The report focuses on assessing the advantages and disadvantages of night distribution in selected European cities. The first chapter is focused on projects focused on night distribution of goods in the city centre. The second chapter deals with a more detailed analyses of night distribution in some countries of the European Union. It shows concrete example, a solution for night distribution, which can be applied to our Slovak cities. Even in Slovakia, it has to deal with the issue in view of the constantly increase the number and the duration of traffic accidents not only in Bratislava, but also in all regional cities.

The article researches the scenarios for the future development of the EU by 2025 proposed by the European Commission. The white paper on the future of EU looks at how Europe will change in the next decade, from the impact of new technologies on society and jobs, to doubts about globalization, security concerns and the rise of populism. The European Commission emphasizes that the Europe’s role as a positive global force is more important today than ever. However, under the pressure of global competition the United Europe’s place in the world and its economic weight are shrinking, which is a solid foundation for preserving the unity of the Union for the sake of achieving greater. On the contrary, the most desirable scenario, as can be seen from the speech by the President of the European Commission, is to give the European Union a greater amount of power, resources and decision-making powers. As a result, cooperation between the EU-27 Member States will deepen in all areas than ever before. The White Paper outlines ve main scenarios («Carrying on», «Nothing but the single market», «Those who want more do more», «Doing less more e ciently», «Doing much more together»), each of them provides an opportunity to look at the possible state of a airs in the Union by 2025, depending on the choice that the EU will make by 2019. In the opinion of Jean-Claude Juncker, the most negative scenario of the EU development, and therefore extremely undesirable, is to bring its goals to purely economic, focusing the Union’s activities on the development of a single internal market and ensuring its uninterrupted functioning («Nothing but the single market» scenario). Based on data from the European Commission the author shows and brie y describes the key advantages and disadvantages of each of the scenarios. The common features of these scenarios are outlined: rst, they all come from the fact that the United Kingdom withdraws from the EU; secondly, none of them doubts the need to preserve the euro as common currency and the Schengen zone, thirdly, neither the scenarios refers to further EU enlargement. Since none of the proposed scenarios provides for the complete disintegration of the EU, that is, the disappearance of it as a geopolitical actor, it is concluded that in the strategic perspective all the outlined models of the EU’s future development suit Ukraine. Moreover, the steps recently proposed by the President of Ukraine and the European Parliament for deepening the economic integration of Ukraine with the EU and its association with the Schengen area also does not contradict any of the scenarios.

ABSTRACTThe traditional open-air markets on the central squares of Danish cities were thriving in the middle of the nineteenth century. However, the markets were soon challenged by new urban ideals of the city centre as a place for shopping and capital investment. At the same time, urban reformers made efforts to improve the market trade to meet modern standards. The rivalling interests struggled over the question of modernization or relocation of the central square markets and ultimately the definition and use of the central urban space. In particular, this article will examine the struggle over the construction of a fish market hall in Odense as it serves to reveal the different conceptions of the central urban space that affected the fate of the street markets.

The article analyzes the city's logistics development strategies and its public transport, especially bus traffic. Statistical analysis of all road transport in the European Union (EU) has been carried out. The most important reasons for the tragic road accidents in Poland have been mixed up. Key elements of active safety and passive safety of buses and road safety were analyzed. Characterized key indicators of road safety in the EU and the probability of bus incidents. The impact on the ecology of the city of road transport was analyzed in terms of the significance of exhaust emissions of various bus designs and emissions of other pollutants.

AbstractAir pollution is one of the most important global sustainability and health challenges. In response to this, the European Union (EU) initiated with its Directive 2008/50/EC a new era of (urban) air quality management (UAQM) and introduced air quality plans and short term action plans as major formal planning instruments. However, these efforts still fail to achieve their target. Independently, sustainability transitions research emerged as a major science field, suggesting urban transition management (UTM) as an effective governance and planning approach for steering transformative urban change. Hence, the overall query this paper puts forward is, whether UAQM could be enhanced by UTM? This leads to an empirical and a conceptual question: 1) How transformative is current UAQM, i.e. how does it contribute to a transition process? 2) How could UAQM and UTM be combined to create an ‘urban air quality transition management’? Drawing on a conceptual discussion of both frameworks, an explorative case study of UAQM in the EU and the City of Aachen (Germany) reveals that UAQM and UTM seem to have many similarities at a superficial level, but differ significantly in detail. They are mostly complementary because each approach has its own strengths and weaknesses, so that neither of them could achieve the targeted transition alone. Future research should therefore focus on comparative transformative research in ‘urban air quality transition management labs’ to develop integrated approaches. Policy should both legally facilitate such experiments and deliver sufficient funding for enhanced UAQM in general.

The article aims to present the benefits and costs for the SADC member countries of the conclusion of EPA and of the implementation of trade liberalisation thereunder, in the light of their trade relations with the European Union. The hypothesis adopted is that for the majority of the SADC countries entering into the agreement will involve improved access for their products to the EU market. The assessment of the advantages and disadvantages of the conclusion of an EPA will take account of a situation in which the countries of the region would not sign an EPA: how their customs status would change and whether it would affect the conditions of trade with the European Union.

This paper investigates different measures of corporate tax burden ranging from the most basic ones such as the statutory tax rate to the effective tax rates. Each of these measures has advantages and disadvantages and they may lead to different rankings of countries. One of the reasons lies the fact that they measure different things. The comparison of the statutory tax rates to the effective ones for the EU-27 during the period of 1998-2009 sometimes reveals very significant differences between these indicators. Taking this into consideration, the paper suggests that corporate tax burden analysis should not be limited to the most basic and readily available measure in the form of the statutory tax rate. Different measures are tailored to answer different research questions. Moreover, the article presents changes of company taxation for the EU-27 within 1998-2009.

The article covers key formats of interstate cooperation in the post-Soviet space. The authors conclude that the Eurasian Economic Union is the major integration project bringing together Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia. This research addresses various legal issues related to founding of the EAEU single financial services market with provisions and annexes of the EAEU Treaty studied. The EAEU meets challenges and creates legal and institutional framework for single financial services market within a relatively short timeframe. By 2025 both Supranational Eurasian financial regulator should be established and EAEU legislation on financial services should be harmonized. These tasks require international and national regulation experience. Therefore through the use of comparative analysis some advantages of the European Union law in the field of financial services market regulation are pointed out alongside with particular national legislation aspects of the EAEU member states in the similar or relative fields. Comparative analysis provides for determination of modern approaches to financial services market regulation in the EAEU and its member states, and allows to emphasize advantages and disadvantages of such regulation. Comparative analysis is applied to specifically investigate three subject areas of high relevance for global financial community: institutional forms of trade in financial instruments; organized trade in financial derivatives; organization of algorithmic and high-frequency algorithmic trading. Conclusion drawn is that the EU experience in the matters of financial markets regulation is of particular interest for the EAEU and its member states.

On the basis of a wide range of documents from the European Union and Czech Republic, the article analyses preconditions, main stage and consequences of the integration with the EU, the features of the Czech integration model, its legislative basis and institutional mechanism. The author emphasizes that the transition into a full-fledge EU member in May 2004 was the result of a long, complicated and painful process of the «European Come Back», which started in the early 1990’s and allowed the state’s government to solve a number of problems. In particular, the author argues that the Czech government managed to have improved the macroeconomic situation, to accelerate structural reforms and to adapt the national legislation to the EU legislative system. The Czech experience proves that the EU membership may have both advantages and disadvantages. The article draws special attention to the results and consequences of the Czech EU membership. Numerous facts provided in the paper allow to evaluate the state’s gains from the integration processes and to emphasize the key trends, main challenges and new opportunities for the country. Last but not least, the article studies the causes of multivariance and discrepancy of the European integration prospects, the low level of trust among the Czechs towards the EU, stable strengthening of European skepticism, the factors that had an impact on the results of the last parliamentary and presidential elections of 2017 and 2018 respectively.

Planning, development and design policies influence sense of safety of people touse the City centre or Central Business District (CBD) and therefore city centres can becomeactive and vibrant during the day and night. This paper reviews past and present planningpolicies relevant for feeling of personal safety in the context of housing, retail, amenities,street infrastructure, building design and transportation aspects. The past development trendsshow that insignificant attention has been paid to people's sense of safety when using publicspaces, particularly at night, a factor identified important in creating attractive city centressince 1960s. Local plans primarily refer to safety in relation to roads, accessibility andworkability. Local policies also show the dominance of CCTV since the 1990s has becomeubiquitous, but changes to sense of safety in urban spaces now may actually be a betterreflection of planning and design decisions made over the past 20 years.

Polityka parkingowa należy do ważniejszych wyzwań w rozwoju współczesnych miast w zakresie transportu. Jednym z narzędzi kształtowania tego zjawiska w miastach jest wprowadzanie stref płatnego parkowania, które mają zwiększać rotację pojazdów oraz zachęcać do korzystania z innych środków transportu w codziennych dojazdach. Jest to szczególnie ważne w kontekście centrów miast. Wdrażanie stref płatnego parkowania stanowi często stosowane rozwiązanie w dużych miastach, rzadziej w średnich i małych. Celem tego badania jest analiza sposobu docierania mieszkańców średniego miasta – Tczewa – do centrum (Starego Miasta) oraz ocena możliwości wprowadzenia strefy płatnego parkowania. Badanie przeprowadzono metodą ankiety, posługując się techniką PAPI (Paper and Pencil Interview), w którym zebrano 375 odpowiedzi. W przeprowadzonym badaniu ankietowym wykazano, że istnieje duży poziom akceptacji społecznej dla możliwości wprowadzenia strefy płatnego parkowania w analizowanym przypadku. W badaniu wykazano ponadto, że znaczną większość użytkowników centrum stanowią osoby docierające tam pieszo. Potwierdzono także, że mieszkańcy są skłonni nie tylko zapłacić za parkowanie w centrum miasta, ale także przejść pewien dystans pieszo od miejsca postojowego do celu podróży. Niniejsza praca może mieć charakter aplikacyjny i stanowić wskazówkę dla innych miast o podobnej wielkości i strukturze, które zamierzają wprowadzić strefę płatnego parkowania lub innego rodzaju ograniczenia ruchu samochodów. Mobility in the centre of a medium-sized city in the perspective of the prospective introduction of a paid parking zone – a case study of Tczew Parking policy is one of the more important challenges in the development of modern cities in terms of transport. One of the tools for shaping this policy in cities is the introduction of paid parking zones, which are intended to increase vehicle turnover and encourage the use of other means of transport for everyday commuting. This is particularly important in the context of city centres. The introduction of paid parking zones is a common solution in large cities, less so in medium-sized and small ones. The aim of this study is to analyse how residents of a medium-sized city – Tczew – travel to the centre (Old Town) and to assess the possibility of introducing a paid parking zone. The study was carried out through a survey, using the PAPI (Paper and Pencil Interview) technique, with 375 responses collected. It showed that there is a high level of public acceptance for the possible introduction of a paid parking zone in the case under consideration. The study also yielded that the vast majority of users of the centre are people who get there on foot. It was also confirmed that residents are not only willing to pay for parking in the city centre, but also to walk a certain distance from their parking space to their destination. This work can be applied as a guide to other cities of similar size and structure that intend to introduce paid parking zones or other types of car traffic restrictions.
