Are They Ready for Their Close-Up? Civil Servants and Their Portrayal in Contemporary American Cinema

Perceptions of government and civil servants are shaped by a variety of factors including popular culture. In the public administration literature the significant role that film and other narrative forms have on citizens’ perceptions is duly noted, and there is ample research on politicians and military heroes in film, but a focus on civil servants remains largely elusive. Among the sparse literature centered on civil servants are studies that employ a case study approach or focus on a few films. In contrast, our research employs a large sample of 150 films. These films comprise the top ten box-office grossing films from 1992 through 2006; therefore we examine the films most likely to have been seen by a majority of movie-watching Americans. More than 60 percent of the films in our sample portray government as bad, inefficient, and incompetent. However, the data on more than 300 civil servants yield intriguing findings. Surprising, in light of the negative depiction of government, is the positive depiction of individual civil servants. Half of civil servants were positively portrayed, and only 40 percent were negatively depicted. Americans may view government negatively, but they see in film positive depictions of how individual civil servants can and do make a positive difference.

This research is a normative legal research using constitutional and case study approach. The result of this research show that Bank Mega liquefyPT. Elnusadeposito funds carelessly without PT.Elnusa consent is an act against the law. Elnusa merupakan tindakan yang melanggar hukum. Bank Mega telah tidak memenuhi kewajibannya terhadap nasabah sebagaimana diatur dalam Pasal 37 B ayat (1) Undang-Undang Nomor 10 Tahun 1998 tentang Perbankan yang menyebutkan bahwa setiap bank wajib menjamin dana masyarakat yang disimpan pada bank yang bersangkutan. Tindakan Bank Mega telah menimbulkan kerugian baik materiil maupun immateriil sehingga Bank Mega selaku pelaku usaha berdasarkan Pasal 19 ayat (2) Undang-Undang Nomor 8 Tahun 1999 tentang Perlindungan Konsumen bertanggung jawab untuk memberikan ganti rugi atas kerusakan, pencemaran, dan/atau kerugian konsumen akibat mengkonsumsi barang dan/atau jasa yang dihasilkan.</p><p>Kata Kunci: Tanggung jawab; prinsip kehati-hatian; bank; dan nasabah.</p>

This article examined the problem to reduce divorces outside the court. The Malaysian government has established sanctions for the perpetrators. This research was conducted employing a case study approach with descriptive-analysis method. The results showed that the implementation of divorce sanctions outside the Syariah Subordinate Court of Selangor was less effective in reducing divorces. The high number of divorce cases were found in the country of Selangor, increasing by 71.8% of cases from 2012 to 2017. However, the cases in the West Gombak Syariah Subordinate Court has decreased slightly between 2015 and 2017, indicated by only a few cases were registered. Two factors influenced the implementation of divorce sanctions outside the Syariah Subordinate Court. First, the Selangor Islamic Family Law has regulated the divorce law outside the court in a detailed and clear. Still, the socialization for the public was lacking, and the society took this rule seriously so that the sanction implementation for divorce cases outside the court became a legal solution. Second, the high number of divorce cases found outside the court required a legal policy to impose a legal sanction on the perpetrators. Abstrak: Artikel ini mengkaji masalah untuk mengurangi talak di luar Mahkamah, pemerintah Malaysia telah menetapkan sanksi bagi pelaku. Penelitian ini dilakukan dengan pendekatan studi kasus dengan metode deskriptif-analisis. Hasil penelitian menunjukkan bahwa: Pelaksanaan sanksi talak di luar Mahkamah Rendah Syariah Selangor masih kurang efektif dalam mengurangi perceraian. Kasus perceraian ditemukan cukup banyak di negeri Selangor sebanyak 71.8% kasus meningkat dari tegang waktu tahun 2012 hingga 2017 namun kisaran kasus di Mahkamah Rendah Syariah Gombak Barat agak sudah sedikit menurun dari tahun 2015 hingga 2017 hanya ditemukan beberapa kasus yang terdaftar. Faktor-faktor yang mempengaruhi pelaksanaan sanksi talak di luar Mahkamah Rendah Syariah Selangor ada dua. Pertama, Enakmen Hukum Keluarga Islam Negeri Selangor telah diatur hukum perceraian di luar mahkamah secara rinci dan jelas, namun masyarakat masih kurang sosialisasi dan mengambil berat terhadap aturan ini sehingga penerapan sanksi atas kasus talak di luar mahkamah muncul sebagai solusi hukumnya. Kedua, banyaknya temuan kasus talak di luar mahkamah mengharuskan adanya kebijakan hukum berupa penjatuhan sanksi hukum bagi pelakunya. Kata Kunci: Efektivitas, Sanksi, Talak, Luar Mahkamah

The development of tourism on the coast of Pulau Merah Banyuwangi has resulted in the welfare felt directly by the people around the coast. This article discussed the results of development of the Pulau Merah coast by using the inclusive development paradigm, they are consists of benefits, participation, and ecology aspects. This qualitative research has used a case study approach. Data collection was conducted through interviews of 27 informants. The results of this study indicated that in the development of tourism in Pulau Merah, especially the achievement of inclusive development was good. This is caused in three aspects of inclusive development; the aspects of benefits, participation, and ecology are well implemented. The benefits of the development of Pulau Merah have been felt evenly by the people. Community participation of Pulau Merah coast is quite high. The public awareness of the importance of ecology on the coast of Pulau Merah is also high.

Accountability in providing public administration to the poor people in the Social Department of Makassar. This study was qualitative case study approach, while the instruments were the researchers themselves. This study showed that the accountability in providing public administration to the poor people had not run optimally. There were various approaches and alleviation programs for poverty that had not been able to change significantly. There was no continuous program during the official turnover. If the official was changed, then the policy would be changed, thus the programs were ineffective to minimize the poverty in Makassar. The policies and the supports were necessary from all the elements of construction and the involvement of entrepreneurs like stakeholders and community leaders. The government is necessary to take a role in uniting and bridging these issues. In addition, the strategic planning was necessary to involve society, not only as objects of development but also to be involved as the subject of development to alleviate the poverty in Makassar.

Whilst Luxembourg may be classified as a mini-state, its small size and population have not removed «politics» from public administration. Having outlined the legislative system, this article examines in detail the passage of the legislation for direct elections to the European Parliament focusing on the roles and functions of the relevant actors and institutions. This case study approach reveals a smooth parliamentary stage for legislation concealing a set of devices for resolving contentious or troublesome issues : special ad hoc committees to advise on legislative drafts ; parliamentary committees ; splitting legislation so that legislators are formally committed to a principle before they have seen the details ; the use of delaying tactics to preclude discussion of alternatives. In addition to demonstrating these, the case also examines the effectiveness of the three main institutions, the Council of State, the Chamber of Deputies and the Government, particularly the predominance ofthe latter, on major issues. In contradistinction, however, the Council of State, despite its formally weak status, is shown to exercise a positive influence.

This article aims to find out the contribution of mass organization to the improvement of SME business in KJKS Ankasa GP. Ansor of Pekalongan Regency. This study was a qualitative research with case study approach. The subject of research was Sharia-based Financial Service Cooperatives (Koperasi Jasa Keuangan Syariah, thereafter called KJKS) Ankasa, while the object was GP Ansor of Pekalongan Regency. The result of research showed that GP Ansor of Pekalongan Regency can empower the existing economic potency of members, by means of developing pro-people economy, establishing KJKS. The presence of KJKS can reduce unemployment rate, by providing funding help. The fund grant is given to the members having expertise (skill) but having no capital. To the public, this KJKS Ankasa is a means of providing capital, particularly to small-to-medium scale employers that facilitates them in the term of financing. To GP. Ansor, the presence of KJKS is beneficial to the distribution of fund for social activity (social service) purpose. KJKS Ankasa’s business activity includes financing, investment, and saving corresponding to profit sharing (sharia) pattern and aiming to achieve organizational independency.

ABSTRAK Tujuan penelitian ini adalah untuk menjelaskan tentang proses manajemen krisis dalam menangani pipa gas meledak tahun 2015 yang dilakukan oleh humas PT Star Energy Gheothermal Wayang Windu Bandung. Penelitian ini menggunakan paragdima kontruktivisme, metode kualitatif dan pendekatan studi kasus yang bertujuan untuk mengetahui proses manajemen krisis dalam menangani pipa gas meledak oleh humas PT.Star Energy Gheothermal Wayang windu Bandung. Hasil penelitian menunjukan bahwa manajemen krisis dalam menangani pipa gas meledak tahun 2015 oleh humas PT. Star Energy Gheothermal Wayang Windu Bandung tersebut dimulai dengan tahapan koordinasi penentuan masalah, observasi lokasi, ditemukannya masalah, analisis masalah, selanjutnya melakukan perencanaan dan pemprograman dengan tahapan membuat rencana, perencanaan target, koordinasi perencanaan, konfirmasi, lalu pelaksanaan dan pengkomunikasian didalamnya ada koordinasi pelaksanaan, pelaksanaan penanggulangan krisis, laporan kepada kantor pusat perusahaan, selanjutnya tahapan evaluasi yang dilakukan secar berkala terakhir peran humas kepada masyarakat untuk menyampaikan informasi terkait krisis yang sedang terjadi. ABSTRACT The purpose of this study was to explain the crisis management process in handling gas pipes exploding in 2015 by PT Star Energy Gheothermal Wayang Windu Bandung PR. This study uses the paradigm of constructivism, qualitative methods and a case study approach which aims to find out the process of crisis managementThe results of the study show that crisis management in handling gas pipes exploded in 2015 by public relations company with the coordination of problem determination, location observation, problem finding, problem analysis, then planning and programming with the stages of planning, target planning, coordinating planning, confirmation, then implementing and communicating in there implementation coordination, implementation of crisis response, report to the company's head office, then the evaluation phase is carried out in the last period of the public relations role to the community to convey information related to the crisis that is currently happening.

AbstractObjectiveThe public health nutrition workforce has been reported to be underprepared for practice. The present study aimed to test the ability of an unfolding case study approach to support the public health nutrition workforce for the workplace, with a focus on improved access to nutritious food.DesignTwo unfolding case studies were trialled with undergraduate students in two-hour workshops to enhance their capability to address access to nutritious food as a social determinant of health. The approach provided information about the case using a staged approach that supported learners to review and reply to information and then continue this process as the case became increasingly complex.SettingMelbourne, Australia.ParticipantsThirty-eight undergraduate nutrition and dietetics students.ResultsThe analysis revealed that the unfolding case study approach provided a place to challenge and deepen knowledge and think about the application of theory. As the cases developed and became more challenging, students were supported to consider appropriate approaches and recognised the constant evolution and dynamic nature of practice.ConclusionsThis learning activity challenged students and supported deep learning about possible solutions. It may also be useful at a graduate level and for continuous education of nutritionists and/or dietitians to empower the workforce to address the social determinants of health, rather than just acknowledging them as a set of barriers that prevent people and communities from achieving optimal health. Further work is required to investigate how unfolding case studies in curricula shape preparedness for practice of public health nutrition.
