AbstractDigital platforms, understood as multi-sided matchmakers, have amassed huge power, reimagining the role of consumers, producers, and even ownership. They increasingly dictate the way the economy and urban life is organized. Yet, despite their influential and far-reaching role in shaping our economic as well as sociocultural world, our understanding of their embeddedness, namely how their activities are embedded in systems of social and societal relationships and how they conceptualize their main functions and actions in relation to their wider setting, remains rudimentary. Consequently, the purpose of this frontier paper is threefold. Firstly, it reveals the need to discuss and evaluate (dis-)embedding processes in platform urbanism in order to understand the underlying dynamics of platform power and urban transformation. Secondly, it aims to reveal the main reasons in regard to the difficulties in pinpointing digital platforms embeddedness. Thirdly, it seeks to propose future research unravelling the (dis-)embeddedness of the platform economy.This paper argues for three main reasons namely unawareness, unaccountability and non-transparency of digital platforms that drive the lack of embeddedness and reaffirms platform power. This is mainly based on the configuration of new commodities, platforms’ strategic avoidance of labour protections and other regulatory frameworks as well as platforms’ secrecy in which they operate. This frontier paper argues that transferring the concept of embeddedness to the platform economy might serve as a valuable tool to understand and pinpoint essential dynamics and relationships at play, therefore proposing embeddedness as a basis for future research on the platform economy. It strongly argues that a more detailed understanding is urgently needed, in order to be able to understand, accompany and actively influence the development of the platform economy in regulatory terms.

AbstractThe Urban Living Lab (ULL) approach has the potential to create enabling environments for social learning and to be a successful arena for innovative local collaboration in knowledge co-creation and experimentation in the context of research and practice in sustainability transitions. Nevertheless, complex issues such as the urban Food-Water-Energy (FWE) Nexus present a challenge to the realization of such ULL, especially regarding their inclusiveness.We present ULL as a frame for a local knowledge co-creation and participation approach based on the project "Creating Interfaces - Building capacity for integrated governance at the Food-Water-Energy-nexus in cities on the water". This project aims at making FWE Nexus linkages better understandable to the stakeholders (citizens and associations, city government, science, businesses), and to facilitate cooperation and knowledge exchange among them. This paper focuses on and discusses inclusiveness as a key aspect and challenge of ULLs and on what literature and our experiences in this regard suggest for the advancement of the concept of ULL towards ULL 2.0. These findings often also relate to framing transdisciplinary research in a wider sense.

AbstractPlatform-based services are rapidly transforming urban work, lives and spaces around the world. The rise of platforms dependent on largely expendable labour relations, with significant migrant involvement, must be seen as connected, and as replicating larger social processes rather than merely technological changes. This perspective paper urgently calls for an intersectional perspective to better understand social-technical relations crossing the digital-urban interface of platform urbanism in contemporary European cities. Critics of platforms and gig work, to date, have mainly focused on algorithms-based social control, degraded working conditions, problematic employment relations and precariousness of gig work. The ongoing Covid-19 pandemic has both disrupted and amplified these issues, intensifying the vulnerability of gig workers. For example, in Sweden, migrant groups and gig workers were separately identified as being hardest hit by Covid, but with little attention to the interconnectivity between these categories, nor to how these groups are co-positioned vis-a-vis larger socio-economic inequalities. Thus, we argue for a deeper understanding of the social processes underlying platforms and for active investigation of how inequalities are being produced and/or maintained in/by these processes. Urban planners, designers and policy makers will need to actively address the hybrid (digital and physical) urban spaces produced in platform urbanism in order to prevent spatial and economic inequalities. We argue for a stronger recognition of interrelated and overlapping social categories such as gender and migrant status as central to the construction of mutually constitutive systems of oppression and discrimination produced in and through the platform urbanism.

AbstractDigitalisation is an increasingly important driver of urban development. The ‘New Urban Science’ is one particular approach to urban digitalisation that promises new ways of knowing and managing cities more effectively. Proponents of the New Urban Science emphasise urban data analytics and modelling as a means to develop novel insights on how cities function. However, there are multiple opportunities to broaden and deepen these practices through collaborations between the natural and social sciences as well as with public authorities, private companies, and civil society. In this article, we summarise the history and critiques of urban science and then call for a New Urban Science that embraces interdisciplinary and transdisciplinary approaches to scientific knowledge production and application. We argue that such an expanded version of the New Urban Science can be used to develop urban transformative capacity and achieve ecologically resilient, economically prosperous, and socially robust cities of the twenty-first century.

AbstractUrban experimentation has proliferated in recent years as a response to sustainability challenges and renewed pressures on urban governance. In many European cities, diverse and rapidly changing experimental forms (e.g. urban living laboratories, pilots, trials, experimental districts) are becoming commonplace, addressing ambitious goals for smartness, circularity, and liveability. Academically, there is a growing concern for moving beyond the focus on individual experiments and the insistence on upscaling their primary transformation mechanism. However, the phenomena of ‘projectification’ – whereby project-based forms of organising have become ubiquitous, shaping expectations about experimentation – is increasingly perceived as a barrier. Nevertheless, how specifically experimentation and projectification intersect remains unclear. Our theoretical perspective examines how the widespread tendency towards projectification shapes urban experimentation and the potential implications for urban transformations. It problematises the current wave of experimentation and how it contributes to the projectification of urban change processes. We present three steps to redress this issue and indicate directions for future research.

AbstractUrbanites increasingly turn to digital mobility platforms to make use of means of transportation and to plan and book journeys. While these platforms can contribute to making urban travel more sustainable and efficient, they can also lead to governance challenges and have negative external effects, raising questions about how public values can best be safeguarded. In this article, public values are defined as normative concepts that describe both the impact on and democratic control of an affected public. This article aims to initiate a more structured discussion about platform urbanism, specifically how and to what extent public values are incorporated in platform design and operation in the realm of mobility. It introduces an assessment framework for mobility platforms that was developed as part of a transdisciplinary research project in the Netherlands. This framework is grounded in two academic debates regarding 1) the rise of platform urbanism and 2) new forms of mobility that accompany the densification of cities. The paper refers to the mobility pilots Kutsuplus, UbiGo and Whim to illustrate how the safeguarding of public values can be evaluated. In the concluding section, the paper discusses some ways in which the assessment framework can be used for future research, for instance through scenarios.

Abstract This article interprets emerging scholarship on rental housing platforms—particularly the most well-known and used short- and long-term rental housing platforms—and considers how the technological processes connecting both short-term and long-term rentals to the platform economy are transforming cities. It discusses potential policy approaches to more equitably distribute benefits and mitigate harms. We argue that information technology is not value-neutral. While rental housing platforms may empower data analysts and certain market participants, the same cannot be said for all users or society at large. First, user-generated online data frequently reproduce the systematic biases found in traditional sources of housing information. Evidence is growing that the information broadcasting potential of rental housing platforms may increase rather than mitigate sociospatial inequality. Second, technology platforms curate and shape information according to their creators’ own financial and political interests. The question of which data—and people—are hidden or marginalized on these platforms is just as important as the question of which data are available. Finally, important differences in benefits and drawbacks exist between short-term and long-term rental housing platforms, but are underexplored in the literature: this article unpacks these differences and proposes policy recommendations. Policy and practice recommendations As rental housing technologies upend traditional market processes in favor of platform oligopolies, policymakers must reorient these processes toward the public good. Long-term and short-term rental platforms offer different market benefits and drawbacks, but the latter in particular requires proactive regulation to mitigate harm. At a minimum, policymakers must require that short-term rental platforms provide the information necessary for cities to enforce current, let alone new, housing regulations. Practitioners should be cautious inferring market conditions from rental housing platform data, due to difficult-to-measure sampling biases.

AbstractCities around the world continue to grapple with safety, security and the role for law enforcement in reducing gun crime. Recent calls for alternatives to militarized policing in cities and addressing racism in urban crime policies and practices gives new urgency to explore community-led strategies. Advance Peace is a program that aims to reduce urban gun violence using formerly incarcerated community members as street outreach mentors and violence interrupters. Yet, few urban policy makers know of Advance Peace and how it is distinct from other community-based urban gun violence interruption programs, often called focused deterrence. In this paper, we describe the innovative approach used by Advance Peace, what distinguishes it from other municipal gun violence reduction strategies, and examine the elements of its unique, public health informed program called the Peacemaker Fellowship®. The Peacemaker Fellowship enrolls the small number of the most violent and hard to reach members of a community at the center of gun violence in an intensive 18-month program of trauma-informed, healing-centered, anti-racist mentorship, education, social services, and life opportunities. We suggest that cities around the world seeking transformations in their approach to public safety, including addressing structural racism and centering community expertise, explore the unique features of the Advance Peace approach.

AbstractMuch scholarship has revealed the interrelationships of urbanization and financialization of cities in the past half century. However, these twin processes are modulating with the advent and application of digital platforms towards the production and experience of urban life. This paper demonstrates how the datafication process of platform urbanism and smart city projects is deeply intertwined with processes of financialization and urbanization. Though materially distinct, these processes converge over a shared purpose to instigate and accelerate the circulation of value in capitalist urban production. This paper examines the urban character of digital economic circulation and the increasingly financialized datafication of urban infrastructures. In foregrounding the circulation of value, datafication both conditions and is conditioned by financialization and urbanization.

AbstractAn urban mobility transition requires a transition in space allocation, since most mobility modes are dependent on urban open space for circulation and the storage of vehicles. Despite increasing attention to space and spatiality in transitions research, the finite, physical aspects of urban space, and the means by which it is allocated, have not been adequately acknowledged as an influence on mobility transitions. A conceptual framework is introduced to support comparison between cities in terms of the processes by which open space is (re-)distributed between car and bicycle circulatory and regulatory space. This framework distinguishes between regulatory allocation mechanisms and the appropriation practices of actors. Application to cases in Amsterdam, Brussels and Birmingham reveal unique relationships created by the zero-sum nature of urban open space between the dominant automobility mode and subordinate cycling mode. These relationships open up a new approach to forms of lock-in that work in favour of particular mobility modes within the relatively obdurate urban built environment. Empirically, allocation mechanisms that routinise the production of car space at national level within the EU are shown to be far more prevalent than those for bicycle space, highlighting the constraints faced by radical city-level policies aimed at space reallocation.
