With the rapid development of network technology and digital construction, the era of "Internet +" has come, and "MOOCs" has brought a new revolution to education circles. The Open University, which takes modern distance education as its basic education model, has put forward higher requirements for its teachers' competence. This paper analyzes the difficulties of teachers' competence under the impact of "Internet +" in order to improve the development of teachers' competence in local Open University.

Abstract. The key of Open University construction is the teachers’ team building, and the teachers’ professional development is the most important part. Open University teachers’ professional development has not fit for our teaching requirements any more. The rapid development of information society put forward some severe challenges to Open University teachers’ professional development. Under the view of philosophy of technology, fit for the request of the new situation, It must have some progress on Open University teachers’ professional development: first, to improve the professional academic level; second, to improve the teaching skills; third, to improve the information technology. Those three parts constitute connotation of professional distance education teachers. In the deep analysis the difference between Open University teachers’ professional development and the reality, base on this reason, they offered a good plan, which we hopefully can enhance, the Open University teachers’ professional level, and also can improve the distance education quality.

The impact of COVID-19 pandemic on education models was mainly through the expansion of technology use in the different educational programs. Earlier impact of COVID-19 was manifested in the complete and sudden transition to distance education regardless of institution preparedness status. Gradually, many institutions are moving back to on-campus face-to-face education. However, others including all higher education institutions in Iraq are adopting the hybrid education model. This report presents part of the end of semester evaluation survey conducted at the University of Baghdad College of Pharmacy for the Spring 2021 semester. The survey aims to address points of strength and weakness associated with the hybrid education model and specifically the virtual content delivery aspect of hybrid education. The outcomes of the end of semester evaluation will shape a better experience for upcoming years and guide distance education implantation in the program.

Although the rapid development of the modern distance education, there is still some shortcomings. In order to overcome these shortcomings and use a large number of data in these remote teaching sites effectively, it is necessary for the introduction of data mining technology to the modern remote education system. The paper introduced distance education system based on Web mining, and how data mining of these distance education website.Modern distance education is the common trend of the development of education in the world. With the development and application of satellite and cable TV, as well as a variety of electronic communications technology, especially with the advancement of the global computer network and multimedia technology, many universities have established distance education platforms. Because of a large number of students, we are relative lack of educational resources nowadays. For this reason, our country is actively developing modern distance education and integrating the various types of educational resources by advanced information technology and educational technology.

The Covid-19 pandemic has wholly changed all aspects of life, including the learning system in higher education. So that the learning process must be carried out with a total distance education model, in its implementation, it is not accompanied by good planning. The main purpose of this study is to describe and examine the differences in the experiences of lecturers and students in carrying out the learning process with the distance education model as the impact of the Covid-19 Pandemic. This research was conducted using a descriptive quantitative approach and a different test. The research instrument is a questionnaire designed based on distance education theory. The measurement scale uses a Likert scale (1=strongly disagree to 5=strongly agree). Data were collected through surveys to lecturers and students. Due to the Covid-19 pandemic, the questionnaire was designed in a Google Form and distributed through the WhatsApp Group of colleagues at several Islamic Universities in Indonesia. The number of respondents collected was N=527 (n=123 lecturers and n=404 students). Before data analysis, data were edited, and the result was that all data were declared valid. Data analysis used the Categorization Index and a different test with the Independent-Samples Kolmogorov-Smirnov Test approach. The results of the descriptive research show that the learning process using the distance education model, from the experience of the lecturers, is stated to be less effective and even tends to be ineffective. Student experience also shows the same thing, which is less effective, and the small number of many students say it is effective. The difference in experience in the learning process with the distance education model between lecturers and students is different. This difference is caused by the habit between lecturers and students using information technology devices as a medium in distance education that is not the same.

Distance education has recently achieved rapid development in providing classes virtually. In this systematic review, the researchers examined previous studies that dealt with distance education for students with learning disabilities. Four bibliographic databases (EBSCO, ProQuest, SAGE Journals, and Google Scholar) were searched systematically in October 2020, using pre-defined keywords so that the studies pertained to distance education of students with learning disabilities from the year 2000 until 2020. Through the analysed studies, important topics emerged, such as the impact of distance education on students’ achievements, their emotional and social wellbeing, and the role of the family, in addition to the related uses of augmented reality and distance education applications. The results also showed that distance education, including blended learning, not only involves a change in the educational approach but also assumes a new educational method through which personalisation can be made. Furthermore, they showed that the student is the core of the educational process, and distance education is achievable for students with learning disabilities. The study recommended designing educational platforms in a comprehensive manner to suit the individual and collective needs of learners, as well as providing specialised courses to train students with learning disabilities in the necessary technical skills so they can succeed in distance education.

With the rapid development of computer network technology and digital technology, distance education has been entered the stage of digital, intelligent and personalized. The new network technology provided more channel to delivering the newest teaching information and knowledge. In this paper ,the long-distance education system is based on the Microsoft's Windows Media technology solutions and main on the application of ASP technology and SQL Server technology to achieve the dynamic web management, courseware online player and the ID management etc. This paper also focus on the technology of making the streaming media courseware and synchronization. As a result, we can use the Windows Media Encoder to record the teaching scene, capture the screen, audio and video, and achieve the self-made courseware can synchronization with the PowerPoint document.

This paper describes how the Open University, as a large distance education institution, has used the Internet to transform the learning environment for distance students. We review the process involved in understanding the requirements of distance education students and how they can be supported via the Internet. We describe the tools developed in our Internet-based implementation and how they address the needs of geographically remote learners: electronic student registration, electronic assignment handling, electronic tutorial sessions, and electronic examinations. The paper reflects on the impact of this implementation and the gains in using the Internet for global distance learners, realised in flexible study practices and efficient communiqués.
