Countries seek to use the knowledge and capital of the private sector to minimise the gap between the transport infrastructure needs and the capacity of their budgets. A form of private investor involvement is usually a public-private partnership PPP. However, success in implementing the PPP projects requires appropriate economic, legal and institutional conditions. The article presents results of research aimed at identifying the PPP success factors in Poland and assessing the strength of impact of individual factors on the implementation of projects. An analysis of the subject literature was carried out, based on which the success factors were determined. Next, econometric modelling methods were applied (correlation and regression), which were used to measure the degree of correlation between the variables and showed the relationships of variables to each other.

Introduction. The active use of the institution of public-private partnership (PPP) allows us to distinguish PPP from the totality of financial and economic relations between the state and the private sector based on the principles of equality and freedom of PPP participants, stability of the agreement and its flexibility, responsibility of the parties, competitiveness, non-interference, incentive and guarantees, retribution.The research hypothesis. The algorithm for selecting and assessing the effectiveness of projects in the road transport market to select the most effective form of financing with the participation of the state and the private sector will create conditions for attracting private investment in the development of transport infrastructure on the basis of public-private partnership.The purpose of this article is to improve the system of public-private partnership in the market of road transport services.The methodology of the study: expert, statistical, comparative, factor and scenario analysis; empirical data analysis using grouping, generalization methods.Results. An algorithm for selection and evaluation of the efficiency of projects in the sphere of the road service market to select the most effective form of financing with the participation of the state and the private sector has been proposed and tested, in particular: four alternative options for project financing to select the optimal one (state order, life cycle contract (LCС) without extra-budgetary financing, LCС with extra-budgetary financing, concession agreement); clarification of the methodology for evaluation of commercial, socio-economic and budgetary indicators of the road service market.Conclusions. Theoretical provisions developing the methodological basis of public-private partnership were formulated, including: the concept of public-private partnership was defined and its main principles were highlighted; classification of PPP forms and models was proposed taking into account the existing world and national practice; methodological tools for evaluation of PPP projects efficiency were improved.

This paper aims to identify the Critical Success Factors (CSFs) of Public Private Partnership (PPP) in hydropower secter of Nepal. The study was based on a survey of 141 experts and practitioners involved in private and public hydropower projects. The study revealed that project technical feasibility, favorable legal framework, good governance, transparent procurement process and macro-economic stability were identified as most CSFs of PPPs. The comparative analysis of rank, found that among the 21 CSFs, four factors: macro-economic condition, employment opportunities, government’s technical support and government’s managerial support were considered equally important CSFs by the public and private sector respondents. It is concluded that for the success of PPPs in hydropower sector, the concerned authorities should use private sector more efficiently, specially for the technical support and government for devising favorable legal framework for the PPP projects. This study offers some insights on CSFs for policy makers concerning the successful implementation of PPPs in hydropower sector. Transport infrastructure is not currently the domain of activity of solely the public sector. Governments entrust the provision of services or realization of investment tasks to private entities and the form of involvement of private investors may be the public-private partnership PPP. Successful implementation of the PPP projects requires appropriate economic, legal, institutional and social conditions. The article identifies these determinants based on the literature on the subject and then their analysis in relation to conditions of operation and market development of the PPP projects in the area of transport infrastructure in Poland. The analysis covered the years 2009-2018 and was conducted against the background of development of the PPP market in selected EU countries.

Public-private partnership (PPP) in the conditions of the set strategic tasks by the President of the Russian Federation until 2030 can become one of the sources of attracting financial resources for implementation of the large-scale projects. In this regard, it is relevant to systematize the forms of PPPs and the scope of their application. Based on a study of different views on the essence of PPP, as well as taking into account the development of public administration in Russia, the author proposed the use of public-public-private partnership as a form of development of cooperation between the state, private business and society. The polyformism of PPPs is reflected in the presented classification. Based on the analysis of PPP development in the regional context, hypothesis on the correlation between the level of PPP and the socio-economic development of the subject of the Russian Federation was confirmed.

Purpose The purpose of this paper is analysis of Green and Lean Six Sigma, based on the success factors in its use through a well thought-out literature review, is being planned; a framework has been integrated in a productive manner with the Green and Lean and Six Sigma methods so as to incorporate and actualize the execution. Design/methodology/approach The methodology consists of comparative investigation of Green, Lean management and Six Sigma using open written work, essential analysis at data and master experience of the researchers. To achieve this goal, a significant review of the existing literature of the subject area has been done to prepare a framework in view of the critical success factors. A study was arranged and flowed survey from various businesses utilizing John’s Macintosh Project (JMP) statistical software. Findings The paper establishes the distinguishing proof of five success factors with their situational importance and shows that the integrated Green and Lean Six Sigma can drive the organizations to optimize their resources and cost of services or productions. Practical implications A Green and Lean Six Sigma organization would take profits by the use of the proposed framework in an alternate extent of organizations should be dynamic. The organizations should assess their shortcomings and qualities, set needs and perceive objectives for fruitful implementation. Originality/value Suggestions are being made regarding thoughts and methods that would constitute a Green and Lean Six Sigma organization. The suggested framework compare the method for improvements that may occur in organizations while implementation of the Green and Lean management or Six Sigma.

In the initial stages of the adoption and institutionalization of Public-Private Partnerships (PPPs), national governments of transitional economies have accepted, developed, and organized Public-Private Partnerships with varying degrees of success. This study aims to investigate the critical success factors (CSFs) influencing the establishment of a sustainable Public-Private Partnership in transition conditions. In the first part of the paper, based on an extensive review of the literature, previous studies and relevant results in this field are presented as a background for this research. In the second part of this article, the survey used a factor analysis, which, with the application of the Principal Component Analysis and Varimax method with Kaiser normalization, has extracted four CSFs: (1) the establishment of a central PPP unit—knowledge center; (2) the establishment of a compatible legal/regulatory framework; (3) development of national PPP policies and strategies; and (4) standardization and transparency of the process. In the concluding remarks, the authors address the perspectives and methodological research constraints, examining possibilities to develop new knowledge and more efficient Public-Private Partnership implementation in the developing PPP markets of transitional economies.
