической основой исследования послужили диалектический метод познания, общенаучные методы абстрагирования, анализа и синтеза, а также специальные юридические методы (сравнительно-правовой, логико-юридический и др.). В статье делается вывод, что в процессе создания нормативно правовой базы власти стремятся детально урегулировать исследуемую область общественных отношений. Рассмотренные страны имеют практически схожую модель регулирования, с жёсткими нормативными рамками. Авторы полагают, что некоторые ограничения являются неблагоприятными для развития сектора цифровой экономики. Тем не менее, опыт европейских стран может быть использован в России в первую очередь для определения проблемных точек регулирования и организации контроля за тестированием и использованием автономного автотранспорта. The development of unmanned (autonomous) vehicle technologies is one of the strategic priorities of the Russian Federation. Despite a great deal of attention to this area, one can hardly speak of any significant success of Russia in introducing the use of autonomous vehicles on public roads. This study is based on the assumption that the legal regime is a catalyst or a deterrent to the development of autonomous motor transport or a deterrent to the development of the autonomous motor transport sector. The aim of the study is to analyze the legal norms in the field of testing and operation of autonomous road transport in Europe. The authors believe that the studied European countries have a sufficiently developed regulatory system in this area; therefore, their experience can be useful in developing and modifying the Russian legal framework to regulate the use of autonomous road transport. The objectives of the study are as follows: a) to define the regulatory framework related to the regulation of relations in the testing and operation of autonomous vehicles; b) to identify the position of the leading European countries related to the issues of the need for regulation and its limits; c) to assess the prospects for the possibility of taking the positive practice of regulation of the considered sphere of social relations into the legal reality of the Russian Federation. The dialectical method of cognition, general scientific methods of abstraction, analysis and synthesis, as well as special legal methods (comparative legal, logical-legal, etc.) served as the methodological basis for the research. The article concludes that in the process of creating a legal system the authorities seek to regulate in detail the area of public relations under study. The countries under study have almost similar model of regulation with rigid normative frameworks. The authors believe that some restrictions are unfavorable for the development of digital economy sectors. Nevertheless, the experience of European countries can be used in Russia first of all to identify problem points of regulation and organization of control over testing and use of autonomous motor vehicles.

The European Roadmap towards the production of electricity from nuclear fusion foresees the potential availability of nuclear fusion power plants (NFPPs) in the second half of this century. The possible penetration of that technology, typically addressed by using the global energy system EUROFusion TIMES Model (ETM), will depend, among other aspects, on its costs compared to those of the other available technologies for electricity production, and on the future electricity demand. This paper focuses on the ongoing electrification process of the transport sector, with special attention devoted to road transport. A survey on the present and forthcoming technologies, as foreseen by several manufacturers and other models, and an international vehicle database are taken into account to develop the new road transport module, then implemented and harmonized inside ETM. Following three different storylines, the computed results are presented in terms of the evolution of the road transport demand in the next decades, fleet composition and CO 2 emissions. The ETM results are in line with many other studies. On one hand, they highlight, for the European road transport energy consumption pattern, the need for dramatic changes in the transport market, if the most ambitious environmental goals are to be pursued. On the other hand, the results also show that NFPP adoption on a commercial scale could be justified within the current projection of the investment costs, if the deep penetration of electricity in the road transport sector also occurs.

The problem of reducing CO2 emissions from transport, a major contributor to the greenhouse effect, has become a growing concern for the scientific community and various international committees monitoring climate change. Energy savings in the transport sector are a key factor towards rational management of oil reserves, while new trends in the automotive market have already been established, supported by research on efficient and environmentally-friendly technologies and alternative fuels to face fossil fuel dependency. The road transport sector is an important part for most developed economies but also a major source of pollutant emissions. In this framework, this paper focuses on transport emissions along the main road axis in Greece, connecting the country’s two largest urban areas, during the years 2008-2014, a period of prolonged recession. Based on traffic data collected at the toll stations along the highway, greenhouse gas and pollutant emissions were calculated using the COPERT4 emission estimation tool. According to the results, a sharp fall in emissions is observed largely due to traffic volume reductions, but also due to a prevailing trend for larger displacement vehicles and technologically improved vehicles with better environmental standards.

To meet current targets for greenhouse gas emissions in Europe, emissions, especially those originating from the road transport sector, need to be reduced. Plans are to achieve this goal by substituting fossil fuel vehicles with electric vehicles (EVs). This article first discusses conceptually the impact of an increasing share of EVs on the electricity grid and suitable locations for charging stations with examples from a Case Study in Lower Bavaria. Secondly, the impact of purchase subsidies on EV purchases in Germany, a high-income country characterized by an important automotive industry and an increasing share of private vehicles is examined. To achieve this, yearly information on EV purchases were analyzed by applying the Synthetic Control Method. Combining data from different sources including the European Alternative Fuels Observatory, Eurostat, and the European Automobile Manufacturers' Association, an overall picture was developed. Results indicate a difference between private, semi-public, and public charging infrastructures. Its spatial distribution does not correspond to a specific development strategy. Moreover, EV subsidies have a limited effect in Germany when controlling for market size. Limiting the discussion to a trade-off between subsidizing infrastructures or EV purchases obviates the multidimensionality of the problem as neither of them may be sufficient to accelerate the transition per se. Furthermore, if electricity provided for EVs comes mainly from fossil carriers, the changes in the road transport sector will not yield the expected emission reductions. The transition towards renewables is directly intertwined with the effects of EVs on emission reductions in the road transport sector.
