<p>This thesis uses a micro-historic approach to explore the personal relationships between Māori and settlers in Wellington, Nelson and New Plymouth between 1840-1860 [prior to the Taranaki Wars] as they are presented in personal diaries and letters of early settlers of the New Zealand Company. The vast majority of the scholarship in the area of colonial history is based on ‘official records’, such as New Zealand Company material, as well as sources from the Government, the military, surveyors and newspapers. This research, however, focuses on private records to present the ‘lived experiences’ of the early settlers of the Wakefield settlements with Māori in the ‘contact zone’. As I will argue, settler and Māori in the case study towns did establish a positive space of interaction, a so called Middle Ground, which is characterised by trust, help, trade and exchange, mutual needs, language adoption and knowledge exchange, resulting in real accommodation of ‘the other’. However, this positive space decayed as a result of the shift of power to the settlers’ side in conjunction with increasing prominence of the so-called ‘land question’. This project uses the Hutt Wars in Wellington, the Wairau Incident of 1843 in Nelson and lastly the events in New Plymouth that led to the Taranaki Wars, to determine when and how the Middle Ground was weakened and eroded. Emerging conflict, inevitably, influenced positive personal relationships in the ‘contact zone’ between Māori and Pākehā, which broke down and quickly led to a negative perception of the tangata whenua that, in some areas, still profoundly influences perceptions today.  The Middle Ground, as a theoretical framework, was first developed by Richard White for the American Indians and their interaction with the French in the Great Lakes region, but has more recently been used by Vincent O’Malley to theorise the relationship between Pākehā and Māori in Northland prior to 1840. This research extends these findings in time and space and seeks to set Māori-Pākehā history in an international and intercultural context as an example of a possible common colonial experience. This thesis represents the only attempt to construct an overview and critical reflection of the shared experiences of settlers with Māori based on private records. This project is significant in the wider context of early New Zealand history as well as in the context of the Treaty of Waitangi and its impact on current race relations because it offers the possibility of seeing and interpreting Māori-Settler relations in a new, and perhaps far more positive light. We can determine whether Māori experiences are a general experience typical of colonised countries and whether the Middle Ground can be found in different forms in different times and places.</p>

This article aims to build a network for the exchange of knowledge between the government and production, community and university sectors for sustainable local development. To achieve this, the authors relied on the concepts of sustainable local development, social capital, the relationship between sectors or intersectorality, networks and interdisciplinary and transdisciplinary knowledge. Regarding the methodology, the abductive method was used. Under a documentary design, the research techniques were a content analysis of theoretical documents and the deductive inference technique. The construction of a knowledge exchange network for sustainable local development stands out as the result. It is concluded that knowledge networks for sustainable local development have positive implications in the establishment of alliances and links between the sectors that make up society.

Despite medical devices being integral to modern healthcare, New Zealand's regulation of them is decidedly limited, with repeated attempts at reform having been unsuccessful. With the Government now indicating that new therapeutic products legislation may be introduced before the end of the year, the article considers the case for change, including to promote patient safety, before analysing the draft Therapeutic Products Bill previously proposed by the Ministry of Health, and on which any new legislation is expected to be based. It concludes that, while the proposed Bill is a step in the right direction, introducing regulatory oversight where there is currently next to none, there is still significant work to be done. In particular, it identifies a need to clarify whether the regime is indeed to be principles-based and identifies further principles which might be considered for inclusion. It further proposes regulation of cosmetic products which operate similarly to medical devices to promote safety objectives, while finding a need for further analysis around the extent to which New Zealand approval processes should rely on overseas regulators. Finally, it argues that, in an area with such major repercussions for people's health, difficult decisions around how to develop a framework which balances safety with speed to market should not be left almost entirely to an as yet unknown regulator but, rather, more guidance from Parliament is needed.

The Horotiu Paa Bridge, also known as the Karapiro Gully Bridge is the largest weathering steel bridge in New Zealand. Construction of the bridge was recently completed in November 2015. The bridge is part of the Cambridge section of the Waikato Expressway in New Zealand. The Waikato Expressway is one of the seven state highways, named the Roads of National Significance, identified by the government as essential to New Zealand's economic prosperity. The bridge spans over the Karapiro Gully with a total length of 200m, consisting of four 50m long equal spans and is 24m wide, servicing 4 lanes of traffic.<p> This paper discusses the design development, key design aspects, innovations and technical challenges for the design of the Horotiu Paa Bridge.

Carter Observatory is the National Observatory of New Zealand and was opened in 1941. For more than ten years the Observatory has maintained an active education program for visiting school groups (see Andrews, 1991), and education now forms one of its four functions. The others relate to astronomical research; public astronomy; and the preservation of New Zealands astronomical heritage (see Orchiston and Dodd, 1995).Since the acquisition of a small Zeiss planetarium and associated visitor centre in 1992, the public astronomy and education programs at the Carter Observatory have witnessed a major expansion (see Orchiston, 1995; Orchiston and Dodd, 1996). A significant contributing factor was the introduction by the government of a new science curriculum into New Zealand schools in 1995 (Science in the New Zealand Curriculum, 1995). “Making Sense of Planet Earth and Beyond” comprises one quarter of this curriculum, and the “Beyond” component is astronomy.

Concern exists that New Zealand hasn’t struck the right balance between two potentially competing principles of good government: officials should provide free and frank advice to ministers, and the public should have opportunities to participate in decision making and hold the government to account. Steps we have taken to address this include: strengthening constitutional underpinnings for free and frank advice (Cabinet Manual changes and issuing expectations for officials); a work programme to improve government agency practice in relation to the Official Information Act; and the Office of the Ombudsman reducing uncertainty about when advice can be withheld by issuing new principles-based guidance and providing more advisory services.

<p>In 2018, the government published the report of its inquiry into mental health and addiction in Aotearoa New Zealand, which called for a ‘paradigm shift’ in the country’s approach to mental wellbeing. This research portfolio explores the role architecture has to play in this shift, acknowledging the problematic historical associations of architecture and mental health. In doing so, the work aims to establish principles for a new architectural typology of mental health care, outside of conventional institutions. It explores contemporary approaches to wellness, and integrates research from several bodies of theoretical and evidence-based research into a new creative practice within architecture. Specifically, the research draws on theory around nonrepresentational therapeutic landscapes, third place and evidence based design. These inform creative explorations of the therapeutically affective qualities of naturally-sourced materials. The findings of this explorations are transferred to spatial design using a ‘multiplicity’ approach based on nonrepresentational theory and Māori health models, which is then applied to a specific site in Wellington, New Zealand. Finally, architectural applications for this research are proposed in the form of a community-based third place to support mental health and wellbeing.</p>

<p>In 1844, George French Angas, the English traveller, artist, natural historian and ethnographer spent four months travelling in New Zealand. He sought out and met many of the most influential Maori leaders of the time, sketching and recording his observations as he went. His stated intention was to provide a ‘more correct idea’ of New Zealand and the New Zealanders. In Australia and then Britain he held exhibitions of his work and in 1847 he published two works based on this time in New Zealand: a large volume of full-colour lithographs, The New Zealanders Illustrated and a travel narrative based on his journal, Savage Life and Scenes in Australia and New Zealand. These exhibitions and publications comprised the nineteenth century’s largest collection of works about Maori and Maori culture. This thesis is a study of the ‘more correct idea’ that Angas sought to provide: his creation of colonial knowledge about Maori. Angas is most commonly described in New Zealand as being an unremarkable artist but as providing a window onto New Zealand in the 1840s. This thesis opens the window wider by looking at Angas’s works as a record of a cultural encounter and the formation of a colonial identity. The works were shaped by numerous ideological and intellectual currents from Britain and the empire, including humanitarianism and the aesthetic of the picturesque. Ideas about gender and the body form a central part of the colonial knowledge created in Angas’s work. Particularly notable is what this thesis terms ‘sartorial colonisation’ – a process of colonisation through discourse and expectations around clothes. Angas also travelled and worked in a dynamic middle ground in New Zealand and Maori played a vital role in the creation of his works. Angas represented Maori in a sympathetic light in many ways. Ultimately however, he believed in the superiority of the British culture, to the detriment of creating colonial knowledge that placed Maori as equal partners in the recently signed Treaty of Waitangi. This thesis also examines the ways in which Angas’s body of work has been engaged with by the New Zealand public through to the present. As a study of the products of a British traveller who spent time in other parts of the empire as well as in New Zealand, this thesis contributes to histories of New Zealand, and British imperial and transcolonial history.</p>
