<p>This thesis examines public involvement in socio-technical controversies from a sociological perspective. Public engagement in science and technology is becoming increasingly important in societies where citizens are asked, and expected, to be involved with issues that have been dominated by experts. In New Zealand, a contemporary example of public participation in science and technology is the large-scale road building programme called the Roads of National Significance. The central aim of this thesis is to understand how the public engage with and create meaningful evaluations of complex issues that are associated with expert-driven politics and top-down decision-making processes. I examine the public’s involvement in the Kāpiti expressway project by discussing how locally-based groups evaluated and publicised it as an object of concern. Specifically, I investigate the demonstration and visual imagery technologies that were utilised to publicise the expressway as a public matter. I then explore how opponents translated their concerns with the environmental, political, and social aspects of the project as legal and technical issues. The second aim of this thesis is to contribute to the material turn in the human sciences by engaging with object-oriented (Barry, 2013; Latour, 2005a; Marres & Lezaun, 2011) and socio-cultural (Boltanski & Thévenot, 2006) approaches to public involvement in socio-technical controversies. The role that technologies play in materialising public participation and re-presenting the Kāpiti expressway project as an object of concern are examined. However, to create a dialogue between object-oriented and socio-cultural approaches to public dispute, I investigate the technologies of justification and criticism, and the cultural modes of evaluation that qualify people and things within moral vocabularies. I argue that the public were obliged to re-present the Kāpiti expressway as an object of concern by demonstrating how their personal objections were relevant to the legal and technical aspects of the project. A range of technological devices enabled local groups to evaluate the project during the early planning stages of the project, but convincing decision-makers to reject the expressway involved the difficult task of critiquing the planning process, and enrolling allies. This thesis uses a qualitative, case study approach to socio-technical controversies. I use interviews, qualitative observations, and documentary methods to examine the actions of locally-based groups and the modes of evaluation used to challenge the Kāpiti expressway project.</p>

Within the literature of governance and policy making in the context of planning, the notion of performativity is specifically conceptualized as the self-fulfilling property of performances – such as story-telling – that shape public reality. One specific stream of performativity researchers – dominant in the realm of organization studies – focuses on the enactment of academic theory into reality. We contribute to this idea of bringing theory into being by conceptualizing purposive performative agents who strive to enact a specific theory in reality. Our paper demonstrates through which mechanisms the theory of New Public Management has shaped the reality of public governance at the will of one powerful performative agent. Using a perspective based on performative struggle, our interpretative case study – focused on a large policy process – exhibits how New Public Management doctrine gains influence at the expense of other public management theories. In conclusion, we claim that our findings offer a potential perspective for understanding through which dynamics certain agents aim to shape the public realm in alignment with their preferred theoretical propositions.

Many proponents of gas pipeline studies using the public roadway for their facilities have trouble encouraging public participation. Problems resulting from a lack of public involvement are documented. A public participation process designed to gather meaningful public input is presented through a case study of a public roadway pipeline study in southern Ontario. Techniques are outlined to effectively stimulate public interest and document the public involvement process. Recommendations are made as to the transferability of this process to other jurisdictions.

Perceptions of government and civil servants are shaped by a variety of factors including popular culture. In the public administration literature the significant role that film and other narrative forms have on citizens’ perceptions is duly noted, and there is ample research on politicians and military heroes in film, but a focus on civil servants remains largely elusive. Among the sparse literature centered on civil servants are studies that employ a case study approach or focus on a few films. In contrast, our research employs a large sample of 150 films. These films comprise the top ten box-office grossing films from 1992 through 2006; therefore we examine the films most likely to have been seen by a majority of movie-watching Americans. More than 60 percent of the films in our sample portray government as bad, inefficient, and incompetent. However, the data on more than 300 civil servants yield intriguing findings. Surprising, in light of the negative depiction of government, is the positive depiction of individual civil servants. Half of civil servants were positively portrayed, and only 40 percent were negatively depicted. Americans may view government negatively, but they see in film positive depictions of how individual civil servants can and do make a positive difference.

Tujuan dari penelitian ini adalah untuk mengetahui proses pengelolaan dimulai dari pencarian data dan fakta, perencanaan, pengaplikasian program, serta tahap evaluasi. Proses ini merupakan rangkaian dari pengaplikasian konsep four step public relations yang dijalankan oleh humas Kantor Wilayah Kementrian Agama Provinsi Jawa Barat, yaitu tahap fact finding, planning and programming, taking actions and communications, and evaluations. Penelitian ini menggunakan paradigma konstruktivisme , pendekatan kualitatif dan metode studi kasus, mengenai suatu lembaga atau organisasi dengan berupa fenomena yang ada dan terjadi nyata disuatu lembaga atau organisasi. Hasil dari penelitian ini menerangkan bahwa proses pengelolaan website menghasilkan data yang terbagi kedalam dua bagian yaitu fakta primer dan sekunder , setelah data didapatkan selanjutnya perencanaan program aplikasi yang memudahkan publik, lalu pengaplikasian program aplikasi seperti halnya E-MTQ, SIMKAH, dan lain-lain, tahap akhir yaitu evaluasi yang dilakukan seperti Rapat Koordinasi dengan Pemerintah Provinsi dan Kab/Kota. This process is a series of applications of the four-step public relations concept run by the PR of the Regional Office of the Ministry of Religion of West Java Province. Researchers also use a case study approach that is about an institution or organization in the form of phenomena that exist and occur real in an institution or organization. The results of this study explain that the website management process produces data which is divided into two parts, namely primary and secondary facts, after the data is obtained then the planning of application programs that facilitate the public, then application of application programs such as E-MTQ, SIMKAH, and others, the final stage is an evaluation conducted such as a Coordination Meeting with the Provincial and District / City Governments. Objective: To provide guidance to criminologists for conducting experiments in light of two common discouraging factors: the belief that they are overly time-consuming and the belief that they can compromise the ethical principles of human subjects’ research. Method: A case study approach is used, based on a large-scale randomized controlled trial experiment in which we exposed participants to a 5-s TASER shock, to describe how the authors overcame ethical, methodological, and logistical difficulties. Results: We derive four pieces of advice from our experiences carrying out this experimental trial: (1) know your limitations, (2) employ pilot testing, (3) remain flexible and patient, and (4) “hold the line” to maintain the integrity of the research and the safety of human subjects. Conclusions: Criminologists have an obligation to provide the best possible evidence regarding the impact and consequences of criminal justice practices and programs. Experiments, considered by many to be the gold standard of empirical research methodologies, should be used whenever possible in order to fulfill this obligation.

Large event security has become increasingly complex over the past 20 years. Security incidents have included headline tragedies such as the Las Vegas shooting in 2017 and the Boston Marathon bombing in 2013. Spokane, Washington, has been no exception to the need to enhance guest security for large-scale events, as evidenced by the Hoopfest gang-related shooting in 2010 and the Martin Luther King Jr. Day bombing attempt in 2011. Balancing the interests of stakeholders has become challenging for event management professionals in both planning and operations phases. Security strategies and trainings designed for security and guest service staff are critical for the success of new protocols. Transparent communication to the public is crucial for the event's success and the guarantee of guest satisfaction. This case study aims to document the leadership decisions made to enhance security for large-scale events held in Downtown Spokane and the Spokane Arena. Focusing on several tipping points, the leadership decisions and implementation are chronicled as a case study, along with the decisions and protocols that continue to influence large event security in the Spokane area. This study will benefit other event planners and venues as they face security system upgrades, protocols, and implementation.

The notion of patient and public involvement and engagement (PPIE) in research has been around for some time, and it is considered essential to ensure high-quality relevant research that is shared and that will make a difference. This case study of practice aims to share the PPIE practice from Dorset County Hospital NHS Foundation Trust, a small rural district general hospital. It describes the process of recruiting patients and members of the public as research volunteers, as well as the plethora of engagement and involvement activities with which they have been involved to date. This is followed by a reflection on the process and an overview of plans for the future, highlighting key challenges as well as learnings. A dedicated role to support/oversee PPIE activities is recommended to coordinate large groups of research volunteers, as well as to monitor the important impact of their input, which is considerable. Increasing diversity and access to under-served groups, and embedding the research volunteer role within the wider clinical research team, are also highlighted as fundamental challenges, as well as opportunities to make the most from this valuable resource. The case study of practice puts forward a recommendation to all research departments to embed PPIE in all of the work that they do.
