In today’s era, multidisciplinary integration is the development trend of education, which breaks the field of a single discipline and lays the foundation for the development of education. Objectively speaking, with the integration of disciplines, a new interdisciplinary is formed. This new discipline is comprehensive and systematic; in addition, it integrates knowledge, technology, and methods. It is the result of the collision of different disciplines. As an applied course, Management Science and Engineering integrates multidisciplinary knowledge, such as science and technology, information science, and mathematics. Its main purpose is to solve various problems in social and economic development. It has a long-term impact on the development of contemporary multidisciplinary education. In the new era, in order to meet the requirements of social and economic development, the teaching of Management Science and Engineering should be based on the perspective of multidisciplinary integration, combined with the current characteristics and training mode of the discipline, explore new talent training paths, and then drive the development of the whole industry.

Marine higher education plays an important role in ocean countries in the world. Interdisciplinary integration of ocean and other disciplines has been the development trend and characteristics since the 21st century. In this paper, some explorations and practices have been carried out about the talents cultivation in Electronic Information Engineering with marine characteristics in Ocean University of China. This is a practical choice based on the national marine strategy and regional development demand for marine talents, and also benefiting the discipline intersection of information and ocean in College of Information Science and Engineering. We develop the professional training program with marine characteristics, including curriculum system and course syllabus. In order to strengthen the students’ engineering practice, we construct multi-level, multi-stage and diversified practical teaching system; offer students various innovative practice out of class; open advanced experimental platform. As a result, the specialty construction in Electronic Information Engineering based on all of these measures is feasible and effective in improving the engineering ability of students, especially the application ability of electronic information in the ocean.

This chapter examines the changing nature of the information environment and its implications for Library and Information Science (LIS), with a focus on developing countries in general and the Arab Gulf states in particular. Drawing on key findings from previous LIS literature, it explores what is needed to ensure the future viability of the profession in the GCC region so that it can help underpin social and economic development in these states. Examples of successful practice in LIS innovation from other parts of the developing world are included to demonstrate some possible approaches and the chapter concludes by summarizing some key points for consideration by LIS education specialists, library managers, and policymakers in the Gulf States.

The rates of growth and stability of economic development of the countries of the Portuguese world in the years 1870-2018 are investigated. The comparison has been carried out for 15 economic cycles, which are grouped into following historical periods: monarchical, dictatorial and democratic. The developed method for researching economic development policies makes it possible to quantitatively assess the historical fate of territories in terms of growth and risk. The indicators of the standard deviation of the growth rates of real gross domestic product were used as an indicator of sustainability. The features of progressive, regressive, conservative and aggressive policies of economic development are described. It is shown that during the entire studied period, only Spain which is beyond the Portuguese-speaking word demonstrated similarity in development with Portugal. Brazil's development trend deviated from the metropolis after 130 years of independence and 60 years of obvious institutional differences. African colonies in their turn immediately began to demonstrate a drastically different development policy. This proves that culture has a more significant and long-term impact on economic development than state and social institutions. The results obtained show that the Portuguese world has not formed a separate civilization with special and peculiar traits to be united with the common historical fate.

Transformations in the sphere of federal relations concern the most important directions of the reforming processes in the country. However, not all proposed and actually developing components of the federal reform seem well-argued and corresponding to long-term, strategic interests of the Russian statehood. The basic course of reform should meet the objective requirements of further decentralization of governing economic and social processes and the need to ensure strengthening the responsibility of RF subjects’ executive bodies and local self-management for steady social and economic development of their territories. The solution of these problems calls for a new model of federal policy of regional development, specification of some important components of the municipal reform as well as inserting certain amendments into the system of intergovernmental fiscal relations in order to stir up their stimulating function.
